RESOLUTION NO. 2013 - 10
RESOLUTION TO APPROVE THE SCOPING DOCUMENT FOR THE ALTERNATIVE
URBAN AREA-WIDE REVIEW (AUAR) FOR THE REDEVELOPMENT OF THE FMC SITE,
LEGALLY DESCRIBED AS LOTS 1 AND 2, BLOCK 1, ARMAMENT SYSTEMS DIVISION,
ACCORDING TO THE RECORDED PLAT THEREOF, ANOKA COUNTY, MINNESOTA,
COMMONLY REFERRED TO AS 4800 EAST RIVER ROAD
WHEREAS, The FMC site also commonly referred to as the FMC site has been guided in the City's
Comprehensive Plan as Redevelopment District, and
WHEREAS, The FMC site is now under consideration for the redevelopment of the northern 122 acres,
and
WHEREAS, the threshold for requiring an EAW has been met and either an EIS or AUAR would be then
required, and
WHEREAS, the City of Fridley (as the RGU) has deemed that the AUAR process is appropriate and
should be required, and
WHEREAS, the Developer has responded in accordance with the requirements and proceeded with the
first step, AUAR Scoping EAW Document, and
WHEREAS, The appropriate public meeting and comment period was offered to the public and ended
January 23, 2013, at 4:30 PM, and
WHEREAS, all comments received through this comment process have been added to the Scoping
document and answers will be given to those comments in the AUAR, and
Whereas, staff has reviewed the Scoping document and verified its completeness and accuracy to this
point of the process, and
WHEREAS, NOW, THEREFORE, BE IT RESOLVED, The City Council of the City of Fridley is
hosting a public hearing to discuss the document and to take comments and ask questions as necessary to
understand the document elements, completeness, and approve the document in its form as presented, and
BE IT FURTHER RESOLVED, that Council approval of the Scoping AUAR EAW document will mean
that the developer's consultants can then move forward with completion of the AUAR, and
BE IT FURTHER RESOLVED, that the City Council approves and adopts the Scoping AUAR EAW
document as presented, and
BE IT FURTHER RESOLVED, that the City Council orders that an AUAR be prepared in accordance
with the law and consistent with the Scoping AUAR EAW document.
