The meeting was called to order at 7:55 P,M. b� Chairman Jensen.

ADOPTION OF AGIlV�DA:
It was the decision of the Subcommittee to consider Item 2 as the first
one on the Agenda.
l. LOT SPLIT REQUEST: L.S. #67-02, J.R. DuMOUCHEL: Part of Lot 29, Block l,
Marian Hills Addition.
Mr. DuMouchel was present, and explained that he owned Lot 30, Block l,
and North of his lot is Lot 29 which has been left vacant since most of the
lot was taken for 52nd Avenue leaving this triangle. The land la� idle for
quite a long time. He and his neighbor, Mr. Propokovich, purchased the
triangle and agreed how it would be divided. He picked up the piece along
his lot, had it surve,yed, paid back taxes, and with legal counsel had papers
drawn. We are asking your consideration that the lot lines will be approved.
This land will not be sold or built upon, just adding it to oux lots and
making the area look better.
Chairman Jensen asked Mr. DuMouchel if he had the actual description,
and was told that the deed was home, but Mr. DuP'louchel would be glad to get
it. Chairman Jensen said the reason for concern is the standard for des-
criptions that has been more or less fo�},��wed in lot splits is that in order
to make the division of propert�r there must be a simple description.
Irregular propert�r becomes difficult and if we were to allow indiscriminate
situations of this sort, it becomes too long and makes the job of administering
the City's business extremely difficult. It would be well to have the deed
as drawn b.y the attorne,y to consider the description because this is a
worthy purpose that �rou have in mind.
Mr. 0'Bannon said that he built Mr. Propokovich's home, so that he is
familiar with the area and that triangle was a collector of all the garbage,
and if the City of Fridley would have more people who would take a piece of
property like this and improve it, it would be a fine thing.
Chairman Jensen told Mr. DuMouchel that if he would be willing to get t1�e
deed and return tonight, the Subcommittee will consider it at that time. NLr.

2. DISCUSSION OF THE PROPOSID ROAD PLAN FOR THE COCHRAN, C.ARLSON, CHIES, 0'BANNON
AND SCI�RER PROPERTIES:
The followin.g parties were present: Gawel, Chies, 0'Bannon, Don and Ed
Chies, Dick Carlson.

�� Chairman Jensen reviewed what led to this more or less forward looking
stud� of the Subcommittee. We had some activit,y in the area under stud�
�South Half of the Southeast Quarter of Section 13�. There have been a
number of people interested in various t�pes of development and various uses
of this propert� in the past few �ears. There has been new interest in the
last two or three �ears and as a result a couple of small plats have been
filed along Cochran's propert� and some proposed activity in the past few
months and it was the opinion of the Subcommittee some time should be spent
looking at the entire parcel. It is one of the few residential areas that
are still able to be developed along some sort of orderly plan. The planners
for the City were authorized to proceed with some sort of a master plan.
The� returned with three different street plans on a very preliminar� basis.
We looked over the three street plans and determined that, as far as the
Subcommittee was concerned, two had more merit that the other. We had a
meetin.g last week and came down to one that we thought would fit more than
the other. We made an attempt to pass out copies of these plans to the owners.
In answer to the question who the planners were, Chairman Jensen said Hodne
and Associates with Kermit Crouch handling it. He is doing that work for
the City and it was ou� feelings that we do not feel adequate for this t�rpe
job, and we feel we would be doing the best job for the City be having him
do this for us.
The three plans were displayed and discussed one at a time, Chairman
Jensen reading from the minutes of the Plats & Subs.-Str. & Util.meeting of
March 30, 1967 the comments of Mr. Crouch.
Plan #1 specialized in walkwa,ys with ver�r few crossings of streets.
Children are to walk to schools on the walkwa�rs. Plan #2 had free use of
rear lot line walkways, and cul de sacs. Plan #3 was the most simple
and still have quiet living areas.
The Subcommittee felt they did not particularl,y favor Plan #1 and thought
the other two plans had more to offer.
After some study, it was the feeling of the Subcommittee that Plan #2 had
built-in difficulties relating to propert� lines, and because of the properties
involved in obtaining mutual cooperation at exactly the same time, it was more
difficult than the 3rd plan. The street grades.would be somewhat more
difficult than in the 3rd plan.
The question was asked if the City would maintain the cul de sacs and
are they more expensive to maintain. It would take special equipment, but if
there were enough cul de sacs to warrant special equipment, it would have to
be considered.
Mr. Carlson felt that Plan #3 took too much out of his propert.y for
streets in proportion to the balance, but they would absorb their fair share.
He felt it was a wonderful idea to get the four major property owners together.
It was mentioned there are ways to arrive at a fair distribution of the
road. You can alwa,ys set a value on the right of wa�r and to include it in the
cost of repairin.g of the street.
Member Schmedeke said he did not go along with all these parks.

-� Chairman Jensen asked if the propert� owners would give their opinions
on the plans. Don Chies said that he liked the cul de sacs. It seemed to him
that the steep hill would be difficult for walkwa�s. Ed Chies said he under-
stands this is a ver� preliminary plat and the next step is to relate the pl�ns
to the topograph�. Mr. Carlson wanted to know if there was an� consideration
as to the value of homes that were to be placed in this area. We have quite
a range price in homes now in that area. The consensus was that the range
would be �20,000 and up.
Chairman Jensen said he would like to ask one question of Mr. Carlson and
Mr. Chies. What sort of a time schedule would you speculate on as far as
completing the earth work phase of your propert�? Mr. Carlson said he
anticipated to present the preliminaries to the Board almost any time. Ou�
permit runs out September '68. This is strictl� on the proposed grades
Suburban �ngineerin.g drew up. We may like to put up a home on Rice Creek Road
immediatel�.
Mr. Chies said our propert� is actuall� prett� close to grade. There are
still two high spots. According to our plan, we are prett� close to grade.
Chairman Jensen showed another plan which the Subcommittee worked on at
their special meeting of April 11�, using the same topog map. The,y compromised
the lot lines and grades. There were several small parks which were about 100'
square. He asked for comments on the plans.
Mr. Carlson said the� all have merit. Ed Chies said that as far as the
Carlson and Don Chies property are concerned, it could be prett,y well worked
out. He would like to have the four property owners meet with the planner. NL�
Carlson said there is an intent to develop the property and not drop it, so
we can present this plan to the owners of the rest of the land.
The propert� owners were asked if they could meet together and talk over
the plans. Don Chies said the only problem he could see with Plan #2 is that
the lots are steep and the back yards would be difficult to mow, but he likes
the concept of cul de sacs. There was a short discussion of the back of the
houses facin.g the street.
Chairman Jensen said he felt there were two factors which must be con-
sidered,l� Cut down the number of points of access to Rice Creek Road and
Stinson Boulevard; 2� Drainage problem.
The propert� owners present agreed to meet among themselves, and, if the�
wished to meet later with the planner, they are to contact Chairman Jensen.
The question about walkways in the back was discussed a short time. It
was noted that some of the new projects are usin.g sidewalks with the utilities
easement on either side.
Chairman Jensen told the property owners the Subcommittee would wait to
hear from them at our next session.

Mr. DuMouchel returned at 9:20.
The description as written on the new certificate of survey was read b,y
Chairman Jensen. The Subcommittee agreed it was a simple and to the point
description.
MOTION by Albrecht, seconded by Schmedeke, that the Plats & Subdivisions-
Streets & Utilities Subcommittee recommend approval of the Lot Split #67-02,
J.R. DuMouchel, of part of Lot 29, Block l, Marian Hills Addition, pointing
out that the description is more complex than usual, but due to the fact that
it is not a buildin.g site, it would not be economical to plat. Upon a voice
vote, all votin.g aye, the motion carried unanimously.
3. ALIGNMIlQ'r OF 83RD AVII�TE: Favre Gasoline Station.
A short resume was given of this problem. Mr. Favre had come in with an
application for a building permit and Council did say to go ahead and acquire
the right of way, but Superior Oil is urging him to rebuild his station. Coon
Rapids was contacted and asked if they would be interested in cooperating, but
they were not. The City Attorne� was consulted regarding annexing land for
the road from Coon Rapids, but he said it would be too involved.
It was noted that the Plannin.g Commission at their meeting of June 23,
1966 moved to concur with the Streets and Utilities Subcommittee recommendation
that 83rd Avenue N.E. be considered as part of the logical street pattern and
that the Cit�r of Fridley take the necessary steps to carry out that pattern
as the need arises and that right of wa,y which is needed, be acquired before ar�y
additions to the Favre Gasoline Station are made.
The motion by the Council at their regular meeting of Jul�r 5, 1966 stated
they would "concur with the recommendation of the Plannin.g Commission and
instruct the administratiori to proceed with the necessary steps to obtain an
easement for 83rd Avenue in the City of Coon Rapids".
It was the unanimous opinion of the Subcommittee that they should go
right along with the motion of the Council at their regular meeting of Jul�r
5, 1966 as stated above, and ask the Ehgineering Assistant to draw a map showing
a 60 foot road in Coon Rapids approximately 200 feet long. If it is possible
to bu�r a piece 60 feet wide and about 200 feet long from the land North of
Favre's Station, then there is a way for the road to be build. It was also
an unanimous ag•reement that the previous actions taken were proper.
