PLATS � SUBDIVISION - STREETS $ UTILITIES SUBCOMMITTEE AUGUST 29, 1968
The Subcommittee members met with Mr. Glenn Shaw of Great
Northern at the site. The members with Mr. Shaw drove over the
area to be subdivided and noted some of the physical characteristics
of the parcel after which they all drove to the city hall for the
regular meeting.
Chairman Jensen called the meeting to order at 8:30 P.M.

Chairman Jensen opened the discussion by pointing out some of
the possible hazards to the City of dividing property by Registered
Land Survey rather than by a regular plat.

The main difference being that in a R.L.S. no streets or ease-
ments can be shown as dedicated, therefore, must be deeded to the
City by separate documents, therefore the City could be at the
owners mercy to get such dedicators after the R.L.S. is filed.
Secondly, it was his understanding, after speaking to a registered
land surveyor, that the R.L.S. was only meant to be a method of
eliminating a long metes and bounds description on single or limited
number of tracts not a method of dividing a large tract into 'a,large
number of tracts to be sold the same as lots.

Mr. Jensen went an to say that he had been giving this matter
c{uite a bit of thought and had not made up his own mind as to what
or how this property could best be divided but wanted some discussion
on the method of division.
Mr. Shaw stated that he felt the platting method was drawn
up for residential developments where the size of lots is standard
and there is only a slight chance that further division of lots is
necessary, also development of such plans can often be estimated
and there is seldom any time problem.
Mr. Shaw went on to explain that in an industrial park, no
one can predict the individual size of lots or can say when they will
sell; also if a prospective buyer would want to p�rchase a parcel,
the sale could depend upon tTie time that it would take to get the
parcel ready �or const�uction to commence. The R.L.S. method would
be a very quick wa� to have tracts of all sizes available almost
without ia.ny delay. 1'

� The Committee wondered how the City could be protected from
getting into an unworkable situation of �eeding street right-of-way
to one of the inner parcels and having the developer unwilling to
cooperate in the dedication.
Mr. Shaw explained that in a private covenant, that is in r.ough
draft at this time, they have covered this situation by stating all
building sites must front on a public street, and furthermore thought
that the Citys platting ordinance would also prohibit this situation.

Mr. Shaw w�nt on to state that they have already petitioned
City Council to provide water and sewer as we11 as street surfacing
on Lot 8 to serve Plywood Minnesota.
Mr. Shaw was told if the R.LS. method was used, that the
individual parcels would have to be named tracts rather than lots
and also would have to be alphabetically lettered � thru Z then
�A thru ZZ and so forth.
Chairman Jensen stated he liked the layout but was a little
concerned about the north entrances relative location to the freeway
ramp.
Mr. Shaw pointed out that if it becomes a traffic problem,
turn and exceleration lanes could be added to the present East River
Road.
MOTION by Nagel, seconded by Albrecht to recommend approVal of
the Registered Land Survey P.S. 68-05, Great Northern Industrial Parks.
Mr. Schmedeke wondered if the subcommittee should act on the
whole layout without the knowledge that all the questions about
street dedications can legally be worked out. He would rather
approve just the area involved to serve Plywood Minnesota. Mr.
Schmedeke also wondered why there should be a jog or offset in the
street running east and west, and not make it a cross street and
line the center lines up.
Mr. Shaw stated that the railroad definately wanted approval
on the entire layout at vne time so they would be able to plan
future development without a delay. He went on to state that they
do not want cross streets in an industrial park for the purpose of
eliminating accidents, therefore the offset was intentional.
Mr. Myhra stated he could understand the railroads wanting
approval on the entire parcel at this time and stated that there is
nothing to indicate that as further parcels are sold, time would
be of great importance. Therefore, he would be inclined to approve
the plat and let the City Attorney work with the railroad to make
sure the City would be protected in matters such as street dedications.

Mr. Nagel then amended his motion to read: Recommend approval
of the Registered Land Survey P.S. 68-05, Great Northern Industrial
Park with the stipulation that the City Attorney is satisfied that
the City is protected from any legal problems. Mr. Albrecht seconded
the amendment. Upon a voice vote a11 voting aye, motion carried
unanimously.
MOTION by Myhra seconded by S�hmedeke to adjourn, all voting
aye. Chairman Jensen declared the meeting adjourned at 10:30 P.M.
