The meeting was called to order at 7:35 P.M. by Chairman Jensen.

1. CONTINUED LOT SPLIT REQUEST• L S �69-09, SHELDON A. MORTENSON: 140 feet
North of North property line of Central View Manor, Block 1, between
T. H. ��65 and Central Avenue.
Mr. Mortenson was present and explained that he had talked to Peter
Brook who told him he has 20 feet he might consider to dedieate for a service
road. He.could not give 30 feet as he would lose a couple of trailers.
Z'here is a Z� foot strip available, but that is included in the 20 feet. He
would talk to his prospective buyer and see if a 30 foot easement for access,
until such time a service road goes in, would be agreeable. This would be
sort of a private drive.
Chairman Jensen said he thought Mr. Mortenson would have a problem if
they approved without access dedicated. The Subcommittee would be allowing
a violation of the ordinance because there would be no street access on the
lot. It would be impossible to build on the lots.
It would not be feasible to have one building on.a lot 600 feet deep.
Mr. Mortenson asked if a series of buildings could be put along the back.
This would be similar to Holly Center. Chairman Jensen added that the property
would have to be under one ownership.
The Engineering Assistant suggested platting and then the 30 foot strip
off Central Avenue could be shown as part of the lot. Chairman Jensen said
it seemed to hi.m they could have provisional proof of this as a proposed
plat with a dedication of a 30 foot service road on the West end and considera-
tion of a road ease�nent either to north or south for a public right of way
and then Sheldon could go ahead and pursue the easement in either direction.
In case of a failure, he would have to plea hardship.
The information was volunteered that there is a slim possibility the
City will be cond�ing for a well house ori the first and second lots south
of Mr. Mortenson's property. It was understood that the first lot was
owned by Carl Sorenson, the second by G. A. Gunderson and the third by Ed
Chies. Also, the service road loops behind the filling station and the
question was raised whether or not it would be logical for the highway depart-
ment to want a vertical back up. If this'were so, Mr. Mortenson would have
to go on 73i Avenue to get out. The probability was that the first lot would
be the booster station and a road would curve around in Mr. Mortenson's
parcel. The pump house could be put on an "island".

Mr. Mortenson said if it were necessary to have some additional land,
he would be glad to give some. Ae wondered if he should hold up his request
for awhile. If he platted the land, giving a 30 foot east-west easement,
he would fall in the category of setback problems.
Referring to the 20 foot street, Mr. Mortenson said it actually is not
a service road, it is just a driveway to the property until such time a
road would go through with a"dead end" to that property.
MOTION by Myhra, seconded by Crowder, that the reco�nendation of the
Plats & Subdivisions-Streets & Utilities Subcommittee for the Lot Split
request, L.S. �F69-09, Sheldon A. Mortenson, of the 140 feet North of the
North property line of Central View Manor, Block 1, between T.H. ��65 and
Central Avenue, does not, in the judgment of the Subcaa�ittee, meet the
requirements of a lot split, but would be a satisfactory plat, the Subcam-
mittee recommends that the petitioner present such:..plat to the Planning
Com�nission, and that, further, the Subcommittee recammends approval of said
plat subject to a frontage road to the north or south along the west edge
of said plat and exiting onto a public street; the petitioner to pay the
$10.00 additional fee for platting. Upon a voice vote, all voting aye, the
motion carried unanimously.
The Engineering Assistant suggested Mr. Mortenson wait a couple of weeks
before presenting his petition.
2. PROPOSED PRELIMINA.RY PLAT: P.S. ��69-04, EAST RANCH ESTATES 1ST ADDITION,
ROBERT SCHROER: East 621.87' of that part of NW� of NW� as measured along
the North line thereof of Section 11, lying northerly of centerline of
Osborne Road, subject to portion taken for T.H. ��47, Osborne Road and St.
Paul Waterworks easement.
Mr. Robert Schroer and Mr. Richard Harris were present.
Mr. Schroer said that when he brought the original plan, the storm sewer
went through on 78th Avenue.
Mr. Harris was intexested in the ditch as his plat, Onaway Park, lies
west of the proposed plat. He said they thought if the storm sewer was
brought down 78th Avenue, where there is a platted street, then there would
be no need for easements in the Onaway plat. Darrel Clark said it would be
better to go right down the street.
Chairman Jensen suggested at this point that P.S. ��69-05, East Ranch
Estates 2nd Addition be set aside and the Subcom�nittee consider P.S. ��'69-04,
East Ranch Estates lst Addition.
Darrel Clark said the St. Paul Water Works easement contains an air vent
which wil� cost $1,350.00 to remave. This lies in the service drive. An
Agreement between the City and the St. Paul Water Commissioners will probably
state we will have to pay for the removal of the air vent and other conditions
as far as the road construction is concerned. The costs will probably be
borne by the plat in the improvement costs. Chairman Jensen noted the service
drive all the way up the east edge and said it will be dedicated in the plat
itself. Darrel Clark added that the reason why they are having two plats
is in the purchase of the property, two different fee owners are involved,
and rather than get mixed up in title proble�ms and signatures, it was
decided to have two plats.

MOTION by Myhra, seconded by Batterson, that the Plats & Subdivisions-
Streets & Utilities Subca�nittee reco�►end to the Planning Com�ission approval
of the Preli.minary Plat, P.S. �k69-04, East Ranch Estates lst Addition, Robert
Schroer of the East 621.87' of that part of the NW� of the NW� as measured
along the North line thereof of Section 11, lying northerly of centerline
of Osborne Road, subject to a portion taken for T.H. ��47, Osborne Road and
St. Paul Water Works easement. Upon a voice vote, all voting aye, the motion
carried unani.mously.
3. PROPOSED PRELIlrItNA,RY PLAT: P.S. ��69-05, EAST RANCH ESTATES 2ND ADDITION,
ROBERT SCHROER: The SW� of the SW� of Section 2 subject to portion taken
for T.H. �47 and subject to easement for sanitary sewer purposes over the
South 33 feet thereof.
Mr. Schroer explained that the ranch architecture theme would be used
on the service drive on University Avenue from 77th Way to 79th Avenue.
The proposed Block 1, Lots 1, 3,6 and Block 2 are zoned industrial. Lots 2
and 4, of proposed Block 2, are in the future for rezoning to commercial
when they come in for platting, and part of Lot 5 is also to be rezoned.
Lot 1, Block 3 will also be zoned cammercial, 77th Way will have half of
it dedicated on the plat. 79th Avenue is on the North. They felt the roads
shown were sufficient at this ti.me, as they did not want to encourage mixing
industrial and comcnercial traffic.
Then followed a discussion about a possible crossover at 79th Avenue,
although there is an access there now. The North Suburban Sanitary Sewer
District has an easement on 79th Avenue. Darrel Clark mentioned that the
service drive has a watermain. Mr. Schroer said Comstock & Davis are
dropping a test well and he has agreed to give the City permission to put in
the test well.
Mr. Richard Harris referred to the property they own and the problems
connected with developing them. They get a deluge of water from Spring Lake
Park. The ditch cannot handle a11 of it. A proposal was made to have an
open ditch, partial closing �f �he ditch, or completely closing it. Chair-
man Jensen said there is certainly a problem in putting in a storm sewer up
there. He felt it would be more desirable and economical to run a pipe
that went in a straight line. Mr. Harris said if the ditch were abandoned,
and moved it to 78th Avenue, you would be adding at least another 200 feet
of pipe. Mr. Myhra wondered if the property owner on proposed Block 1
would be assessed if the ditch went through it. There would be no difference
as it would not change the drainage boundary.
Chairman Jensen asked Mr. Schroer if he could adjust the lot lines to
line up with 78th Avenue. Block 1 would have to move north about 138 feet
to center it up with the street. Mr. Schroer said he believed he would
split it i.nto four lots. Chairman Jensen said he thought there were advantages
in going to smaller lots, rather than combining two or three the other way.
The Chairnaan told Mr. Schroer if he split into four lots, he would have 1�
acres or more. That would eliminate asking for Iot splits later on.
Mr. Ha.rris asked if there were anything in the new code as far as the
amount of buildings per square feet. He was thinking about a two acre parcel.
You could put about 30,000 square feet of buildings there. Darrel Clark said
on the newer plats there is a li.mit of the size to tracts about one acre.
Richard Harris said that if we are going to be doing that, some people are

going to utilize the land. We are going to want it 12,000 square feet in
area and we have to have a large water supply because of the sprinklers,
and we would want the pipe large enough the first tiane. We will be shoxt
of water if we don't act now.
Chairman Jensen said that if that easement went straight across
University Avenue over to 78th Avenue, the other easement would have to
move down about 33 feet south. It would make Zot 5 worthless and Lot 4
even more so. Then that line could go across square with 78th Avenue.
It was mentioned that Spring Lake Park has an outfall that opens in the
highway ditch. He added it looked like it wouldn't line up perfectly
aquare from 78th Avenue t� Onaway -- chances are tremendous it would not
line up. It is not an industrial adjustment. It makes sense to make it
square through Fridley and make the adjustment in the highway right of way.
Darrel Clark asked Mr.S�hr��r: if he had any reason for not dedicating
a street right of way making it 33 feet instead of 3b feet. It would give
more for boulevards if 79th Avenue would become a State Aid street.
Richard Harris ca�ented that if the City would want two feet from
Bob Schroer, they would want two feet from him, and then he would have to go
to the Board of Appeals for a variance because of the size of his lots.
Mr. Schroer said he would not mind it on 79th Way.
MOTION by Crowder, seconded by Myhra, that the Plats & Subdivisions-
Streets & Utilities Subcommittee recommend to the Planning Ca�nission
approval of the proposed preliminary plat, P.S. ��69-05, East Ranch Estates
2nd Addition, Robert Schroer, of the SW� of the SW� of Section 2 subject
to portion taken for T.H. ��47 and subject to easement for sanitary sewer.
purposes over the South 33 feet thereof, subject to the following stipulations:
that the present 30 foot easement shown for 79th Avenue be changed to read
33 feet; the east-west storm easement as shown on the plot be changed to
run more directly with 78th Avenue on the west such that this storm sewer
easement runs predaminately east-west through the property. Upon°a voice
vote, all voting aye, ttie motion carried unanimously.
4. LOT SPLIT REQUEST• L.S. ��69-10, CUSI�M�iN K. D. MINAR. JR.: Westerly 20 feet
of Lot 2, (front and rear) Block 2, Innsbruck 5th Addition. Purchased to
add onto Lot 1, Block 2, Innsbruck 5th Addition.
Mr. Minar was unable to be present.
Darrel Clark stated Mr. Minar's house is on the corner lot and is
crowded at the rear of the 1ot. Lot 2 is presently owned by Rodney Billman.
He talked to hisn and Mr. John Johnson, president of Acres, Inc. Also, a
letter was received from their attorney that it was agreeable with all
parties that Lot 2 be divided. The remaining dimensions of Lot 2 are 85' x
130'. Chairman Jensen said the description does not look controversial.

�. VACATION REQUEST: SAV ��69-02, WILLIAM J. KEEF'ER: Lots 1 through 4, Spxing
Brook Park - vacate 30 feet of present 50 foot street dedication.
Mr. Keefer was una.ble to be present.
Chairman Jensen explained that the deeds filed dedicating the right
of way for 79th Way reads the South 50 feet of Lots 1 through 4. However,
it is apparent that an error was made and that the actual intent was to
dedicate only an additional 20 feet to make the total 50 feet, therefore
making the vacation request a reasonable one.
M�OTION by Myhra, seconded by Crowder, that the Plats & Subdivisions-
Streets & Utilities Subcac�ittee recommend to the Planni�g Co�nission
approval of the street vacation request, SAV ��69-02, Lots 1 through 4,
Block l, Spring Brook Park, of 30 feet of the 50 foot street dedication by
William J. Keefer. Upon a voice vote, all voting aye, the motion carried
unanimously.
