The meeting was called to order at 7:30 P.M. by Chairman Jensen.
ROLL CALL:

1. PROPOSID PRELIM�NARY PLAT, P.S. #69-06, LONDA ENGLUND: That pa�t of Lot 15,
Revised Auditor's Subdivision #23 lyin.g Westerly' of_We��l xig�.� of way� 3,i.�,�
of Riverview T�rrac� as described in Book 702 of Deed e 197.
The history of the previous plat, which had been approved but never
recorded, was reviewed. Lot 15 was a large lot from the rive� to East River
Road. This proposed plat is from the West right of way line o.f Rivcrview
Terrace to the Mississippi River. The original plat included a short cul de sac.
Mrs. Englund said the reason for platting at this time was for resale of
one of the lots immediately in order to get some money back toward taxes.
Mr . Myhra broug�t up the fact that the Ordinance says that �. lot car�,n,ot b�
built on, unless it is on a public access. There is a ahort st�Eet into the
plat, and Darrel Clark called attention to two other similar situations,
Harland Berry Registered Land Survey and Chesney Acres. This ahort road would
not be ma,intained by the City, and according to Section 4505.2 of the City Code,
it could be dedicated by easement. In relation to the n�ighbor"ing lots, it
was felt th:�re was no problem as the house on the lot to the South (Lot 16), is
centrally located and is a relatively new h.ouse, and Lot 14 would not be
adversely affected. The utilities would go up the driveway, and have a minimum
grade as part of the higher area would be graded lower when homes were to be
built.
MOTION by Myhra, seconded by Batterson, that the Plats & Subdivisions-
Streets & Utilities Subcommittee recommend to the Planning Commission approval
of the Preliminary Plat, P.S. #69-06 by Londa Englund of that part of Lot 15,
Revised Auditor's Subdivision #23 lying Westerly of Westerly right of way line
of Riverview Terrace as described in Book 702 of Deeds, page 197, calling
attention to the fact that in order to meet the requir�ments of the City Code,
the driveway �asement would ha.ve to be a permanent and non-obstructed easement
and also for utilitiea. Upon a voice vote, all voting aye, the motion caxried
unanimously.
2. LOT SPLIT REQU�T: L.S. �69-11, EI� H FLOWERS: Lots 6 and 7, Block.2,
Gunderson Terrace. —
Mr. Flowers expJ,ained that he wished this split in ord�r to have a
buildable lot on Lot 7, which he intends for hia new home. There is a garage on
Lot 6, where he is p�esently living, which faces Lot 7 and does not give enough
room to drive out. The bank would not give him permission to tear down the
garage. The house is also too close to the lot line. Mr. Flowers said the

real estate people told him he would have no trouble selling Lot 6. The area
of both of the lots is adequate. The Subcommittee did not think th� change
would damage the plat.
Mr. Flow�rs was asked to get a legal description of the new'lots either
from an attorney or susveyor as the lots would appear on the deed if they were
spTit. He w���old he would not have to have a survey un.til he appeared before
the Planning Commission.
MOTION by Myhra, seconded by Crowder, that the Plats & Subdivisions-
Streets & Utilities �ubcommittee table the lot aplit request, L.S. #69-11,
Elmer H. Flowers of Lots 6& 7, Block 2, G�:derson Ter�ace to the meeting of
May 1, 1969 in o�eder to enable Mr. Flowers to return with a l�gal d�:scription
of the proposed lot aplit. Upon a voice vote, all voting aye, the motion
carried unanimously.
3. VACATION REQiTEST: SAV #69-03, GREAT NORTHE[�N RAILWAY CO.: Streets & Alleys
in Block 6, Berlin Addition.
The Subcommittee felt they would like to have the opinions of the
Utilities Companies before taking a.ny action on this request.
MOTION by Myhra, seconded by Crowder, that the Subcommittee table the
item of a vacation request, SAV #69-03 by the Great Northern Railw€�y Company
until the next meetin.g and ask Darrel Clark to obtain the neeessary clearance
from the utility companies and the Standard Oil Company relative to the
vacatio�.. Upon a voice vote, all voting aye, the motion carried ux�.�.nimoue�y.

MOTTON by Crowder, seconded by Myhra, that the Plats & Subdivisions-
Streets & Utilities Subcommittee meeting of Apri1 17, 1969 adjourn at 8:35 P.M.
