The meeting was called to order at 7:05 P.M. by Chairman Schmedeke.

Inasmuch as Mr. Keith Harstad was present, Chairman Schmedeke asked him
to review his request. Mr. Harstad explained that the preliminary plat was
an L-shaped parcel of land with 100 feet €ronting on Rice Creek Road located
100 feet West from the intersection of Rice Creek Road and Stinson Boulevard.
The North and South dimension is 435 feet, and on the South portion of the
parcel facing Stinson Boulevard are three 75'x120' lots, and West of these three
lots are two 75'x90' lota. The two 75'x90' lots show a cul de sac because
this is what the overall plan of the area suggested. He said there was plenty
of land for a lot facing Rice Cr.eek Road, and this, with the three lots on
Stinson Boulevard, were the ones he was interested in platting and developing
now. The rest of the land co�ld be an Outlot.
The City Engineer stated that, as long as we did not know at this time,
how the land to the West and South would develop, the best thing would be to
have the lots platted abutting Stinson Boulevard and Rice Creek Road and the
rest of the land left as an Outlot. The problem was the utilities. The
property owners of the whole neighborhood would have to work together which
will take time.
The City Engineer continued that Stinson Boulevard and Rice Creek Road
have water and sewer already available. Tha suggestion was made that the
Planning Commission could recommend developing the lots on Stinson Boulevard
and Rice Creek Road and then the rest of the property could be left as an
Outlot until the owners of the property on the West and South would come in
with a proposal.
MOTION by Crowder, seconded by Engdahl, that the Plats & Subdivisions-
5treets & Utilities Subcommittee recommend to the Planning Commission approval
of the preliminary plat, P.5. #71-01, Silver Oaks West, by Keith Harstad being
a part of Lot 7, Auditor's Subdivision #22, as shown in document received
this evening, Reg. No. 9051, dated May 20, 1970, specificall� to develop the
three lots on Stinson Boulevard as proposed and the one lot facing Rice Creek
Road as proposed, and the remaining property be called an Outlot until such
time as the property to the West and to the 5outh have developed. Upon a
voice vote, a11 voting aye, the motion carried unanimously.

2. gEVIEW OF EXISTIDIG PLANNIIQG FOR STREET LAYOUTS NORTIi 0�' OSBORNE ROAD:
The City Engineer said the purpose of tliis study would be to bring up to
date the street planning for tlu.s area. This area is one of the largest
industrial areas left in the City of Fridley, and it is hoped that we would
coordinate all the planning. Just North of Osborne Road is East Ranch Estates,
lst and 2nd Addition, and recently the Viking rezoning approval by the Plan-
ning Commission, and a golf driving range was installed. There has been some
concern about the railroad crossovers. On 77th Way and the railroad tracks
there was a serious accident. From Osborne Road to 83rd Avenue there are
four railroad crossings. The planning is crossings North of 79th Avenue and
South of 83rd Avenue be relocated to line up with 79th and 83rd. A street
plan should be formulated to keep industrial traffic out of the residential area.
The study should include, whether or not, the unprotected xailroad crossing
at 77th Way should be maintained or closed, and consider holding hearings to
see if the people want the crossing at 77th Way closed.
Mr. Qureshi continued there is no great urgency for the Subcom�ittee to
come in with a quick decision, but the next time a petition is requested,
then we would_know where we want to go. It is good to have controlled
access. Osborne Road does have a stop flash sign on the railroad crossing.
Mr. Crowder asked if the road had been platted for the corner of Osborne
Road and University Avenue by Bob's Produce. Mr. Qureshi said the plat has
never been filed with the County for East Ranch Estates 2nd Addition, but
that is in the process of being taken care of now.
Mr. Crowder continued that if the Subcommittee recommended that the two
unprotected crossovers be closed, would that cost the City money?
Mr. Qureshi answered that it would be just a minimal amount, but before
that would happen, there would have to be public hearings. The City has
already entered a mutual agreement with the railroad in regard to these rail-
road crossings.
Speaking of sema.phores, Mr. Qureshi said the City has semaphores at
Osborne Road and we are going to have one at 85th Avenue and University
Avenue. The question of traffic will be the deciding factor for future
signals. He noted that Spring Lake Park is a contributing factor traffic
wise for signals on University Avenue.
MOTION by Meissner, seconded by Crowder, that the.Plats
Streets & Utilities Subcommittee table until the next meeting
Existing Planning for Street Layouts North of Osborne Road.

Mr. Qureshi explained that the City has a State Aid System. The basis
depends upon how many miles of streets are built in the City. There is 0.46
miles of State Aid Street mileage available to be designated and this affects
maintenance monies appropriations from the Minnesota State Highway Department.

Main Street from 79th Avenue to 83rd Avenue was designated as a State
Aid street in 1960. The State Aid streets system was revamped and some of
the roads were eliminated. The reason for elimination of streets and desig-
nation of other streets as State Aid Streets is that more money is allowed
for certain situations. The system now is fairly complete and the recom-
mendation is that this street be redesignated. According to the pattern
developed in this area, this road would connect to two main roads.
Mr. Schmedeke asked if it would be advisable to table the designation
until the next meeting. The City Engineer answered that the State Highway
Department has set the date of April l, 1971 for applications.
MOTION by Pierce, seconded by Crowder, that the Plats & Subdivisions-
Streets & Utilities Subcommittee recommend approval of the designation of
Main Street from 79th Avenue to 83rd Avenue as a State Aid Street. Upon a
voice vote, a11 voting aye, the motion carried unanimously.
