The Gity Council of the City of Fridley do ordain as follows:
SECTION 1: That the City Council finds that in the present emergency
there is much private property and honesites le£t untended
by their o,mers, and ti:at the ovmers have lir.iited means of
protecting their property £rom trespass.
SECTION 2: That it is deemed necessary in the interests of the public
health, safety and welfare to restrict unauthorized entrance.

SECTION 3: That nothing in Section 2 shall be construed to limit the
owners right to �r.trol his property� or to den;,* the owner's
_ rig'r,t to limit access by any o£ the above persons or agents.
SECTION 4: That physical presence on private prorerty of ��ersons not
the owner or pernLitted by the owner, or described in Section
2 shall be su££icient evidence of a violation o£ ti.is ordinance.
The test of a violation shall be one of ti:e £ollowing:
(�.). That the party cannot establish with proper cred—
entials at the tirile of apprehension that he is one
of those described in Section 2.
(2), That the property owner will not state that the
party is an invitee of t}:e awner or a member of
his family.
(3), That the property owner ahall state tiiat he or a
mei.,ber o£ his fan:ily or his agent did not speci£i—
cally and expressly invite the person to enter
his property.
SECTION 5: That this ordinance shall be published and posted prominentlp
in the public places wh_icn shall have the same e£fect in dis—
aste. areas as thou�h each individual parcel o£ property were
posted; out that tne ordinance shali take effect im-:�ediately
on passage, regardless of the adequacy of posting.
SECTION 6: That ti.is ordinance shall be in force nntil June 1, 1965,
and shall at that time be repealed by the terr.is of this section,
SECTION ']: That violation of this ordinance is a misdemeanor punishable
by a fine not to exceed $100 or imprisonment for not more
than 90 days.
