AN EMERGENCY ORDINANCE AUTHORIZING THE EXPENDITURE OF
PUBLIC FUNDS TO RESTORE AND REPAIR STORM SEWER LINES
AS A�`' AFTER�fATH OF THE TORNADO AND FLOOD DISASTER
The Council of the CiLy of Fridley do ordain a9 follows:
Section 1. That the Council finds that it is necessary to expend
sums af public funds to clean storm sewers wiChin the City of Fridley; that
pursuant to the Emergency Ordinance No. 301, the Council has heretofore made �
some repairs and have completed an inspection and survey of existing storm
sewer lines and have submitted said study to the United States Corps of
Engineers, so that the City would have reimbursement for such expense under
U. S. Public Law 875 Emergency Program; that said report is now on file with
the City and indicates that the said lines have been disrupted by the disasters
of spring floods in 1965, and the series of tornadoes occurring on the 6th day
of May, 1965, and that some of the storm sewer structures within the City need
cleaning, have breaks and defects that require icmnediate attention.
Section 2. That under existing law the repairing, cleaning and
restoration of said storm sewers must be completed by Apri1 10, 1966. -�
Section 3. That the City of Fridley has no available local funds
to do the necessary work and that it is to the best interests of the City to
have the work performed on an hourly basis by the contractors now doing the
work on the sanitary sewer lines within the City.
Section 4. That the work may beat be performed under the superviaion
� of the consulting engineers of the City of Fridley, namely Comstock & Davis, Inc.,
� and that the total estimated cost of the work will not exceed the sum of
$30,000.00. -
Section 5. That it is deemed necessary therefore that the City
contiact with Soi1 Solidifiers, Inc. and with American Pipe Cleaning Company �
to perform the services and work and to provide the necessary equipment on a
confirmed price based on hourly charges for the use of equipment and man power,
all under the supervision of Comstock & Davis, Inc. and within the standards_
required for reimbursement from the Federal Government under Public Law 87S
and for a total sum not to exceed $30,000.00 including engineering fees.
