AN ORDINANCE PROVIDING FOR THE REORGANIZATION OF THE FRIDLEY CITY
PLANNING COMMISSION AND REPEALING CHAPTER 40, SECTIONS 40.01 THROUGH
40.05.
THE COUNCIL OF THE CITY OF FRIDLEY DO ORDAIN AS FOLLOWS:
That the City Council of the City of Fridley hereby amend Chapter 40
of the City Code of the City of Fridley as follows;
40.011. There is hereby created a Planning Commission for the City of
Fridley, Minnesota.
The Commission shall consist of a General Chairman, the Chairman
of the Parks and Recreation Coumiission, the Chairman of each sub-con¢nittee,
and one member at�large who shall serve as Vice Chairman of the Plats, Sub-
Divisons, Streets and Utilities Sub-Committee established by this ordinance
and any amendments hereto.
The Sub-Committees hereby established shall be:
--(a) Plats, �ub-Divisions, Street and Utilities consisting
- of the Chaixman, Vice Chairman and three members at
large.
(b). Building Standards and Design Control consisting of
. the Chairman and four members at large.
40,021�. All committee members shall be appointed by the Council for three-
year texms, except the Council shall stagger the appointments so
that the terms of no moxe than two members of any committee shall
expire in any one year. The Council sha11 designate the Chairman of each
CoQ¢nittee. The present members of the various committees shall continue
to serve until the.ir terms expire, except that the Chairman of the Streets .
& Utilities Sub-Committee shall become the member at large and serve as
Vice Chainnan of the P1ats, SubwDivisinns, Streets and Utilities Sub-
Committee. The Committees shall each year, from their own numbers, choose
a Vice-Chairman and a secretary. At any meeting of the Commission, if the
regular chairman from any committee is unable to attend, the vice-chairman
may attend-and act in his place.
40.031. The Commission sha11 serve in an advisory capacity to the Council
and Administration. Problem5 shall be referred to the Commission
and may be assigned to the sub-commitCee for detailed study if zequired.
A11 recommendations by the Commission sha11 be made to the City Council
through the City Manager.
The Commission is charged with the responsibility for continuous community
planning including: coordinated subdivision development, long range
planning of capital improvements; public buildings and community, facilities,
development of proposed capital improvement, budgets, development of parks
and playgrounds, maintaining up-to-date building codes, improvement of public
utilities, streets and traffic safety, expansion o£ industrial and commercial
development. In addition, the Planning Commission shall assume the responsi-
bilities of the Building Board. These duties consist of approval of exterior
design, appearance and functional plan of proposed buildings; any other duties
now perfoxmed by the Building Board.
40.041 The Commission sha11 meet twice monthly and more often as needed.
The sub-committees shall meet as directed by the Commission, and
at their own discretion, and minutes shall be kept of all meetings. Committee
findings and recoa¢nendations shall be transmitted by the respective chairman
to the Commission and from the Commission to the Council.
40.051. When in the opinion of the Council, there is a need for additional�
sub-committess or additional members-at-large; such additions may '
be made by the Council. Chairman of any new sub-commiteee shall become a"
member of the Commission.
