ORDINANCE NO. 479
AN ORDINANCE AMENDING AND RECODIFYING CHAPTER 46 OF THE
FRIDLEY CITY CODE, KNOWN AS THE BUILDING ORDINANCE
The Council of the City of Fridley do ordain as follows:
SECTION l. That Chapter 46 of the Fridley City Code is amended to
read as follows:

46.01. The purpose of this ordinance is to provide�standards suited PURPOSE
to the environment of our community. Some of these standards are moxe
restrictive than other communities by design, with the intention of
offering the citizens of our community safeguards above the minimum �� �
standards established by the Uniform Building Code. The sections noted
in this chapter of the code do not deal with the aesthetics of a buildiny
but only with the provisions which govern their construction, and it is .
our intention to promote the health, safety, and general welfare of our �
community through realistic, practical, and enforceable�building con-
struction standards.
46.011. That subject to such exceptions modifications and changes
as noted herein the 1970 Edition of the Uniform Buildinq Code
(Volume I) published by the International Conference of Building
Officials is hereby adopted by reference and established as the
Building Code of the City of Fridley. Any code, or regulation �
heretofore in effect in the City of Fridley and any provision
thereof which is contrary to or inconsistent with the provisions
of said Uniform Building Code and the exceptions, modifications
and changes as noted herein, is of no further force and effect
immediately upon this Ordinance becoming effective and the same

.. 46.020. The following exception, modifications and changes.in &XCEPTIONS
. . the provisions contained in said Uniform Building Code are made
with respect to said Code and shall be enforced in the City of �
Fridley.
46.021. All framing shall comply with the Uniform Building �
Code requirements except that all joists, rafters and load bearing
walls of wood construction shall be framed sixteen inches on
center. Uniform Building Code approved wood trusses may be used
up to twenty four inches on center provided five eights inch
plywood or equivalent is used for roof sheathing and five eights
inch gypsum board or the equivalent is used on ceilings. No truss
members may be cut unless stress and loading are redesigned by a
qualified engineer.
FRAMING
46.022. No plywood or composition board, as the material is . SHEATHING
commonly called, which is less than one half inch th�ick shall be
used for purposes of wall sheathing in any structure and all such
sheathing material as is used shall be of composition and quality � �.

�� 46.024. Every frame building, hereafter constructed, shall�. .DOUBLE WALL
have a double wall covering on all outside wails, consisting
�. of an approved sheathing and an approved siding and no single
wall construction is allowed except and unless it be made with
respect to a structure and of a type and materials that has first
been approved by the Building Inspector.
� . Al1 walls between attached garages and frame buildings
shall have sheathing extending from top plate to bottom plate.
46.025. The minimum requirements for any wood frame floor in..
any building is one layer of one half inch plywood or three
fourths inch boards as subfloor and one half inch plywood as the
second or finished floor or equivalent as approved by the Building
Inspector.
46.030. Al1 masonry walls subject to unequal lateral soil ..
pressures shall consist of twelve inch masonry units or equiva-
lent and such masonry walls over thirty two feet in length shall
be reinforced at approved intervals by a sixteen inch by sixteen
inch pilaster having at least two one half inch reinforcing rods
extending into the footings. Any alternate design to be approved
by the Building Inspector or structural engineer.
46.031. Minimum footing depth shall.be eight inches and the
width shall be eight inches wider than the wall or pilaster it
� supports. However, in no case shall the minimum width be less
than sixteen inches.
FLOOR
MASONRY
FOOTINGS
46.032. Frost footings extending three feet six inches below FROST
grade shall be required on all principal structures and any � FOOTINGS
accessory structures built extending into side yards ahead of �
the rear line of the principal structure. .
46.040. All buildings having any�heating,.air conditioning, ROOF ACCESS AND
� refrigeration or other mechanical equipment located on the roof ROOF APPLIANCES
shall be required to have a stair leading to a scuttle or bulkhead
in said roof to make such equipment easily accessible to mainten- .
ance and inspection personnel. The stair leading to the scuttle . �
or bulkhead shall be placed at an angle of not more than six inches
in width and a minimum and maximum length o£ 24 inches at the
tread. No riser shall be more than nine inches, and handrails
shall be provided on both sides of the access stairs. The minimum �
opening�of the scuttle or bulkhead shall be not less than six .
square feet in area with the minimum dimension being not less than
two feet. In no case shall this required access stairs be located .�
in or pass through the elevatar shaft or elevator machine room. �� �

46.041. "A suitable platform or walkway shall be provided
if water stands at the location of the mechanical equipment or
in the passage leading thereto. Proper permanent�lighting shall
be provided to light the access route and the equipment. The
switch for such lighting sha11 be located inside the building
near the required access." �

46.042. "Appliances shal.l be located with at least six feet
of clearance from the edge of the roof or similar hazards where-
ever possible. If the clearance is less than six feet, a suitable
rail or guard not less than forty two inches in height shall be
provided."
46.043. "Each appliance shall have an accessible disconnect
switch and a 110-120 volt A.C. grounding type convenience outlet
on the roof near the appliance. Said convenience outlet shall be
on the supply side of the disconnect switch."
46.044. "Protection from the weather shall be provided either
by the design of the appliance itself or by an enclosure around
the service area of the applicance only. This enclosure shall
permit easy entry and movement, shall be of reasonable height,
and shall have at least two feet of clearance to either side of
the service access panel of the appliance."
46.049. Whenever and wherever the approval of the Building . APPROVAL
Inspector is required under the Code before any material may be
used or any type work may be performed in the construction, altera-
tion, or repair of any building, the Building Inspector shall
determine whether the material to be used or the work to be per-, �.
formed complies substantially with the provisions of the Code and � .
the exceptions, modifications and changes noted herein and whenever
such substantial compliance does.not exist the material and wark .
shall be disapproved.
46.050. The provisions of Chapter 16 of the Uniform Building
Code shall be revised to read as follows:
46.051. For the purpose of this Code, the entire City is
hereby declared to be a fire district and within the district
certain areas shall be designated as the FIRE LIMITS. Whenever
reference is made in this Code to any FIRE LIMITS, it shall mean
the fire limits created and established by this.Chapter.
(Ref. 292) .
46.052. The provisions of Section 16.03 of Chapter 16 of the
Uniform Building Code as to Items A through C of said Section
shall be deleted and not be a part of this Chapter.
46.053. Section 16.04 of the Uniform Building Code, Chapter
16 shall be revised and amended to read as follows:
46.054. Any building or structure complying with the require-
ments of this Code may be erected, constructed, moved within
or into the fire district.

46.055. There are hereby created and established in the City
of Fridley cextain areas designated as the FIRE LIMITS.
l. All areas designated on the City of Fridley Zoning
Map as being classified in Zone C-2, C-25, CR-2 and P.D. shall
be deemed as within the fire limits.
2, All occupancfes classed as C-2, C-2S, CR-2 and P.D.
under Chapter 45 of the City Code shall be deemed as within the
fire limits when constructed in either Zones M-1 or M-2. (Ref.367).
46.056. Chapter 3804 shall be amended to read as follows:
3804 (b) delete "and H occupancies four or more stories in height."

� Reword the section as follows: "in gzoups C,D,E,F,G,
occupancies four or�more stories in height and all group H occupancies
more than two (2) stories in height, regardless of the type of
construction. Fire department connections shall be provided as �
required by the local authority having jurisdiction." �
46.057. Chapter 13, Section 1310 shall be amended'as follaas:
The title shall be changed to read�: Fire Extinguishing and Fire
Alarm Systems.
A new sub-section shall be added:
' (b) Fire alarm systems shall be required in each multi-
story occupancy or single story structures of six (6) dwelling
units or more. Such alarm systems shall consist of but not limited
to: Local fixe alarm systems consisting of manually operated
station on each floor at or near each.stairwell exit. Audible
alarms shall be required on each floor and on each side of required �
manual pull station or heat activated devices shall cause the operation
of the audible signals. All laundry, utility and storage rooms
� shall be provided with heat activated sensors that will automatically
sound the audible alarm.
All stairwell doors, fire separation doors and any
other doors normally open that should be closed in a fire emergency,
shall be provided with approved electromagnetic door holders
wired in such a manner so that activation of the manual alarm or
any of the heat activated sensors shall open the circuit and.cause
the door to operate to a closed position. -
46.058. All walls and ceiling separations between garages
.. and attached living area shall have a cover of five eights inch
type X gypsum board from top of masonry to roof sheathing or other
materials having a one hour fire protection rating. All gypsum
joints in such separations shall be rough taped to prevent pene-
. tration of gases and odors.

FIRE SEPARATION
� 46.059. In all double bungalows there shall be a one hour
fire wall separation extending from the basement floor to the
underside of the roof sheathing between units and between separations
. of units from communal areas. �

46.060. Buildings not within the fire limits may be allowed
an increase of basic floor area of up to 33 1/3 percent.
46.061. The total area of multi-story buildings shall not
exceed 175 percent of the allowable floor area for a single story
building. No single floor area shall be greater than the amount
allowed for a single story. Basements and cellars need not be
included in the basic floor area.

FIRE WALLS
46.062. Fire walls or separations shall be located in buildings
so that the area between exterior walls or between exterior walls
and fire walls does not exceed the allowable floor areas as set ,
forth in Table SC or the limits set forth in Chapter 16. .
46.063. Fire walls shall be of non-combustible construction
materials having a rating of at least four hours. They shall .
have sufficient.structural strength and stability under�fire
conditions to allow collapse on either side. of the wall without
collapse of the wall.
46.064. Walls constructed of solid masonry or hollow masonry
shall be considered as meeting the akaove requirements.
46.065. Fire walls shall start at the foundation and extend
through the roof, except as where the roof is of non-combustible
construction and such wall is carried tightly to the under side of
the roof deck. Where required, walls shall extend a minimum of
thirty (30)�inches above the roof to form a parapet. _
46.067. Where structural members project into hollow wall
masonry, the hollow space shall be filled for a minimum of six .
(6) inches above and below the projection. Filler shall be non- � ..
combustible and shall fill the.£ull thickness of the hollow
space. (Ref. 296) �
46.080. All permits for one and two dwelling units shall .. . PERMIT
be considered expired one year afiter date of issuance. The new
permit fee will be based on the estimated valuation of the �
remaining construction.
46.081. That Sections 200.010 thru 208.050 of the Code of.....
Ordinance, City of Minneapolis, Minnesota as amended December
31, 1968 is hereby adopted by reference and established as a
schedule of fees to be used in connection with the Building Code
of the City of.Fridley with the following.exceptions:
1.. In Section 201.020 of the Code of Ordinance, City
of Minneapolis� delete reference to fireproof buildings and sub-
stitute Construction Type I, II and IV buildings as defined in
the Uniform Building Code 1967 Edition.
2. In Section 201.040 of the Code of Ordinance, City
of Minneapolis, delete reference to non-fireproof buildings and
insert Type III and V buildings as defined iniite Uniform Building
Code, 1967 Edition.

3. Section 201.030, 201.080 and Sections 206.010
to 206.070 of the Code of Ordinance, City of Minneapolis are
deleted and are not a part of the City Code of the City of
Fridley.
46.2. Security System and Devices.
1. For the purpose of providing a reasonable amount of
safety and general welfare for persons occupying multiple family
dwellings, an approved security system shall be provided for each
multiple family building to control access. The security system
shall consist of locked building entrance or foyer doors, and locked
doors leading from hallways into individual dwelling units.. Dead
latch type door locks shall be provided with lever knobs (or door-
knobs) on the inside of building entrance doors and with ke3
cylinders on the outside of building entrance doors. Building
entrance door latches shall be of a type that are permanently
locked from the outside and permanently unlocked from the inside. �
2. Every door that is designed to provide ingress of
egress for a dwelling unit within a multiple family building
shall be equipped with a lock that has a deadlocking bolt that
cannot be retracted by end pressure, provided however, that such
door shall be openable from the inside without the use of a key
or any special knowledge or effort.
3. A description of proposed building. security systema,
including types of door locks and keying provisions, shall be sub-
mitted for approval of the Building Inspector.
4. All existing multiple family buildings not con-
forming with subsection (2) shall be corrected, modified, adjusted,
or othe naise made to comply with the above requirements not later
than January, 1973.
46.5. The follaving codes of the City of Minneapolis as
found in the Minneapolis Code of OrdinanceS, are hereby adopted
by reference:
Electrical Code being Chapters 140 to 145, inclusive,
dated February 21, 1969 and as amended to date.
Heating, Air Conditioning and Refrigeration Code
being Chapters 100 to 119, inclusive, dated July 1, 1960 and as
amended to date.
Plumbing and Gas Piping Installation Code, being
Chapters 130 to 133, inclusive, dated July 1, 1960 and as amended
to date, except that Section 132.480 of the Minneapolis Code be
amended to permit the use of neoprene gaskets to be used on cast
iron pipes. Said exception to pertain to horizontal lines only.
