ORDINANCE NO. 54
ORDINANCE TO LICENSE AND
PROVIDE FOR AND REQUIRE
REGISTRATION OF BICYCLES
BV THE OWNER THEREOF IN
THE VIL�AGE OF FRIDLEV,
AND TO REGULATE THE pl0-
ING AND OPERATION OF
SUCH BICVCLES AND PROVID-
ING PENALTIES FOR THE V10-
LATiDN THEREOF.
'The Village Council, Village of
'Fridley, Anoka County, Minneso-
ta, do ordain as Follows:
1.
No p��rson shall ride or use
their bicycle upon any public
sireet, highway or boulevard in
the Village oY Fridley, unless the
same shall bz licensed and regis-
tered as herein provided.
I 1.
Every owner of a bicycle shall
list and register with the office of
the Village Cerk, Village of Frid-
ley, his name and address, the
name of the manufacturer o[ his
Li yGe, its nuinber, style and gen-
eral description.
III.
The Village shall issue metallic
license plates and registration
cards having numbers stamped
thereon in numerical order and
indicating the year for which the
same are issued, and that such
plates shall be suitable for aU
tachment upon the fra�nes of the
bicycle, and it shal be the duty of
the Clerk of the Village to iss.�e
one such metallic license plate
�vhich shall be attached to ti:e
frame of each bicycle, and to is-
sue a corresponding registration
card to the licensee upon the pay-
rnent oY the license fee herei�
procided for. Such metall:e li-
cense plates shall remain attache�l
during the existence of such li-
cense. The Village Clerk shall
also kcep a record of the d'ate of
isse of each license, to whom is-
� sued, and the numLar thereof.
IV.
� It shall be the duty of every
'person who sells or transfers his
ownership of any bicycle to re-
port such sale or transfer by re-
turning to the Village Clerk the
registration card issued to such
person as licensee thereof, togeth-
er with the name and address to
whom said bicycle was sold and
transferred, and such report shall
be made within fice (5) days of
the date of said sale or transfer.
It shall be the duty of the pur-
chaser or transferee of such Ui-
cycle to apply for a transfer of
registration thereof within five
(5) days of said sale or transfer.
V.
It shatl be unlawful for any
person to willfully or maliciously
inove, destroy, mutilate or alter
the number of any 6icycle license
pursuant to this Ordinance. It
shall also be unla�vful for any
person to remoce, destroy, mutil-
ate or alter any license plate, seal
or registration card during the
time in which said license plate,
seal or registration card is op-
erative. Procided, however, that
nothing in this Ordinance shall
prohibit the Village Clerk from
stampin; numbers on the frames
of bicycles on w�hich no serial
number can be fou�d, or on which
said number is illegible or insuf-
ficient far ldentifieation parposcs.
VI
The License fee to be paid for
each bicycle shall be One Dollar
�$1.00) for each Pour (4) year
period, and one dollar ($1.00) far
each renewal thereof, and shall be
paid in advance. A fee of Fifty
Cents ($.50) shall be paid for any
transfer during the license�perio3
or for a dup]icate license in case
of loss.
VI1.
If any bicycle is found in any
street or alley of the Vilage with-
out a license identification tag or
�aith a broken seal or mutilated
frame number, it shall be prima
fxcia evidence that such bicycle is
being operated on the streets of
the Village without having been
registered. Said bicycle shall be
immedately impounded and shall
only be surrendered to the owner
thereof upon proof of ownership
satisfactory to the police offieers
of the Village of Fridley. Pay-
ment of the license registration
fee hereinabove provided, and pay-
ment of the fees hereinafter pro-
vided:

At the expiration of sixty (60)
days after such impounding, each
bicycle which has not been claim-
ed shall be sold at public auction.
Notice containing the desription
of the bicycle or bicycles to be
sold shall be published in the of-
ficial newspaper of the Village of
Fridley at least two l2) weeks
prior to such sale.
VIIL
� All licenses shail expire on the
lst day of July, 1957, and every
four (41 years thereafter. The
fee for the last half of any li-
cense period for bicycles purchased
during the last half of said period
and not previously licensed by the
Village of Fridley shall be $.50.
IX
E�ery license issued hereunder
shall be deemed to be granted
subject to the following candi-
tions:
a. No person shall ride or pro-
Qel any bicycle upon any side-
walk in such a manner as to in-
terfere with any pedestrian there-
on.
b. No person shall ride or pro-
pel any bicycle upon a public
street, highway br sidewalk ex-
cept in a prudent and careful
manner and unless such person
shall be capable of efficient con-
trol and operation of such bicycle;
nor shall any person propelling or
operating a bicycle upon a public
street, highway or sidewalk car-
ry or permit to be carried any�
other person upon such bicyde.
c. T_Vo bicycle shall be ridden
faster than is masonable and
proper, but every bicycle shall be
operated with reasonable regard
to the safety of the operator and
other persons upon the streets
nnd other public highways of the
Village.
d. Persons riding bicycles shall
observe all traffic signs and stop
at all stop signs.
e. No bicycle shall be permitted
on any street or other public

X.
Any person who shall violate
any of the provisions of this Or-
dinance shall upon conviction
thereof be punished by a fine of
not to exceed One Hundred Dol-
lars ($100.001 or by imprisonment
not to exceed ninety (901 days.
