AN ORDINANCE ESTABLISHING A NEW CHAPTER 108 OF THE
FRIDLEY CITY CODE ENTITLED FIkE PREVENTION AN� CONTROL
AND REPEALING OLD CHAPTER 108 IN ITS ENTIRETY
The C�ty Counc�l of the C�ty of Fr�dley does ordain as follows:
Pr�or Chapter 108 cod�f�ed April 10, 1980 �s hereby repealed �n �ts ent�rety.
New Chapter 108 �s adopted as follows:
108.01. FIRE PREVENTION AND CONTROL POLICY STATEMENT.
It is declared to be the policy of the C�ty of Fridley to
vigorously promote the safety and welfare of its cit�zens. In
this context, the traditional approach to fire service ---
suppressing fires once ignited, rescuing surv�vors, and too
frequently exposing firefighters to physical danger ana death,
all at a disportionately high community �nvestment of resources
�n manpower and equipment --- ts declared unacceptable for
Fr�aley. Rather, it is the fire safety policy of the City of
Fr�dley to efficiently util�ze its resources and maxtm�ze l�fe,
safety and citizen welfare by requiring that fire prevention anu
extingu�sh�ng systems be bu�lt �nto certain new structures.
Thus, the effectiveness of the Fr�dley Fire Department �s
enhanced ana extended at a lower cost to the cit�zenry, l�re
safety is allocated a pr�or�ty at least as great as property
protection, and the owner cost of built-in f�re protect�on ts
partially or wholly repaid in savings on tn�t�al construct�on
costs and annual fire insurance prem�ums.
108.02. ADOPTION OF FIRE PREUENTION CODE
M�nnesota Uniform Fire Code Adopted. The Minnesota
Uniform F�re Prevent�on Code, as promulgated by the
M�nnesota Department of Public Safety, and erri6od�ed in
Chapter Four of the Rules and Regulations of the State
Fire Marshall Div�sion (Fire Mar. 30-51 �nclus�ve) is
hereby adopted by reference and made a part of this code,
hereafter referred as MUFC except for those provis�ons of
said code amended, modified or deleted. (Ref 325, 4%5)
108.021. Amendments, Mod�ficat�ons to Ml1FC
The MUFC is amended as follows Amendments
l. Fire Mar. 45 �s deleted and Rrticle 20 of the UFC
(published by the International Conference of Build�ng
Off�cials and Western F�re Chiefs Association, 1973 Ed � �s
adopted in its entirety by reference.
2. Fire Mar. 33, Section C. �s deleted in its entirety and
Section 1.203 of UFC (pu6lished by the International
Conference of Build�ng Officials and Western Fire Ch�efs
Assoc�at�on, 1973 Ed.) is adopted �n its ent�rety.
� 3. F�re Mar. 33, Section D. �s deleted in �ts entirety and
Section 1.204 of UFC (published by the International
Conference of Bu�ldtng Officials and Western F�re Chiefs
Association, 1973 Ed.) is adopted �n �ts entirety.
4. Fire Mar. 33, Section G. is deleted in �ts entirety and
Section 1.207 of UFC (publ�shed by the International
Conference of Building Offic�als and Western F�re Chiefs
Association, 1973 Ed.) is adopted in �ts entirety.

Plan check and build�ng inspection fees
The Fire Ch�ef shall charge a fee equal to 1% of the �u�ld�ng
pernnt fee for each multiple awelling, commercial, industrial
or public assembly to offset costs �ncurred by the department
aur�ng development and construct�on.
2. Installation Fees
Instaliation fees and permits shal be requ�red for the
follow�ng:

Fire Alarm System
Restaurant Hood Ext. System
3. Permit fees
Wherein permits are requ�red �n the Art�cles of the Un�form
Fire Coae and �n other portions of th�s code, the Chief of the
Fire Department shall collect fees �n accord-ance with the
schedule set forth in Chapter Il of the C�ty Code of Fridley.
108.031. Fee Schedule
The fees as proviued �n this ora�nance shall be annually
rev�eweU and presented to the City Council ano shall be
constructed so as to �nsure proper charges for serv�ces
re ndere d.
108.04. FIRE EXTINGUISHERS
108.041.
No f�re ext�nyu�sher, requ�red by the F�re Prevention
Bureau, shall be cleemed acceptable unless such extinguisher
has been approved by and carries the rat�ng label of the
Underwr�ters Laboratories or Factory Mutuals.
108.042
All required fire extir�guishers shall be ma�ntained in
accortlance �aith N.F.P.A Std. #10 entitled, Std for
Portable Fire extingu�shers. ed 1975.
108.043.
ThE recharging of chem�cally activated hand fire
ext�nguishers shall be accompl�shed by persons who are
skilled and competent in such work, includ�ng cert fied
firms or �ndiv�duals who are act�vely engaged in the
bus�ness of f�re ext�ngu,sher servic�ng in the area and by
such other persons who have been approved by the Chief of
the Fire Prevertion Bureau, such as persons who by training
and qualificat�ons are able to perform such serv7ce (Ref.
262.)

108.05. EXPLOSIVES
108.051.
Permits for the use of explostves shall be obtained from the
Pol�ce Department. (Ref. 475)
108.052.
� No person shall possess, store, keep, sell or offer for sale,
or give away, use, d�scharge or transport any explosives in
the City except by the authority of a written permit as
specified above and recommended 6y the F�re Prevention
Officer.

108.06. FIRELANES
The Fire Prevent�on Chief or his duly author�zed assistant
shall be empowered to order the establ�shment of fire lanes
on public or pr�vate property as may be necessary �n order
that the travel of ftre equipment may not be �mpeaed or
mterfered with, and that access to fire hydrants and
build�ngs may not be blocked off. When a fire lane has
been ordered to be established, it shall be marked by a
sign 6earing the words "No Parking - Fire Lane° or a
similar message. When such fire lane is established on
publ�c property or a public right of way, the necessary
s�gn or signs shall be prov�ded by the City of Fridley, and
when on private property, they shall be erected and
mainta�ned 6y the owner at his expense. Such signs shall
6e installed with�n thirty (30) days after not�fication of
the order. Thereafter, no person shall park a vehicle or
otherwise occupy or obstruct a ftre lane. (Ref. 423, 640)
108.07. LOCAL PROTECTIVE ALARMS
The educat�onal, inst�tut�onal and the following res�dential
occupa m es--hotels, dormitories, lodging ano rooming homes,
apartment bu�ld�ngs having 4 or more units -- shall have
local protective alarm systems
108.071.
For the purposes of this Code, educat�onal, �nstitutional
and the following residential occupanc�es -- hotels,
dormitor�es, lodging and rooming homes -- as defined in the
N.F.P.A. Std. 101, referred to as the Life Safety Code,
shall be equ�pped with a Local Protective Signaling System
in accordance with N.F.P.A. Std. 72A.
108.072.
Each alarm system �nstalled in the occupancies l�sted in
1D8.071 shall immed�ately, when activated by any means,
sound a general alarm signal throughout the bu�ld�ng and
simultaneously signal an alarm condition to the Anoka
County Emergency Commun�cat�ons Center or other Center
approved by the C�ty of Fridley. The alarm shall be so
equipped as to signal the Emergency Commun�cations Center
when the alarm is activated or when there �s trouble rn the
alarm system or when the power supply �s shut off. The
Emergency Communicat�ons Center shall immed�ately advise
the Fridley F�i e Department of any such s�gnal. The power
supply off may be transmitted as a trouble signal.
108.073.
Each occupancy as defined in 108.071. shall be requ�red to
post �n a prominent location in near proximity to the alarm
power supply switch a s�gn �ndicat�ng that the Fire
Department shall be notified prior to shut down of the
systems power supply.
