THE QDUNCiI� OF THE CITY OF FRIDLEY DOES ORDAIN AS FDLIqWS:
That the follaaing section of the Fridley City Charter be amended as follaas:
Section 3.07 SIGNII� AND PUBLICATION OF ORDINANCES AND PUBLICATION OF MINUTFS,
E�ery ordinance passed by the council shall be signed by the mayor, ot by
three other members of the council, and attested by the city clerk upon
p�ssage thereof and shall be by him filed and recorded in a book kept fox that
purpose and preserved. Et�ery orchnance shall be published at least once in
the official newspaper of the city. If the city council determines that
publication of the title and a simm�ry of an ordinance would clearly inf orm
the public of the intent and effect of the ordinance, the council may by four
affirniative votes of its menbers direct that only the title of the ordinance
and a s�mmiaxy be published with notice that a printed copy of the ordinance is
available for inspection by any person during regular office hours at the
office of tl�e city clerk and any other location which the council designates,
A copy of the entire text of the ordinance shall be posted in the community
library, if there is one, or if not, in any other public location which the '�
council designates. Prior to the publicatian of the title and summary, the
council shall approve the text of the swimtzry and determine that it clearly °
informs the public of the intent and effect of the ordinance. The publishing
of the title and sim�ry shall be deemed to fulfill all leqal publication
� requiranents as completely as if the entire ordinance had been published, `
Proof of the publication shall be attached to and filed with the ordinance,
Ebery ord�.nance shall be recorded in the ordznance book within twenty days
after publication of the ordinance ox its title and simmiary. All resolutions
and motions duly passed at each meeting of the oouncil may, in the discretion
of the council, be published in full or in �rt in the official newspaper of
the city. Any ac�ninistrative rule or regulation of any department of the
State of Minnesota affecting the city or any statute of the State of
Plinnesota, or any published code, specifications or regulations prepared by an
official or uno£fical orgamzation for general circulation in use may be
adopted and incorporated in an ord�.nance by reference thereto and by marking
the three copies thereof as "official copies" and filing them for refetence
and inspection in the office of the city clerk, and the publication
requirenents of this charter shall be as fully sata.sfied in such cases by this
method as if the said material has been set forth in the ordinance in full.
