Mr. Qureshi, City Manager, stated the �arter requires the City Manager to
sutmit the preliminary budget to the Council in order to set a public
hearing.
Mr. Qureshi stated the budget for 1984 is 57,357,113 which is a 3.79$
increase over the 1983 budget. Ae stated the Council would be provided
with adjusted figures as they bec�ne available fran the State and County.
He stated this is a balanced budget, as required by the City (�arter, and
further details will be sut�rnitted at the public hearing on September 12,
1983.
I�IOiN by Councilman Haaneznik to receive the preliminary report of the City
Manager for the 1984 buc3get and set the public hearing for September 12,
1983. Seoonded by Co�mcilman Schneider. Upon a voice vote, all voting

Mr. Flora, Public Works Director, stated this special use permit is
requested in orc3er to o�nstruct a garage in the flood plain at 640 Cheryl
Street. Ae stated acoessory buildings are allowed in the flood plain, as
long as they aren't for h�ran habitation and are constructed to building
coc3es.

He stated it was suggested that Lots 20, 21, and 22 be combined into one
tax stat�nent and the petitione�r has taken this action.

easement in the South 30 feet for drainage and utility purposes.

D. K. MORTENSON, being duly sworn, on oath says he is and during aU times here stated has been the
vice president and general manager of the newspaper know as The Columbia Heights-St. Anthony Sun
and has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English
language in newspaper format and in column and sheet form equivalent in printed space to at least 900
square inches. (2) Said newspaper is weekly and is distributed at least once every week. (3) Said
newspaper has 50% of its news columns devoted to news of local interest to the community which it
purports to serve and does not wholly duplicate any other publication and is not made up entirely of
patents, plate matter and advertisements. (4) Said newspaper is circulated in and near the
municipalities which it purports to serve, has at least 500 copies regularly delivered to paying
subscribers, has an average of at least 75% oi its total circulation paid or no more than three months in
arrears and has entry as second-class matter in its local post-office (5) Said newpaper purports to serve
the City of Calumbia Heights and Hilitop in Anoka County, and St. Anthony in Hennepin and Ramsey
counties, and it has its known office of issue in the City of Fridley in Anoka County, established and open
during its regular business hours for the gathering of news, sales of advertisements and sale of
subscriptions and maintained by the managing officer of said newspaper or persons in its employ and
subject to his direction and controi during all such regular business hours and devoted exclusively during
such regular business hours to the business of the newspaper and business related thereto. (s) Said
newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper
is made available at single or subscription prices to any person, corporation, partnership or other
unincorporated association requesting the newspaper and making the applicable payment. (8) Said
newspaper has complied with all foregoing conditions for at least one year preceding the day or dates of
publication mentioned below. (9) Said newspaper has filed with the Secretary of State of Minnesota prior

O�uncilman Schneic3er stated the only oam�ent he has is his concern about
the oontinued meeting an�d, as long as nothing happens on that property,
every six months this o�uld occur. Ae stated, on the ather hand, nothing
can take place right naw as another request must go through the whole
rezoning prooess.
Mrs. BystraQn, 6533 Lucia Lane, stated they weren't infor�med last week that
withdr�aal of the request was an option for the petitioner. She stated
she hopes the residents are informed of things that happen so they don't
have to keep going through this again and again.
Mr. Aaggerty stated they are trying to incorporate the resic3ents' concerns
and to put it to a vote this evening, he knows the rezoning would be
denied. He stated he would like to incorporate the ideas of the residents
into the plan and the withdrawal was the only method he oould use to do
it.

Mr. Zimmerman, 5380 4th Street, asked about the 30 foot drainage and
utility easement and if this would be used for an alley easement. Mr.
Flora, Public Works Director, stated it would be used only for drainage
and utilities.

Mr. Flora, Public Works Director, stated Q�apter 206 of the Building Code
has been rewrittQn to adopt the 1982 State Building Code and Appendix E,
as an optional c�apter oovering automatic f ire suppression systems. He
stated the revisions upgrade the electrical permit fee schedule, add a
plan review sciiedule, and standardize the Certificate of Occupancy and
Canplianoe and surface water drainage itens with the Zoning Code.
Mr. Qureshi, City Mana9er, stated he wanted the Council to be f ully aware
of the im�act af acbpting Appendix E which would require the sprinkling of
oa��ercial ar� industrial bpildings. Mr. Qureshi stated, f rom the City's
point o� view, it will lessen the load of fire protection servioes, but
