AN ORDINANCE AP'IETIDING 5ECTIONS 601, 602, AND 604 OF THE
CITY CHARTER OF THE CITY OF FRIDT,�'

That the follaaing sections of the Fridley City Charter are amended as
follaas:
Section 6.01 THE CITY MANAGER. The City t•lanayer shall be the chief
ac�nanistrative officer of the city. He shall be chosen by the Counczl solely
on the basis of his training, experience and adrninistrative qualifications.
The choice shall not be limited �o inha6itants of the city or state but he
sha11 be a citizen of the United States. The city ntianager shall be appointec7
for an indefinite period and he shall be removable by the council at any
regularly scheduled meeting proviu�ed that at least three members of the
council vote for the removal.

� Section 6.02 PdWERS ADID DiITIES OF THE CITY M�INAGER. Sub�ect to the provisi�r.s
of this charter and ariy regulations consistent therc�aith which may be adopted
_ by the council, the city manager shall control and direct the administration
of the city's affairs. His powers and duties sha7.1 be:
(a) To enforce this chaxter and the laws, ordinances and resolut�ons of
the city;
(bJ To appoint, with the consent and ap�roval of the council, all
subordinate officers and employees;
(c) To renove any subordinate officer or employee, provic7ed that the
council is notified;
(d) To exercise contsol over all departrnents and divisions of the City
ac�ninistrataion created by this charter or which nay herea£ter be created
by the council;
(e) To attend all meetings of the council, with the right to take part
in the discussions but having no vote; but the council may at its
discretion exclude hun from meetings at which his r alovzl is consiuered;

1 (f) To recommend to the council for adoption such neasures as he r,iay deeni
necessary for the welfare of the people and the efficient ac�inistratien
of the city's affairs;
(g) To keep the council fully advised as to the f-inancial condition and
needs of the City, and to prepare and submit to the council the annual
budget;
(h) To perform such other duties as may be prescribed by this charter ar
required by him by ordinances and resolutions adoptec3 by the council.
Section 6.04 SUBORDINATE OFFICERS. There shall be a city clerk, city
treasurer, city attorney and such other officers subordinate to the city
im-u�ager as the council may provide for by orc7inance(s}, The city clerk shall
be sub�ect to the direction of the city msu�ager and sha11 have such duties in
connection with keeping of the public records, the custody, and disbursement
of the public funds, and the general administration of the city's �frairs as
shall be ordained by the council. He may be designated to act as secretary to
the council. The council may by ordinance abolish ofiices which have been
created by ordinance and it may combine the duties of varaous offices as it
may see frt.
