New Chapter 108 is adopted as follows: 108.01. FIRE FREVENTION AND OON`I'ROL FOLICY STATII�IQ�T. It is declared to be the policy of the City of Fridley to vigorously promote the safety and welfare of its citizens. In this context, the traditional approach to fire service -- suppressim3 fires once ignited, rescuirig survivors, and too frequently exposing firefighters to physical danger and death, all at a disportionately high connminity ir�vest�nent of resources in manpower ancl equipment -- is declared unacceptable for Fridley. Rather, it is the fire safety policy of the City of Fridley to efficiently utilize its resources and m�vcimize life, safety and citizen welfare by requiring that fire prevention and ext;�n,iching systems be built into certain new structures. Thus, the effectiveness of the Fridley Fire Depar�nt is enh,�nc�d and exteaxled at a lower cost to the citizenxy, life safety is allocated a priority at least as great as property protection, and the owner cost of built-in fire protection is partially or wholly repaid in savings on initial construction costs and annual fire insurance premiwns. F[�F:��Ya�c���7:iWCi���i7 y�: �:�i���u �� ���a Minnesota Uniform Fire Code Adopted. The Minnesota Uniform Fire Preuention Code, as promulgated by the Minnesota Depar�ne.nt of PuUlic Safety, and emboclied in Chapter 7510 of the Rules and R�lations of the State Fire Marshall Division is hereby adopted by reference and made a part of this code, hereafter referred as MUFC except for those provisions of said code amended, modified or deleted. (Ref 329, 475) 108.03 1 �. .M .•�y Fire Depar�nent User Surcharge. A sux�hazge equal to .1% (1/10�) of the builduig ��n;t valuation of each buildir�g permit issued shall be collected at the time the building permit is issued. 2. Installation Fe�s. Installation fees and �mm;ts shall be �n,;red for the £ollo�airx�: Auto Sprinkler Systems Fire Alarm Systems RestauLant Hood EStt. Sj�stem 3. Permit Fees. Wherein permits are required in the Articles of the Uniform Fire Code and in other portions of this code, the Qiief of the Fire Departineiit shall collect fees in acconlance with the schedule set forth in Chapter 11 of the City Code of FYidley. No fire extinguisher, required by the Fire Prevention Bureau, shall be deemed acceptable iu�less such extinguisher has been approved by and carries the ratu�g label of the IInderwriters Iaboxatories or Factory Mutuals. 108.042 All required fire ext;.xn,;shers shall be maintained in acco�nce with N.F.P.A. Stc1• #10 entitled, Std. for Pr�rtable Fire extinguishers. ed 1975. (E�cception - apax�tments every two years.) 108.043. The rechatging of chemically activated hand fire extinguishers shall be a�lished by persons who are skilled and c�npetent in such work, including certified firms or individuals who are actively erx3aged in the business of fire ext; n�, i sher sexvicing in the area and by such other persons who have been approved by the Chief of the Fire Prevention Bureau, such as persons who by ' training and qualifications are able to perform such service (Ref. 262.) 108.05. E}�71�SIVES 108.051. Permits for the use of e�losives shall be obtained from the Police Depar�nent. (Ref. 475.j 108.052. No person shall possess, store, keep, sell or offer for sale, or give away, use, discharge or tzanspart any e�losives in the City except by the authority of a written �*�;t as specified abave arrl reco�nerxled by the Fire Preuention Officer. 108.06. FIRE IANFS The Fire Prevention Chief or his duly authorized assistant shall be e�owered to orrler the establishment of fire lanes on public or private property as may be necessary in on3er that the travel of fire equi.�ment may not be �mpeded or interfered with, and that acxess to fi_re hydrants ancl build.iixJs may not be blocked off. When a fire lane has been o�iered to be established, it shall be marked by a sign bearir�g the words "No Parkirq - Fire Lane" or a similar ' message. Whett such fire lane is established on public pmperty or a public right of way, the nece.ssary sign or signs shall be pravided by the City of Fridley, and when on private property, they shall be erected and maintaine3 by the owner at his expense. Such signs shall be installed within (30) days after notification of the oitler. Thereafter, no person shall park a vehicle or otheiwise oc�upy or obstruct a fire lane. IOCAL Pf�TECPIVE ATARMG The educational, institutional and the follaaiux� residential occ.�pancies -- hotels, dormitories, lodging and rooming homes, aparbnent buildings having more than four (4) units shall have local protective alann systems. 108.071. For the purposas of this Code, educational, institutional and the followuig residential occupancies -- hotels, dormitories, lodging and rooming homes -- as defined in the N.F.P.A. Std. 101, referred to as the Life Safety Code, shall be quipped with a Local Protective Signaling System in accoxr3ance with N.F.P.A. Stcl. 72A. 108.072. Each alarm system installed in the occupancies listed in 108.071 shall itmnediately, when activated by any means, sowxl a gPnPral alarm signal throuc�out the building and simultaneously signal an alarm condition to the Anoka County Emergency Ccamminications Center or other Center approved by the City of Fridley. The alarm shall be so equipped as to signal the �ency Ca�[¢nunications Center when the alarm is activated or when there is trouble in the alarm system or when the pawer supply is shut off. The Etne�ency Coimnunications Center shall immediately advise the Fridley Fire Depar�nent of any such signal. The pcxaer supply off may be tr�uvsmitted as a trouble signal. 108.073. Each occupancy as definetl in 108.071. shall be required to post in a prominent location in near proximity to the alarm power supply switch a sign indicating that the Fire Departit�ent shall be notified prior to shut down of the systems P�'�' �PP1Y� 108.074. The �,; red sign shall be as follows: Not less tl�n 6" x 10" with a red background and white lettering and shall read: V�RNING - Fire Department will respond if alarm system is deactivated.
