The Fridley Housing and Redevelopment Authority (FHRA) was called to order at
8:30 by Temporary Chairman, Richard Herder.

Adoption of Rules Authority agreed to use Roberts. Rules of Order

Barrow moved the official regular meeting be on Wednesday at 8:00 PM, commencing
Wednesday the 16th, Mullin seconded. Passed.
or. Kendall will be absent the 16th of June. FHRA set informal meeting for

Kendall moved we adopt the special mating procedures of the City Cowell Section
3.01 of City Charter, Barrow seconded. Passed
Resolution adopt lassl aawspapsr Mullin moved we adopt the Fridley Record as
the legal newspaper. Seconded by Barrow. Mr. Smith suggested the Authority provide
for a legal newspaper in the By -laws but suggested the Fridley Record not be named
therein. Passed.
Motion to employ Liam Consultant Discussion concerning the hiring of a
planning consultant brought out the following points: Under the University Avenue

Disaster Project Survey and Planning Grant 019,840 to for FHRA to be used
for administration overhead and services. $35,770 applies to Hodge and
Associates (Lamp sun) for survey and planning.
Dave Albert will be the Urban Renewal Advisor. He is on the Minaeapolis
Redevelopment staff:
Bodne °s costs are based on $18 per hour. These charges are the same as
the City Council gets for technical assistance.
Planning projects should be completed in six months by Hodne.
Urban design (esthetics) are not mentioned in the grant applications how-
0 ever this will be considered by Hodne Associates.
City Center Feasibility Study may or may not be followed by a Survey and
Planning study. The Feasibility Study will include as much as possible of
the 8 & P study. S and P study grant wi11 be applied for if funds are needed.
Planner is usually hired an an "approach to planning." There is no bidding
process.
Kendall moved we employee Hodaa Associates as the Planning Consultants of the FHRA.
for the City Center and University projects. Seconded by Harrow. Passed unanimously.
Motioa to Employ Legal Counsel Mullin moved we employ Mr. Wyman Smith as legal
counsel. Seconded by Yeadall. *. Smith stated he Vould like it understood his
associate may help with part of the work although Mr. Smith would be responsible
• for the work. Passed nnanimously.

Consideration of applications Us City Center Area Application for Feasibility
Survey Grant and the University Avenue Area Application for Survey and Planning
Grant were gives full consideration.
Motion to approve applications and resolutions filed with the applications &
authorise submission to 91cago regional office of MI A Kendall move the FRIA
file the Survey and Planning project for University Avenue Area and the application
for the Feasibility Survey of the City Center Area with the Chicago Regional office
of the Housing and Game Finance Agency and the officers of the Authority be
empowered and directed to esecdte the application. Barrow seconded. Passed
unanimously. Copies of the Resolutions were ordered to be attached to these minutes
and be made a part hereof and marked exhibits A & B.
Mullin moved the Authority have a seal showing "Fridley Housing and Redevelopment
Authority, Minnesota ". Barrow seconded. Passed unanimously.

0 Discussion of Ely1_eysent of Executive Director The FHBA discussed ways of

securing an executive director. It was thought the director might come from anothe-
city's authority staff, or perhaps be an assistant city manager or executive
director of a Chamber of Commerce group. Several other sources were mentioned. A
need was expressed for a requirement of a written application.
Harrow moved that the Chairman be directed to advertise for an executive director.
Mullin seconded. Passed unanimously.
Discussion of renting office mace The Chairmen directed Mr. Kendall to survey
the office space available in Fridley for use by the FHAA.
Discussion of committee organisation, officers a be elected and bar -laws Mr. Smith
was directed by the Authority to prepare proposed By -laws. Minnesota Statutes says
the Authority must have a Chairman and Secretary.
MISP -atiou of nominating committee for election of officers Barrow moved we
operate on a short term bases and that the first term and June 30, 1955 or the
closest meeting date thereafter. Kendall seconded. Passed.
Barrow nominated Dick Harder for Chairmen, Kendall moved we cost all ballots for
Herder. All votes unaniunus in favor of nomination.
Randall nominated Mrs. Mullin for Secretary as defined in the By -leas. Barrow
moved we last a white ballot for secretary. Passed unanimously.
Other business Authority agreed to review By -laws at nest meeting as submitted by
counsel.

EXHIBIT A
Resolution of Fridley Housing and Redevelopment Authority,
Fridley, Minnesota.
WHEREAS, under Title I of the Housing Act of 1949, as amended,
the housing and Home Finance Administrator is authorized to extend
financial assistance to local public agencies for surveys of urban areas
to determine whether the undertaking of urban renewal projects therein
may be feasible; and
WHEREAS, Title VI of the Civil Rights Act of 1964, and the
regulations of the Housing and Home Finance Agency effectuating that
Title, provide that no person shall, on the ground of race, color, or
national origin, be excluded from participation in, be denied the
• benefits of, or be subjected to discrimination in the undertaking and
carrying out of urban renewal projects assisted under Title I of the
Housing Act of 1949, as amended; and
WHEREAS, it is desirable and in the public interest that the
Fridley Housing and Redevelopment Authority conduct such a survey in
the urban area situated in the City of Fridley, County of Anoka, and
State of Minnesota, and generally described as follows: City Center
Area bounded as follows:
Commencing at 7th Street and Mississippi Street thence South
on 7th Street to 64th Avenue Northeast, thence West on 64th
Avenue to 5th Street, thence Southerly on 5th Street to 63rd
Avenue Northeast, thence Westerly on 63rd Avenue Northeast to
University Avenue, thence North on University Avenue to
Satelite Lane, thence West on Satelite Lane to 3rd Street,
thence Northerly on 3rd Street to Mississippi Street, thence
Easterly along Mississippi Street to 7th Street, at place of
beginning.

WHEREAS, the Fridley Housing and Redevelopment Authority in-
tends to initiate the planning of an urban renewal project in the said
urban area after the aforementioned survey, provided that the under-
taking of an urban renewal project therein is deemed feasible; and
WHEREAS,'the Fridley Housing and Redevelopment Authority
is cognizant of the conditions that are imposed in the undertaking and
carrying out of urban renewal projects with Federal financial assistance
under Title I, including the requirement that the locality present to
the Housing and Home Finance Administrator, as a prerequisite to
approval of the application described below, a workable program for
community improvement,•as set forth in Section 101(c) of Title I, for
utilizing appropriate public and private resources to eliminate and
prevent the development or spread of slums and urban blight:
NOW THEREFORE, BE IT RESOLVED BY THE FRIDLEY HOUSING AND
REDEVELOPMENT AUTHORITY, FRIDLEY, MINNESOTA:
1. That the undertaking by the Fridley Housing and Redevelop-
ment Authority of a survey in said urban area to determine whether the
undertaking of an urban renewal project therein may be feasible is
hereby approved.
2. That the financial assistance provided under Section 102
of the Housing Act of 1949, as amended, is necessary to enable the
Fridley Housing and Redevelopment Authority to finance such a survey,
3. That the United States of America and the Housing and
Home Finance Administrator be, and they hereby are, assured of full
40 compliance by the Fridley Housing and Redevelopment Authority with
regulations of the Housing and Home Finance Agency effectuating Title

4. That the filing of an application by the Fridley Housing
and Redevelopment Authority (for an advance of funds from the United
States of America) in an amount not to exceed $50,016.00 for conducting
such a survey in said urban area is hereby approved and that the
Chairman is hereby authorized and directed to execute and file such
application with the Housing and Home Finance Administrator, to pro-
vide such additional information and to furnish such documents as may
be required by said Administrator, and to act as the authorized represent-
ative of the Fridley Housing and Redevelopment Authority.

RESOLUTION OF FRIDLEY HOUSING AND REDEVEL-
OPMCNT AUTHORITY APPROVING UNDERTAKING OF
SURVEYS AND PLANS FOR A DISASTER PROJECT
AND FILING OF AN APPLICATION.
WHEREAS, under Title I of the Housing Act of 1949, as amended,
the Housing and Home Finance Administrator is authorized to extend
financial assistance to a locality for the planning and undertaking of
an urban renewal project in an urban area which the governing body of
the locality certifies, and the Administrator finds, is in need of re-
development or rehabilitation as a result of a catastrophe which the
President has determined to be a major disaster, and
WHEREAS, the City of Fridley has, by resolution duly adopted
0 on the 7th day of June, 1965, certified that the area hereinafter des-
cribed is an urban area in need of redevelopment or rehabilitation as a
result of a catastrophe which the President has determined to be major
disaster; and
WHEREAS, Title VI of the Civil Rights Act of 1964, and the
regulations of the Housing and Home Finance Agency effectuating that
Title, provide that no person shall, on the ground of race, color or
national origin, be excluded from participation in,'be denied the bene-
fits of, or be subjected to discrimination in the undertaking and carrying
out of urban renewal projects assisted under Title I of the Housing Act
of 1949, as amended; and
WHEREAS, it is desirable and in the public interest that the
Fridley Housing and Redevelopment Authority prepare surveys and plans,
presently estimated to cost approximately Eighty -two thousand five
hundred eighty -seven and no /100 ($82,587.00) Dollars, in order to

templated by Section 111 of Title 1, in that certain area, proposed
as an Urban Renewal Area, situated in the City of Fridley, County of
Anoka, and State of Minnesota, and described as follows:

on the North 61st Avenue Northeast, on the West by
University Avenue; on Lhe South by Interstate Freeway
694; on the East by 7th Street Northerly to 57th Avenue
Northeast, thence on 5th Street Northerly to 572 Avenue
Northeast, thence 4th Street to 61st Street.
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE
FRIDLEY HOUSING AND REDEVELOPMENT AUTHORITY-
1. That the proposed Urban Renewal Area described above is
an urban area in need of redevelopment or rehabilitation as a result
of a catastrophe which the President, pursuant to the provisions of
Public Law 875, 81st Congress, as amended, has determined to be a major
disaster area, and is appropriate for an urban renewal project; that
the undertaking by the Fridley Housing and Redevelopment Authority of
Surveys and plans for an urban renewal project of the character con-
templated by Section 111 of Title I of the Housing Act of 1949, as
amended, in said proposed Urban Renewal Area, is hereby approved; and
that financial assistance under Title I is needed to enable the Fridley
Housing and Redevelopment Authority to finance the undertaking of the
Project.
2. That it is cognizant of the conditions that are imposed
in the undertaking and carrying out with Federal financial assistance
0 of an urban renewal project of the character contemplated by Section 111
of Title I, including the following requirements: (a) that the contract
for temporary loan or capital grant for the Project shall specify a

date for compliance with the workable program for community improve-
ment requirements of Section 101(c) of Title I, (b) that the urban
renewal plan shall be approved by the City Council of the City of
Fridley; (c) that local grants -in -aid, consisting of donations of cash,
land, demolition or removal work, and the installation, construction,
or reconstruction of streets, utilities, parks, playgrounds, or other
improvements or the provision of other public buildings or facilities
necessary for carrying out in the Urban Renewal Area the objectives of
the urban renewal plan, shall be provided in an amount which, together
with the Federal capital grant, will be generally equal to the differ-
ence between Gross Project Cost and the proceeds or value of project
. land sold, leased, or retained for use in accordance with the urban
renewal plan, and (d) that there shall be prepared and carried out a
plan for the encouragement, to the maximum extent feasible, of the
provision of dwellings suitable for the provision of dwellings suitable
for the needs of individuals and families displaced by the major disas-
ter or by redevelopment or rehabilitation activities in connection
with the Project; and it is the sense of this body that such conditions
can and will be complied with.
3. That the United States of America and the Housing and
Home Finance Administrator be, and they hereby are, assured of full
compliance by the Fridley Housing and Redevelopment Authority with reg-
ulations of the Housing and Home Finance Agency effectuating Title VI
of the Civil Rights Act of 1964.
