The Authority went through each section of the proposed by -laws,
as presented by Attorney, Wyman Smith. Corrections and /or additions
were made in several of these sections. It was agreed that the re-
cording secretary should retype these proposed by -lave with said cor-
rections and/or additions, and re- submit same to Attorney Smith. A
copy of the corrected„ proposed by -lags is to be attached to these
minutes.
REVI3JAL OF ECON01JIC HEPCRT (CITY CENTER AND UNIVERSITY AVENUE PRUJECT
The Authority reviewed and discussed the different sections of this
proposed economic report. Following are some of the comments or ques-
tions that arose:
In regard to the proposed 630 multiple family duelling units,
Mrs. Mullin felt that the report showed that these proposals are
feasible, but raised the question as to whether or not they are desire -
able.
It was pointed out by Mr. Herder that 100 of these units were pro-
posed for the City Center, while 150 were proposed for the University
Avenue Project, making a total of 250. Also, that these projections
were based on population changes, income and employment.
Mire. Mullin raised the question of whether or not the Authority
would have to convince the citizens of Fridley that these proposals are
needed.
Mr. Darrow felt that to start with, the question should be asked
whether or not the people are satisfied with what we have, or whether we
need a change. If the latter is true, the question becomes not what do
the people feel they want, but what is the long range picture of future
needs.
Mr. Kendall raised the question of whether Fridley should be con-
sidered as a suburb or a city in itself, in this proposed plan. Also,
whether or not Fridley is trying to keep its identity first, or is it a
total picture?
Mr. Darrow commented that our existence is tied in with the metro-
politan area, and that any changes made in Fridley could not separate
us from said area.
Mr. Herder stated that it is the Authority's duty to propose the
best possible use for the land, and that this beat is dictated by trends
and statistics of other areas and the metropolitan area.
Mr. Harrow brought up the question of better land use, especially
in the proposed townhouse area and apartment house area.
Mrs. Mullin stated that she would like to see proof of justifica-
tion on the proposed multiple family dwelling areas, and questioned
whether or not these areas might contribute as much to the City as they
would take out.

Mr. Herder explained that he felt the Authority should only consider
the project area in regard to the proposed economica, at this time; also,
that the Planning Commission and finally the City Council would have to
act on the justification of the proposed multiple family dwellings for
these areas,
it was agreed by the Authority that the proposed projects needed
smah discussion and study before any action could be taken to approve
such proposales
Mr. Heider commented that he thought Air. Hodge should interview the
people directly concerned with the proposed areas, in order to get a
feed -back.
Mr. Harrow stated that as a starting idea, the proposals were very
wen done; but that he felt the Authority or City Counoils or both,
should have a chance to study and discuss the plan, before Mr. Hodne

Mr. Barrow raised the question of possibly having the future F.kecu-
tive Director talk to the peoples
Mr. Herder commented that he felt the b- zecutive Director might pos.
sibly do this, after the Authority has come up with a plan that they
think is beast.
Mr. Kandall stated that he thought the Authority should discuss the
proposals thoroughly with Mr. Hodne before presenting them to individuals,
Mr. Barrow stated that he was not sure that University Avenue, with
its future four lenses was a good area for residential,
Mrs. Mullin stated that she would like to have presented the proposed
uses with the advantage mw disadvantage factors, for this project area.
Mr. Barrow commented that a medical clinic might be better for the
area proposed for a recreation center, or possibly something else that
would dross up this section which is adjacent to the civic center.
The Authority discussed several possibilities for the corner islands
at the intersection of University Avenue and Mississippi Streets and the
feasibility of the proposed crosswalks over same. The Authority felt
that some of the good features of the proposal were the service roads, ac-
cesses and scattered parking areas,

The Authority wishes to make a request that a City Council Agenda
book for all future City Council meetings be seat to said Authority.
