A FRIDLEY HOUSING AND REDEVELOPMENT AUTHORITY RESOLUTION
APPROVING AN URBAN RE�EVELOPMENT PLAN AND FILING OF A PROJECT
APPLICATION TO THE CITY COUNCIL OF THE CITY OF FRIDLEY
WHEREAS, it is desirable and in the public �nterest that that the Housing and
Revelopment Authority of Fridley, Minnesota, undertake the Center City
redevelopment Pro�ect as outlined in a report titled the Center City
Redevelopment Plan and dated May �4, , i979, and
WHEREAS, the Housing and Redevelopment Authority has determined that the
following described area situated in the City of Fridley, County of Anoka,
and state of Minnesota, is that area proposed as the Center City
Redevelopment Pro,7ect;
Lots 5, 6, 7, 8, 9, 10, Block 12, Lowell Addition to Frtdley Park,
Lot 18, Block 5, Rice Creek Plaza South Add�tion,
Lots 13, 14, 15, 16, Block 3, Rice Creek Terrace Plat 2,
Lots 10, 11, 12, Block 2, Rice Creek Terrace Plat 1,
Lots l, 2, 3, Block l, Sylvan Hills Plat 5,
Lot 1, Block 1, Sylvan Hills Plat 6,
Lot 1, Block 1, Sylvan Hills Plat 7,
Blocks l, 2, 3, 4, 5, Rees Add�tion to Fridley Park
Lots l, 2, 3, 4, 5, Auditor's Subd�vision No. 59,
Block l, Sandy Terrace,
Blocks 1, 2, Norwood Addition to Fridley Park, and,
That part of the West 1/2 of the Northeast 1/4 of the Southwest
1/4 of Section 14, and that part of Rees Addition to Fr�dley
Park and vacated alley �n said subdivision described as
follows: beginning at a point on the Northerly line of said
West 1/2 of the Northeast 1/4 of Southwest 1/4, a distance of
30 feet West of the Northeast corner thereof, thence South and
parallel with the East line thereof; a distance of 194 feet
more or less, to the Southerly line of Lot l, Block 2, Rees
Addttion to Fridley Park, said point being the Southeast corner
of satd Lot l; thence Westerly along the Southerly line of said
Lot 1 and Lot 22, a distance of 179.3feet; thence North and
parallel with East line to said Northl�ne, thence East to the
po�nt of begim m �g, amd,
That part of the West 1/2 of the East 1/2 of the Southwest 1/4
descrtbed as follows; Commencing at a point 390 feet East of
the Northwest corner of the East 1/2 of the Southwest 1/4 of
Section ]4; thence Sor�th 8 rods and 70 feet east; thence
Easterly 10 rods; thence North 8 rods and 10 feet, thence
Westerly 10 rods to place of beg�nning, except the parcel
described directly a6ove, and,
Lots 1 through 24, Block 1, Alice Wall Addition, and
All that part of the East 1/2 of the East 1/2 of the Southwest 1/4
of Section 14, descr�bed as beginning at the Northwest corner
thereof, thence East along the North ltne of said $outhwest 1/4
a distance of 214 feet, thence South and parallel w�th the West
line of said East 1/2 of the East 1/2 of the Southwest 1/4 for a
distance of 368 feet, thence West parallel with satd North line
for a distance of 214 feet to satd West ltne; thence North along
West said line a distance of 368 feet to the po�nt of beginn�ng.

� WHEREAS, the proposed Redevelopment Pro�ect area described above is a
blighted commercial strtp development by v�rtue of economic obsolescence of
structures, development patterns, traffic design, and unsightly general
condttions, and
WHEREAS, the Frtdley Housing and Redevelopment Author�ty has considered the
legal requtrements of relocat�ng displaced persons and businesses in the
Center City Phase I Report dated April, 1979, and
WHEREAS, the Hous�ng and Redevelopment Authortty has stud�ed the finance plan
and acquisttion plans and concurs that each of these plans �s in conformance
with State law and overall ob�ectives, antl
WHEREAS, the redevelopment of the above area for �ntense commercial/res�dential
uses cannot be accomplished w�thout governmental assistance provided under
the Municipal Hous mg and Redevelopment Act, Chapter 462, and known
spectfically as a Tax Increment Development Pro�ect,
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AND REDVELOPMENT AUTHORITY OF
FRIDLEY, MINNESOTR:
l. That the Center C�ty Redevelopment Pro�ect for the described area is
approved and adopted 6y the Housing and Redevelopment Authority of
Frid7ey, sa�d pro�ect to be financed by tax increments and such other
methods as may be deemed necessary and desirable.
2. That the Hous�ng and Redevelopment Authority shall insure that all
relocations shall be in accordance with the Uniform Relocation Act,
Chapter 117 M.S.A.
3. That all real property acquisitions shall be determined on an on-going
basis during the implementation phases so as to accomplish the overall
redevelopment of Center C�ty.
4. That application be made by the Fridley Housing and Redevelopment
Authority to the Ctty Counc�l of the City of Fridley for approval of the
Center City Redevelopment Pro�ect, in the manner required by law;
