WHEREAS, it is desirable and in the Public interest that the Housing and
Redevelopment Authority of Fridley� Minnesota, undertake the North Area
Redevelopment Pro�ect as outlined in a report titled "The North Area
Redevelopment Plan" and dated November 19, 1981; and
WFIERI3AS, the Housing and Redevelopment Authority has determined that the
area described in the above said plan situated in the City of Fridley,
County of Anoka, and State of P7innesota, is that area proposed as the
North Area Redevelopment Project area; and
WHIItRAS, the said Redevelopment Project area is blighted and deteriorated
due to conditions of un�sual and difficult physical characteristics of the
ground; and
WHII2F1�, the HousYng and Redevelopment Authority has determined it is
necessary to undertake a Redevelopment pro�ect for the purpose of
� renoving, preventing or reducing blight, blighting factors or causes of
blzght through any work or undertakings as are allowed by MSA Chapter
462.421 SubdYVision 13; and
WHERFAS, the Housing and Redevelopment Authority has reviewed the Finance
Plan and Acquisition Plan and concurs that said plans are in coniormance
with state law and overall objectives; and
WHEREAS, the development of the North Area Pro7ect area cannot be
accomplished without governmental assistance as provided under the
Municipal Housing and Redevelopment Act, Chapter 462, and know
specifically as a Tax Increnent Development Pro�ect; and
WHEREAS, the North Area Redevelopment Plan will afford maximum
opportunity, consistent with the sound needs of the City of Fndley as a
whole, for the development of the project area by private enterprise;
NOW� 7HII2EEl�RE� BE IT RFSOLVID BY THE HGUSING AZ1D RIDEVELOPP"IEPTI' AUTHORITY
OF FRIDLEY� MINNFSOTA;
1. That the North Area Redevelopment Plan is approved and adopted by the
Housing and Redevelopment Authotity, and said plan will be financed by
tax increnents and such other methods as may be deemed necessary and
desirable;
� 2. That the Housing Redevelopment Authority shall insure that relocation,
if any, shall be in accordance with all appropriate State and Federal
relocation requirenents;
3, That all real property acquisition shall be determined in accordance
� to the conditions of the Tax Increnent Plans for the distrzct as
required by Chapter 273.74 Subdivision 1 of the Laws of the State of
Minnesota;
4, That application be made by the Fridley Housing and Redevelopment
Authority to the City Council of the City of Fridley for a�pxoval of
the North Area Redevelopment Project, in the manner required by law;
