WHEREAS, 'Ihe Fridley Housing and Redevelopment Authority has authorized the
HRA staff to irnrestigate a general reserve bond fund system; housing, com-
mercial and industrial progr�ns; and a com�rcial building rehabilitation loan
program as authorized by Nlinnesota Statutes, 459.31 to 459.34; and a General
Reserve Systen and Bond Fund Progra¢n to provide additional security fox bonds
issued by the City under Minnesota Statutes, Chapter 474 (electively, the
"Progr�ns"); and
WI3II2EAS, The HRA staff working in conjunction with the law firm of 0'Connor
and Hannan and the investment banking £irm of Piper, Jaffray & Hopwood, Inc.
investigated the programs and the use of them to promote and enhance
development in the City of Fridley; and
WHEREAS, The staff has presented the outline and background of these programs
to th2 HRA�
� �, �III2EFORE, BE IT RESOLVED, by the Fridley Housing and Redevelopment
Authority that in order to promote the housing, commercial, industrial and
other develo�anent goals of the City in an orderly, efficient and economical
rr�nner, that it hereby adopts a General Reserve Bond Fund System; Housing.
Comn�ercial and Industrial Programs; and a Comn�ercial Building Rehabilitation
Loan Program;
BE IT FURTHER RES�VID THAT, the staff is hexeby authorized to work F�ith the
law firm of O'Connor & Hannan and the investment banking firm of Piper,
Jaffray & Hop,aood, Inc, to develop the legal framework tor implementation of
these programs.
