MEETING MINUTES
OCTOBER 29, 1985
CALL TO ORDER:
Chairperson Commers called the October 29, 1985 Special Housing &
Redevelopment Authority meeting to order at 7:47 p.m.
ROLL CALL:
Members Present: Larry Commers, Duane Prairie, Elmars Prieditis
Members Absent: Carolyn Svendsen, Walter Rasmussen

Mr. Mike Gould of Bor -Son Construction representing Mr. Robert Schroer of
Bob's Produce presented a proposal to redevelop the property on the northwest
corner of Osborne Road and University Avenue. The redevelopment would
provide over 60,000 square feet of retail space for about 20 businesses
including Bob's Produce, a drug store and restaurant. The proposal also
included an incentive of $1,000,000 and a tax increment of 15 years.
Discussion followed on the kind of development, the incentive and the impact
on other developments and businesses in the City. Concern was expressed by
the Housing & Redevelopment members about the lack of financial information
and land data available to properly review the economics of the proposal. A
request was made for staff to obtain land apraisals, market values and
increment detail for the area and proposed development.
Motion by Mr. Prieditis, seconded by Mr. Prairie to have the Director obtain
the necessary information and set an agenda and public hearing as required
for the Schroer Redevelopment. Motion carried.
Mr. Sid Inman, representing Holmes and Graven, and Mr. Dave Weir,
representing Woodbridge Properties, presented a proposal to establish a 15
year redevelopment district for a 746,000 square foot development on the
drive -in property. Due to the intensity of development and desire to provide
a campus and open space environment, they also proposed that the Housing &
Redevelopment Authority assist in the construction of parking ramps for
$9,000,000. The 15 year increment was necesssary to allow for the orderly
• development of the signature -type buildings proposed on the plan. No
industrial revenue bonds were requested.
Discussion of the type of development, the priority for the area to be
developed, the phasing and support of parking ramps to allow open space was
had between the Housing & Redevelopment Authority and City Council members
present.
Motion by Mr. Prairie, seconded by Mr. Prieditis to have the Director set up
an agenda, schedule, and authorize him to publish the necessary notice of
public hearing as required for the Woodbridge Properties. Motion carried.
Mr. Lundgren of Lundgren & Associates presented his proposal to redevelop the
southwest corner of University Avenue and Mississippi Street. His plan
included phasing for retail and commercial, elderly housing and additional
commercial properties. The first phase was proposed to include a 240 unit,
12 story rental apartment complex and a 43,000 square foot separate
commercial building. The total development was estimated between 35 and 37
million dollars. His request was to have the Housing & Redevelopment
Authority assist on land acquisition and construction of the two underground
parking levels with the agreement to lease the space and purchase the
property in the future.
Discussion on the Housing & Redevelopment priority to complete the Center
City redevelopment and provide housing opportunities in the area followed. A
neighborhood informational meeting was suggested to include the tenants of
the existing commercial business.
Motion by Mr. Prieditis seconded by Mr. Commers to have the Director set up
the agenda and authorize him to publish the necessary notice of public
hearings as required for the Lungren development.

Redevelopment Authority meeting at 11:15 p.m.
