A RESOLUTION REGARDING THE POTENTIAL COUNTIES TRANSIT IMPROVEMENT
BOARD GRANT FUNDING OF THE FRIDLEY NORTHSTAR COMMUTER RAIL STATION
WHEREAS, the Northstar Commuter Rail Development Authority (NCDA) is a multi jurisdictional joint
powers entity empowered to study multi-modal transportation systems in Hennepin, Anoka, Benton, and
Sherburne Counties; and
WHEREAS, the NCDA is constructing a multi-phased 80 mile commuter rail system extending from St.
Cloud to downtown Minneapolis in conjunction with other transportation system improvements; and
WHEREAS, the Northstar commuter rail system will utilize the existing tracks of the BNSF railroad; and
WHEREAS, said railroad tracks run through the City of Fridley and a commuter rail station is proposed
in the City of Fridley; and
WHEREAS, Federal Funding was inadequate to cover construction costs of the Fridley Station; and
WHEREAS, the City of Fridley's Housing & Redevelopment Authority and the Anoka County Regional
Rail Authority have purchased the land and installed the tunnel necessary for constructing the Fridley
Station; and
WHEREAS, Anoka County's participation in the Counties Transit Improvement Board (CTIB)makes the
Anoka County Regional Rail Authority eligible to receive grant funding through CTIB; and
WHEREAS, the Anoka County Regional Rail Authority is requesting $10.6M in CTIB grant funding to
be awarded in November 2008 for completion of the Fridley Station; and
WHEREAS, obtaining the CTIB grant funding will allow the construction of the Fridley Station in a
timely manner in order to open with the rest of the line in November 2009.
NOW, THEREFORE, BE IT RESOLVED, that the Housing & Redevelopment Authority In and For the
City of Fridley kindly requests that the Counties Transit Improvement Board provide the grant funding
requested for completion of the Fridley Station.
