7:30PM. Community Development invites you to meet
with the City Council at 6PM on Thursday. The purpose
of the joint meeting is to provide an update on planning
efforts around the Northstar Station. The discussion will be
limited to 1.5 hours so that the HRA meeting can begin at
7:30PM. A pizza dinner will be served.

SUBJECT: Approval of Preliminary 2010 Budget
On Thursday night, staff will present a draft of the 2010 budget for HRA review. Rick
Pribyl and Paul Bolin will be available to answer any questions that the Commissioners
may have on the proposed budget. The HRA's input, and final TIF numbers from Anoka
County, will lead to staff making revisions to the draft budget and then presenting a final
version for consideration at the January HRA meeting.
The budget is divided into three separate categories. The General Fund covers the bulk
of the administrative and overhead costs of the HRA. The Housing Loan Program Fund
covers the housing related programs and services (CEE programs, etc.). The Capital
Outlay Funds include all of the tax increment (TIF) districts.
A 2010 draft budget packet including: cash balances as of 10/31/2009 and detailed
budget sheets for the categories mentioned above have been included for your review.

1. Northstar Update
After a short 15+ years, the train is up and running! Metro Transit reports ridership numbers are
about what they expected them to be at this point and exceeded projections to the point this past
Saturday that an extra train was added to take people back to the north metro during the 3:55 PM time
slot.
Northstar has been listening to its riders and quick to adapt to their needs. Following is a press release
sent out late Tuesday.
Metro Transit today announced minor changes to the weekday schedule
of Northstar commuter rail trains and said it would add a special -event
train to take Vikings fans home after Sunday's game against the Bears.
Beginning Monday (Nov. 30), trains leaving downtown Minneapolis on
weekdays will depart five minutes later than originally scheduled, the
agency said. New departure times are 3:55 p.m., 4:25 p.m., 4:55 p.m.,
5:25 p.m. and 6:15 p.m. The morning reverse commute trip also will
leave five minutes later at 6:10 a.m.
"Customers told us that it was too much of a rush to leave their jobs and
make it comfortably to departing trains in the 20 minutes we budgeted
to travel from the core of downtown to Target Field Station," said Adam
Harrington, assistant director of route and system planning. "The extra
five minutes will give customers a reliable connection to their
homebound trains."
Based on its early experience, Metro Transit also is changing some
travel times between stations for all weekday trips leaving downtown.
Travel time from Target Field Station to Fridley Station will be reduced
by two minutes while travel time between Elk River Station and Big Lake
Station will be increased by two minutes, keeping the end -to -end
running time at 51 minutes.
2. Gateway Northeast Update
Staff had a pre - demolition meeting with our environmental consultant and Landwehr representatives
Tuesday of this week. All required pre - demolition notices have been filed with the MPCA and
asbestos /hazardous material removal will start on Monday November 30th. Hazardous material
removal is expected to only take a few days.
After the hazardous material is removed, there is a 48 hour waiting period before demolition can
commence. Landwehr will be demolishing the buildings in a very orderly manner and expect to have
all work, including site reparation, completed before Christmas.
3. Fridley Medical Clinic
The Clinic has received approval from the Planning Commission to construct their new building on
property currently owned by Unity Hospital. The City Council will take action on the item at their
December 6th meeting. There have not been any recent conversations on the redevelopment of the
Columbia Arena site.
