MOTION by Commissioner Holm to approve the expenditures as presented. Seconded by
Commissioner Eggert.
Chairperson Commers asked about the ground maintenance charge of $2,700 and asked staff to
check with the Public Works Department to see if they have staff available for that job which
may be a savings.

2. Approval of June 3, 2010 Meeting Minutes
MOTION by Commissioner Holm to approve the minutes as presented. Seconded by

Chairperson Commers asked on the last page to add that Sandy's is not on the historic
designation list.

3. Approval of Motion Authorizing Sales Listing for 831 Mississippi Street
Paul Bolin, HRA Assistant Executive Director, said that this project has moved along very well.
The builder has delivered everything that was promised in the correct timeframe and budget.
Three "finished" open houses were held and nearly 2,000 residents walked through the home.
Additional open houses have been added, every Wednesday night for the month of August.
Mr. Bolin said that of all the people that came through the home he heard only three negative
comments which were of personal choice and cosmetic nature. 27 dozen cookies and 125 loan
application packets were distributed to those interested. This project should bring interest in the
remodel advisor visits, loan programs and an increase in building permits.
Mr. Bolin said that staff is looking for another home to do a similar project but this time the
focus could be on changes allowing elderly people to remain in their homes. Staff would look to
purchase another rambler, bring the washer /dryer on the main floor and make the home more
accessible. Another option for a remodel is a green home but that may be difficult and may
involve things that may not be very practical. Staff will come back to HRA in September with
recommendations.
Mr. Bolin said that staff is looking for a motion to place the home for sale with a list price of
$197,900. This price would recover the bulk of the HRA investment and places the home
competitive in today's market. If the home sold at the asking price the investment of just under
$192,000 would be covered. By the time you take the realtor fees out there would be about a
$6,000 investment from HRA. It should not take long for the city to make that up with the
increase in building permits and loan programs. The amount of education that was received by
Fridley residents for $6,000 was well worth it.
Chairperson Commers asked about the real estate taxes.
Mr. Bolin did not have the new tax figures with him but the previous value was about $154,000
and taxes were $2,200. He will get the figures to the Authority.
Chairperson Commers asked when the second half of the taxes would be due.
Becky Kiernan, Accountant, said that the second half would be due in November so it would
depend on when the home sells.
Jim Casserly, Development Consultant, said that the taxes would not be exempt. The
improvements won't show up until the 2012 taxes. The taxes should be about 1% of the market
value.
Commissioner Holm noted that the home has not been appraised yet and he assumed the taxes
would be based on the appraised value.
Mr. Bolin said that is correct. Based on the analysis done by the realtor the appraised value
should come in close to the asking price. �.
1'� Commissioner Holm noted that the realtors suggested a lower sale price.
Mr. Bolin said that is correct, the realtor's price range is where he thinks the home will most
likely sell at; $185,000- $195,000.
Commissioner Holm said that he drove around Fridley to look at comparative homes and found
that some were higher but most were lower. He doesn't understand how the sale price is
calculated but he is thinking the home will sell for around $190,000.
Chairperson Commers said that the issue is what the fair market value is in today's market.
Commissioner Eggert noted that the timing isn't the greatest.
Commissioner Gabel said that a lot of the things are new and some of the existing homes on the
market may not be new like this home so that would have some benefit.
Mr. Bolin said that this is a very unique property because basically it is a brand new home with
the addition on the back. All those foreclosed comparables tend to bring the value down. People
were asked as they came through what they thought the home was worth and values anywhere
from $170,000 to $270,000 were heard.
Commissioner Gabel said that it would be best to list the home at this price and the price can
always be negotiated down, but not up.
Mr. Casserly said that this was a perfect candidate to be included in the Housing Replacement
Program but when this was issued the law wasn't passed. Additional projects going forward
would be eligible for the Housing Replacement Program. If another home is done like this one,
with similar revenues and expenses, any shortfall amount would be covered by the Housing
Replacement Program.
Mr. Bolin said that this project was started last fall and the legislation wasn't received until the
end of this session.
MOTION by Commissioner Gabel to approve the motion authorizing sale listing for 831
Mississippi Street at $197,000. Seconded by Commissioner Eggert.

4. Tree Replacement on HRA Property
Paul Bolin, HRA Executive Assistant Director, said that two Autumn Blaze Maple and an
American Linden have been selected as the replacement trees. The trees are just under $500 /tree
installed and guaranteed. If approved as an expenditure by the HRA, the trees would be installed
�"'� within 2 weeks. Staff recommends approval of this request.
MOTION by Commissioner Eggert to approve the purchase of three trees to plant on HRA,
Property. Seconded by Commissioner Holm.

INFORMATIONAL ITEMS:
1. Fridley Assisted Living, LLC (Faulkner project)
Paul Bolin, HRA Assistant Executive Director, said that HRA closed on the property on July 6t'.
Building plans and permit application were submitted on July 121'. Earthwork / soil corrections
started mid July and the actual construction is likely to begin within 2 weeks. The estimated
completion date is January 1, 2011. Soil corrections will be made on the entire site but the first
phase includes only the 40 unit building on the northern most piece of property.
2. Scattered Site Acquisition Program Update
Paul Bolin, HRA Assistant Executive Director, said that staff continues to identify and look at
homes for demolition and placement into the program. MLS and TCCLB's "First Look"
continue to provide leads. Many are too "nice" for demolition or have multiple short sale offers
pending. Some success has come as staff offers tend to magically draw out higher offers within
hours of making them creating activity for Fridley properties.
Mr. Bolin said that when homes sell they must be single family owner occupied homes.
Commissioner Eggert asked if when the home sells it can be traced to see if the person applied
for building permits etc. to rehab the home from the poor state of condition. He asked if staff
was internally able to track that information. He said that it wasn't a bad deal if HRA was losing
bids to developers because the efforts are creating positive activity in the market.
Mr. Bolin said that activity is easy to track with the land bank and staff can see if the homes are
being rehabbed correctly. The other ones, staff can keep watching them but when sales are
recorded there is about a six month lag before the records are accessible.
3. Housing Loan Program Update
Paul Bolin, HRA Assistant Executive Director, said that Fridley HRA Loan Program closed one
other loan in July making a total of nine year to date. The total Remodeling Advisor Visits were
three in July making a total of six year to date.
NONAGENDA ITEMS:
Paul Bolin, HRA Assistant Executive Director, announced Rick Pribyl's retirement. Everyone
is welcome and encouraged to attend on August 131' at the Fridley Community Center. .
Mr. Bolin said that the purchase of the Sikh Society is having difficulty closing because of title
work problems. When the Sikh Society purchased the property from McDonalds the northern
most part of the property's deed was not filed. The easiest way to correct this is for McDonalds
to present the Sikh Society with the deed. The Sikh Society is working with McDonalds to get
the documentation needed. The Sikh Society wants to get this done as they are trying to
purchase property for their new worship space in Bloomington.
Commissioner Meyers asked if the county had the deed records.
Mr. Bolin answered no; all records have been gone through in Torrens and Abstract and the
information cannot be found. This was probably overlooked at the original closing.
Chairperson Commers said that the building permit should have some information.
Mr. Bolin said that staff has even pulled out the original blue prints and have found nothing.
McDonalds was built in 1967 so records go way back.
Jim Casserly, Development Consultant, said that the property is Abstract and Torrens so at the
original closing there were probably a few deeds, the abstract was recorded and the other deed is
somewhere. McDonalds probably did that and who knows where it is. The problem is that there
is no way to correct this. It will be difficult but they will have to find the deed.
Commissioner Eggert asked how big the piece of land is that the deed is missing for.
Mr. Bolin said the piece of land is about 80x140; a good portion of the parking lot.
Mr. Bolin said that the Trident Waters of Fridley, the 72 unit senior assisted living, is going to
be built on the former Sandy's site. All approvals have been met and now the developer is lining
up financing and the closing. This project should get built and they are not on the same time
frame as Mr. Faulkner. This development should start construction in October or November.
Mr. Bolin said that the City of East Bethel has finally received a ruling in their legal battle with
the Anoka County HRA and its ability to levy in the City's that have or create their own
Authorities.
Chairperson Commers said that it looks like Fridley's HRA is not subject to their taxes. The
issue is if East Bethel was established before Anoka County and if they are exempt or not.
Mr. Bolin said that the next meeting is scheduled for September 2, 2010.

SUBJECT: Consider HRA Tax Levy for Taxes Payable in 2011
Since 1996, the HRA has utilized a tax levy to help support its housing rehabilitation
programs. The levy is equal to .0185% of the taxable market value of all real estate and
personal property. The tax levy will allow the Authority to collect approximately
$473,000, based on a city -wide tax market value of $2,554,092,700. In terms of the
impact on taxpayers, the levy would cost $27.75 per year for a home valued at $150,000
and $185.00 per year for a commercial property valued at $1,000,000. The revenues
raised by the levy are directed towards ongoing and future redevelopment priorities.
State Statutes require the consent of the City Council, prior to the tax levy becoming
effective. The City Council will act on this item on September 13th. As a final note, the
HRA tax levy will be certified to the County Auditor on September 15, 2010.
Recommendation
Staff recommends that the Authority approve the attached resolution at their regular
meeting on September 2, 2010.

Subject: Fridley Foundations - Home Remodelinq Demonstration Proiect
Buoyed by the overwhelmingly positive community response to the Remodeling Project at 831
Mississippi Street, staff is strongly recommending that the program be continued for up to 2
more homes. With approximately 2,000 people attending the "finished" open houses Fridley
homeowners have shown the need for this program..
The project was initiated last fall with the goals being to showcase what improvements can be
done to the existing homes in Fridley, encouraging reinvestment, and promoting our home,
improvement loan program and remodeling advisor services. As the project moved forward we
also realized that the project has encouraged others to purchase and rehab foreclosures,
encouraged neighboring properties to upgrade their homes, and encouraged those feeling trapped
in their current homes (because they are upside down on their mortgages) to make inexpensive
updates and turn their existing home into their dream home.
Despite the constant flow of bad news about the economy and housing it appears that being able
to see a 10'x 20' addition, oak cabinets from a liquidator, and the other improvements is inspiring
people to reinvest in their homes. The City Building permit records indicate a slight increase,
over last year's numbers, in the number of permits for home remodels since our project started in
April . Another positive indicator is that we have seen the number of loans issued this year
increase slightly over 2009's year to date numbers. (As a side note: Lennox Builders has secured
6 remodeling jobs in Fridley as a result of the project - only 2 of these are reflected in the permit
numbers.)
Where do we so from here?
Staff would like to build on the success of the team assembled for the home at 831 Mississippi by
continuing to work with Lennox Builders and Counselor Realty's Van Auken team and involving
them earlier in the process. It would be beneficial to have these team members participate in the
selection of the next project homes to ensure we purchase a home that can be renovated and still
stay within the price points for the neighborhood it is located in.
Ideally the team can find 2 more homes quickly to build on the momentum the project has
generated. Staff would like to remodel another rambler designed for "1 level living ". This home
would be redone to showcase changes residents can make to their existing home to allow them to
age in place. Changes /upgrades could include relocating the laundry to the main floor, widening
doorways and hallways to accommodate walkers or wheelchairs, changing fixture and/or counter
top heights and design, and other modifications to make the home function on 1 level.
The 2nd home type staff recommends remodeling is a split level home. There are many varieties
of split level homes, and after ramblers, are the 2nd most common type of home styles in Fridley.
Staff has had an opportunity to view a split level remodel Lennox Builders just completed for the
City of Coon Rapids. The 1970's split had its interior space completely redesigned to include
many of the elements buyers are seeking in today's homes. Changes included opening up the
kitchen / dining area and installing a 3rd bathroom on the entry level of this 3 -way split level. I
will provide some before and after pictures at next week's meeting.
The special legislation approved in April provides additional opportunities for recovering some
of the costs associated with these remodeling demonstrations. Provided we put the homes into
our scattered site Housing Replacement Program, prior to issuing building permits for the
improvements, the HRA can capture the increment generated from the increased value of the
home for the next 15 years. Ideally we will recover most, if not all, of our cost through the sales
of these homes. Having them in the HRP allows them to provide dollars to cover shortfalls or to
put into additional homes.
Following is an outline of how staff recommends the program should continue.
- Staff, realtor, and builder review list of current vacant, for sale homes
o Identify potential homes and rough estimates of costs (home + improvements)
- Staff, broker, & builder inspect and select up t62 properties
- Budget developed for home improvement project, in conjunction with builder &
realtor
- Open houses held at key points of renovation (Pre- remodel, 50 %, 100 %)
Upon completion, open houses held and property marketed for sale
Recommendations:
Staff recommends the Authority authorize staff to continue with the Fridley Foundations -Home
Remodeling Demonstration Program for up to 2 more homes.
Staff also recommends the Authority authorize staff to continue working with Lennox Builders
and Tim Van Auken/Counselor Realty on the home selection, budgeting, and construction work
needed to continue the Home Remodeling Demonstration Program.
Staff further recommends the Board Chair and Executive Director be authorized to sign the
necessary purchase and/or other agreement's necessary to effect the program on behalf of the
Authority.
Additional / Future Ideas for Program:
There are many more opportunities to overlap the remodeling demonstration project with the
housing replacement program. Over the past few months staff has considered a number of
options on how to proceed, and has received some very good suggestions from residents and
others that warrant further exploration. Many of these ideas involve creating new partnerships
and would be a change from how both the remodeling demonstration project and the housing
replacement program were originally envisioned. Just to give everyone some things to consider
for the program, down the road, I have listed some of the possibilities (in no particular order):
1) Convert a rambler in to a "green" house. "Green" is the buzzword these days, though it is very
hard to define. Does green mean the home needs to have solar panels and a wind turbine? or
Does green mean that the upgrades /updates are made using salvaged or recycled materials? We
of course try to reduce, reuse, and recycle on all HRA projects. If there is enough demand, the
HRA may want to look into partnering with or selling/giving a HRP lot to one of the non -profit
"green" builders for a demonstration home.
2) It has been suggested that the HRA could partner with the U of M School of Architecture
and/or the Minnesota Society of the American Institute of Architects to design some of the
updates to the homes in the remodeling demonstration program. Free design work from
architecture students may provide for some innovative updates and a new take on the classic '50's
rambler.
3) Potential to partner with a group like "Habitat for Humanity" to further demonstrate
affordability in construction.

Since last month's HRA meeting we have had Bremer Bank sign the purchase agreement for the
house located at 5825 2 1/2 Street and expect to close within the next 2 weeks. Bremer is selling
the home to the HRA for $35,000.
Staff has continued to look for other homes both through the MLS and the TCCLB First Look
Program and is currently working on a purchase agreement for a Fannie Mae owned property
located at 521 Fairmont Street for $48,900. I'm optimistic that this purchase is likely to happen.
Staff is also looking into a Fannie Mae owned property on Brookview Drive that may also make
a good candidate home for the Remodeling Demonstration Project.
Staff continues to look at properties across the city and will provide an update at next Thursday's
meeting.

1. Northstar
Joy Miciano - Northstar Consultant sent me the following regarding a workshop NS is putting together for the
end of September:
The NCDA will host another TOD workshop for the Northstar Station Cities. The purpose of the workshop
would be to provide a venue for an information exchange for the current stations cities and future station cities.
The hope is that the current station cities would share lessons learned in TOD (successes, challenges, failures,
opportunities, processes) with the cities of Becker and St. Cloud as they prepare to become commuter rail
station cities.
2. The Waters of Fridley
Trident Development, St. Cloud, continue to work on their engineering and building plans for the former
Sandee's site located at 6490 Central Avenue. The group has received preliminary financing approval and
intends to start construction yet this fall.
3. Cub Foods Redevelopment
This past week Scott met with representatives of IHG hotel group. They are interested in the potential of
placing a hotel along I694 behind the existing Cub Foods. This group owns 7 hotel brands: Holiday Inn,
Holiday Inn Express, Crowne Plaza, Staybridge Suites, Candlewood Suites, Hotel Indigo, and
Intercontinental. They indicated an interest in placing one of their Suites type hotels on the site when it is
redeveloped. I will keep you updated as we learn more.
4. Faulkner Senior Assisted Living
Faulkner continues moving forward with soil corrections, utility relocations, and installation of footings.
At this time he anticipates being ready to open around January 1st.

3. Approval of Motion Authorizing Sales Listing for 831 Mississippi Street
Paul Bolin, HRA Assistant Executive Director, said that this project has moved along very well.
The builder has delivered everything that was promised in the correct timeframe and budget.
Three "finished" open houses were held and nearly 2,000 residents walked through the home.
Additional open houses have been added, every Wednesday night for the month of August.
Mr. Bolin said that of all the people that came through the home he heard only three negative
comments which were of personal choice and cosmetic nature. 27 dozen cookies and 125 loan
application packets were distributed to those interested. This project should bring interest in the
remodel advisor visits, loan programs and an increase in building permits.
Mr. Bolin said that staff is looking for another home to do a similar project but this time the
focus could be on changes allowing elderly people to remain in their homes. Staff would look to
purchase another rambler, bring the washer /dryer on the main floor and make the home more
accessible. Another option for a remodel is a green home but that may be difficult and may
involve things that may not be very practical. Staff will come back to HRA in September with
recommendations.
Mr. Bolin said that staff is looking for a motion to place the home for sale with a list price of
$197,900. This price would recover the bulk of the HRA investment and places the home
competitive in today's market. If the home sold at the asking price the investment of just under
$192,000 would be covered. By the time you take the realtor fees out there would be about a
$6,000 investment from HRA. It should not take long for the city to make that up with the
increase in building permits and loan programs. The amount of education that was received by
Fridley residents for $6,000 was well worth it.
Chairperson Commers asked about the real estate taxes.
Mr. Bolin did not have the new tax figures with him but the previous value was about $154,000
and taxes were $2,200. He will get the figures to the Authority.
Chairperson Commers asked when the second half of the taxes would be due.
Becky Kiernan, Accountant, said that the second half would be due in November so it would
depend on when the home sells.
Jim Casserly, Development Consultant, said that the taxes would not be exempt. The
improvements won't show up until the 2012 taxes. The taxes should be about 1% of the market
value.
Commissioner Holm noted that the home has not been appraised yet and he assumed the taxes
would be based on the appraised value.
Mr. Bolin said that is correct. Based on the analysis done by the realtor the appraised value
should come in close to the asking price.
Commissioner Holm noted that the realtors suggested a lower sale price.
Mr. Bolin said that is correct, the realtor's price range is where he thinks the home will most
likely sell at; $185,000- $195,000.
Commissioner Holm said that he drove around Fridley to look at comparative homes and found
that some were higher but most were lower. He doesn't understand how the sale price is
calculated but he is thinking the home will sell for around $190,000.
Chairperson Commers said that the issue is what the fair market value is in today's market.
Commissioner Eggert noted that the timing isn't the greatest.
Commissioner Gabel said that a lot of the things are new and some of the existing homes on the
market may not be new like this home so that would have some benefit.
Mr. Bolin said that this is a very unique property because basically it is a brand new home with
the addition on the back. All those foreclosed comparables tend to bring the value down. People
were asked as they came through what they thought the home was worth and values anywhere
from $170,000 to $270,000 were heard.
Commissioner Gabel said that it would be best to list the home at this price and the price can
always be negotiated down, but not up.
Mr. Casserly said that this was a perfect candidate to be included in the Housing Replacement
Program but when this was issued the law wasn't passed. Additional projects going forward
would be eligible for the Housing Replacement Program. If another home is done like this one,
with similar revenues and expenses, any shortfall amount would be covered by the Housing
Replacement Program.
Mr. Bolin said that this project was started last fall and the legislation wasn't received until the
end of this session.

American Linden have been selected as the replacement trees. The trees are just under $500 /tree
installed and guaranteed. If approved as an expenditure by the HRA, the trees would be installed
within 2 weeks Staff recommends approval of this request.

INFORMATIONAL ITEMS:
1. Fridley Assisted Living, LLC (Faulkner project)
Paul Bolin, HRA Assistant Executive Director, said that HRA closed on the property on July 6''.
Building plans and permit application were submitted on July 12`h. Earthwork / soil corrections
started mid July and the actual construction is likely to begin within 2 weeks. The estimated
completion date is January 1, 2011. Soil corrections will be made on the entire site but the first
phase includes only the 40 unit building on the northern most piece of property.
2. Scattered Site Acquisition Program Update
Paul Bolin, HRA Assistant Executive Director, said that staff continues to identify and look at
homes for demolition and placement into the program. MLS and TCCLB's "First Look"
continue to provide leads. Many are too "nice" for demolition or have multiple short sale offers
pending. Some success has come as staff offers tend to magically draw out higher offers within
hours of making them creating activity for Fridley properties.
Mr. Bolin said that when homes sell they must be single family owner occupied homes.
Commissioner Eggert asked if when the home sells it can be traced to see if the person applied
for building permits etc. to rehab the home from the poor state of condition. He asked if staff
was internally able to track that information. He said that it wasn't a bad deal if HRA was losing
bids to developers because the efforts are creating positive activity in the market.
Mr. Bolin said that activity is easy to track with the land bank and staff can see if the homes are
being rehabbed correctly. The other ones, staff can keep watching them but when sales are
recorded there is about a six month lag before the records are accessible.
3. Housing Loan Program Update
Paul Bolin, HRA Assistant Executive Director, said that Fridley HRA Loan Program closed one
other loan in July making a total of nine year to date. The total Remodeling Advisor Visits were
three in July making a total of six year to date.
NONAGENDA ITEMS:
Paul Bolin, HRA Assistant Executive Director, announced Rick Pribyl's retirement. Everyone
is welcome and encouraged to attend on August 13'h at the Fridley Community Center.
Mr. Bolin said that the purchase of the Sikh Society is having difficulty closing because of title
work problems. When the Sikh Society purchased the property from McDonalds the northern
most part of the property's deed was not filed. The easiest way to correct this is for McDonalds
to present the Sikh Society with the deed. The Sikh Society is working with McDonalds to get
the documentation needed. The Sikh Society wants to get this done as they are trying to
purchase property for their new worship space in Bloomington.
Commissioner Meyers asked if the county had the deed records.
Mr. Bolin answered no; all records have been gone through in Torrens and Abstract and the
information cannot be found. This was probably overlooked at the original closing.
Chairperson Commers said that the building permit should have some information.
Mr. Bolin said that staff has even pulled out the original blue prints and have found nothing.
McDonalds was built in 1967 so records go way back.
Jim Casserly, Development Consultant, said that the property is Abstract and Torrens so at the
original closing there were probably a few deeds, the abstract was recorded and the other deed is
somewhere. McDonalds probably did that and who knows where it is. The problem is that there
is no way to correct this. It will be difficult but they will have to find the deed.
Commissioner Eggert asked how big the piece of land is that the deed is missing for.
Mr. Bolin said the piece of land is about 80x140; a good portion of the parking lot.
Mr. Bolin said that the Trident Waters of Fridley, the 72 unit senior assisted living, is going to
be built on the former Sandy's site. All approvals have been met and now the developer is lining
up financing and the closing. This project should get built and they are not on the same time
frame as Mr. Faulkner. This development should start construction in October or November.
Mr. Bolin said that the City of East Bethel has finally received a ruling in their legal battle with
the Anoka County HRA and its ability to levy in the City's that have or create their own
Authorities.
Chairperson Commers said that it looks like Fridley's HRA is not subject to their taxes. The
issue is if East Bethel was established before Anoka County and if they are exempt or not.
Mr. Bolin said that the next meeting is scheduled for September 2, 2010.
