On N'�ay 2lst at your regular maeting an i.nquiry was made by 2;r. 2�'�ike Hafner
concerning proper zoning around the p�oposed n�ew hospital. Yovr minutes of that
meeting are reproduced as follows:
"IIeca,use the area surrounding the �i.te for the new hospital 3.s
not devoloped, r2r. Hafner had asked for an apinion re�rding the
type of structures that might be attxacted to the z,z�ea aad tho
zoning perta; n� `to them.
nThe answer the Flanning Commissi�n would like is whether or not it
is logical to put a church in tl�t area � have son�ething related
to a hospital; how -to zone for land to be available for wha�ever
ex�ansion may come; hot� much land is needed and should be held
for t�is type of developmen�; and how much of the pro'blem is the
responsibility af Mr. Bafher''. '

an apinian".
On dune 6th I did so report in writin�. Af`.�er discussi.ng the project in
detail, I suuunar3zed my opinions as follflws: _
nWith proper planning and consideration for present and fliture neighbors�
it is quite possible to produce an acceptable hospital complex, includir� a medical
clinic and ancillary tnzi7.dings and fhcilities. The dave�.opers should 'be required to
secure a cottpetent and coraprehensive master plan for the whole developmea�t, and
present it to the Planning Cammission ; the City Councal, aad malse it available
for interested ptsperty owners axid other citizens of the area as a basis for proper
�nd intelligesi� aetion by your honorable body and the City Couneil."
This raport axid reco�nendations were received aad discussed by your
honorable body at the mseta.ng of June 11th. Followi.ng are the pertinant excerpts
f`r�m your minutes:
"The opinion of the Pla,rming Co�ttnission t1as, because ttzis is a large
open ax�, now wouTd be the opportun3ty to develop it correctlp. The
people �nvolved with the hospital should hav+e a plan and it wa.s thought
'c' i ���;�.1 this would be a good source of i.nformation. They stated the Planning
, Co�cai.ssion� s int�rest at this tim� would be to encourage, as �ch' as
possible� this approach to the area, but their responsibility ceases
tirith the type of bui'tdings that shouZd be there.

ting the hospital services. The Plannin� Co�nission � also would �. �.�
suggest that the ftii7l.est aooperation be given the presea�t devc3loper in .,
co�pleting the fi.na�. phase of the Fridley Hospital Complex. �IIpon a voice'. .

As a result of these deliberations, I��. Haflier requested me to undortake,."
as his agent, the studies recor;anarided above, and this report is being rm;de i.n this '
capacity. I have givexi considerable stuc�y to these questions and possibi:lities, in �
the field, on the drawir� board, and in consultation with Z:r, Haf3ler as well as the
architects for the hosrital. Tha 1�lance of this communication is in tho nature of
a progress report.
There are several principles ��rhich we like to follow in zoning this area
to�_.�carry out the ideas on which �re agree.. F`i.rst of all the ba�sic purpose is to. p�ovide
uses w�ich complement the hospital. Those whic� occu.r to us� and wha.ch can well
be rzccomodated by }�roper zoning are: medical. clinics, nurs.ing h�mes, multiple
dwellings� a motel� and cer�tain shops such as a restaurant, flower shop, a self-
service ],.aundry, etc. I bal.ieve that �re should cflnsider zoni.ng Rl.ock 2 antirely
R-2, rznd Block 3 entisel.y '�-3� �t onlq on the basis thmt the f`rontages on Lynn
I�ane and the frontage an the street to the east of ffiock 2 be developed integrally
�rl.th the rest of their respect3ve blocks� and not contain unrelated buildings. If
this carmot be assured, then these i':rontages shovld probably be zoaed R-g.l, dfluble
bungal.ow.
n The entire street pattern needs careful scrutiny. This might suggest a
service road paral].eling Osborne Road, and t�.is might be suggested also on the
hospital f'r�ntage. Traffic onto Lyric I,ane should�be discouraged� and this might
� resa7.t in elirai.nation of some access from tne compl�.

I have nflt suggested any cornmercial zoning, feeling that the uses which
wou7.d be �oper and desirable as compl�entary to the haspital can be �btained
under resideat�.al. zoning, with some of these uses requiring speci,a]. perinits. I't seems
to �me tnat such special use perm�.ts should be granted either at the time of rezonirig�
or sh�rtly thereafter. This is of course �edicated upon the presentation of a .
detailed site plan showin� tho areas where such special. use perrnits might be
required.
