Planning Co�ission. The assumption ie that the requestor esa assu�s it
� will be grantsd, but there may be some ariditional stipulations that he
is unaware of at that time aad he may have to agree to.
This seems to be tfiying to ciroumvent the principlee ot aoning
as are g�enerally subecribed to and it aeeme to approaah a p�oblem from
aa entirely different valuation of the City'a� discretion in the land
use, soning and all the rules and regulations i.nvolved. I oan't quite
see rrhere this resolves anythiug. At beat it tirill create ma�y, m�qy
more proble�s than currently exiet.
Member Bergman asked if he might make a couple of co�ents along
tti�.s line. In our discusaions, the Pleaning Commission used as muaYi
as a year ago, mQthoda that we, in owc discuesions, propoeed to so2ve
pa,rticulax probleme that present and past aoning ordinsnaee did not
eolve, our proposed method was to establish neW �oning control oateg+ories.
Rather than oonaider a variety of restriotione on e�very resoning request�
we tried to reaeonebly� and in an organiaed fashion, group the similar
types of activitisa, C R-1, C 8-2 and the pendi.ng Planned Developament
District as examplee. I feel that the approach that the Couacil hae
tsken in this Eriokaon rsquest ia the alternate to this C�-1, C�-2
and Plarined Development Dietrict restr3ative resoning approach, whioh w�s
felt wa,a the be8t method.

The above matter was continued by the Planning Commission to the date of
October 13. The Planning CoYmnission requested that Mr. Saliterman give
n some consideration to employing the use of C-R-1 zoning or C-R-2 zoning
or PD zoning for the portion of his tract closest to Old Central.

At this time then Mr. Saliterman would move to have his pending rezoning
application amended so as to provide that the Easterly 330 feet of the
total tract would have PD zoning rather than C-2-S as originally applied
for. This would be the 330 feet immediately west of the Old Central
right-of-way.
I have examined the fourth dra.ft of the proposed amendment setting up the
PD District. I� appears to be tailored for just the practical situation
that exists for the expansion of the Max Saliterman Shorewood Shopping
Center. I am authorized to state in behalf of Mr. Saliterman that in the
portion of the property that would then be zoned PD that he would not seek
or expect to have any of the fol�.owing uses: automobile service stations,
drive-in food businesses, open market produce sales, taverns, dance halls,
beer joints, skating rinks.

It is our understanding ttlat at the regular meeting of the I��idley
Planning Commission last Thursc��:y, September 22, a m�tter which had been
scheduled by Mr. Joe Zizack wa:. heard and acted upon.
Not having been in atteni�,,nce, we are not sure but believe that the
matter had reference to the forriation of a cul-de-sac at the end. of Third
Street extended and i,ts junction with 572 Avenue N.E. It may also have
dealt w'ith the va.cation of 5?2 ��venue N.E. West of this intersection.
This letter is to inform you that our compar�y now holds title to
properties on both sid.es oi' S7z Avenue N.E. at this intersection as well
as other properties to the West a.nd fronting on 572 Avenue N.E.
Because of this change of ownership in the axea and whereas our
company is now directly concerned, through ownership, in the development
