Chairme,n densen explained that Mr. 0°Bannon's request involvres hie
property and that of a number of other individuals axid lar,g^e parcels. It was
stated that Mr. Cochran has an approved plat aZong Stinson Boulevard, snd a
lar,g� plat plan for the area being used as a gravel pit. Diak Carlson and
Lermy Cochran developed jointly a proposed plat for the purpoae of indicating
to the Council that they truly hs,d a, plais for the property after mining the
gravel:
Mr. 0'Bannon eta.te8 that he did not have a name for ?�ot #23, Auditor'e
Subdivision #22� but his plans inalude a rQad aiong the north edg�e to conneat
to Arthur Street, a.nd also involving Lote 13, 14, and 20 if a road were out in
� from Central Avenu�; that he had in mind a horseshoe turn which would give a
depth of i20 feet for the lots. The road. would come up the ravine, and he had .
plenty of fill to uae where necesaary. There are beautiful oak trees in the
area and he felt there was no reason to destroy them.
In diecussing the area, 3t was noted most of the ground was rugg+edo approx-
imately 80 acres �rere eplit up into relatively ame►11 ownerships, the largest
parcel remaini.ng was 11 acres of I.enny Cochran and the remaini.ng ones are lesa.
The elevations vary from 898 feet to 9?0 feet so there are over 70 vertioal
differences in the number of small parcels, which constitutes a real challenge.
It might be in th� City's best interest to get an independent opinion on the
entire tract. It seeme we are inviting troubles sxpeating each individual
owner to come i.n with a proposed plat at the time they feel like it and without
a aomprehenaive plan in mind.
It was brought out that onae before the same situation aa�me up and the City
attorney said the City could hire a consultant, and in this aase, perhaps an
arrangement could be worked out and the City supervise the plat with the City
poasibly paying eome and the owners heiping.
Mr. 0'Bannon atated he understood Perk Comstruction hae a permit to mine the
gravel for two yeaxs, and there is no�i anybody that would want to go in aad
build a home until the mining operation was terminated. He wa,s not thinking
of platting until grading is done in Cochran and Park land, and he understood
that Chiee was almoat done. He was concerned about a road from Central Avenue
^ through the property. It �,ras his intention to leave this ground pretty m�uch
� as it iso and save a maximum number of treea in the wooded area.
There ie the possibility that each owner might attempt to provide his o�rn
acceas in or out of the area. The major problem ia to deterani.ne whether or not
the atreet pa.ttern c�,n be improved. It would seem there would be a lot of

this. If a road were cut through (east-rreat). they thought that
resid�nte living near the easterly edge would still us� 8ice Creek

Chairman Jensan wondered if the E�gineerfag �epart�nent Would
be able to make a stud�r of the area and euggest a couple of alter-
nativ�ea. It could be juet a layout to indioate at�set pstterns.
He etated there w�ere other problems such as uneiren setbaok$ on
houses. We cannot neaessari2q ga by what preeent reeidente wieh
or desire because� at some later dste, ownership could ohsage and
the next individual mi.ght want to subdivide or �ake other ahanges.

the City time tc study the road problem and then thie Subcomenittee

For purposes of assesaments, the City prefers lot eplits with siople

Engineering Department, he could receive help.

Mr. Lindbarg and Mr. Sahroer were present.
In rewiew� about four or five years ago the City Manager had drawings made
of the East River Road and Miaei.saippi Street intersection, trying to make a
cross instead of a T at the intersection. At tha.t �ime, it was felt the City
could not afford to move the Mobil Station. These maps xere shown and the
three alternates were noted.
^ For the benefit of the new members oi the Subco�omittee, a brief swnmary
was given of the application of rezoning by Peter J. Lindberg� aad the�n they
were inf'ormed the first reading of the ordinance had not been macie, and the
r�quest had been referred back to the Planning Commission by the Counail. At
the time the P].anning Commission first considered the rezoning at the public
hearing, they did not approve anything. It was ta,bled because of the traf�ic
problem. It was the requestor's decision that the Planning Commiseion take
action so they approved the rezoning of Parcel #1 and denied Parcel 2 aud 3.
Action on this reaoning depends upon this Committee's reoommendation to the
Planning Commis$ion. When the re$oning is culminated, there will be more of a
traffic problem than there is now.
It was noted there was no iridiaation of a road pattern in the rezoning
requeat, and the requestore were asked iP it were their intent to use the
exi�ting plet.
Mr. Lindberg said the only platted str�ets are at the north and aouth
bound,ariea; the other s�reete havs been vaaated. As far as ing�cess and egress
were eoacerned, he said it rrould be agreeable with them wherever the City
auggested.� Their original plans called for a centxal entrance. He was
asked if they believed they could m�age with one entrance iP another
commereial building or some aommercial sstablishments were added. It xa8 felt
thet plan would not be adequate.
In the discusaion regarcling the interseation of Missiseippi and East River
^ Road, it wa.s noted that both roads are County State Aid Hi,ghways, arid the
resulting benefits were grone over. Oliver �ickson questioned the cost og
