l. DISCUSSION OF POSSIBLE VETERINARIAN CLINIC:
Leonard Fogelson, 6690 Lucia Lane, Fridle.y, and Stepher Brandjord,
15 Oa.kle.y Street, St. Paul stated they were considering establishin� a
veterinary cli.nic sometime this spring. The.y understood veterinary class-
ification comes under ligh+ industrial and wondered if it would '�e possible
to chane� th� zoning code so that it would be in general business (C-2�,
or possible ta obtain a Special Use Permit. Because they have the oppor-
turiit.y- to consider two parcels oi land, the.y wished to get the opinion of
the Plannin� Comn�ission. One of the parcels is on Universit,y Avenue �n the
C-2 category and. the other on Central Avenue, between West rToore Lake
Drive and 63rd AvGnu.e N.E.
They wer.e told it c•�ould �� be-tter -�o put a veterinarian prac�ice

It would have everythin� indoors, use special accoustics, install a
special incinerator to dispose completel� of all waste meterials, and there
would be air conditioning.
Chairman Hughes stated the Planning Commission is in the process of
going over the zonir�g ordinance in it's whole form looking at permitted
uses. The Commission thought it would probably be best from the requestors'
viewpoint to let the Planning Commission add this as one of the problems
they are trying to solve. There are places where the zoning ordinance is
inadequate. If they can add this as another problem, there is the poss-
ibility that within the next month they would have an overall statement as
to what they are going to do.
Referring to the property on West Moore Lake Drive and Highway #65,
the Commission said that one lot was too small to use the P.D. (Planned
Development) zoning categor.y, but if NIr. Walquist (developer of the propert,,-,
would consider putting the rest of the property, making a total of 3 lots,
u.nder Planned Development, the Commission would have something to work with.
It was suggested that Mr. rogelson and Mr. Brandjord talk to Mr. Walquist,
and if he is interested, ask him to come in.
As the matter stands now, the Commission will be considering the
zoning categor� for veterinarian clinics and this item will be placed on a
future agenda. In the meantime, if Mr. Walquist is interested in discussir_�
Planned Development zoning, he will be asked to consult with the Engineerin�
Department.
REZONING REQUEST: ZOA #67-03, BOISE CASCADE CORPOR.ATION: SE4 of Section l�.
To confirm public hearing date of April 6, 1967.
MOTION by Erickson, seconded by Jensen, tY�at the Plannin� C�mmission
confirm the public hearing date for the rezoning request (ZOA #67-03)
Boise Cascade Corporation, that part of the SE4 of Section 12 not already
zoned M-2 to M-2. Upon a voice vote, all voting aye, the motion carried
unanimously.
REZONING INFORMATION: A.L. WILLIAMS: Lot 6 thru 9, Block 5, Spring
Brook Park.
Mr. Williams stated this was the propert� that Frank Burak had before
the Planning Commission recentl�, and that there was enough land for a
four-plex.
Because tr.is is an R-1 (single famil.y residences� area, the land woulc�.
have to be rezoned and Member Erickson thought this would be spot zoning.
Mr. Williams said +his is a messed up area and felt something should
be decided upon to make use of the vacant property.
Chairman Hughes ao eed and stated that the Plannin� Commission will
have to consider the a.rea between Ashton Avenue and the Railroad Tracks
in Spring Brook Park Add=ition eventuall� and perhaps now should be the time
to begin. If it would fit in with Mr. Williams' plans, they would like
to take at least a month for stud.y, and that this item be placed on the
April 27, 1967 a;enda for an opinion, and the April 6�' agerida for study.

4• FUTURE LOCATION OF PUBLIC WORKS GARAGE AND YARD:
^ The first parcel discussed by the Commission was the piece of land th�
County is buying from Minnesota. Transfer on University Avenue between 73rd
and 69�. The County is using only a part of the land and the Cit�r mioht
buy the remainder, which will be added to the parks. The County will
use 10 or 15 acres and the City needs 22 or 3 acres for the public works
The building housing City equipment should be 10,000 square feet. The
land has a high water table, low depressed areas, NSSSD sewer line runs
along the south edge, it abuts industrial property to the north, and the
egress would be 69th & 73rd Avenues. The Count�r has not indicated the portic__
they are going to use.
The following parcels were discussed and costs of the individual
parcels should be obtained:
l. Main Street and 61st Avenue (flat and dry susface�
2. Highway #65 north of NSP substation.
3. North and south of Railroad Tracks at Mississippi Street.
4• 7� Avenue between Highway #65 and Central.
5. Universit�y Avenue between 69tn and 73rd.
The Commission ��ishes to inform the Council they are working on the
problem of fuiu.re location of public works garage and ,yard, and expect to
make a report within 60 days.
5• RE; REVIE�nT AND REORGANIZATION OF CHAPTER 45 � VIRGIL HERRICK CITY ATTORl�TEY:

The City Attorney asked the Planning Commission to work with him
in the reorganization of Chapter 45. He stated "you are working on a
revision, and making suggestions to chan.ge certain parts of Chapter 45, and
the Council has asked me to reorganize it in terms of organization, and to
remove conflicts. I thought that possibly we could work together on it.
He would suggest the appointment of a committee for ordinance revision,
which could be a standing committee, composed of two from Council, Planning
Commission, City Manager, and Planner. We need revision in zoning� and a lo�
of other things. We need somebody working on ordinances continuously. In
the followin.g areas I feel we could use more attention than we have in the
past: Junk ,yard control, nuisance ordinance, peddlar and solicitor's
ordinance, signs, performance st�.ndards, upgrading building codes, food
ordinance. It seems that, rather than having the City Attorney determining
what type of ordinance the City should have, I would like a group of people
to sit down and go over it together."
Chairman Hughes told him that the Planning Co�mission has spent a lot
of time on the zoning ordinance. He asked the City Attorney if he saw any
advantage by shiftin� to some format otYier than the one that includes
uses permitted and uses excluded. We are building a lot of uses for Speciai
Use categories.
The City Attorney said he assumed we would contir.ue with the same
format, but that he would check some others. He said he would lik� to
� sit down with the Planning Commission when he has a proposecl outline to
get their reactions as far as organization is concerned.
It was decided that the City Attorney and the Planning Commi:,�sion
would meet together on April 27, 1967.

6. STATE AID MILEAGE: 1 Mile.
Engineering Assistant Clark explained that the Plats & Subdivisions-
Streets & Utilities Subcommittee suggested two streets for State Aid
Mi�eage, and a third as an alternate.
MOTION by Erickson, seconded by Jensen, that the Planning Commission
concur with the Plats & Subdivisions-Streets & Utilities Subcommittee
recommendation of adding:
l. 75� Avenue from Central Avenue to Stinson Boulevard.
2. 57� Avenue from 7� Street east to Quincy, south on Quincy to Carrie
Lane, east on Carrie Lane to Jackson Street, north on Jackson
Street to 58th Avenue, east on 5gth Avenue to Moore Lake Drive.
; Also, to recommend adding Altura Road from 53rd Avenue N.E. to Main
Street, if more mileage is needed. For the record, these suggestions are for
designation purposes onl� and must be restudied before becoming actual state
aid routes. Upon a voice vote, all votin�• aye, the motion carried unanimous_-.
7. ORDINANCE N0. 358: An Ordinance Establishing a Subcommittee of the Planning
Commission as the Board of Appeals and Adjustments and Repealing Sections
45•38� etc.
The discussion showed that originall� the Board of Appeals was to be
eliminated, and this ordinance makes it a subcommittee of the Planning Com-
mission. Robert Ylinen has been appointed as Criairman of the Board of
Appeals and the four additional members will be appointed b� the City
Council for. three year terms and staggered so that no more than two members'
terms shall expire during any one calendar year. The ordinance was
published on March 24, 1967.
8. REVISION TO ZONING ORDINANCE: 4�' ROUND:
During the preliminary general discussion of the R-3 zoning category,
and specifically Item 2 under 45.08, the members ielt the words "dwelling
groups" should be deleted because it did not represent the t,ypes of buildir��
which should be in this category. They stated it was their intention to
delete the use of "dwelling groups" throughout Chapter 45. The following
paragraphs were noted to be deleted: Paragraph 45.326 - floor area in R-l;
45•�3 - Item 16.
A copy of the revision is attached to the minutes.
9. PLANNING COl�`�IISSION MEETING DATE:
Inasmuch as the Planning Commission was meetin.� on April 6, 1a67 for
a public hearing, the members decided to dispense with the April 13, 1967
meeting and put the items for this meeting on the April b, 1967 a�anda.

Proposed Plat.

Kermit Crouch of Hodne and Associates pxesented three sketches of the
area showing suggested street patterns and taking into consideration the
movement of traffic to the schools and shopping center and also ease of
moving out of the area to the main highways fox th�se who work out of
Fridley. This plan would move pedestrian traffic north and south, and the
traffic flow west and out. They would urge a walkway or greenway connecti.ng
to the Grace High School and Gardena Elementary School.

The area consists of 75 acres in multiple ownership. Because the terrain
is severe, in one place 80 feet vertical, the loap concept would adjust to the
terrain.
Mr. Crouch explained Concept ��1 which showed a Park Walkway loop. There
would be a central paxk which would have a playground for the young children,
and would be connected by pedestrian ways with loops off Benjamin. The
houses would not face Benjamin, but face local loops and be free of any
through txaffic. The planning principle we would like to follow in the whole
project would be to keep homes from facing arterials. The north and south
pedestrian ways would lead to the Elementary school and the Catholic school.
Shady Oak Addition, for which the final plat is being requested, would fit
well in this plan.
Concept ��2 uses cul de sacs freely and appears to be to the liking of
potential home owners. Cul de sacs are an added advantage in the area where
there is severe topography, as you can bend them around and fit the terrain --
you can move the cul de sac into the side of a hill and stop there. It
would be most flexible. This plan ha� t�;o sub c�llector streets, but does
not have homes on them. The major feature is the major loop where there is
a good lineal park. There are play lots at stategic points so that the
children cannot wander off. The greenways replace the sidewalks and would
probably be a hard surface such as bituminous. The City would pxobably
have to maintain the greenways, but the home owner would cut the grass to
the hard surface. 4,ihen asked if the street right of way would be narrowed,
the answer was probably at the cul de sacs.
� Concept ��3 is the most simple plan. There is no park pedestrian system
except one. There will be a straight collector street out to the shopping
center with loop working off the collector. You still have your.quiet living
area. There will be no houses on the collector, and there are some cul de
sacs. And there are no play lots or pedestrian walk ways.

Mr. Crouch stated all of these schemes are based on about 32 or 4 homes
per acre.
He was asked if he felt Concept ��3 was feasible with the severe terrain.
He answered it would be more difficult than using the cul de sac. He said in
general, the property lines are followed.
He asked if the concepts could be developed in stages. He said there is
the possibility of compromise, using cul de sacs and loops. If it would
develop at this density, i.e. 22 homes per acre, we are talking about 150
homes.
It was noted that three owners own about 2/3 of the land.
Mr. 0'$annon, who is interested in plat�:ing in this area, stated that he
was dependent upon two other parties to get access. Mr. Crouch suggested
that if a person was barred from getting access, you could put in a temporary
outlet and it could be taken out later on, but sometimes people get used to
a temporary road and want to keep it.
Member Schmedeke wondered if all the owners shouldn't be asked to attend
the meetings. It o�as explained that the Subco�nittee sh�uld study all plans
in detail so that when they are presented to the public, the members of the
subcommittee will be familiar with the plans and able to answer any questions
the property owners might ask. Inasmuch as the plans suggested at this
meeting do not consider the gxades or terrain, this will be considered at a
later meeting. Another thing, you have to be prepaxed to sell the plans and
the property owners will be looking a.t their own particular piece of property.
Mr. 0'Bannon said he did not want to subLnit a plat until he saw what is
going to be developed.
It was noted that access to these plats had to go through property al-
ready in. We have to have an overall.picture so that future plats would
conform to the overall plan. Somebody has to decide road plans so that the
people can get to their property.
Chairman Jensen asked if Mr. Crouch could leave the three sketches so
that the Subcommittee could study them more -- such as how contours fit
roads, not interested in condemning the plans, but in ma.king a choice based
on further examination and did not feel a conclusion could be made this
evening.
Mr. Crouch was asked if he were thinking of right of ways or easements.
He answexed eirher one. It was felt easements would be the easiest because
by taking the right of way off the easement, if the easement were ever
abandoned, the property would go back to the property owner. It was felt
the City would maintain the walkways, and the property owner mow the grass
up to the walkway, but to trim the trees would be a big job as the City does
not have a forester, but would be letting the trees grow. There are two
kinds of walkways -- one is considered a park and the other lineal park.
People with children would find the walkways very advantageous.
^ The City Manager said having sidewalks along the back line on lots has
been successful in some cities. An informal poll was taken for rear lot
line sidewalks: Albrecht and Nagel were in favor and Ylinen and Schnedelce
not in favor.

Mr. Cxouch inquired that from sewer and water standpoint, would it be
best to put them to the rear of the lot. Engineering Assistant Clark said
/, the City prefers not having them at the rear of the lot. Mr. Crouch said
they were planning underground utilities for telephone and electricity.
During the discussion of walkways it was mentioned they were not like
sidewalks because they are n�t on either side of the street but one lane.
It was felt they would be a good thing for the children going to Gardena
Elementary School and Grace High School.
Chairman Jensen asked Mr. Crouch if the Subcommittee could have the
sketches so they could give them more study so that at the next meeting
they could determine �ahich plans they favor the most and set up a meeting
with the four major owners. It seems to get too involved with a larger
group.
Referring to the plat, Shady Oak Addition, Engineering Assistant
Clark told the Subcommittee that the owner has requested a final hearing
before the Council, and that the plat has gone through the subcommittees.
Regarding the proposed 61st Avenue street for the north boundary of this
plat, the Subcommittee felt that some sort of tuxn around should be in-
cluded. Z�aenty-five feet has been asked, but it should be thirty feet
and the cul de sac could be dedicated in a separate document. If the City
Attorney drew up an easement, the plat could be accepted as is.
Mr. Crouch was thanked for his presentation.
^ 2. THIRD STREET PATTERN:
Robert Rote, representing Erickson Petroleum, was present.
Mr. Rote discussed the Third Street Pattern suggested by the traffic
consultant of Holiday Stores. He stated that turning down into 57th
Place, they found they could salvage one full size lot by not swinging in
such a wide arc. They ran into quite a bit of assistance on this because
everyone who lives in this area wants to go south and then across to High-
way ��47.
The shaded areas on the map showed the property owned by Erickson
Petroleum, all of which is zoned C-2 with the exception of one lot which
is R-2.
Chairman Jensen asked Mr. Rote what the proposal was for the proposed
street as far as pavement specifications and the cost.
Mr. Rote said they would dedicate whatever you need and would pay
from 57th to 120 feet south of 58th. From that point and north should be
paid by the City or property owners.
Engineering Assistant Clark said that if this road were put in, the
traffic count would show it would have'to be widened. The minimum for a
residential street is 36 feet, and it is difficult to enforce a no parking
� ban.
Mr. Rote said that Erickson Petroletxm felt the width of the street
should be pretty much up to the City of Fridley and they have indicated
a willingness to go along with it.

Chairman Jensen stated he felt ttie people between 60t� and 61st
should also be contacted for their opinion.
Member Schmedeke wanted t� go on record that if we had the Hodne
Service Road, we would have gotten what we wanted. At the present time
we have no through traffic, no cross stxeets any more. In a new area
you could propose most anything, but this area has been here a long time
and you have to lean a little bit toward the old timers. It is logical
for this area to be rezoned commercial and that is why 3rd Street is the
logical through street.
Chairman Jensen stated there is a great deal of traffic on 3rd Street
and enormous pressure for commercial zoning. The houses face 3rd Street
and business road would be behind the property. A 134 foot strip does
not lend itself to co�nercial zoning. I feel�we owe it to a number of
parties involved in this problem to cease studying the property and refer
it to the Planning Commission.
Member Schmedeke stated he would like to be at the meeting of the
Planning Commission. He said this pxoblem is important to him and the
people in the area, as it is oux only way out South. We need 3rd Street
and are entitled to it. It surprises me that you want and are determined
to send trafiic down Main Street.
MOTION by Sch::�edeke, seconded by Ylinen, that the Plats and Subdivisions
Streets & Utilities Subcommittee accept the street pattern dated October 25,
^ 1966 that Erickson Petroleum presented this evening for the Third Street
Pattern from 57th Avenue to 58th Avenue as the best way out south, using
Fridley specificat�ons for the street and would like a roll call vote on
it. Upon a roll call vote, Schmedeke voting aye; Nage3, nay; Ylinen aye;
Jensen, abstaining; and Albrecht, nay, the motion failed.

MOTION by Ylinen, seconded by Albrecht, that the Plats & Subdivisions-
Streets & Utilities Subcommittee pass the Third Street Pattern on to the
Planning Commission for further study and without specific recommendation
from this committee. Upon a voice vote, all voting aye, the motion carried
unanimously.
Chairman Jensen informed Mr. Zizak that he was in favor of the vacation
of 572 Avenue between 3rd Street and 22 Street providing this plan is
carried through.
riember Schmedeke said he looked at Mr. Zizak's property and if the
road goes through, he felt Mr. Zizak i.s entitled to the vacation, as it

Using contract prices for work the City now has under contract,
Engineering Assistant Clark submitted'the following figures for improve-
ments on Lucia Lane:
Sewer, water and a 30' service drive with concrete curb and gutter

Eliminating curb and gutter, it would be $3,100 pex lot.

There were 8 new lots considered.
The consensus of the Subcommittee was these would be expensive lots,
and they probably would do these people a favor by leaving them the way
they are, and in order to eliminate this from the future agenda, a motion
was in order.
MOTION by Nagel, seconded by Ylinen, that the Plats & Subdivisions-
Streets & Uti�ities Subcommittee file the report to show we have studied
the Lucia Lane problem and that the results of the report show it is not
economically feasible to consider at this time. Upon a voice vote, all
voting aye, the motion carried unanimously.
4. RETURN OF LOT SPLIT (L.S. ��65-14) H. M. NYGARD: That part of Lot 14,
Auditor's Subdivision �k129 lying west of east 273.0 feet, ex. west 17.0
feet taken for Central Avenue, and except easement over north 30 feet for
road purposes.
The City Manager gave a resume of the former requests for splitting
this parcel. The new request asks for a 180' parcel abutting Central Avenue
and a 70' lot to the east, The Subcommittee stated that they have always
avoided recommending a lot less than minimum size unless there is a hard-
ship or circumstances making it inevi�able:-

Streets & Utilities Subcommittee deny this request (March 21, 1967) of a
1ot split for part of Lot 14, Auditor's Subdivision ��129 lying west of

north 30 feet taken for road purposes on the basis of one lot being sub-
standard, but would recommend approval for the modification of the request
of the lot split being 175 feet for the lot facing Central Avenue and 75

DISCUSSION OF ORDINANCE:
Member Saunders brought to the attention of the Board, the fact that in Section 6
of Ordinance 358, it was stated that all decisions of the Board of Appeals
are final, but of course subject to appeal to th� Council and/or la�er
Judicial review. The City Manager advised that he assumed that the City Attorney had

just East of Target Stores, Inc, had been required to install a sidewalk
along 53rd Avenue Northeast, and had done so. Mr. Rice stated that in that
event, the Target Stores would withdraw its request for a variance.
The Board discussed the matter with M�. Mihalow and Mr. Novitsky, both of
whom stated t[iey were there opposing granting of the variance. The Board
also decided that the Board should make a recommendation on this petition,
even thaugh the petition was withdrawn.
MOTION by Saunders, secanded by Goodrich to recommend to the Co�incil that
the Variance request be denied. Upon a voice vote, there being no nays,
Chairman Nawrocki declared the motion carried.

Mr. Murlowski of the Belair Corporation was present and explained that they owned
the building to the North and the lot to the South. The drive through as shown
on the Plot Survey was discussed and the owner stated that in the event of sale,
both buildings would be sold as a package. The 30 foot difference in front
setbacks was not desirable to the Board.
MOTION by Biermann,seconded by Hauge, that Belair reconsider location of building
an the lot and submit a plot plan showing driveways and access, and that the
Engineering Department furnish an explanation of the 30 foot easement shown on
the survey and a description of gap or alley to the East of this property. The

set in sleeves set in co� rete. Mr. Rote also stated they had intentions of
installing a permanent building for a garden store, but the location and date have
not been set. The manner of security and fastening of canvas was discussed.
MOTION by Hauge, seconded by Biermann, to approve, provided this building and
fence is dismantled and stored by October 15, 1967 and a new temporary building
permit be obtained for each subsequent year. The Motion carried.
4. CONSIDERATION OF USE OF TRUSS ROGF CONSTRUCTION:
Regresentatives from Homedale Builders, Ferndale Construction, Stewart Lumber and

The members agreed the problems to the homeowners and the City of Fridley would
' be with the 2" sheetrock ceilings rather than strengfih and stability of truss
roofs. The members indicated that Stewart Lumber furnish the addresses of
homes four or five years old with �" sheetrock on 24" O.C. that they could examine.
Also that informafion be obtained from the International Conference of Building
Officials and other Building Inspectors in this area where this type of construc-
tion is permitted regarding possible problems.
MOTION by Biermann, seconded by Tonco, not to make any recommendations at this
time and continue this meeting on April 4, 1967. The Motion carried.

herein an application to rezone the Boise Cascade property to a
M-2--Heavy Industrial Classification. In accordance with our under-
