MOTION by Jensen, seconded by Myhra, that the Planning Commission Minutes
of April 27, 1967 be approved. Upon a voice vote, all voting aye, the motion
carried unanimously.
RECEIVE MINUTES OF BUILDING STANDARDS-DESIGN CONTROL MEETING: APRIL 25. 1967:
MOTION by Erickson, seconded by Jensen, that the Planning Commission
receive the minutes of the Building Standards-Design Control meeting of
April 25, 1967. Upon a voice vote, all voting aye, the motion carried
unanimously.
RECEIVE 1'fINUTES OF BOARD OF APPEALS MEETING: APRIL 26, 1967:
MOTION by Myhra, seconded by Erickson, that the Planning Commission
receive the minutes of the Board of Appeals meeting of April 26, 1967. Upon
a voice vote, all voting aye, the motion carried unanimously.
l. DISCUSSION: THIRD STREET PATTERN: Property owners were invited by mail to
attend the meeting and participate in discussion.
Chairman Hughes stated that, first of all, he thouglit it proper for him
to say this was not a formal public hearing, that no plan would be considered
by the Planning Commission at this point, and there have been a number of
proposals made, but they will riot be considered now. This meeting was to be
an informal discussion to give the people a chance to express their opinions.
This area has been under consideration by the Planning Commission for a year
or longer in terms of traffic circulation. The problem is whether there
should be some automobile traffic route between 57th Avenue at the Holiday
Store and 61st Avenue (a North-South through street) and if there should be,
how it should be extended from 572 Avenue to the South. Discussions have
raised a number of points, and if, accidentally, one or more points seemed
to be stressed, it is by accident. The Planning Commission has not come to
a majority of opinion as to the best solution to the problem.
The audience was informed that before University Avenue was repaved, there
was a suggestion that a service drive on the West side of University Avenue
n be built. This was ruled out by the Highway Department at the time the highway
was put through, and it does not exist now.
Another alternative that has been discussed is the use of 3rd Street
as a North-South through street with a connection at the South end where the
Street now runs out to be decided. Another alternative is to use one of the

streets down the center of the area, probably 22 Street, and construct a
� straight through street from 61st to 57th; and considering the use of Main
Street as a main North-South leader with.no through traffic in the residen-
tial area.
It was noted that the area is one of mixed uses; same commercial, single
family, two family and apartment buildings. As a result, you cannot say it
is residential and must lie treated as such because there some commercial
also. The problem facing the commercial businesses is access. They have
found it is difficult to direct a customer how to get to their stores. The
fact that there are a large number of homes creates a problem of a through
street carrying a large amount of traffic in terms of safety to the people
and the children. Chairman Hughes continued, that we are not here to consider
a specific proposal but rather to encourage a discussion with the audience
hoping that the people who live.in the area would express their feelings.
It is unlikely that a decision will be made tonight or in the immediate
future. There are other fac�ors concerning the general street pattern of the
City itself which have to be taken into account. It will take some time before
we can resolve the problem. �
Mrs. Donald Crooks, 5910 2nd Street, asked the reason for the abandon-
ment of the service road on the West side of T.H. ��47.
The City Manager explained that he was not employed by the City when the
Highway Department first started to plan the road in 1939. It was his con-
jecture that when they were acquiring property at that time,.that as late as
/1 1954, the estimated population of Fridley was 18,000. By the time he got
here, they had had about 15 preliminary plans to the Council. As the years
went by and they planned more and more, their standards changed and they just
ran out of land as they had underestimated their right of way needs in 1939.
As their design standards impxoved and their estimate of traffic flow in-
creased beyond where they originally anticipated, they needed more right of
way for the highway itself. He raised protests many times about not having
a service road. He felt they ran out of right of way width for the new stan-
dards of highway.
Eldon Schmedeke, 5900 University Avenue: I am the fellow to blame for
getting you here. We all know we didn't get the service road which I feel
we should have. The people from 60th Avenue down on 22 Street and on 3rd
Street present tonight a petition requesting the extension of 3rd Street South,
because they feel they are entitled to a way out. Holiday had a proposal which,
when I was appointed to the Plats & Subdivisions-Streets & Utilities Subcommitte�
that was for a way out. They were �o put in a street from 57th Avenue to 58th
Avenue. However, after the coimnittee I was on had kicked it around for two
months, Holiday passed on it. I did not want it to be dropped and I asked
the Planning Conunission to continue it. At 4:00 o'clock on the meeting day,
I was notified by Mr. Rote of Erickson Petroleum, Inc. they had dropped it.
I asked for 3rd Street to be used as it was on the Holiday proposal. I think
now our best road would be to condemn the property on 3rd Street going as far
as the third xow. Many people are talking about the traffic that is going
through. It would bring traffic in along the road. There would be no through
� traffic because you cannot turn left to go on the main highway at 57th Avenue.
That would be the proposal most logical at this time. We don't need a service
road on Main Street which is four blocks away. I propose they consider ex-
tending 3rd Street as it is the best way out. I don't knQw if we can get
cooperation from Holiday at this late date.

One of the reasons some of us down in this area have not had the atten-
. tion we should have had is because our area has not been represented on the
,/1 Planning Commission, as at one time during my investigation, I found the�e
were four members on the Commission from Ward 1.

Lawrence Muggli of Muggli Mfg. Co., 5973 3rd Street NeE.: I am pretty
well in line with Mr. Schmedeke's line of thinking. I have been in business
before many of you fellows came here. When we started in business, there
was nothing but prairie. I do not think our part of the City has been con-
sidered as the other part's of the City have been considered when there is
any public service dished out. W� not only lost the service road along the
highway, they put the service road in where there was only private residences
and then put the access so that we cannot go directly to the highway any
more. I go further to say that we demand it. I think we have been kicked
around enough in our part of the City. Nothing was ever done down in that
area.
Frank Gabrelcik, 5923 3rd Street N.E.: I have put in about 2,000 miles
going around because of no access. I therefore demand a service road.
Mr. Frank Barker, 5800 3rd Street N.E.: We have no way to get out at
all. We are entitled to a service road and it is about time we get one. We
pay high taxes and don't get nothing. We are entitled to a service road as
well as anyone else. I demand it, too.
William A. Zawislak, 2630 Grand St. N,E. (5$00 3rd St. N.E.): I have
a 120' width lot and am paying for an easement. I have paid taxes the last
five or six years. I think we shauld have a service road.
Max Hapka, 281 57th Place N.E.: (To Mr. Schmedeke) Did you plan where
the access road would be? We do not want through traffic if�it would take
part of our garage.
Mr. Schmedeke: The street would go down to 57th and take a dog leg.
Mr. Hapka felt the street going South should be moved over to 2� Street
and should be a one way street. •
Mr. Schmedeke said the Fire Marshall claims a road should go through
there for fixe purposes. If we go up to 22 Str.eet, it would be through the
middle.
Arthur Young, 5807 3rd Street N.E.: If you go out as he proposed, you
cannot get out to the highway. You cannot make a turn there.
Mrs. Harlow Kinney, 5841 22 St. N.E.: We can walk to Holiday. What we
want is some access to the highway without having to go back up to 61st or
Main Street. �
Member Jensen asked the people that if they had an entrance from the
neighboxhood to University Avenue, Southbound only, did they feel that
is better than a half way measure or still very inadequate. The people
said 'bery inadequate, and Fridley has no one way street and why give
us one".

Mr. Hapka asked why is it proposed to 57th Place, why not to 57th Avenue?
/"1 Mr. Schmedeke replied that I would be glad to bring it down to 57th
, Avenue, but I was afraid it would cost too much. Fridley has a half way
street and Ho�.iday proposed to go through with a street from 57th to 57�
Avenue and it would not have cost us anything. One of the Erickson brothers
passed away before the proposal came up. It is possible that we might be
able to get this much from them aga3.n i� we decide on it.

Mr. Young said one lady brought up the fact that the kids should not be
on the streets. They have their property on their own land for their bicycles,
but no sidewalks, so they have to take the road and their driveways are not
good enough to drive on and the parks are too far away. So you can't blame
it on the kids. �
Mr. Muggli asked the Commission for some of the answers they must have
come iip with. Chairman Hughes said the plans which have been discussed here
tonight have been discussed and considered in the beginning. Neither this
group or any subcommittee has come to a conclusion which they feel is ade-
quate to solve the problem. There are a number of solutions, but each of
them have sufficient drawbacks as well as advantages, but none have a clear
choice. It is our aim to have streets run where they will be used and have
them serve where they will not only be useful but safe.
Mr. Muggli said there was no problem which way to go, but whose toes
will be stepped on. Take 3rd Street and run it through until it runs into
a street that cxosses University.
Member Erickson said this matter for the Planning Commission came up
last year with Mr. Zizak. We asked for a cul de sac in this area to work
out the problem. Subsequently, action came in for delay so that they could
continue this service road. There was an awful lot of opposition from the
people in this area because they did not want all the traffic in this area.
Mr. Zizak said he did not have that property any longer and he'd like
to know now why this thing dragged out. I have been working with the City
for five years, he said, for the vacation of 572 Avenue between 3rd Street
and 2� Street. I do not see why 3rd Street cannot go right through. Every-
thing is talked about a lot, but nothing is.accomBlished.
MOTION by�Erickson, seconded by Myhra, that it appears to the Planning
Commission the people in the area now seem to be for the extension of 3rd
Street, and that the Planning Commission believeS�hey can proceed on that
basis, and would move to close this hearing. Upon a voice vote, all voting
aye, the motion carried unanimously.
Chairman Hughes stated that cae have had unanimity. Is there anyone
present who opposes a North-South action.
Mr. Hapka said we oppose it if it goes through our house.
A citizen said if our children can't play in the street, I don't want
/� it. They can leave it closed up.

A young boy said the boys couldn't play ball in their yards because
the yards are too close.
Mrs. Hapka said he was opposed for the reason that if it would go
straight through, it would be hard on the children.
Chairman Hughes said it would be unfair to allow a meeting to close
without allowing both sides to speak. At the moment, he felt we have
additional information concerning the feelings of the people in the area which
will help us. We are still lacking some things in relation of the streets
to the rest of the City. It is the purpose of this Commission to be respon-
sive to the Citizens in a particular area, but also it is the purpose to
be responsive to the needs of the City as a whole.
Any deliberation will be taking into account both of these responsi-
bilities which will be a safe and useful access to the area for the people
who live there and do business the.re. I believe that we have probably
heard all of the opinions that are expressed here this evening. Thank you
for coming and we do appreciate your interest, as it is our purpose to
determine your feelings on the problem.
2. DISCUSSION: PROPERTY BEING THE NE4 OF THE NE4 OF SECTION 13, CARL HIPP:
Present with Mr. Hipp was Robert McCready, 552 lOth Avenue N.W., New
Brighton and Mx. Roman Panek, 510 13th Avenue N.W., New Brighton.
Mr. Hipp said that when he purchased the property it was zoned commer-
cial but that disappeared. He was told that in 1955, the City was officially
zoned and the change could have happened then.
Mr. Hipp said they would like the opinion of the Planning Commission
on the type of zoning they should ask for and they felt if there would be
too much opposition, it would not be feasible for them to develop the land.
Chairman Hughes said that 1) rezoning of the area would make it useful
for multiple dwellings and 2) platting of the area in�lots suitable in
size.
Member Erickson stated he was going to withdraw from participating in
this item because of a personal interest.
Mr. Hipp was informed that if he undertakes to use this land for a
motel type of purpose, it would be necessaxy to rezone to one of several
types of zoning. Planned Development District offers an opportunity to
develop a large tract of land in a manner which would get across the more
formal zoning category and the City asks approval of the plan before the
construction takes place. �
It was noted that in the last 1z or 2 years on rezonings from R-1 to
multiple, we have not used R-3 only R-3A.
� Chairman Hughes stated the Planning Co�nission was not ready to offer
a definite opinion. Before coming to a decision, there is the possibility
that there is going to be some type of watershed development in that axea
which could affect his decision, and there might•be some major watershed
development concerning the whole Rice Creek area. �

Member Myhra asked Mr. Hipp if he were thinking in terms of recreation
for the South part of the land by the Creek. Mr. Hipp said they hadn't
^ decided whether it would be private or public.
Member Erickson said to Mr. Hipp that he should be sure to have all
the property owners involved on the application and also have them sign
the request.
Mr. Hipp asked for rezoning application.
3. DEDICATION OF ARTHUR STREET WITH REFERENCE TO GARDNER'S PLAT (P.S. ��66-01):
Mr. S. E. Templin was present and stated the preliminary plat had
been approved with an exception of a dedication for road purposes, and
now he has the dedication and hopes to be able to go ahead with the plat.
Referring to that part of the agreement which states if the City
desires to move the present buildings within the projected right of way
during the next five years, they will be moved at the City's expense,
after that at the petitioners'. .
Member Erickson said the cost of moving the house could be exorbitant
in five years. The rate of growth we have seen in other parts of Fridley,
from all expectations, they were very slim, and then suddenly the whole
area was built up. He felt three years would be more practical.
MOTION by Erickson, seconded by Myhra, that the Planning Conunission
^ recommends approval of the proposed subdivision of Gardner's Plat (P.S.
�66-01) subject to the following: Lots 7 thru 18 be platted as Outlot 1,
and the receipt of an agreement from the fee owners (Ernest Gardner and
Willard Gardner) acceptable to the City that when the City wishes to
improve the street and remove the buildings prior to July 1, 1970 onto
property to S.E. corner of Arthur Street and Mississippi Street, that it
will do so at its own expensea It is further understood that the property
in the Southeast corner of Arthur Street and Mississippi Street be made
part of the proposed subdivision and be given a lot number. Upon a voice
vote, all voting aye, with the exception of Member Jensen who abstained
in the ma.tter because of an interest in the plat by Suburban Engineering
Company, Inc., the motion carried unanimously.
4. REZONING REQUEST: ZOA ��67-07, REES, THOMSON, SCROGGINS INC.: Part of
Lots 17 and 18, Auditor's Subdivision ��78. �
Mr. Scroggins, Jr. and Mr. M. Filister were present.
Mr. Scroggins explained his company are the agents for Franklin Manu-
facturing Company, a suhsidiary of Studebaker. They were under the impres-
sion the entire property was rezoned for multiple purposes, but there is
a strip of land between R-3 and the River which is zoned R-l. The land
immediately to the North is zoned R-3 directly through to the river. Stude-
baker wishes to sell the land but it is hard to plan as long as part of it
is useless as far as R-1 is concerned and makes it kind of awkward zoning
f,.\ as is, and requests a public hearing for the next meeting.

MOTION by Erickson, seconded by Myhra, that the Planning Commission
^ schedule a public hearing for_the rezoning application (ZOA ��67-07), Rees,
Thamson, Scroggins, Inc., part of Lots 17 and 18, Auditor's Subdivision ��78
to be rezoned from R-1 to R-2 on June 8, 1967 at 8:00 o'clock. Upon a
voice vote, all voting aye, the motion carried unanimously.
5. REOitGANIZATION OF ZONING ORDINANCE: Meeting with City Attorney and a dis-
cussion of zoning for veterinary clinics.
Virgil Herrick, City Attorney, explained the two sections of the Pro-
posed Zoning Code, which he had prepared to the Planning Commission. A
short discussion ensued. It was agreed to con.tinue this study at the
May 25, 1967 meeting and the City Attorney would mail Sections 3 and 4 if
they were finished before the meeting.
xegarding the veterinary clinics, the City Attorney told the Commis-
sion the questions to be answered are what classification you want the
clinics under, determine where it should be and then permit it on Special
Use Permit. In this way, each proposal can be reviewed individually.
6. FUTURE LOCATION OF PUBLIC WORKS GARAGE AND YARD:
Ma.yor Kirkham, Councilman-at-large Harris and Councilman Samuelson
were present for this item.
Councilma.n Samuelson explained that the present tenancy is unsuitable
^ for the public works garage and yard and the Council was concerned with
the location. Chairman Hughes said the Planning Co�ission, in the dis-
cussions we have had so far, no one location has come out as the unanimous
choice. (There were six appraisals to consider).
The discussion centered around the land being purchased for an Ice
Arena. Councilman Harris stated he had a meeting with the County and if
the Planning Commission wished, he would discuss purchasing fihe back part
of the property with them. The first indication regarding the amount of
land the Ice Arena would need was ten acres, but since then, discussions
with people who have been involved in constructions of that sort, suggest
the acreage should be at least fifteen acres.
Member Erickson said if the City could take ten acres, it would be
adequate to provide our own buffer.
The strip could be landscaped and the activities of the public works
screened. Other comments were: what are the xestrictions the City is
going to put on itself regarding abutting areas where a certain amount of
good looks is desirable, the building has to be architecturally nice,
landscaped, an 8' chain length fence around the yard and then put redwood
stxips for total screening, provide security, trees and shrubs, and be-
lieve it would be a distinct advantage both to the County and the City,
because the Arena would be open about eleven months a year.
^ Councilman Harris said, if the Planning Commission wished, that he
would approach the County and report back to the Commission.
MOTION by Erickson, seconded by Jensen, that the Planning Commission
ask Councilman Harxis to appxoach the County on the possibility of the City
acquiring the back portion of Parcel 6600 (Ice Axena) of at least five to
ten acres to be used for the City Garage. Upon a voice vote, all voting
aye, the motion carried unanimously.

Chairman Hughes said if there were no dissenting voices, Mr. Erickson
was elected vice chairman by acclaim.

Mr. DeGardner said he owned Lots 7 and 8 and the house
built on these lots face East River Road. Lots 5 ana. 6,
Block G, Riverview Heights will be sold, but he did not
want to sell until some kind of decision is made regardin.g
the�access. The lots are 30'x110' each, and it appears the
only access is onto East River Road. There is about five
feet for the boulevard and a 35 foot setback is required for
the house. It was mentioned that if it were possible to put
a turn around at the back yaxd, he could come out on East
River Road facing frontwaxds.
Because the lots were platted before the present reg-
ulations, the code permits building on sma.11 lots.
Inasmuch as Members Schmedeke and Nagel did not have the
opportunity to look over the propert,y, they stated they would
like to.
The Subcommittee agreed they were not prepaxed to make
a recommendation this evening, but will inspect the propert�r
prior to the Planning Commission meeting of May 25�', and
hope to make a recommendation at that time. The members would
look over the lots and give their recommendations to Chairm�.n
Jensen,;who would, in turn, inform the Planning Commission
of the decision at the May 25� meeting.
No further action was taken.

alread� established. Two of the parties have plats accepted
and approved for draina.ge.
Mr. Carlson added that one of the things in this overall
plan and any wa,y you want to work it, you are involving 7 or 8
parties. In order to make this thing work, everybody has to be
united to do it, and there could be lega,l entanglements which
could tie up the whole procedure for some time. We have three
plans workable without involving the rest of the property until
such time as 0'Bannon wants to develop his and attach it to ours.
The plats have been accepted partially and can be worked in the
future and possibly the new plan would not be as workable as we
felt.
Me�ber Schmedeke said he walked over this area yesterday
and saw hills, scenery and pheasants. He did not think Mr.
� Cochran would have too big a problem in his opinion. He didn't
• l�ow exactly where the property lines were. The onl,y problem he
could see was Mr. 0'Bannon's propert,y, especially the 909 hole.
He said it looked as if there were some kind of old logging road
that went through to Old Central Avenue at one time.

Chairman Jensen said, do I understand right that you four
prbperty owners axe not particularly interested in ar�y of the
proposals that were developed by the planner? You prefer not to
use an�r of these plans or any variance? You would prefer to go
back to what you had previously developed on your own as the solution?
Caslson: Basically, yes. In order to get ar�,y kind of.work-
able solution, you have to get all four paxties together and
agree on a plan, whether this or the plan we already have. The
plan we have has a lot more lots for sale that the planner's
la�rout. The Planner's lots would probably bring a bigger price
because the lots are larger and more landscape.
.Mr. Jensen said that, at this time, we have not considered
the size of lots or laid them out.
Mr. Caxlson said that to get the cooperation of the other
owners was one of the main concerns. The four paxties here this
evening were in agreement.
It wa.s pointed out that they were talking about 75 acres
of land in a relatively raw state and the Subcommittee felt it"
^ was important enough to develop this correctl,y and in the best
possible manner.

� Chairman Jensen said we realize that we probably can't get
unanimous approval, but that could be taken care of at a
later date. Full cooperation would be giver: by the Subcommittee
helping to establish key roads so that adequate access can be
obtained for the development on a reasonable time schedule. It
is possible for the N.W. corner to lay dormant from two to ten
yeaxs and still your property could be developed in an orderly
fashion. Al1 we would have to say is when part of the area is to
be developed, this is the overall plan to follow.
At this point, the plan which was considered at the meeting
of the four property owners, was discu�sed. The problem of moving
dirt when construction was to begin was brought up and also
placing of streets taking into consideration the hills and dep-
ressions. The streets, as planned, would keep traffic down to a
minimum and yet give the residents an easy way out to collector
streets. Most of the roads in the area would not caxr,y heavy
traffic and could get a waiver for width.
One of the reasons the property owners wanted to use their
original plans was that they could develop over half the area
without bothering an,ybod�r.
Chairman Jensen stated he feels that we still can begin a
development program in this area without involvin.g the rest of
� the people, and as soon as they want to do something, we have a
plan alread� begun..

Mr. C�lson explained that when they purchased the land, the,y
did so on the presumption that they would get so manar lots and so
much dirt. If we axe going to get half as much dirt out as we
figured, we will lose.
Mr. Caxlson stated that he believes it is good to have an
overall plan which everybody is going to participate in. One
reason for working with Mr. Chies and Mr. Cochran is there would
be agreement.
It was pointed out that if the City could show there was a
plan for the area, it would be easy to talk to the people who were
questioning the work.
The Subcommittee decided to call a meeting for Tuesda,y
night, May 23, 1967 at 7:30 at the Chies property. Mr. Kermit
Crouch was to be contacted by the Engineering Assistant Darrel
Claxk. If it were raining, there would be no meeting.

3. VACATION REQUEST: SAV #67-01, ST. PHILIP'S CHURCH• Vacate
11 30' service road on west side of T.H. #65 between West Moore
Lake Drive and West Moore Lake. Dr. Deane Richardson, president.
Chairman Jensen stated that ina.smuch as he would have to make
the presentation �f the vacation as he was on the committee for
the church paxking lot, he turned the gavel over to Member
Albrecht, who took the chair.
Mr. Jensen stated St. Philip's Church has put in a request
to the City to vacate the service drive between West Moore Lake
Drive and West Moore Lake. This service drive is a City etreet
and has never been used except as a right of way. It is being
used at the present time as a drive for the Church and there is
some parking taking place. Right riow they are goin.g to construct
a parking lot and a plan was developed which would completely
do away with the need for a service drive. Inasmuch as the
service drive services no other property, other than the Church
property, we felt it would be a reasonable request. There would
be some advantage to the City as far as maintenance is concerned.
If the Church were to request a service road, the entire cost
would be borne by the Church but snow plowing and maintenance
would be a burden to the City; therefore, I believe there is
no disadvanta,�a in the vacation of this service road.
He also said the entire service road area would be used
� for landscaping and parking and the driveway would be entirely
on the parking lots. The traffic would be only Southbound.
This is going to be a stage development and they will go as far
as the money goes.
MOTION by Schmedeke, seconded by N�yhra, that the Plats and
Subdivisions - Streets and Utilities Subcommittee recommends
vacation (SAV #67-01� of the 30' service road on the west side
of T.H. #65 between West Moore Lake Drive and West Moore Lake
being Outlot 2, Block 2, Moore Lake Highlands 4�' Addition. Upon
a voice vote, all voting aye, the motion carried unanimously.

It was mentioned that this was a cul de sac until street

does run down to 63rd Way, but it is not blacktopped. The
Ehgineering Assistant continued that there would be no problem
with utilities, and if there are stop boxes they can be pulled
out and put in another place. �
^ The City Manager was asked to consult with the City Attorney
to see if it werz necessary for this application and that of St.
. Philip's Church to be published inasmuch as the request does not
affect ar�yone except the requestors.

Mr. Curtis Bostrom presented plans and survey. Parishoners Roy Kirkham,
Gilbert Stenberg and Ernest Powell were also present and cooperated in
presenting information.
(A) Exterior plywood panels were not deemed desirable
� and the applicants agreed to use masonite or other
materials.
(B) Agreement was tentatively reached that the parking
lot would be dustproof stabilizer for this year with
a 2" asphalt mat being applied in a few years. The
Building Inspector informed applicants of the Council
policy of requiring a 5' planting strip where church
parking abuts residential.
(C) Planting shown existing on plot plan to remain.
MOTION by Hauge, seconded by Tonco, to approve subject to stipulations
A, B, and C, listed above. Upon a voice vote, there being no nays,

2. CONSIDERATION OF ARMCO STEEL BUILDING 60X75X15, 4500 SQUARE FEET,
ESTIMATED COST $27,000. DETERMAN WELDING & TANK SERVICE; 4775 -
3RD STREET NORTHEAST, MINNEAPOLIS, MINNESOTA. 55421:
Mr. Determan presented land survey which he had just obtained, so
he did not have the plot or building plans. He stated Harstad
Company would submit foundation drawings and Armco would prepare
building plans and specifications. The applicant was advised that
the easements and future street arrangement would have to be
processed and approved by the City Engineering Department. Also
that the setback would be determined by the status of such streets
and easements (this property abuts R-3 on the south). Fencing and
truck parking were discussed and would be indicated on the proposed
plot plan,
The consideration of this building was continued to the next meeting,
June 6, 1967.

CONSIDERATION OF ANNUAL REPORT:
Mayor Kirkham said that he was not ready to consider this at this time.
Councilman Samuelson said he was not ready either.

MOTION by Councilman Samuelson to table consideration of the annual report
to the next regular meeting. Seconded by Councilman Liebl. Councilman Liebl
mentioned that he did not like the picture of the sidewalk included in the
report and would suggest a different one if possible. Mayor Kirkham suggested
he bring it to the attention of the City Manager when this is brought back on
the agenda. Upon a voice vote, there being no nays, Mayor Kirkham declared
the motion carried. • '
REQUEST FOR SEWER CODE STUDY - LIEBL:
Councilman Liebl said that he would like to ask the City Engineer and Consulting
Engineer to present him with the specifications for sewage and water pipe
insta�lation which he felt were important for Fridley!s future utility griowth
and expansion. He said he would like to study them and then present to the
Council, with the help of experienced people, a unified sewer code for aur
City, and he would like the cooperation of the Council.
MOTION by Councilman Liebl to instruct the City Engineer and the Consulting
Engineer to furnish presently available specifications on sewage and water
pipe installations for the purpose of research and study. Seconded by
Councilman Harris. He said he would like to have all members of the Council
^ receive this. Councilman Lieb1 said that this had been his intent. Upon a
voice vote, there being no nays, Mayor Kirkham declared the motion carried.
PLANNING COMMISSION MEETING MINUTES, MAY 11, 1967:
(1) DISCUSSION: 3RD STREET PATTERN
Councilman Harris said that the Planning Commission had made no determination
at their meeting, nor was there anything in the minutes about it being brought
up again. He said he would like to request that this appear on their agenda
again, for a final determination. Mayor Kirkham said he did not feel that it
was necessary to go back to the Planning Commission as they had had it for
many months, and in a sense this had been an informal hearing. He said he
felt most people would like to see the extension made, and there was a .
proposal from th� people through whose property the street would go. Mayor
Kirkham said he would entertain a motion to direct the City Engineer to
proceed with drawing specifications for this extension. Councilman Harris
said he had no objection to this, but he had brought this to the Council's
attention because they had discussed a wider street, and the improvement of
the street would be tantamount to any design. Mayor Kirkham said that there
was a 60 foot right-o�E-way so his intention would be to have a 40 foot street
back to back with curb. Councilman Harris said then rezoning is not necessary
for the width of the street. Mayor Kirkham said he felt a 40 foot street
should go through regardless of what else is done. Councilman Harris said
that if the Council chooses to approve this street, he suggests the Council. -�

Kirkham said that that was another matter and it could certainly be considered �
separately. Councilman Samuelson said he agreed. He said he felt the
connection should be made so there was a good flow of traffic through for
fire and police. Councilman Liebl said that at the hearing last Thursday, he

felt the people indicated they were willing to wholeheartedly support this.
Councilman Harris said he felt the length of the street should be determined
� and where it should start. Mayor Kirkham said that this part of the street
could be done imm�diately regardless of whether anything is done farthe,r
north or not. He said that there is road up there and whether it is to be
improved or not is another question. He said that this project has been
discussed since last fall, and if something is not done soon, we will be
into another season. The Council discussed following the general pattern
for connecting 3rd Street between 58th Avenue and 57th Place. Councilman
Samuelson said that -ahen the engineers were through with the plans, they
should refer it to the City Attorney for the easement requirements if
necessary.

MOTION by Councilman Liebl� to approve the construction of a street from
58th Avenue Northeast to 57th Place as suggested in Exhibit A.
The City Engineer asked if it was the Council�s intention to have the
property owners improve the street or for the City to do it. Mayor Kirkha m
said that the City Engineer is to draw the specifications, but the property
owner will do his own improvement. The City Engineer said that there were
several lots that do not have water and sewer services, and he asked if the
Council wished to hold public hearings. There was only one owner involved,
and Councilman Harris suggested they get a letter, 2.nd then there would be
no need to hoZd a hearing. The City Engineer said that there is another
problem as this area is low and needs a storm sewer, and when they do the
street would be the time to put the storm sewer in. He said that this would
be a matter of money, if the street is to be paid for by the property owners,
they may not be willing to do this. Mayor Kirkham suggested that the City
Engineer bring this back to the�Council when he has some figures, so they
will be able to talk to the people. He qu�t�ned whether the Council was
considering closing off one street, in which case he said they could probably
get by without storm sewer. Councilman Harris said this was not going to
be vacate�l at this time. The City Engineer said they would bring all the
specifications back before the Council. , � :•

being no nays, Mayor Kirkham declared the m�tion carried.
S2) DEDICATION OF ARTHUR STREET WITH REFERENCE TO GARDI�TER�S PLAT (P.S.4�'66-41):
The City Engineer said that the Planning Commission has not taken any action,
but he pointed out on the map what they were proposir.g. He explained that at
present they are planning on leaving the low land go, He said that the Planning
Commission suggested that there be an agreement that in thr.ee years he would
give the City the easement and move the house off so that Arthur Street can
go through. He said that the house is on the easement, but that Mr. Templin
want time to get the area developed, then he will move the house. Councilman
Samuelson said then this is coming in in two plats. Mr. Templin said that
basically yes, this plat and the outlot. He said that Lots 7- 18 would be
in the outlot and he could build on Lots 19 - 2S. Councilman Samuelson asked
Mr. Templin if these homes could meet the 4� water table. Mr. Templin said
yes he had checked this. The Council discussed with Mr. Templin the futcre
streets, where the storm sewer goes, and the fact that the water l.ine was
already in. The City Engineer suggested that they ask for escrow beca�s�e
the assessments will be high. Councilman Samuelson said he would suggest they
also get a �ubdiv;.sion development plan. Mr. Templin said that this w�s the
reason for bringing this as he wants the Council's preliminary approval.
