minutes of March 9, 1967 be approved. Upon a voice vote, all voting aye,
the motion carried unanimously.
RECEIVE MINUTES OF BUILDING STAIVDARDS-DESIGN CONTROL: MARCH 7, 1967:
MOTION by Erickson, seconded by Jensen, that the Planning Commission
receive the minutes of the Building Standards-Design Control meeting of
Maxch 7, 1967. Upon a voice vote, all voting a�re, the motion carried
unanimously.

MEETING: MARCH 16, 1967:
Item 1, paragraph l, the 3rd sentence should read: "He had been over
the ground that afternoon a,nd noticed that across Central Avenue to the
West there was a commercial district and a Planned Development District,
which will have so�ne effect on the plan." '

The order of the agenda was satisfactory as presented.
1. DISCUSSION OF POSSTBLE VETERINARIAN CLINIC:
. Leonard Fogelson, 6690 Lucia Lane, Fridley, and Stephen Brandjord,
15 Oakley Street, St. Paul stated they were considering establishing a
veterinary clinic sometime this spring. The.y understood veterinary class-
ification comes under light industrial and wondered if it would be possible
to change the zonin� code so that it would be in general business (C-2�,
or possible to obtain a Special Use Permit. Because they have the oppor-
tunit.y to consider two parcels of land, the.y wished to get the opinion of
the Planning Commission. One of the parcels is on Universit.y Avemie in the
C-2 categor.y and the other on Central Avenue, between West Moore Lake
Drive and 63rd Avenue N.E.
They were told it would be better to put a veterinarian practice
under C-2.
Their plans ��ere for an attractive structure that would fit into the
neighborhood.

It would have everything indoors, use special accoustics, install a
special incinerator to dispose completely of all waste meterials, and there
would be air conditioning.
Chairman Hughes stated the Planning Commission is in the process of
going over the zoning ordinance in it's whole form looking at permitted
uses. The Commission thought it would probably be best from the requestors'
viewpoint to let the Planning Commission add this as one of the problems
they are trying to solve. There are places where the zoning ordinance is
inadequate. If they can add this as another problem, there is the poss-
ibility that within the next month they would have an overall statement as
to what the.y are going to do. �
Referring to the property on West Moore Lake Drive and Highwa� #65,
�he Commission said that one lot was too small to use the P.D. (Planned
Development} zoning category, but if Mr. Walquist (developer of the propert�.
would consider putting the rest of the propert�, making a total of 3 lots,
under Planned Development, the Commission would have something to work with.
It was suggested that Mr. Fogelson and Mr. Brandjord talk to Mr. Walquist,
and if he is interested, ask him to come in.
As the matter stands now, the Commission will be considering the
zoning category for veterinarian clinics and this item will be placed on a
future agenda. In the meantime, if Mr. Walquist is inter.ested in discussin�•
Planned Development zoning, he will be asked to consult with the Engineerin�
Department.
REZONING REQUEST: ZOA #67-03, BOISE CASCADE CORPORATION: SE4 o�f Section 12.
To confirm public hearing date of April 6, 1967.
MOTION by Erickson, seconded by Jensen, triat the Planning C�mmission
confirm the public hearing date for the rezoning request (ZOA #67-03�
Boise Cascade Corporation, that part of the SE4 of Section 12 not already
zoned M-2 to M-2. Upon a voice vote, all voting aye, the motion carried
unanimously.
REZONING INFORMATION: A.L. WILLIAMS: Lot 6 thru 9, Block 5, Spring
Brook Park.
Mr. Williams stated this was the propert� that Frank Burak had before
the Planning Commission recentl�, and that there was enough land for a
four-plex.
Because this is an R-1 (single famil.y residences� area, the land woulc.
have to be rezoned and Member Erickson thought this would be spot zoning.
Mr. Williams said this is a messed up area and felt something should
be decided upon to make use of the vacant propert,y.
Chairman Hughes a� eed and stated that the Planning Commission will
have to consider the a.rea between Ashton Avenue and the Railroad Tracks
in Spring Brook Park Addition eventually and perhaps now should be the time
to begin. If it would fit in with Mr. Williams' plans, the.y would like
to take at least a mont'a for stud.y, and that this item be placed on the
Agril 27, 196� agencia for an opinion, and the April 6t�' agenda for study.

4• FUTURE LOCATION OF PUBLIC WORKS GARAGE AND YARD;
� The first parcel discussed by the Commission was the piece of land th�
�` County is buying from Minnesot�, Tran�sfer on Universit� Avenue between 73rd
and 69�. The County is using only a part of the land and the City might
bu� the remainder, which will be added to the parks. The County will
use 10 or 15 acres and the City needs 22 or 3 acres for the public works.
The building housing City equipment should be 10,000 square feet. The
land has a high water table, low depressed areas, NSSSD sewer line runs
along the south edge, it abuts industrial property to the north, and the
egress would be 69�' & 73rd Avenues. The County has not indicated the portio__
they are going to use.
The following parcels were discussed and costs of the individual
parcels should be obtained:

1. Main Street and 61st Avenue (flat and dry surface�
2. Highway #65 nor+h of NSP substation.
3. North and south of Railroad Tracks at Mississippi Street.
4• 7� Avenue between Highway #65 and Central.
5. University Avenue between 69�' and 73rd.
The Commission �aishes to inform the Council they are working on the
problem of future location of public works garage a.nd �rard, and expect to
make a report within 60 days.
� 5• RE: REVIEW AND REORGANIZATION OF CHA.PTER 45: VIRGIL �LERRICK CITY ATTORNEY:
� The City Attorney asked the Planning Commission to work with him
in the reorganization of Chapter 45. He stated "you are working on a
revision, and makin.g suggestions to change certain parts of Chapter 45, and
the Council has asked me to reorganize it in terms of organization, and to
remove conflicts. I thought that possibly we could work together on it.
He would suggest the appointment of a committee for ordinance revision,
which could be a standing committee, composed of .two from Council, Planning
Commission, City Manager, and Planner. We need revision in zoning and a lot
of other things. We need somebody working on ordinances continuously. In
the following areas I feel we could use more attention than we have in the
past: Junk yard control, nuisance ordinance, peddlar and solicitor's
ordinance, signs, performance standards, upgrading building codes, food
ordinance. It seems that, rather ihan having the City Attorney determining
what type of ordinance the City ahould have, I would like a group of people
to sit down and go over it together."
Chairman Hughes told him that the Planning Commission has spent a lot
of time on the zoning ordinance. He asked the City Attorney if he saw any
advantage by shifting to some format other than the one that includes
uses permitted and uses excluded. We are buildin� a lot of uses for Special
Use categories. �
The City Attorney s�,id he assumed we would continue with the same
format, but that he would check some others. He said he would like to
� sit down with the Plannino Commission when he has a proposed outline to
get their reactions as far as organization is concerned.
It was decided that the City Attorney and the Planning Commission
would meet together on April 27, 1967.

� 6. STATE AID MILEAGE: 1 Mile.
�� Engineering Assistant Clark explained that the Plats & Subdivisions-
Streets & Utilities Subcommittee suogested two streets for State Aid
Mileage, and a third as an alternate.
MOTION b� Erickson, seconded by Jensen, that the Planning Commission
concur with the Plats & Subdivisions-Streets & Utilities Subcommittee
recommendation of adding:
1. 75� Avenue from Central Avenue to Stinson Boulevard.
2. 57� Avenue from 7� Street east to Quincy, south on Quincy to Carri�
Lane, east on Carrie Lane to Jackson Street, north on Jackson
Street to 58� Avenue, east on 5gth Avenue to Moore Lake Drive.
Also, to recommend adding Altura Road from 53rd Avenue N.E. to Main
Street, if more mileage is needed. For the record, these suggestions are fo=
designation purposes only and must be restudied before becoming actual state
aid routes. Upon a voice vote, all voting a�e, the motion carried unanimous_-
7. ORDINANCE N0. 358: An Ordinance Establishing a Subcommittee of the Planning
Commission as the Board of Appeals and Adjustments and Repealing Sections
45•38, etc.
The discussion showed that originall� the Board of Appeals was to be
eliminated, and this ordinance makes it a subcommittee of the Planning Com-
mission. Robert Ylinen has been appointed as Chairman of the Board of
� Appeals and the four additional members will be appointed by the Cit�
Council for three ,year terms and staggered so that no more than two members'
terms shall expire during any one calendar year. The ordinance was
published on March 24, 1967.
8. REVISION TO ZONING ORDINANCE: 4� ROUND:
During the preliminary general discussion of the R-3 zoning category,
and specifically Item 2 under 45.08, the members felt the words "dwelling
groups" should be deletea because it did not represent the types of buildir�s
which should be in this categor�. The� stated it was their intention to
delete the use of "dwelling groups" throughout Chapter 45. The following
paragraphs were noted to be deleted: Paragraph 45,326 - floor area in R-l;
45•�3 - Item 16.
A copy of the revision is attached to the minutes.
9• PLANNING COMMISSION MEETING DATE:
Inasmuch as the Planning Commission was meeting on April 6, 1�67 for
a public hearing, the members decided to dispense with the April 13, 1967
meeting and put the items for this meeting on the April b, 1967 a��nda..
