APPROVE PLANNING COMMISSION MINUTES: AUGUST 10, 1967:
MOTION by Jensen, seconded by rlyhr3, that the minutes of the Planning
Commission meeting of August 10, 1967 be approved. Upon a voice vote, all
voting sye, the motion carried.
RECEIVE BUII�DING STANDARDS-DESIGN CONTROL MINUTES: AUGUST 15,__1967:
MOTION by Myhra, seconded by Jensen, that the Planning Commission
receive the minutes of the Building Standards-Design Control meeting of
August 15, 1967. Upon a voice vote, all voting aye, the motivn carried.
n REGEIVE BOARD OF APPEALS MINUTES: AUG'JST 16, 196_7_:
� MOTION by Jensen, seconded by Myhra, that the Planning Commission
receive the minutes of the'Board of Appeals meeting of August 16, 1967.
Upon a voice vote, all voting aye, the motion carried.
1. CONTINUED DISCUSSION OF ORDINANCE FOR VETERINARIAN CLINIC:
The proposed ordinance submitted by the City Attorney was discussed,
and the following additions and revisions were made:
Section 45.19 (14) Animal Clinics and Veterinary Hespitals in C-1, �
C-1-S, CR-1, C-2, C-2-S, CR-2, M-1, M-2, provided the following conditions,
which are minimum, are met in order to eliminate excessive noise and odors.
1. The building shall be of masonry construction, outside wall
minimum thickness to be 8", with a precast concrete roof.
In discussing the precast concrete roof, it was felt this would be the
most economical, sound proQf and fire proof.
2. This paragraph was adequate with the correction in spelling of
"double l�aze3 windows with a fixed sash":
3. Add "No outside runs or exercise areas will be permitted.".
� 4. Add ''The burner should be located within the interior of the
principle structure." (Insert minimum spec�)

The types of burners coould be referred to James Hensley, Health Inspector
of Fridley, to check and give a summary of how large a furnace this should be,
^ along with same other specifications. .
5. Anv ventilation svstem shall be desi�ned so that no odors or
organism will spread between 4rards or to the outside air.
The Commission requested the Ordinance be amended subject to the
above revisions and subject to insertion of specifications for the incin-
erator. A copy of the corrected ordinance wiZl be attached to the mintues.
MOTION by Myhra, seconded by Jensen, that the proposed ordinance
pertaining to the construction of animal clinics and veterinary hospitals
be recommended to the Council for passage, subject to the stated amend-
ments and the insertion of minimum specificati.ons for the special high
temperature furnace. Upon a voice vote, all voting aye, the motion
carried.
2. CONTINUED DISCUSSION OF "BONDING AND CONTRACTORS";
Continued to September 7, 1967.
INFORMAL DISCUSSION:
LOT SPLITS: The Cor,miission felt that inasmuch as some lot splits
are so simple in character, perhaps they could go directly to the Council
to save time for the petitioner. If a lot split is going directly to the
^ Council and bypass the Subcommittee, the Planning Commission �•�ould like
some guide lines to be set up by the Council,
RICE CREEK PLAZA NORTH ADDITION: It was brought to the attention of
the Planning Commission that some rather large islands have come into
existence due to the recent dredging of Rice Creek and it might be worth-
while for the City to look into this property for park purposes.

AND VETERINARY HOSPITALS IN C-I, C-1-S, CR-1, C-2, C-2-S
Ck-2, M-1, M-2, UPON OBTr'1INING A SPECIAL USE PERl��.T? AND
REPEAI.ING SECTION 45.14 (11)
'THE COUNCIL OF THE CIT'Y OF FRIDLEY DO ORDATN AS FOLLOWS:
That Section 45.14 (11) of the City Code of Fridley is hereby
repealed and there is hereby enacted a new subsection of the Fridley
City Code entitled 45.19 (14), which reads as follows:
Section 45.19 (14) ANIMEIL CLINICS AND VETERINARY HOSPITALS
in C-�, C-1-S, CP.-1, C-2, C-2-S, CR-2, M-1, M-2 provided the following
conditions are met in order to eliminate excessive noise and odors.
1. The building shall be of masonrv construction, outside
wall minimum thickness to Ue 8", with a precast concrete
roof.
2. The building sY�afl be air conditioned, all windows in the
area of the building housing animals shall be double �
gZazed with a fixed sash.
3. Housing of all animals and storage of all equipr,ient and
refuse shall be inside the building. rio �utside runs or
exercise areas will be permitted.
4�. Burnin� of all organic waste shall be only by special
high temperature furnace. The burner sha11 be located
within the intexior oF the �rinci�le structure. (Insert
minimum specs)
5. Anv ventilation

The above conditions are considered minimum. Additional conditions
may be imposed, if necessary, to protect the health, safety and general wel-
fare of the residents of the City.
