The meeting was called to order by Acting Chairnian Erickson at
7:35 P.M.
ROLL CALL:
Members Present: Jensen, Ylinen, Erickson

1. PROPOSED PLANNED DEVELOPMENT (PD): INNSBRUCK NORTH, ACRES, INC.: That
part of the Southeast Quarter of Section 24 that lies North of State
Highway ��100 right of way. Rezone from R-1 to P.D. (About 120 acres).
The following were present representing Acres, Inc., Rodney Billman,
Louis Moriarty and John R. Johnson.
Mr. Johnson explained the area consists of about 120 acres, it is
dixectly North of Innsbruck, the West boundary is the extension of
Matterhorn Drive and a strip along Matterhorn, the Eastern boundary is
the County line between Anoka and Ramsey Counties, and the property goes
up to Grace High School. They are asking to come in under Planned Devel-
opment zoning. Their comprehensive plan includes town houses, apartments,
and possibly a few high rise buildings on the Southwest location in order
to take advantage of the view, and there would be a small commercial area.
The procedures of Planned Development were discussed with the peti-
tioners in detail and they felt they would like to proceed with the P.D.
MOTION by Jensen, seconded by Ylinen, that the Planning Commission
set the public hearing for the rezoning (ZOA ��67-14), proposed Planned
Development (P.D.), Innsbruck North by Acres, Inc. that part of the South-
east Quarter of Section 24 that lies North of State Highway �k100 right of
way from R-1 (single family dwelling) to P.D. (Planned Development) for
November 30, 1967 subject to receiving the proper filled out application
no later than November 14, 1967. Upon a voice vote, all voting aye, the
motion carried unanimously.
It was explained that there would be public heaxings before the
Planning Commission and the Council, and the petitioner asked if the
publication before the Council could be at their first public hearing
meeting in December.
2> INTERSECTION PATTERN: MISSISSIPPI STREET AND EAST RIVER ROAD, BOB'S
PRODUCE RANCH:
Mr. Schr�er brought in another plan for the intersection of Mississippi
Street and East River Road.

Member Jensen explained the previous plans the Commission had discussed
before the new plan was discussed by Mr. Schroer, City Attorney Herrick
and the members of the Commission. Mr. Schroer said, according to the
Planning Commission Meeting - November 9, 1967 Pa�e 2
minutes, they had to come up with a traffic plan in order to rezone.
�' The City Attorney said the Council's feeling is the property should
be rezoned, but the traffic situation should be settled first and a suf-
ficient length of time has gone by so that a decision on some plan should
be made and get it moving. The Council has not had the opportunity to
consider the drawing shown at the meeting tonight.
Acting Chairman Erickson commented that the City will have to decide
which way it wants to go and then perhaps the County will come in with
plans. One thing is to keep traffic out of residential areas. The City
Attorney suggested that, perhaps the County will come in with plans.

MOTION by Ylinen, seconded by Jensen, that the Planning Commission
refer the intersection pattern of Mississippi Street and East River Road
as presented by Bob's Produce Ranch at this meeting to the attention of
the Plats & Subdivisions-Streets & Utilities Subcommittee. Upon a voice
vote, all voting aye, the motion carried unanimously.
3. PROPOSED ZONING CODE:
Section 3 o.f the Proposed Zoning Code was discussed and revised,
each member making the corrections on his own work copy.

4. DISCUSSION OF AREA BETWEEN 57TH AVENUE AND 61ST STREET, UNIVERSITY AVENUE
TO MAIN STREET: �
Tabled to next study meeting.

There being no further business, Aci:ing Chairman Erickson adjourned
