The following correction was �de on Page 2 of the Plats & Subdivisions-
Stxeets & Util�.ties Subco�ittee Minutes of January 18, 1968, third paragraph
from the bottom of the page and should read: "Schmedeke said he realized the
road coming off from Rice Creek Road would be a steep road, but he felt there
should be one coming to this area from Rice Creek Road."
Qn Page 3 of the above minutes, fourth paragraph from the bottom of the
page, th� corrected sentence should read as followa: "Some of the people
who want to develop could go ahead with the temporary cul de sacs used at the

meeting of January 18, 1968 with the corrections noted above. Upon a voice
vote, all voting aye, the motion carried unanimously.
RECEIVE BUILDING STANDARDS-DESIGN CONTROL MINUTES: JANUARY 16, 1968:
Vice Chaixman Erickson (Chairman of Building Standarda-Design Control
Subcom�►ittee) said the following statement was omitted from the minutes:
"Tt►e Building Standards-Design Control Subcommittee wishes to call the atten-
tion of the Council to the fact that the Planning Cac�nission is presently
studying the traffic problem at that intersection."
MOTION by Myhra, seconded by Jensen, that the Planning Couffiiission
receive the minutes of the Building Standards-Design Control Subcomanittee
subject to the above correction. Upon a voice vote, all voting aye, the
motion carried unanimously.

�` Erickson called attention to the fact that this item was on the Agenda
of January llth and that the Planning Co�aission tabled the lot split
asking that a legal description be submitted. This was done by letter under
the date of January 12, 1968 from Subnrban Engineering, Incorporated.
MOTION by Jensen, seconded by Myhra, that the Planning Cou�ission
reco�end approval of the Lot Split request, L.S. 4�68-01, fox Rodney Bill-
man, Inc. of Lot 29, B1ock I, Innsbruck 5th Addition as indicated in the
legal description provided under date of January 12, 1968. Upon a voice
vote, all voting aye, the motion carried unanimously.
SET DATE FOR PLANNING CO1�iISSION MEETING - HOLIDAY. FEBRUARY 22, 1968:
Myhra stated that because of a fifth Thursday in February, it would be
� possible to move the February 22nd meeting to February 29th.
MOTION by Myhra, seconded by Ylinen, that the Planning Commission change
the regular meeting scheduled for February 22nd to February 29, 1968. Upon
a voice vote, all voting aye, the motion carried unanimously.
2. REZONING RE4UEST: ZOA ��68-01, ELDON SCHMEDEKE: Lots 16-19, Block 12, and
Lot 30, Block 21, Hyde Park Addition, Rezone from R-2 to C-2. (Confirm
Public Hearing date of February 8, 1968.) �
r"� Ylinen asked Mr. Schmedeke if there was a possibility of holding up on
his request for xezoning until we kazow if we are going to have a planner
make a study and recommendation for this entire area.
Mr. Schmedeke asked that he be given the opportunity to explain what
transpired. He said that a year ago he had pianned to rezone, but was
unable to do so because of circumstances. Council informed him to proceed
with the rezoning through the regular channels. He felt his rezoning xequest
was not for something new because he had had his business before the zoning
ordinance map was incorporated. He had pictures of his property before the
tornado took his building and his present one. He said he did not wish to
withdraw or delay his request.
MOTION by Ylinen, seconded by Myhra, that the Planning Co�►ission con-
firm the notice af Public Hearing of February 8, 1968 for the rezoning,
ZOA �68-01, E1don Schmedeke of Lots 16 through 19, Block 12 and Lot 30,
Block 21, Hyde Park Addition to rezone from R-2 (limited multiple family
dwellings) to C-2 (general business areas). Upon a voice vote, all voting
aye, the motion carried unanimously.
3. REZOIVING DISCUSSION: South 150 feet front and rear of Lot 9, Auditor's
Subdivision �k88 by Louis Momchilovich. (Highway #65 South of Mississippi
Street and North.ot the apartments on the East side of the Highway). xezone
from R-1 to Multiple Dwellings. ,
�""�, Mr. Momchilovich said he wanted to find out what the opinion of the
r� Planning Commission would be as to the possibilities of rezoning to multiple
dwellings.

Acting Chairman Erickson.informed him that any citizen is entitled to
a hearing for rezoning no matter what he wishes. However, the Commission
� is not in a position to give an opinion before a public hearing unless, per-
/� haps, they could say they could not go along with the request.
The property, Mr. Momchilovich said, has been vacant all the time,
and now there are no trees because of the tornado. Ae has an exit from
the Highway at.the South end of the property.
The fact was brought up that once before a request was made for.com-
mercial and the public hearing was held and the.request denied.
The procedure of rezoning was explained to Mr. Momchilovich, and he
agreed to follow it.
4. REZOIQING REQUEST: ZOA �68-02, ROBERT WILSON: Lot 4, Block 1, Wilson
Addition. &ezone from R-1 to R-3A. Set Public Hearing date.
There was a short discussion xegarding the location of the property
and adjacent uses.
MQTION by Jensen, seconded by Myhra, that the Planning Co�ission set
the Public Hearing date of March 14, 1968 at 8s00 o'clock P.M. for the
rezoning request, ZOA �k68-02, Robert Wilson of Lot 4, Block 1, Wilson Addi-
tion to rezone from R-1 (single family dwellings) ta R-3A (apartment and
IIuultiple dwelling districts). Upon a voice vote, all voting aye, the mation

Revision of Auditor's Subdivision ��21 and Lot 1, Brookview Addition to

6. PROPOSED PRELII�IINARY PLAT: P.S. �68-01, ALBERT M. JOHNSON: Lot 36, Revised

The Co�ission were told this land was now being used as a truck farm.

7. HYDE PARK ADDITION REZONING PROBLEM: Bill Chapman of Nason, Wehxman,
Knight and Chapman to present cost proposal.
MOTION by Myhra, seconded by Ylinen, that the Planning Commission con-
tinue the Hyde Park Addition rezoning problem until February 8, 1968. Upon
a voice vote,.all voting aye, the motion carried.
8. RICE CREEK ROAD/CENTRAL AVENUE PLAN: Referred by Plats & Subdivisions-
Streets � Utilities Subcominittee.
The letter dated January 17, 1968 from Rev. Douglas M. Henderson, Chair-
man of the Official Board of the Peoples Church was referred to by Aeting
Chairman Erickson.
The Commission was told that the Plats & Subdivisions-Streets & Utilities
� � Subcoimnittee tried to achieve a street pattern for the ultimate development
of the area. They are recommending where the roads should go and temporarq
cul de sacs were put in as a necessity at the present time to avoid splitCing
some of the parcels. 1'he Engineering Assistant said Mr. Morley had returned
and expressed his approval of the plan.
Member Jensen (Chairman of the Plats & Subdivisions-Streets & Utilities
Subcommittee) explained that it has taken a yeax and a lot of study has
gone into it. One of the beauties of this plan is that, with relatively
little cooperation between neighbors, a large number of indiv�duals,beyond
those that have already expressed the desire to develop something, can pro-
ceed with the division of their property along the lines of this plan. We
have had a series of ineetings dealing with every objection, and except Rev.
Henderson, it seems to be the only remaining objec.tion to be resolved. The
Subcommittee is convinced that even with the extreme topography in this
area, the plan can be developed. �
Acting Chairman Erickson wished to compliment the Subcommittee on the
work they have done. In discussing the exit on Central Avenue, Jensen
said the Subcommittee examined every possibility,,and considered the exit
on the proposed plan as the most desirable. He added that it is not impos-
sible to go some other way, but there are definite drawbacks.
Mr. 0'Bannon stated that it was last year when he eame in with his
prohlem, and it was his opinion that the Subcommittee did a wondertul job
in putting a road plan thr-ough the area. This plan can be used in the
� future, and it has done wonders for the area -- keep it that way.

Letter from The Ford Foundation to Mr. John Dunphy -,Subjeet: Answer to re-
quest for Foundation assistance for aesthetic development of parks.
Letter from Mr. Elpidio Rocha to Mr. John Dunphy - Subject: Time and date that
he would be able to Visit in Fridley. The Commission agreed that passibly in
April would be a better time to have Mr. Raeha visit the City.

r 1 Resolution transferring funds: The resolution would increase the Park Dept.
budget by $250.00 to provide funds for the purchase option on the Ing Siverts

DIRECTOR'S REPORT
Pa�ks and Recreation Memorandum
The trees for the Tree Beautification Program will be planted next Fall. The
City Council has requested that next year's bids be let early enough so that
the trees can be planted in the Swnmer of 1969.
The Department has resubmitted for new bids on the one ton dump truck with plow
with a letting of February S, 1968.
Skimobile standards have been placed at Locke Lake, Locke Park, and West Moore
Lake.
All of the rinks have a full coverage of ice. Member Cochran suggested that
the amount of adult skating would be Areater if music were provid8d at Moore
Lake. The Director agreed to try this idea next weekend and �see what the re-
- sults are.
The position for Park Maintenance Leadman will be advertised in the papers
this week. The department has received fift8en applicants to da.te.

The Hockey Program has been very successful. The Hockey Association of Fridley
has organized ten teams this year compared to only four last year.
T'he Square Dance Jamborees have been highly successful and also self-sustaining.
Parks and Recreation Pxogress Report
The Police Department- has requested that signs be installed at East Moore Lake
warning that skimobiles are not allowed in this area.
"No Hockey Playing" signs will be installed at some of the area rinks without.
warming houses:.
averhead lights have been installed at the park garage in hopes of eliminating
vandalism.
Yearly Time Report
Report of man hours on specific jobs for four quarters beginnir�g in January,
1967, continuing through January, 1968, was presented.
- - Park Consultant
The�Director brought to the attention of the Commission that under contract,
Mr. Edward Braddock is required to attend one Cammission Meeting per quarter.
Problems and details, which the Commission will want to present to Mr. Braddock
will be worked out at the February meeting.
Thin Ice Si ns
Member Dunphy felt that the "Danger - Thin Ice" signs located around East Moore
Lake should be removed when the ice is safe for skating and put up again when
there is a danger of the ice being too thin. He also suggested that the signs
be reconstructed to have white lettering on a red background.
Quarterly Visit of County Commissioner
The Director suggested the Commission invite Harvey Peterson, County Commission-
er, to meetings on a quarterly basis. An invitation will be forwarded in time
for our February meeting.

NEW BUSINESS
Election of Officers
MOTION by Cochran, seconded by Larson, that Mr. Jack Dunphy serve as Vice-Chair-
man to the Parks and Recreation Commission for the year of 1968. The Motion
Carried.
Mary Lou Erickson was appointed by the Commission to serve as Secretary to
the Commission, �
Hockey Safety
According to a recent study, the American Medical Association £eels that all
hockey players should wear helmets and mouthpieces:for their own safety. This
is already a requirement of the Hockey Association of Fridley.
Quarterly News Letter
The idea of Chairman Hughes of sending out a quarterly news letter was brought
before the Commission by Vice-Chairman Dunphy. The purpose of .this news letter
would be to keep previous Commission members informed on actions of this board.
Land Interests
The Commission should review every piece of land that they have on record at
least once a year. The Commission agreed to update their land interests at
their February and August meetings.

Treasurer, appeared before the Boa rd. � '
�It was pointed out that a motion for a variance from 100 feet to 45 feet was approved
by Council action on August 23, 1965. Therefore, this variance should read "from
45 feet to 35 feet", or a 10 foot variance. The motion by Council on approval of
the Board of Appeals Minutes of August 18, 1965 is valid.
MOTION by Minish that the Board of Appeals grant permission for the 10 foot setback
variance. There is no one here in opposition to this variance, and. all residents,
corporations, etc. within 200 feet have been notified, except those residents in
Columbia Heights across Main Street. There appears to be no reciprocal agreement
with Columbia Heights in notifying residents within 200 feet of commercially zoned
property. Even with the variance, this building would not be as close as VID Sheet
Metal Company is to 43rd Avenue Northeast. The setback from the intersection of
Main Street and 44th Avenue Northeast is sufficient to a11ow adequate traffic
observance. There will also be no entrances .to the building on Main Street. The
motion was seconded by Ahonen. Upon a voice vote, there being no nays, the motion
carri ed unanimously.
The Acting Chairaran felt that the two company representatives.presented an excellent
proposal before the Board.
RECIPROSITY AGREEMENTS:
The Board of Appeals feels strongly that those communities
be notified of any action proposed and of the result of any

The special meeting of the Fridley Vi11a�e Council was called to
order at 7:30 P.�I. with all members present.
Mr. J. N. Sullivan from the Ellerbe Company was present in con-
nection with our application to the Federal Po��er Commission for` a
gas alotment. He explained that a new company� Mid-t�;estern Gas
�'ransmission Company, has �iled an application withi:the F.P.C.for
permissiori to construct a gas transmission line from Canada and
� to be connected to a Tennessee line� and that this line is pro-
�osed to run at apnroxi�nately the same location as the one applied
or by Northern PIatural Gas � and he suggested that �re file an
application on this line in addition to the one we have already
filed witn Northern Natural. Motion by Johanson seconded by Vye
to adopt resolution petitioning th� Federal p taQr Commission for an
allocation of gas from the Mid=?estern Gas �'���'.'�� line�. Motion

The special meeting of the Fridley Village Council was called to
• order by Mayor Hughes at 5:�+0 P:M. with all members present ex-
cept Johanson.
. The judges for the special election held on Decer�ber 20 or_ th�75
quc�stion of a�375,000 bond issue �ras pres�nted as follows:
� votes were cast �.►ith �33 voting in favor of the proposition and
142 voting against. Motion by ?�aulson secended by Grnig to
accept the r�port of th� election judges. I�iotion c�rried.

joint agrePment with schooT district �`23 and to authorize the
N;ayor and r�anager to sign the agreement:

Minnesota (hereinafter called the «School District")� is in need
of a gymnasium� audit�rium� library and other related facilities� and
,.--,, ��1HEREA`�, the Village of Fridley� Niinnesota (hereinafter called
' � the '�,'illage"�� is also in need of a building for gymnasium �audi-
'� , torium and library facilities� and
T�THFR�'AS, neither the school district ner ihe village can
borrow a suff icient amount to construct a building suitable for
such purposes ur.der the limitat�.on, of indebtedness applicabl.e to

Statutes� Gection 471.59� the school district and,the village are

such purposes �,•rill cost ab�roxiaately �500�000 and the Board of
the school district and the Council of the village are authorized
by vote of the voters of th� �znicipalities to incur indebtedness
and issue bonds to vrovide fui�ds for such �urpose within the

Dear Mr. C lark:
I have reviewed the wrious resources within our office and the study area and feel
that l have a basic concept of the kind of activity �ecessary to perform a study and
provide the Planning Commission with cecommendations, Our study activities would be
for the area of Fridley bounded generally by Stnte Highwoy.�47� 57th Street, Main Street
and 6lst Street. Our work will Mke into account the uses adjacent to the study area and
will include gene�l recommendation for the adjacent area as may be pertinent to the
study area, We will guther field information as related to general building outlines,
land (or building) use and other physical information as av�ailable related to street con-
dition traffic movement, zoning imformation, etc, We wil! prepare at least fiwo sketch
preliminary development plan alternatives. We then will review alternatives with the
Planning Commission in order to select and gain constructive comment. We then will pre-
pare both a Land Use Plan and a development plan based on the most logical sotution to
development alternatives together with a brief companion narrotive serving to supplement
the plans with recommendations relating to land development, land use and zoning,
transition from existing to the improved. and methods for implementing improvement. Our
changes for services would be on a time and cost basis in accordance with the following:
Member of Firm �20.00/hr.
Senior Technician 15.00/hr.
. Technician 12.00/hr.
Junior Technician 9.00/hr.
Office Assisbnce 7.00/hr.
Expense and direct costs - at cost
Services would be performed for an amount not to exceed �2,500,00. I would attend no
less t�n two meetings with the Commission and would perform services in 1968 over a
thre� montM period following receipt of your notice to proceed.
