Cha.irma,.n Hughes asked that the last sentence on Page 2 be omitted as
it was irrelevant.
On Page 5, the paragxaph before the motion, at the request of Mr.
Erickson, should read, "Mr. Erickson said it seemed to him that rezoning of
this property and the question of this type of complex would be an asset to
the community and we should be able�to eliminate once and for all the pro�lem
of the North parcel i.n question." .
MOTION by Jensen, seconded by Myhra, that the Planning Commission
approve the m�.nutes of April 25, 1968 subject to the above corrections. Upon

' Mr. Siverts was present, and he passed revised drawings to the
members of tYie Commission. In describing the easemen.t which the State of
Mi.nnesota has in order to reach the dam site, Mr. Siverts said that you staxt
at County Road H at the 66 foot strip (Parcel F) and follow it due South on
the same line to the dam site.
As it sta.nds, the City would not be.able to use.the easement if the
State should give it up. Mr. E�ickson asked Mr. Siverts if he ha.d any objections
to �ivin.g the City an easement over the same right of way that the State has.
Mr. Siverts thought it would be up �to the State and, as far as he ls,n:ew, they
hadn�t been to the dam site for seven yeaxs. �
__ Mr. Siverts explained that the reason for Parcel F being where it is is
n because it is the only access for the pa.rcel of land to the Ea.st of it. He
thought that would take caxe of the access to the Creek dam, and the Fontaine
land to the South. '
The Chairman asked Mr. Siverts if he would be willing to give the City
access over the easement for the period of its duration. Mr. Siverts answered
��Yes ." .
• Mr. Jensen commented that in the matter of streets and utilities
easement, they cannot be included in a Registered Land Survey, but it can be
dedicated by written dacume.nt. He wondered if there should be some consideration
gettin.g power in and providing for utilities. .
Mr. Siverts said tha.t Paxcel E would be the only lot that may be open.
for consideration as far as•possible sewer. When a request would come in for a
building permit on Lot E, they might ask to have it without City sewer.
Mr. Siverts said the power lines come i.n on Lot E from Central Avenue
�� to the Ea.st. The C�s Company services through a new underground line from Ce.ntral
Avenue. The telephone lines axe underground. ,

concur with the recommendation of the Plats & Subdivisions-Streets & Utiiities
recommending approval of Lot Split, I,.S. #68-08, being paxt of Lot 1, Revised

Chairman Hughes read the Notice of Public Heax�ng.
Mr. James Peaxsor�, president of S. G. Peaxson Co., Inc. was present and
explained their rec}uest was for a hearin� to enable them to plat for industrial
and commercial. There would be no land use changes, no modifications of any type.
Mr. John Dunphy, 155 Stonybrook Way: Is there any possibility the
developer would consider a border landscaping which would reduce the impact of
the commercial property on the houses ox� the other side of the road, a.nd would
baffle noises coming from this area.
Mr. Erickso.n explained the Building Standards-Desig:n Control Committee
require an extensive amount of landscapin� for any type of commercial or industrial.
Ed Thayer, 132 Stonybrook Way: My concerx�. is they might put a service
station on part of Lot 2.
. Mr. Peaxson a.nswered that he did not believe a service station would be
interested in Lot �. There is a building under construction on Lot 1. Lot 2 �
would be limited to permitted uses by the zoning ordi.nance.
Ed Jo:n.a.k, 133 N.E. Craigway: The axea on the S,E. corner of 77th Way
and East River Road �croes from 77th Way -- there is a potential corner for a
service station and:I�ha,ve received;�a notice of some hearing on it.
The E�gineering Assistant said that lot was zon.ed multiple and it

committee.

Chairman Jen.sen reviewed the discussion of the Plats & Subdivisio.ns-
Streets & Utilities Subcommittee. The lot split was previously granted to the
original owner and he did provide a Eastf4lest street right of way through the
� center of the property, and then was allowed to split it into two paxts. The
petitioner has purchased the North half, the line between the new road and
Onondaga an.d the North Half (13�) of the South part and he is now requesting
splitting these divisions again to six separate parcels. It was�the feeli.ng
• of the Subcommittee tha,t a lot split of this sort would not be in keeping with
n the i.ntent of the Ordinance and that a plat would be recommended. The second
portion. of the discussion was relative to the dimensio�.s of the lots indicated
by the petitioner and this subject has previously been discussed a couple of
years back and de.nied on the basis of substandaxd lot width and this is the
ba.sic reason for the motion by the Subcommittee to den.y this request.

The �hgineering Assistant said the South Quaxter ( 4� has been spTit
off and the street is dedicated. Right now the dedication is from .Lots 5 and 6.
The Commission felt these should be standaxd lots as long as there is
the possibility of doing so. �
Mr. Jensen said he believed the �ngineering Depaxtment could help Mr.
Marxen.

Mr. Solverson explained that, basically, the:plan
presented�this evening, was a re-grouping working around
the eentral pool area. The layout is somewhat similar to
the original presentation. They are now requesting variances
on the original presentation. They have a more detailed
floor plan and studies of the exterior.
It was noted that one of the major�changes was the
elimination of the access road between the apartment
complex and the commercial property. Mr. Dumphy said
there would be no road, but two bridges. The reason for
the change of the position of the garages is that. they would�
be too low and the footings would be on unstable ground.
A�patio was planned which would be separated from the .
enclosed pool by a bridge.
Space has been allowed for 1.5 cars which would not
be�used cornpletely unless there were guests and perhaps
part of thi.s 4rea could be used for a recreation area.
� It was noted that at the public hearing of November 20,
1967, the motion mentioned three bridges.

Chai.rman Hughes asked that this item be put on the
agenda of June 13, 1968 and in the meantime asked the

previous plans in connection with the new request. It
was felt the Commissi.on would need a certification that the
new xequest only contains a change, but all other �

2. CARTER-DAY: APPROVE.REGISTERED LAND SURVEY, RLS #68-03:
The Eng3neeri.ng Assistant explained that this property
would not�have to be platted as it is a larger tract fihan

requesting that it be a registered land survey for the �
purpose of simplifing the legal description.

The Commission made a personal inspection tour of Moore Lake Beach and Park
•.in order to take a 1�ok at the newly filled area north oi the beach and ba11
� field area. Commission openly suggested items of interest and improvements
for the entire area. Discussion centered around what would to into the grou�ds
in respect to equipment and play areas.
Formal Meeting was called to order at Civic Center at 8:20 P.M. - Conference Room.

Association at Fridley City Hall, Com�nunity Center Room. 2. Random Thoughts

Proof copy of Bond Issue Brochure was presented by the Director tio the Commission
for discussion and correction. Many points were noted for changi:�g and correct-
ing. Commission discussed the schedule and procedure in mailing the brochure.
It was decided to have b4ai1 House Company addres� 7635 units of the brochure and
make sure they are mailed on Saturday, June 1, 1968, at the Minneapolis Main Post
, Office. Permit mailing will be used. All necessary arrangements would be made
• by the Director.
PUBLIC MEETINGS AND SPEAKING ENGAGE�IENTS CALENDAR REVIEWED �
The Commission added date and time of a public meeting scheduled by the.League
of Women Voters - Thursday, June 6, 8:00 P.M. at Locke Park. Two additional
speaking engagements were also scheduled by the League of SVomen Voters on May
20th and 21st. Chairman Hughes will also have a slide presentation available.
Brochure will also be done on time for passing out.
1969 BUDGET
The 1969 Budget was discussed and reviewed in respect to the Bond Issue passing
and also if it does not pass.� Budget meeting will be on hionday, May 27th.
Capitol Improvements were the main`topic of interest. Further infor.mation and
facts were brought forward by the.�ommission on the following items: Chases
Island, Meadowland Addition,.tVoodcrest School, Moore Lake and dredging prosj�ects.

The Commission met at the Meadowlands Addition and discussed present conditions
and future plans for the park with Mr. Alan Jenkins and Mr. Lee Johnson, both

n Member Cochran requested that in the Special Minutes of May 13, 1968, Page 1,
Bond Issue Brochure, the date that the brochures were to be mailed be changed
from Saturday, June lst, to Saturday, May 25th.
MOTION by Fitzpatrick, seconded by Cochran, that the Regular Meeting Minutes of
April 22, 1968, and the Special Meeting tlinutes of April 28th and May 13, 1968,

GUESTS
Athletic Director of School District #14
Mr.�Frank Huelskamp, Athletic Director of School District #14, was present at
the meeting to discuss with the Comr�,ission the plans for construction of the
land behind the High School. The cost will be approximately $75,000.00 and will
consist of leveling the ground and developing two football practice fields and
one softball field. In the future they are planning to develop eight tennis
courts, hockey rink, golf-driving range, and archery range. The Commission asked
if these facilities would be made available to the public when not being used by.
the school. Mr. Huelskamp answered that of course there is always the problem
of getting competent personnel to supervise these facilities. He suggested that
the track is not in use during the summer and perhaps the City could organize
a track program for boys and girls. Mr. Huelskamp pointed out that the School
and the City have the same goals, deal with the same children, and in some cases,
n use the same tax dollar. .
Anoka County Commissioner
Mr. Haruey Peterson, Anoka County Commissioner, informed the Commission that
the final plans for the Ice Arena will be accepted on June 1, 1968, and that
the aniticipated opening of the arena will be in February of 1969.

Letter from John Dunphy to Mr. Robert F. Hall, Midwest Planning � Research, Inc. -
Subject: Plans in the Anoka Capital Improvement Program which would affect
the City of Fridley in the area of parks and recreation.
Letter from three citizens in residential area around the Little League Field at
58th and Jefferson � Subject: Complaint of traffic during games. The letter
was received in the Parks and Recreation Office and is addressed to the City
Council, City Manager, Police.Department, and the Parks and Recreation Com-
mission. The Commission feels these residents have a lEgitimate complaint
although this is the first time this problem has been brought to their atten-
tion. The complaint also states that the club house and grounds are kept �
in an u�nsightly condition. The Lease Agreement between the City of Fridley
and the Little League Organization specifically states that it is the res-
ponsibility of the Little League to maintain the property. (See Attachments:

Parks Work Pr�ress Report
The Commission questioned the reason for the second break-in of the Park Garage.
The Director brought to the attention of the Commission, the great need for a
burglar alarm in the garage. He has already received one bid for the installa-
tion of an alarm.
LAND ACQUISITION
North Park Area
MOTION by Dunphy, seconded by Cochran, to inform the Council that this area in
the far north part of town along Universit� Avenue does.not figure in the Com-
mission's plans at present. We further move that the Commission inquire of
the Council the purpose which the Council has in mind for the tract north of
Osborne Road and West of Univexsity Avenue for which the Council ordered a re-
quest for a federal grant. The Motion Carried.

The brochure was mailed Monday, May 27th, to the residents of Fridley. The
Citizens Committee is staging a door to door campaign passing out "Vote Yes"
signs. The League of Women Voters are planning to make and place lawn signs
and are also planning a door to door• campaign. They are also planning a Pub-
lic Mee�ing to be held June 6th at Locke Park in the shelter building.

with the bleachers. It is the understanding of the Department and the

Commission was presented by the Director, a City F.ngineer�s proposed plan for a,
roadway into Locke Park from 73rd Avenue. Commission expressed an extreme inter-
est in the proposed roadway into Locke Park from the east side. Commission desires
to have this plan looked into. Further ideas on signs and direction were expressed
for consideration.
The Fridley Mrs. Jaycees contributed to the Parks and Recreation Department two
pieces of apparatus for Locke Park. � '
MOTION by Dunphy, seconded by Cochran to receive with thanks the gift of
apparatus from the Mrs. Jaycees. The Motion Carried.

Jensen.

Mr. Zizak was present and explained he had not heard
from the attorney from Erickson Petroleum, and asked that'
the petition be continued. .
MOTION by Nagel, seconded by Myhra, that the Plats

2. PROPOSED PRELIMINARY PLAT: P.S. #68-04 BARTH ADDITION BY
MERWIN BARTH: Lots �16.and 17, Block 2, Spring Lake Park
Lakeside A dition.
Mr. Barth was present.
� The Chairman recalled that this is an area where there
. is a master street plan. It was noted that there was a �-
twenty-five foot dedication for the proposed Cleveland Street,
(Arthur Street had already been dedicated) and a 6 foot utility
and drainage easement. �-
Mr. Barth said that Lots 18 and 19 were under one
ownership, and were not for sale.
MOTION by �Iyhra, seconded by Nagel, that the Plats and
Subdivisions - Streets and U�ilities Subcommittee recommend
approval to the Planning Commission of the preliminary plafi,
P.S. #68-04; Barth Addition by Merwin Barth of Lots 16 and 17,
Block 2, Spring Lake Park Lakeside Addition inasmuch as the
utilities and grades easement seem to be in order. Upon
�a voiee vote, all boting aye, the motion carried unanimously.

3. LOT SPLIT REQUEST: �L.S. #68-11, LEROY B SMITH: Lot 2, Blbck 1,
Spring Valley Addition.
Mr. Smith told the Subcommittee .the lot was 125' x
300+' and he wished to split the lot making the south half
137 feet, the north half to have a 25 foot easement for a
future road and also.a five foot utility easement in the
Ce��er. Also, there is a house on the proposed south lot
towards the back and center facing 64th, and has been vacant
for about two years. He said he thought the legal description
of the south half would be the south 137 feet of lot 2,
Block 1.
The City Engineer asked if Mr. Smith understood he
could not build on the South lot until the utilities are in,
and the answer was that Mr. Smith did. Mr. Myhra asked if
Mr. Smith was aware that the 5 foot utility easement in the
center of the lot meant five feet from each half. Mr. Smith
said he would do that.
The Chairman mentioned the minimum lot requirement
is 9,000 square feet and that Mr. Smith was over that amount,
and asked that an actual description prepared by a surveyor
be ready for the Planning Commission meeting on June 13, 1968.
MOTION by Nagel,,�seconded by Schmedeke, that the Plats
and Sub�isions-Streets and Utilities Subcommittee recommend
approval of:�Lot Split request, L.S, #68-11, subject to the
dedication of 25 feet on the North side of Lot 2 for stre.et
purposes, a 10 foot utility easement in the center of the
plat (5' for each lot) and subject to satisfactory description
of the split parcel. Upon a voice�vote, all voting aye,
the motion carried unanimously. �
�.� VACATION REQUEST: SAV #68-03, HENRI� SAFFERT: Lots 22A
and 22B, Block 1, Lyndale�Builders 4t Ad ition. �
Mr. Saffert expTained th�.t he wou�d like to build a
double garage, and that Northern States Power had a five
foot-anchor easement in the back yard on the West side.
Chairman Jensen said an anchor easement is of no par.t-
icular concern to the City as, basically, it is for a pole
• anchor and no other purpose. �-LL �- - --
Mr. Saffert said the proposed garage would not encroach
upon the set back requirements.
� He presented letters from the:North�estern Bell Tele-
^ � phone Company and the Northern States Power Company stating
�= ` i- they had..no objection to the encroa�h,m�nt on their easem�e�t�,- --•
- For the�Northwestern Bell Telephone Company the garage or
- roof overhang would extend on 'their easement and for the �
Northern States Power Company, the encroachment would be on
the existing S foot anchor easement and there were no

objections as long as it did not interfere with their
facilities which occupy the easement. Mr. Saffert is asking
for the vacation of a portion of the easement of 2 feet, i.e.
taking two feet from a five foot easement leaving it three feet.
The Chairman suggested.to Mr. Saffert that the City �
Attorney be called, explaining the vacation to him and get
his answer as to procedure and documents needed.
MOTION by Myhra, seconded by Nagel, the Plats and
Subdiv sii ons - Streets and Utilities Subcommittee recommend
approval of SAV #68-03, Henry Saffert subject to the petitioner
presenting to the Planning Commission exact plans as to
procedure for securing vacation. Upon a voice vote, all
voting aye, the motion carried unanimously. .
5. LOT SPLIT RE UEST: L.S. #68-12 CENTRAL SERVICE COMPANY,
ITH G. HOLVENSTOT, AGENT: Eric son Petroleum Company
Lot 15, Bloc 4, Bennett Palmer Addition.

Mr. Glenn W. Evans repres.ented.Mr. Holvenstot. He
expTained that they had sold 24 feet of Lot 15 to MacDonald's.
They are not going to build on this portion but need it
for parking space. . �
MOTION by Nagel, seconded by Myhra, that the Plats and
Subdivisions-Streets'and Utilities Subcommittee recommend
approval of the Lot Split Request L.S. #68-12., Central
Service Company, Keith G. Holvenstot, Agent of the South 24
feet of Lot 15, Block 4, Bennett Palmer Addition. Upon a
voice vote, all voting .aye, the motion carried unanimously.
PROPOSED PRELIMINARY PLAT: P.S. #68-03 SOUTHHAMP�ON 2ND
ADDITION, JULIAN M. JOHNSON CONSTRUCTION COMPANY: Outlot 2,

The Chairman said that this parcel is Outlot 2
previous plat wh�ch showed a proposed road connection
Benjamin Street. It seems this plat does not include
dedicated street, which would make this a landlocked

The City Engineer suggested a new road plan be considered
getting the people in the area together and try working out
a new plan. The Subcommittee agreed to meet in a group and�'

at 7:00 F.M. on the corner of Ferndale and Benjamin Avenues. �

check on access for this parcel. Upon a voice vote, all
voting aye, the motion carried unanimously.
Mr. Albrecht entered the meeting.
VACATION STUDY: 56TH AVENUE 6TH TO 7TH STREETS: Requested.by
Council at 3 6 meeting.
The City Engineer gave the background for this study.
He said that when the Interstate highway was put in,--there
was an outer drive to 7th Street for the Drive-In Theatre,
but there was no drainage facilities. Whenever it rained
sand piled into 7th street and 56th Avenue. In 1966, the ,
City blocked 56th Avenue with a pile of sand. Since that
time, the storm sewer has been put in to take care of the .�
drainage from the Drive-In Theatre.
Mr. Brusseau, who owns the property on the Southwest
corner of 56th Avenue and 7th Street, goes over vacant property
to get into his garage. He requested the sand pile be
cleaned up the road opened so that he could enter h�is �arage
from 7th Street. A suggestion was made to get a petition to
improve the street, but he said he had tried.it, and didn't
get a goad response.from the property owners, The Council
felt it should be studied.
The Subcommittee wanted to go over the area and to
continue the Study until the next meeting of June 20, 1968.
MOTION by Schmedeke, seconded by Myhra, that the Plats
and Sub�ivisions-Streets and Utilities Subcommittee table the
Vacation Study of 56th Avenue from 6th to 7th Streets until
June 20, 1968 in order to give the Subcommittee time �o check
the area. Upon a voice vote, all voting aye, the motion
carried unanimously.
