The Vice Chairman (alsa Chaisman of the Building Standards-Deaiga Control
Subcoawittee) reviewing the action of the Subco�ittee said they had recomnead�d
Appraval of the �tructure to be placed on the property. Lot 15 ia addition�l
pazki,ag for MacDonald's. The item of real concern is the balance of Lot 17
�hich would be uabuildable because of the eaeeaoant for storm aad su►itary s�es
an the North aad this includes a vacated walkWay of 20 feet and a 10 foot
utility easement making a 30 foot utility easement.
Mr. Jenaen asked Mr. Svans if they awned the additional lota to the North
aad the ansWer was they did, but did not have any plans at the preseat tima.

wit'h the Building Standards-Deaiga Control Subcommittee aad apprave the Lot
Split, L.S. #fi8-14, Central Service Compaay for the South 49 feet of Lot 17,
Benuett Palmer Additioa. Upon a voice vote, all voting aye, the motion carried
utsaaimous ly .
The Planning Co�ission wished to call to the attention of the Couacil aad
Petitioner that the remaining portion of Lot 17 is too narro�r to be used by
itself and its use is hindered by the existaace of a 30 foot utility easement
n • to the North, aad therefore suggests that it can be used for additional parkiag
axea.

Mr. Kenaeth Fr;anlco was present and stated he vas the awaer of the apart-
mant buildiag at 5612 Seventh Street and he vondered ahat had been plaaned.
Mr. Jensen explained the reco�endation made by the Subcc��mittee waa to
clo�e Che road and public thoroughfare. lfic. Franko would be deeded one half
the 30 foot street aad frontage on 7th Stzeat. He alao said a part of it
Would be kept by the City for utilitiea ss there are certaia requir�ts for
maiatea�ce. etc. The area could be used for parkiag or landacaping. but a
atructure could not be built on the utility eas�eat.
The Vice Chaira�en called attention to the fact that the Northern Statea
Pa�+er Coapany aad the 1Kiaaeapolis Gas Compaay had written lettera stating theq
�tad ao objections to the vacation.
Mr. Fraako stated he was ia favor of the vacation. Mr. Jenaen �aid that
•ou�d bring the score to three out of four ia favor of the vacation a�d the
fousth p�rty did not ahow.

The Vice Chairmaa gave a short resume of the backgrouad and r�aaons for
asking the help of a planaer at thie time. The area, approximately 80 acres,
is zoned Y-2, with gaieral coamercial dgvelop�ment to the South, heaey industsial
to the West, trunk bighway to the Sast aad residential to the North. The iieat
S�rvice road of T.H. #47 had been abandoaed fram 57� Avenue South. Sec�atly
thera had beea aome pressure to extend 3rd Street. There are �ltiple dvellings
which were erected before the present zoning took place.
The present proposal is to elimiaate the frontage road betweea 57th Ava�ue �
and 57th Place and the Highway Departm�at may put this up for bida.
M�ost of the rezoning pressure has come from South of 60th Avenue, primarily
iu the area along 3rd Street fram 59th and 60th Avenues aloag U:tiversity Avenue.
Tha ares North of Holidaq has already been rezoaed. Also, in 1967 there waa a
vacation of 57� Avenue between 3rd Street and 2� Street.
Ms. Schmedelce was asked to poiat out the exieting stzuctures oa the map�
givea the members and Mr. Chapmaa and also explaia to l�c. Chapo�a his interest
ia ths ar�a.

At this time the Board advised the Buildi.r.g Department and Mr. Zimbal
