Mr. flobert Brokopp, General Land Agent of the Great Northern R,ailway,
gave a short review of the platting request, stating the property (Southeaet
quadrant of T.H. �694 and Eset River Road) was purchased to be developed ae
industrial in December, 1966. It was decided to use the Reg�istered Land
Survey as the method of divieion of the land because it lends itself to a
flqcible developmetit of the property. The plan had been to the Plats � Sub-
n divieians-Streets 6� Utilities Subco}rmittee and now is at the public hearing
stage. This evening a preliminary copy of the Declaration of Protective
Coveaants was presented t:; the Co�ission members. The C
they co�ld dedicate roadways until they could see how the�roA� did not feel
develop, but they vill dedicate the roads. �e p Perty would

The 8ngineeriag Assistant said he had talked to the County Surveyor and
was told that the B,egistered Land Survey is a legal procedure that would be
accepted for recording.
Mr. Shaw statsd that the entire acreage is one piece of praperty. A
R�egistered Land Survey plat has tract letters so that they caa comrey any
combiaation of parcela and it would not ha� the balanc� of the property.
Vice Chairman $rickson asked if the Registered Land Survey were filed
uaa, is it correct that the only street dedication would be the Tract "J"
oa the map presented this evening. He was informed this was corzect.
The Plaanin,g CommiBSion expressed deep concern vver the receiving of a�reet
dadications in the future.
I�'. Shaw referred to Section 9 of the Protective Covenants saying theq
hsd tried to make it ae comprehen�ive as possible. They felt Section 2 would
co�letely take care of this situation. If anyone bought a tract of laad,
n hs xould be informed of the protective coveaants. Also, he could not go to
s aostgage coepany and get money to conatruct a building without proper accesa.

xas neceaeary. He alao said he thought a terrific job had besa,don� in th�
caveaaats, but there mu$t be no misunderataading in the fu�ure of th�
eAtraacee and the City'� obligation.
Referriag to future atreete, Mr. Shaw said his Company would hav� to
have an acceptaace signed by the City and a resolutioa by the Council to
ucapt the dedicatiou. After dedication is accepted, the �;ty do�a not banr�
to ,aintain tham until built to their staadards. He contiaued that they

PAItK CONSULTANT - MR. ED BRADDOCK
�-� Mr. Ed Braddock, Park Consultant, presented to the Commission two prelimina"ry
sketches of his ideas as.to how Riverview Park and West Moore Lake Park coulcl
be developed. ,
Riverview Park
. In Mr. Braddock's first plan for this area, he showed a roadway coming into
the park from 79th Way and ending in a rectangular parking area. To the
south, a path or walkway could be built along with a picnic area with a
small shelter building with restrooms. A boat launch could be constructed
. off the southwest corner of the parking area. The river is quite shallow
along this parcel of land and so consequently, would have to be dredged
every second or third year to provide enough depth to launch boats. Mr.
Braddock presented a second plan for this area, whereas the roadway would
end in a large circular drive in the northern two-thirds of the park with
parking provided along the outer rim of this drive. In the center, a pic-
_._. _ nic area would be provided. A-boat .�aunck�-�onsisting of five or six stalls
" could be constructed. Mr. Braddock felt that'in either plan, new trees
of a variety that would not grow too high and spoil the view, would have be
, planted. The area is reasonably level but would have to be de�eloped in
such a way to allow for frequent flooding. The immediate residents in
this area would like the area to stay rustic as there is much wildlife
there. The Commission discussed the possibility of cooperative deyelop-
. ment with the County and will che�k into this. Approval would also be
needed from the Army Engineers. Vice Chairman Dunphy suggested that with
�"� the circuLLar drive plan, the southern_one t�ird could be left in a wild-
iife area, and also Apex Lane which borders the west edge of the park could
be utilized and thus a shorter entrance road would be needed. The�park
Wc�uld have to be developed in stages and Member Fitzpatrick stated that the
. b�t launeh is the main item. Mr. Braddock is going to redraw the plan

using the circular drive, the entrance off of Apex Lane, and leaving the

beach facilities.
fi�es't Maore Lake' Park
The plan that Mr. $raddock presented �or this area was centered around
saving the two large sand dunes currently existant. Development of a
picnic area and a banstand were shown. Blow sand would.be a major prob-
lem though. He suggested that possibly a dock, two picnic piers, and a
swimming bea.ch with bathhouse could be developed along the shoreline of
the Lake. Vice Chairman Bunphy.questioned whether or not it would be
feasible to locate a swimming pool in this park; it's being so close to
the Junior High Pool made such a pool location improbable. The Commission
is going to sttxdy where the best location'would be for a swimming pool
considering population, traffic, etc. Member ponlin suggested that if
the bandstand would be located in the northwest corner the sand from the
dune would blow away from the bandstand rather than right into it. Vice
Ch�.irman Dunphy stated that it was a very fine plan but again this park
rv�uYd have to be developed in stages. Perhaps an elevation map could be
obtained from the Engineering Department and the cost of grading estimated
sa a start mig}tt be made .
The meeting secessed at 9:40 for ten minutes.
FRIDLEY YOUTH FOOTBALL AS,SOCIATION PROGRAM
Member Cochran stated�that he felt that a minimum time that each player part-
�� icipates should be included in the Youth Football Rules, Vice Chairman Dunphy
�said that he thought each boy should play at least one quarter. The Commission
requested that the Director check the rules to see whether or not this is already
a part of the rules.

Naming of Siverts Lane

Progxamming Junior Olympics � 1969
Vice Chairman will write to the men influential in programming 1968 Junior
Olympies in the schools for the children of Fridley and offer the Commission's
help in planning this program. The program would be available for children from
�- elementary age to 17-18 years of age and would encourage track sports events
competition for boys and girls. A program could be planned completely so that
� children know about it, could be trained in various sports and could participate
. in trials and finals. �

Referring to the job at Lot 9, Mr. Nagel said there was a sort of an
alley from Lot 9 down to Lots 24, 25 and 26, but since the middle lots had
� been sold to the Trailer Court, that part was closed off so that now it is
non-existant. The only place that is being used is between Lots 24 and 27
, and it is used as a sort of alley way. On the east side of Lot 1 there is
a s� foot drainage easement and the �elephone Gompa�y decided to locate
their building on the west line of Lot 1 and the easement area will be for
parking.
Referring to sewer, Mr. Nage1 said originally it was to be put on the
south Tine of Lots 1, 2 and 3, but they are on�.g 188 feet deep and he was
afxaid with the setback, you would not be able to get much of a building
an these lots. He then suggested the sewer be moved down to the south
line of Lot 4 so that there would be more space for buildings. There is
a 10 inch watermain on Osborne Road, but if tiiey had tried to put sewer
alongside the watermain, there probably wouldn't have been enough separa-
tion as he understood there is a lU toot separation required.
Chai�man Jensen said these two items should be considered in the course
af discussion as a combination. He asked if the E�gineexing Department had
studied the need for changing the easement and Darrel Clark answered that
they agreed with Mr. Nage1 as there would be no percentage having the sewer
on the south line of Lots 1, 2 and 3.
' The method of describing the split was discussed. Mr. Nagel sCated
that he thoughfi the description would read "I.ot 4, except the westerly 216
feet". He was asked if he envisioned another lot split in the future.between
��� I,ots 2 and 3 and Mr. Nagel said he wouldn't even want this to happen as he
� would rather sell as a whole block. He didn't think he would consider sel-
ling these lots separately. �

Page 6 of the Agenda that the 20 foot dedication shown between Lots 4 and 5
