The Planning Cou�ission, meeting as a committee of the whole, met at 7:30 P.M.
N�ERS PRESENT: Hughes, Jensen, Erickson, Myhra
MEHIBER ABSENT: Ylinen
The methods to be uaed in pursuing the study of the new Zoning Code were
discusaed. T'he members agreed on the objective to have a new Code ready to
reco�end for adoption by the end of 1968. The following schedule was adopted.
Complete First Draft
Discuss draft with Council and provide
copies to Council for review
Review, rework, and incorporate comments
from various sources
Attorney provide 1ega1 polish and put in
form suitable for adoption
Final Review by Commission
Final Draft to Council with recommendation
to adopt

In order to meet the May 1, 1968 deadline set for a first draft, the
me�mbers estimated that 12 three hour sessiona will be needed. The members
agreed to meet each Saturday from 10:00 A.M. to 1:00 P.M. Additionally, the
members agreed to devote the monthly study meetings of the Planning Co�ission
to this purpose.
The membera discusaed Sections 1 through 3 of the rough draft of the new
Zoning Code as provided by the City Attorney, reviewing the work already done
by the Planning Co�isaion at its regular meetings. Section 5"R-1 ONE FANNULY
DWELLING" was then discussed in detail. The following decisions were agreed
upon.
5ection 1 now appears to be ready.
Section 2 should be left until the end of our first time through the entire
code, at which time we will rework for the final items and coa-
sistency of wording throughout.
Section 3 needs further full diacussion on 3.5 and 3.6, with the City Attorney.
If thia material is in Chapter 46, do we need more than a reference
noting such at this spot? We need information for 3.7 regarding
our present nuisance ordinance, and about standards for enforce-
ment. For 3.8 (13a and b) do we simply have a reference to our
sign ordinance? Should 3.8 (1 and 2) be included at this point.
For 3.9 do we simply make reference to land alterations found

elsewhere? A quest3on of precedence regarding present Chapter 45,
^ 53 and 54 has arisen because of apparent contradictions.
Section 4 seems okey presently.
Section 5 has not been completed. See many changes as noted in Chairman
Hughes' working copy. We begin next time at "front yard require-
ments" for which Bi11 Jensen w311 work out phrasing.
The members agreed that the '"USES PERMITEDm section of Section 5 should be
reviewed in light of work done previously by the Planning Commission. Chairman
Hughes agreed to secure copies of that ma.terial.
The next meeting of the committee will be at 10:00 A.M. on February 24, 1968.
The meeting adjourned at 12:30 A.M.
