Mr. IKortenson was present and explained that he had talked to Peter Brook who told him he has 20 feet he might consider to dedicate'for a service road. He could`not give 30 feet as he would lose a couple af trailers. There is a 22 foot s�rip available, but that is included in the 2 0 feet. He would talk to his prospective buyer and see if a 30 €oot easement for access; until such tim� a service road goes in, would be agreeable. This would be sort of a private drive. Chairman Jensen said he thought Mr. Mortenson would have a problem if they approved without access dedicated. The Subcommittee would be allowing a violation of the ordinance because there would be no street access on the lot. It would be impossible to build on the lots. It would.not be feasible to have ane building on a lot 600 feet deep. � Mr. Mortenson asked if a series of buildings could be put along the back. This would be similar to Holly Center. Chairman Jensen added that the property would have to be under one ownership. The Engineering Assistant suggested platting and then the 30 foot strip off Central Avenue could be shown as part of the lot. Chairman Jensen said iC seemed to him they could have provisional proof of this as a proposed plat with a dedication of a 30 foot service road on the West end and considera- tion of a road easement either to north or south for a public right of way and then Sheldon could go ahead and pursue the.easement in either direction. In case:of a failure, he would have to plea hardshipo � The information was volunteexed that there is a slim possibility the City will be condemning for a well house on the first and second lots south of Mr. Mortenson's property. It was understood that the first lot was owned by Carl Sorenson, the second by G. A. Gunderson and the third by Ed Cl�ies. Also, the service road loops behind the filling station and the question was raised whether or not it would be logical for the highway depart- ment to want a vertical back up. If this were so, Mr. Mortenson wauld have to go an 73� Avenue to get out. The probability was that the first lot w auld be the booster station and a road.would curve around in Mr. Mortenson's parcel. Darrel Clark said it would be better to go right down the street. Chairman Jensen suggested at this point that P.S. ��69-05, East Ranch Estates 2nd Addition be set aside and the Subcommittee consider P.S. ��69-04, East Ranch Estates lst Addition. Darrel Clark said the. St. Paul Water Works easement contains an air vent which will cost $1,35�.00 to remove. This lies in the service drive. An Agreement between the City and the St. Paul Water Commissioners will probably state we will have to pay £or the removal of the air vent and other conditions as far as the road construction is concerned. The costs will probably be borne by the plat in the improvement costs. Chairman Jensen noted the service dxive all the way up the east edge and said it will be dedicated in the plat itself. They feZ.t the roads shown were sufficient at this ti.me, as they did not'want to encourage mixing ' industrial and cammercial traffic. Then followed a discussion about a possible crassover at 79th Avenue, �,,,� _ although there is an access there now. The Narth Suburban Sanitary Sewer District has an easement on 79th Avenue. Darrel Clark mentioned that the serv'ice drive has a watermain. Mr. Schroer said Comstock & Davis are dropping a test well and he has agreed to give the City permission to put in the test well. Mr. Ricl�ard Aarris referred to the property they own and the problems connected with developing them. They get a deluge of.water from Spring Lake Park. The diteh cannot handle all of it. A proposal was made to have an open ditch, partial closing of �he ditch, or completely closing it. Chair- man Jensen said there is certainly a problem in putting in a storm sewer up there, He felt it would be more desirable and economical to run a pipe that went in a straight line. Mr. Harris said if the ditch were'abandoned, and moved it to 78th Avenue, you would be adding at least another 200 feet of pipe, Mr. Myhra wondered if the property owner on proposed Block 1 would be assessed if.the ditch went through ito There would be no difference as it would not change the drainage boundary. � Chairman Jensen asked Mr. Schroer if he could adjust the lot lines to line up with 78th Avenue. Block 1 would have to move north about 138 feet to center it up with the street. Mr. Schroer said he believed he would split it into four lots. Chairman Jensen said he thought there were advantages in going to smaller lots,�rather than combining two or three the other way. The Chairman told Mr. Schroer if he split into four lots, he would have l� acres or more._ Z'hat would eliminate asking for lot splits later on. ^ Mr. Harxis asked if there were anything in the new code as fax as the . • amount of buildings per square feet. He added it loaked like it wouldn't line up perfectly equare from 78th Avenue to Onaway -- chances are txemendous it wauld not line up. It is not•an industrial adjustment. It tnakes sense to make it square through Fridley and make the adjustment in the highway right of way. It would give more fox boulevards if 79th Avenue would become a State Aid street. At that time, Mr. IIzgelhaxdt was opposed to a 40 foot setback but in favor of a 50 foot aetback. MOTION by Harrie �to receive a petition signed by 4 neighboring property owners which waa circulated by Nlr. Anderaon. Three of the property ownera eigned agreeing to a 40 foot eetback. The petition wae changed for Mr. Engelhardt who would only agree to a 45 foot setback. Seconded by Miniah. Upon a voice vote, there being no nays, the motion carried unanimously. Chairmsn Mitteletadt: It is the opinion of the Cheirman that Seation 45•�7 reade that a person can erect hia houae either �ix foet more or eiz f�et lesa than the front yard depth required, which ie this area ie 35 feet, vithout going to the Board of Appeale. In my opinion this Publio Hesring before the Board wae out of order. Mr. Minieh and Mr. Ahonen agree with the City Attorneye interpretation which ia that the eetback requirement ie determinad by taking the averag� of the eziating front yard eetbacke of the housee on the two adjoining lote. If there wae a vacant lot on one eide the eetback on that lot would be aeeumed to be 35 feet. Fridley Youth Foatball Association's Board of Directors • Citizens Group - Neighbors of Niest Moore Lake Park (8) , � CITIZENS REGARDING DEVELOPMENT -0F WEST MOORE LAKE at 7:50) (5) Mrs. Cc�nnie Metcalf, 860 West Moore Lake Drive, acting as spokesman for the group, summarized the group's feelings toward the development o£ West Moore Lake. She stated that the people living near this park would like to see it le�t in its natural state. There are species of wild flowers, plants, and grass growing there that are unique in this axea. The park is being used recreationally by children who ski there in the winter months and by teachers who conduct field trips to this area. As time goes on, the sand dunes become more grown over and blawing sand becomes a lesser. problem. If ' the dunes were disturbed, this problem would start all over again. Chairman Fitzpatrick said that the Commission has a preliminary plan for developing the area which was then shown to the audience. Members oi the group then voiced their individual comments, with the main objection being the distuxb- ing of the dunes resulting in the problem of blowing sand again. Member Cochran stated that the plan is only a preliminary one, that there are no immediate plans for development. The Commission is putting much thought into this area but would want the neighborhood's reaction to�whatever they decide. LES CHESNEY, LIONS CLUB Mr. Les Chesney of the Lions Club stated that the club would like to take a portion of a city-wide park and help develop it. The project would prob- ably be spread ovex a three to fiv.e year period and would involve some land preparation and equipping a park. The commission suggested the possihility of building a foot bridge over Rice Creek in Locke Park. Mx. Chesney said that they would want to do something that would be permanent and would like to set something up for this summer. MOTION by Donlin, seconded by Blair, thanking Mr. Chesney for the offer from the Lions Club and that a committee be formed that could meet with the club to formulate some plans. The Motion Carried. FRIDLEY YOUTH FOOTBALL ASSOCIATION - BOARD OF DIRECTORS Mr. Sam Iaquinto, Jeff Rice, Dallas Joseph, Frank Hart and Glenn Engstrom, members of the Fridley Youth FootbaTl Association Board of Directors, attended the,meeting at the request of the Commission. The objects were to review the football program, go over the agreement befween the Commission and the Associa- tion, give the feelings of each group.towards the program and discuss any changes. Mr. Iaquinto stated that the object of the Association is to provide foatball to boys .in the area between the ages of 8 and 13. They feel that boys of these ages have an abundance of energy and that football satifies their needs both mentally and physically. He said that the number of boys registered jumped from I54 in 1967 to 278 in 1969 which shows a growing interest in the sport. This year the -boys wi11 be divided geographically to make it easier to get to their respective playing fields. Equipment-wise, the Association provides socks, pants, jerseys and mouthpieces,while the individuals provide their own helmets and shoulder pads. Each tear� consists of approximately 25 players and has a minimum of 2 coaches. Their main needs for 1969 are more coaches and better playing fields. The Commission's three main questions regarded an emergency injury action plan, by-laws governing coaches and officials, and a guarantee of total participation. According to the Association, all coaches and officials are iniarmed as to what to do in case of emergency, which is to notify the Police Department and also the hospital has a schedule of when all practices and games are taking place. They have written By-laws governing coaches, officials and players which is always being revised and ammended. Regarding participation, there is a rule that everyone must p2ay in every game. The Commission suggested that this be changed to read everyone must play at least one quarter of every game. The Agreement proved satisfactory to both the Commission and also the Associa- � tion. Member ponlin volunteered to attend the meetings of the Association which are held on the first Monday of each month and act as liaison between the Com- mission and the Association. The Commission requested that a section titled F.Y.F.A. Review - Ru1es and Regulations be added to the Program for Commission Activities for the month of Augusf. WELL HOUSES A memorandum fro;ri Mr. Qureshi, City Engineer, requesting camments from the Commission regarding the building of a well house which is to be located in the parking lot at The Commons Park, was discussed by the Commission. No action was taken. Chairman Fitzpatrick and Member ponlin will attend the April 7, 1969 Meeting of the City Council to discuss the Resolution regarding encroachment on park property. COMPREHENSIVE PLAN The Commission reviewed the Administration's Comprehensive Plan for parks and recreation. They approved the document for purposes of inclusion in the City's application to HUD for matching funds for land acquisition. They didn't feel that the proposed projects necessarily represented an inclusive listing of all projects under consideration by the Corrimission nor that the listing is neces- sarily in order of priority. The Commission noted that the North Park area has been designated as a golf course and wishes to emphasize that the Parks and Recreation Commission has never n�ade a serious study of the feasibility of providing a golf course in the City of Fridley. t� MIN[�TES OF REGULAR MEETING, MARCH 24, 1969 `�� PAGE 3 LETTERS � Letter received by Commission from Mrs. Mary Martin requested help from the � Department in organizing a nursery school. MOTION'by Cochran, seconded by Stimmler, to receive letter from Mrs. Martin. The Motion Carried. � MOTION by Stimmler, seconded by Cochran, instructing the Director to write a letter to Mrs. Martin explaining that we feel this is not within the scope of the Parks and Recreation Commission's function. The Mation carried. Chairman Fitzpatrick has drafted a�etter to the District #14 School Board regarding the past season's basketball-volleyball programs and the use of the school facilities. He Will consult with the City Manager concerning this Tetter. The memorandum from the Director regarding the xemoval of the 1954 Chevrolet pick up truck from service was discussed by the Commission. MOTION by Stimmler, seconded:by Blair, to remove truck from further service in the Parks Department. The Motion Carried, A letter was received from the Fridley Jaycees regarding the use of snow fence for th'e summer festival. MOTION by Cochran, seconded by Blair to receive letter from the Fridley Jaycees and refer it to the City Manager for appropriate answer. The �1 Motion Carried. SU1�I�R-FALL PROGRAM FOR 1969 After some discussion concerning the swimming lessons at the beach, the following motion was made and carried. LEAGUE OF WOMEN VOTERS Chairman Fitzpatrick appointed Member Cochran to contact Mrs. Eleanor Phillips to discuss discrepancies in the report of the Parks and Recreation Budget which appeared in their monthly paper. MEMO T0: Planni.ng Commission �M0 DATE: March 20, 1969 n RE: Annual Schedule for Meetings City Council has asked if there is some method of rescheduling Planning Co�nission meetings so that they would receive the'minutes with their agendas. In this way, Council would gain the benefit of the Commission's discussions and recommendations before they are asked to make their decisions. This could be accomplished rather easily by scheduling all regular Planning Commission meetings on the Thursday follow- ing the first and third Mondays. The administration would then haue approximately one week to process Commission minutes and have them sent to Council members with their agendas.
