Hubers and Mr. Julian Johnson were present to discuss the � platting. Mr. I-It�bers ciis�l�yed two ma.ps, the one being the original Amber Oaks plat and the other the Revised P.S. �69-02 combining the original proposed Amber Oaks plat and the proposed Southhampton Second Addition by Julian Johnson and at the suggestion of the Plats & Subdivisions-Streets & Utilfties Subconmittee. . Darrel Clark said that the hearing w�s advertising just for the northean part (Amber Osks), aad in order to approve the new combination� the revised proposed plat would have to be advertised again in order to include the additional property by Mr. Johnson. Mr. Hubers asked if there was any possi- bility of waiving that requirement and he was in£oYmed there has to be a hear- ing. Mr. Hubers was asked to get the names of the people within 300 feet of the south paxt of the p�oposed plat. The Engineering Assistant listed the reco�endations of the Subcae�ittee as follows: recomariended that McKinley Street, now ending in a cul de sac, be extended further to the South thus enabling the development of the land to the South. The street pattern would be mo�e favorable to the terrain in both areas if this were followed. Mr. Julian Johnson said it was his desire to plat the property in this fashion. Darrel Clark informed the petitioners the earlieat public hearing would be April lOth. Mr. and Mrs. Zanders asked to see the proposed plat. She said ehe felt ^ th�y k�ad axot h�d enough time to study the proposal. She asked hvw long it would take after the plat was apprwed and then to get w�ter and eewer in. Mr. Schroer said that when he brought the original plan, the storm sewer went through on 78th Avenue. � Mr. Harris was interested in the ditch as his plat, Onaway Park, lies west of the pxoposed plat. He said they thaught if the storm sewer was brought down 78th Avenue, where there is a platted street, then there would be no need for easements in the Onaway plat. Darrel Clark said it would be better to go right down the street. Chairman Jensen suggested at this point that P.S. ��'69-Q5, East Ranch Estates 2nd Addition be set aside and the Subcommittee consider P.S. ��69-04, East Ranch Estates 1st Addition. Darrel Clark said the. St, Paul Water Works easement contains an air vent which will cost $1,350.00 to remove. This lies in the service drive. An Agreement between the City and the St. Paul Water Commissioners will probably state we will have to pay for the removal of the air vent and other conditions as far as the road construction is concerned. The costs Grill pxobably be borne by the plat in the improvement costs. Chairman Jensen noted the service drive all the way up the east edge and said it will be dedicated in the plat itself. Mr. Schroer explained that the ranch ar�hitecture theme would be used on the service drive on University Avenue frpm 77th Way to 79th Avenue. The proposed Block 1, Lots 1, 3,6 and Block � are zoned industrial. Lots 2 and 4, of progosed Block 2, are in the futuri� fnr rezc�ning to commercial when they came in for platting, and part of �.ot 5 is also to be rezoned. Lot 1, Block 3 will also be zoned commercial, 77th Way will have half of it dedicated on the glat. 79th Avenue is on the North. They felt the roads shown were sufficient at this time, as they �did not want to encourage mixing industrial and commercial traffic. Then followed a discussion about a possible crossaver at 79th Avenue, althaugh there is an access there now. The North Suburban Sanitary Sewer District has an easement on 79th Avenue. Darrel Clark mentioned that the service drive has a watermain. Mr. Schroer said Comstock & Davis are dropping a test well and he has agreed to gi»ve the City permission to put in the test well. , Mr. Ric�ard Harris referred to the property they own and the problems connected with developing them. They get a deluge of water fram Spring Lake Park. The ditch cannot handle all of it. A proposal was made to have an open ditch, partial closing of �he ditch, a� comgletely closing it. Chair- man Jensen said there is certainly a proble� in putting in a storm sewer up thexe. He felt it would be more desirable and econornical to run a pipe that went in a straight line. Mr. Harris said if the ditch were abandoned, and moved it to 78th Avenue, you would be adding at least anothex 200 feet of pipe. Mr. Myhra wondered if the proper�y owner on proposed Block 1 would be assessed if.the ditch went through it, There would be no difference as ft would not change the drainage boundax}r. . Chairman Jensen asked Mr. Schroex if h� wuld adjust the lot lines to line up caith 7$th Avenue. Block l would �avre ta�move north about 138 feet to center it up with the street. Mr. Schro�r said he believed he would split it into four lots. Chairman Jensen s�id he thought there were advantag fn going to smaller lots,�rather than combi�ing two or three the othex way. The Ghairman told Mr. Schroer if he split i�to four lots, he �aould have 12 acres or more. That would eliminate asking,for lot splits later on. Mr. Harris asked if there were anything in the new code as far as the amount of buildings per square feet. He was thinking about a two acre parcel You could put about 30,000 square feet of buildings there. Darrel Clark said on the newer plats theYe is a limit of the size to tracts about one acre. We are gaing to want it 12,000 square feet in area and we have to have a large water supply because of the sprinklers, and we would want the pipe large enough the first time. We will be short of water if we don't act now. � Chairman Jensen said that if`that easement went straight across Univexsity Avenue over to 78th Avenue, the other easement would have to move down about 33 feet south. It would make Lot 5 worthles,s and Lot 4 even more so. Then that line could go across square with 78th Avenue. It was mentioned that Spring Lake Park has an outfall that opens in the highway ditch. He added it looked like it wouldn'C line up perfectly square from 18th Avenue to Onaway -- chances are tremendous it �,rould not line up. It is not•an industrial adjustment. It makes sense to make it square through Fridley and make the ad�ustment in the highway right of way. Darrel Clark asked Mr,Schroer if he had any reason for not dedicating a street right of way making it 33 feet instead of 3�1 feet. It would give more for boulevards if 79th Avenue would become a State Aid street. Richard Harris couanented that if the City would want two feet from $ob Schroer, they would want two feet from him, and then he would have to go to the Board of Appeals for a variance because of the size of his lots. Mr. Schroer said he would not mind it on 79th Way.
