receive the report of the Roeeville Adminietratine Staff to the Roseville Yillage
Council dsted Novem]Nr, 1968• IIpon a voice vote, all voting aye, the motion
carried unanimouely.
The Plsnning Commiesion felt a r�port auch ae that of the Roseville
Adminietrstive Staff would be of benefit to Fridley. The Ebgineering �eeistaat
eeid it eoul� be compliled without i�o much trouble if Council would eo direct.
Mr. Fitzpe�trick reported that the Parke & Reoreation are in the p�oaese
of ine►]ci;� application to the Federal Government,. under HiTD, to obtain a lsrge
pe,rt of the open land in 3ection 2, which would inalude a portion of thie
resoning requeet. Tentatively, the plane for psrt of the propoeed aaquisition
might be ueed for a go1P courae. While excellent progress is being made r+ith
prepsring the'documentB, a decieion ia atill quite a bit in the future.
Mr. Barbueh said he underatood there are 40 aorea being coneidered and
sug$eated thst the 40 aares not be included in the rezoning request.

The City i� nw negotiating with N.S.S.S.D. for an extra hook-up North of
Osborns Road tron their line that aervee Coon Rapids. Should thie requsat
be turned doxn, we would then have to run a new interoeptmr line down to 69th e�e.

T'he Engineering Assiatant explained that, at the present ti�, parkiag for
the apaxtments, one on the north side of Horizon Drive and the other on the
south eide of the street is in the boulevard area of 3rd Street making it
an illegal parking lot. It was suggested to the awner of the apartmenta that
he petition the City to vacate this atreet which would then make him a fee
awner. The parking lot would be between the two apaxtments and could be
divided in half. Ths City would keep the utility easement for the sanitary
•ewer. The utility companies have not been contacted yet.
The petitioner had been contacted by phone and it was explained to him that
he Was violating the ordinance and Council is going to start trying to get rid
of parking lots on the streeta.

OFFER TO SELL LAND
Mrs. Florence Swanson described to the Commission a parcel of land which she
owns located in the Ruth Circle area which she has offered to sell to the City.
She feels that this land would be beneficial to the City for future development
as a park. There is no park at all in this area and the neighbo�s f�el there is
a real need for such a park. Part of the property is zoned R1 and part of it is
zoned Light Industry. The area is rapidly being dev�loped and soon there will be no
open land available for a park. She would like to sell the land as soon as pos-
sible and has offered it to the City at a sale price of ten thousand dollars but
would be willing to agree to an appraiser's evaluation figure.
MOTION by Cochran, seconded by Stimmler, that the Commission receive the
communication dated May 26, 1969 from Mrs. Florence Swanson regarding the
decribed parcel of land. The Motion Carried.
^ PROPOSED Y.M.C.A. BUILDING
^
A letter has been received by the City Council from the Y.M.C.A. of Metropolitan
Minneapolis regarding the building of a full facility, Y.M.C.A. Center. They
have considered many possible sites and have selected the West Moore Lake site
in Fridley. They request the donation of this land to them from the City of
Fridley. A citizens committee from the area surrounding the site was present
at the meeting to make known their views of such a building. They presented to
the Commission a letter summarizing their questions which briefly are: Is it
possible to give or sell property designated as park property to a private group?
Would our last natural site be lost? Is it desirable to build another swimming
pool right across the street from the Junior High pool? Would it present heavy
traffic and parking problems? Is it feasible to develope the lake into a swim-
raing teach? They feel that this building would be very beneficial to the City
and surrounding communities but feel that a different location would be better.
Chairman Fitzpatrick told the group that if the land was donated to the Y.M.C.A.,
an agreement would be made where by the land would revert to the City if nothing
is done within three years or if the Y.M.C.A. abandons their plan. The Commission
and the Y.M.C.A. are to raeet to discuss the feasibility of combined use of such a
building. Mr. Ankrwn, City Manager, stated that he would attempt to set up a
meeting between these two groups for Thursday, June 5th.
MOTION by Blair, seconded by Cochran, to receive letter of Citizens Commit-
tee dated May 26, 1969. The Motion Carried.
HARVEY PETERSON - ANOKA COUNTY COI�fl�IISSIONER
Mr. Harvey Peterson stated that a grand opening of the new Columbia Arena would
be held on June 15, 1969. The public is invited to attend and look over the new

1970 FINAL PROPOSED BUDGET
MOTION by Stimmler, seconded by Blair, to adopt the 1970 Revised Final Proposed
Budget as amended,with the final figures being: Parks $340,225.00 + Director's
Salary and Land, Recreation $68,720.00 + Director's Salary for a grand total of
$408,945.00. The Motion Carried.
WELL HOUSE CONSTRUCTION - LOCKE PARK
The Director informed the Commission that the Engineering Department is planning
to build a well house in Locke Park. Should a multi-purpose building be planned?
The Commission stated that without definite plans for the area, a building of
this type would not be feasible, although perhaps a minimal use facility could be
built. The Director said he would discuss this with the City Engineer.
ORDINANCE PROHIBITING MOTORIZED �tEHICLES ON PARk LAlVU
MOTION by Cochran, seconded by Stimmler, to have administration direct the City
Attorney to prepare a draft ordinance regarding pruhibiting motorized vehicles
from driving or parking in parks other that designated areas. The Motion Carried.
The Commission agreed that is would be a good idea to have signs prepared stating
no parking or driving in parks other than designated areas and �hat they be placed
as soon as possible.

Mr. Peteraon explained that he will live in the house and would rent out the
basement.
Mr. Minish aeked the applicant why he wae asking for a two family dwelling
on this lot when the other structures in the immediate area are aingle family
dwellings.
Mr. Petereon explained that he did not think he could afford to build a home
right now but with renting out a part of t�ie houee he thought he would be able
to build.
The applicant was asked if he ha.d. talked to any of the neighbors about hie
requeat.
Mr. Berry eaid he had talked to some of the neig�tbors and they were glad that
thse lot would be getting cleaned up. They had no objectione.
It wae brought out that the equare footage of the lot ie adequate for a two

The Baard of Education at it's special meetinq of May 26th, or� a 4 to 2
vote still maintained its posit�on of being apposed to the petition which
would change the Nld 1/4 of N 1/4, except North 16.6 acres and 5W 1/4 of
NW -t/4 of Section 2, also the North 34.68 acres of the ME 1/4 of `the NE
1 I4 of Sect i on 3, f rom M-2 (heavy i ndus t r i a l) to R- 3( gene ra l mu i t i p t e
dwellings�.
The Board listened to the petitioner, Mr. Barbush, and his ex�tanation of
why this property wouid lend itself best to multiple dweltinc�s.
There are several basic �easons which 1 will attempt to expiain, why our
sch:ooi board is apposing this project. These are as fotlows:
l. The added tax revenues at some future time which will be gained
by the school district and the City of Fridley if this property
were to remain heavy industrial.
2. A concern that municipalities are moving too quickly in the area
of alla�►ing multiple dwellings to be buiit, in areas that were
formerly designated as light industrial-heavy industrial areas.
