� On Page 6, the first paragraph explains the use for which these lots can be put as
(Lots 32 through 35, Block 10, Spring Brook Park) for a driveway for entrance
and exit to the Planned Development property. The commercial area9 zoned R-1,
may be used for parking. Darrel Clark said that when the new zoning ordinance
becomes law, the parking requirement will be 1.5 stalls per unit plus one half
stall for each additional bedroom, or two parkin� stalls for two bedroom units.
Mr. Solveson supplied the following information relating to the specifiC
details asked for by the Planning Commission at the last meeting: The fence on the
North side of the multiples will be a 5'0" chain link fence with redwood slats;
in the same area, evergreen shrubs (Yew and Juniper) 4' to SB high will be used;
there will be deciduous shrubs (barberry) 2' high for parking lots; the trees
around the complex will be 3" to 4" caliper,locust, ash and Sargent (flowering)
crabapple 3" caliper; little leaf linden, 3" caliper. Tliere will be a five foot
sidewalk the length of the Planned Develepm�eut on East River Road.
He continued that the parking lots will he dropped about 2 feet, and the cars
probably will not been seen from the street, I'hey will have 10$ units and have
plans for 162 parking stalls, but they feel tiiey c.xr, add r.dd � tional stalls to con-
form to the new zoning ordinance.
In reply to Mr. Potts' question, t_he Chairn,aii saicl r.he Commission was approving
the basic concept and at some future date, the pc:ti��_ouer c,�i'.1 have to come back
in with a specific plan for the shopping ceizter, He felt t;:e shoppzng center would
� be somewhat in the future. Mr. Solveson said that when th�� :.hopping center is
developed, the traffic flow could be studied and a raquest for a traffi.c sign made
at that time.

The garbage problem would be handled by a duinpsi:er, as garbage cans were not
allowed for apartments, and incinerators woi.ild be objectionalrle, t�o, It is pos-
sible only in high rise apartments to have inside �;�=rl�age disposals.
There will be parking along East River Road and whatever else depends upon
what the City does with the 24 foot easement. The runoff of excess water will be
controlled with catch basins and outfall into the creek.
Regarding the construction of the underground garages, Mr. Solveson said they
would probably be concrete, poured if done by a smaller contractor, stucco could
be used. The garages will take more study.
MOTION by Jensen, seconded by Mittelstadt, that the Planning Commission close
the public hearing for the approval of the Preliminary Plans for the Planned Develop-
ment District (ZOA ��68-10) by Howard Dumphy. Upon a voice vote, all voting aye,
the motion carried unanimously.
MOTION by Mittelstadt, seconded by .Tensen, that the Plannin� Commission recom-
mend approval of the Preliminary Plans (ZOA 4�'68-10) for the Planned Development
District (ZOA �66-16) which, at this time, does not include the commercial area,
with the following stipulations: 1)Parking stalls shall be 1 1/2 times residential
units plus 16 stalls. 2) Disposal -- that the applicant grovi�� screened disposal
areas (which will prohibit scattering of refuse) in at least two locations. 3) Any
exposed underground garage wall will conform to the architectural treatment of the

� apartment complex. 4) Agreement of the Planning Commission recommendation for
a Special Use Permit to permit parking on Lots 32 through 35, Block 10, Spring
Brook Park, as shown on the proposed plot plan. 5) An underground storm sewer
syst�m be provided. 6) The area Northwest of the creek will not be disturbed.
7) The Plan approved includes Site Plan A, Sheet 1, Site Plan, Sheet la, Floor
Plan A, Sheet 2 and Elevations Sheet 3. Upon a voice vote, all voting aye, the

2. PUBLIC HEARING: PROPOSED PRELIMINARY PLAT: P.S. 4�69-11, ANDERSON DEVELOP-
MENT BY ANDERSON TRUCKING SERVICE, INC.: Northerly 750 feet of Easterly
720 feet of the Northeast quarter of the Northeast quarter of Section 12.
The notice of hearing was read by Chairman Erickson.
Mr. Richard A. Rennie and Mr. Kenneth Elliasun, re�resenting Anderson Trucking
Service, were present.
The Engineering Assistant distributed m�ps of the proposed preliminary plat
to the Commission.
Mr. Elliason said the County Engineer wants to d�op the grade some and use
the storm drain going down Old Central to take the ��ater away from the County right
of way. Other than that, the plans remain the same as discussed at the Planning
^ Commission meeting of October 22, 1969.
Mr. Jensen said that the comments of the Subccmmittee are generally in regard
to the apparent need for the sanitary sewer easement to be provided on the South
line of Lots l, 2 and 3 of the proposed plat to provide sewer service for these
lots. He verified the fact that the dash lines on the proposed plat indicate the
required setbacks. Inasmuch as a building is to be set far back, and the North
portion abuts Spring Lake Park, it is to the developer's best i.nterest to provide
sewer along this East/West line, otherwise r.hey found no general fault with the
layout of this plan.
It was noted there is no sanitary sewer on Osborne Road. Also, on Page 2 of
the Plats & Subdivisions-Streets & Utilities Subcommittee minutes of October 1,
1969, the first sentence of the second paragraph, there was an omission which made
the sentence ambiguous. The correct wording should be "---- it was pointed out
that. the structures on the South side of Osborne Road are serviced by water only".
The Engineering Assistant reported that Mr. Astleford called him, and voiced no
opinion about the platting.

the public hearing of the proposed preliminary plat, P.S. ��69-11, Anderson Develop-
ment by Anderson Trucking Service, Inc., of the Northerly 750 feet of the Easterly

motion carried unanimously.
3. VACATION RE UEST: SAV 4�69-11, MIKE 0'BANNON: Vacate all streets and alleys
in Block 1, Irvington Addition.
Mr. 0'Bannon attended the meeting, but was unable to stay until his request
came up.
Darrel Clark explained that the request wa.s for the vacarion of some old
streets and alleys platted years a�o as part of Irvington Addition and his plat,
Heather Hill, will take the place of that old plat.
The Chairman felt the vacation should not be gra�ted unless all the people
involved signed a petition. Mr. Jensen said the description should read "all
streets in Irvington Addition with the exception of Rice Creek Road. The Engineer-
ing Assistant said there was another lot, Lot 30, Bl�ck 2, Irvington Addition plus
30 feet abutting the West line of Lot 30. Mr. 0'Bannon indicated earlier he
had the signature of Mr. Ed Chies, but it was understood he was not the fee owner.

MOTION by Fitzpatrick, seconded by Mittl�stad�, that the Planning Commission
recommend approval of the Vacation Request, SAV �669-11, Mike E. 0'Bannon, for the
vacation of the streets and alleys in Block 1, Irvington Addition with the exception
of Rice Creek Road, subject to receiving signatures of all owners in Block l, and
those adjacent property owners. Upon a voice vote, all voting aye, the motion carried
unanimously.
4. REZONING REQUEST: ZOA ��69-12, ROBERT V PRITCHARD: South 2/3 of Lot 4,
Auditor's Subdivision. Rezone from R-1 to R-3A.
MOTION by Jensen, seconded by Mittelstadt, that the Planning Commission set the
public hearing date of December 3, 1969 for the rezoning request, ZOA 4�69-12, by
Robert V. Pritchard for the South 2/3 pf Lot 4, Auditor's Subdivision 4�108, to be
rezoned from R-1 (single family dwelling areas) to R-3A (apartments only). Upon a
voice vote, all voting aye, the motion carried unanimously.
5. MULTIPLE DWELLING STUDY IN CITY OF FRIDLEY:
The Chairman said that he had talked to the City Engineer and was informed the
study will be ready for the next meeting, as they are making more studies of the
commercial properties.

� 6. ZONING ORDINANCE: REVIEW OF PARKING STALLS FOR APARTMENTS:

The Zoning Ordinance states that the requirements for parking stalls are 1 1/2
plus 1/2 for each additional bedroom. The Chairman said, when he drove around, he
found in some locations the space, off the street, was about one half full. People
were not making use of the parking space provided. He noticed in driving through
residential areas, that there were about just as many cars parked on the street in
front of single homes. Mr. Fitzpatrick felt that the reason for this in front of the
private residences was that the people did not have enough room. The Chairman won- i
dered if the City is not just as responsible for requiring single family rs to '
refrain from on street parking as the apartments. The problem is with th large ��,
camplex, there is parking on the street and not all the stalls are used in e parking
lots. The � apartment units do not seem to have this problem in most cases.
The tren seems definite y to point in the direction of two cars per fami.ly, and
sometimes more, as the children reach college age. An apartment with three bedrooms
would have three cars. The large complexes in Fridley were not built until two
years ago indicating this is a relatively new problem. Also, sometimes a boat is
added to the parking lot. The Commission felt "No Parking" signs might help keep
the people parking in the lots provided for that purpose.
MOTION by Jensen, seconded by Fitzpatrick, that the Planning Commission
recomanend to Council that the Zoning Ordinance be changed or modified to include a
provision for two parking stalls per unit for all multiple dwellings. Upon a voice
vote, all voting aye, the motion carried unanimously.

BUILDING STANDARDS - DESIGN CONTROL MEETING MINUTES OF NOVEMBER 6, 1969

1. CONSIDERATION OF A REQUEST FOR CHANGES AND AN ADDITION TO THE ADMIIVISTRATIV
AND COMPUTER AREAS IN THE TARGET WAREHOUSE LOCATED AT 7120 HIGHWAY #65.
(REQUEST BY DAYTON-TARGET STORES INCORPORATED, 700 ON THE MALL, MINNESPOLIS
MINNESOTA).
Mr. Duane Grande presented the request to the board.
Mr. Grande explained the changes in the proposed addition to the warehouse.
The exterior addition would amount to nothing more than an enclosed entry
or vestibule with the exterior finish being of painted scored concrete block
and rib face concrete block. The parking lot was designed for a total of
235 parked cars with the blacktop area to be surrounded by a blacktop
burm in order to direct the drainage toward the area directly North of the
building addition. This parking area to be seperated from the building
by a landscaped area. He explained also that in order to provide a means
of egress to the entry located on the West wall of the building, the City
obtained an easement on a strip of land directly West of the building which
the Target Company would blacktop. This access would be used mainly for
small vans delivering papers used for the data processing equipment.
� MOTION by Bierman to recommend approval of the proposed modifications of
the building subject to the original stipulations and conditions.
Seconded by Tonco. Upon�a voice vote,there being no nays, the motion carried
unanimously.

^ Chairman Mittelstadt explained briefly what had been discussed at the October
29, 1969 meeting, and the requests the Board had made of Mr. Klein. These
requests being:
1. Applicant to get a memo from the Building Inspector stating that frost
footings were in.
2. Applicant to get exact measurements between present house and lot line,
and measurement between structures.
3. Applicant to bring a plan of the roof line and the elevation of the
building.
Mr. Klein presented to the Board a sketch showing where the frost footings
were, which was signed by the Building Inspector.
MOTION by Minish to receive the sketch.
Seconded by Ahonen. Upon a voice vote, there being no nays, the motion
carried unanimously.
Mr. Klein also presented to the Board, a detailed roof line plan and he had
the measurements that were requested. The distance between structures is
29 feet and the distance between the present house and the lot line is 17 +-
feet. The proposed garage is 27 feet by 24 feet 5 inches, making the distance
between structures 13 feet 7 inches.
Mr. Joe Christenson, 460-67th Avenue N.E., was asked by Chairma.n Mittelstadt
^, what his feelings were about the proposed garage. Mr. Christenson answered
that as long as Mr. Klein followed the conditions that were stated in his
letter, that was presented to the Boaxd last week, he had no other objections.
The conditions were that there be no drainage or runoff from the proposed
garage onto his property and that no part of the garage will averlap his
property.

Mr. Klein stated that the eave will be 10 inches from the property line and he
^ would put on an eave trough right away. He also said he would match the garage
siding with the existing house siding.

Mr. Jack Kirkham, 430-67th Avenue N.E., was interested in the measurement between
structures. He felt that the 15 feet between structures, as stated in the City
Code, should be upheld in all cases. He asked Mr. Klein if he could make the
garage smaller to stay within the 15 feet.
Mr. Klein answered that he needed a 2 car garage.
A long discussion followed which covered the main hanging door of the garage.
The Board felt that with the type of roof connection needed between the house
and the proposed garage, the door would be impossible to hang and still have
room for a car to go underneath. Different possibilities were discussed as
to how Mr. Klein �could redesign the proposed structure, to allow fox the door,
and still come out with the same roof line. They also felt a 15 foot 5 inch
garage was to small for a 2 car garage. No definite decision was made.
MOTION by Ahonen to close the public hearing.
Seconded by Minish. Upon a voice vote, there being no nuys, the motion
carried unanimously.
MOTION by Minish to grant a variance from 5 feet to 3 feet instead of from
5 feet to 1 foot 7 inches, as he felt this was ad�quate room to build a garage,
and also this would maintain the 15 feet bet:wee� structurea. Tt�.i, motion
would have the stipulations that:
l. The proposed garage be redesigned, and the cc�pletE�d redesigned plans
be submitted to the Building Inspection Depart�ent for apprrn�al. The approval
would depend on a workable hanging door and an adequate suppoxt beam.
2. The roof alignment be in accordsnce with the plans that were submitted at
tonights meeting.
3. Rain gutters be installed on the East side of the garage, adjacent to
Mr. Christenson's property.
4. There must be 15 feet between structures regardless of the variance granted.
Seconded by Harris. Upon a voice vote, there being no nays, the motion carried
unanimously.
The Building Official stated that a new survey must be submitted before the
permit will be issued.

Mr. Camp was present to present the request. He brought with him pictures of

and addition. Mr. Camp stated that he had asked the neighbors if they would
object to the proposed addition and garage and they had told hi.m that they
would not.

University Avenue Service Road than the other houses. The house is set back
'� 35 feet with the front steps extending beyond that to be setback only 27 feet.
The garage will be set 1 foot ahead of the front steps. In the back yard the
back steps extend out to be 15.18 feet from the lot line and the back of the
addition will be 16.18 feet or 1 foot further away from tlie lot line.

Mr. Russell Thompson, Assistant Director of the Construction Project, cam�
^ forward to present the requests. Mr. Thompson brought with him an aerial
photo of the main area with an overlay of the proposed yard. He then
�� explained to the audience and to the Board that Northern Pacific is asking
to construct an automatic classification yard in the area between 40th and
43rd Avenues in Fridley. They want the variance to allow for the construction
of 5 departure tracks that would go across a small corner of land (Zoned R-1)
that is about 250 feet by 635 feet and additional tracks that would go across
a portion of the yard. The rest of the change is necessary to slope the
ground fram the first elevation which is about 15 feet above the pxoposed
yard. We will have a one to one slope down to the new elevation and then
the tracks constructed beyond that. From the tracks to the residential
property there would be in excess of 700 feet. Between the railroad yard and
the homes there is a wooded area that will slope down about 10 feet to the
point where we will begin our excavation.
Mr. Thompson explained further that a automatic classification yard is a yard
that is designed to operate by gxavity. In othE�r word.s, they wauld sYiove a
string of cars fram the receiving yaxd, ta'hicf� taaul�i be ;�cated in the present
yard area, down the track to a hill that they ��c�uld' buil.d, aUout 24 feet high,
and then cut off the cars one by one as they reach tr.e top of the hill. They
would then be carried by gravity onto the various rract:s, where the cars will
be classified or blocked fox furthex moving, �.'he speed of rhe cars is
controlled by a retarder which intuxn is cantrol?erl by a computer which will
take into account the curvature of the track, the grade of the track, the
distance in on the track the cars are supposed to go, in addition to the
weight of the car and the rollability of the car. Then the computer will
� decide what speed the car should leave the retarde� at. By doing this, they
are reducing the banging and clattering of caa�s. It wi.11 also eliminate the
necessity of flat switching, with the engine �topping and starting, backing up
and going forward, trying to get the cazs into the various tracics, thereby
eliminating alot of this on 43xd Avenue.
He also stated that the yard was built in 1911, expanded in 1917, and it is
so outdated that we have to do something if we ar� to remain in competion with
other railroads. Not only does the railroad gain, but the shippers in the
area as well, by reducing the amount of terminal time on their cars. Northern
Pacific would fence the top of the slope to keep anyone from inadvertently
walking down the slope. We would fence all the way down to St. Anthony. The
City of Minneapolis has a condition on their approval that we do fence the
area.
Mr. Thompson then went over taxes, noise level (T'he retarder sound is higher
pitched and more penetrating but the noise level will be about equal to
what they now have.), different types of cars, and other yards similar to
this one.
The audience then came up to the map to discuss the operation with Mr. Thompson.
Mr. Henry Zi�ner, 4021 California Street N.E., stated that he thought it would
be rather noisy for the residents who live around the tracks.

Mr. Thompson answered that they will not build the yard, if they can't meet the
^ noise requirements of the residents in the area. We plan to build a barrier
on top of the existing slope which is about 50 feet above our track level. This
� 1 barrier will be from 6 to 10 feet in height which will create an additional
barrier for noise.
Mr. Zimdner: I hope when they start blasting and excavating that they don't
go all night long.
Mr. Thompson: We can control the blasting to the day light hours but the
work will be on a 24 hour basis at the start. The size of the blasts will be
kept at a minimum so we don't dama.ge any property.
Mrs. Zimmer: How much of the property that you need for this new operation do
you already own?
Mr. Thompson: We own probably 75% of the property. We are negotiating for the
purchase of the other property and if we can't settle for a reasonable price
we do have the right of eminent domain.
Mrs. Zimmer: Isn't there some other place with m�re o�en area where you could
build this?
Mr. Thompson: We would have to go out of town some 16 or 17 miles to come
anywhere close to a place like we have here.
Bernice Maynard and Gay Hanson were present but they had no questions.

Betty Bordon, owner of Minnesota Silica Sand, was concerned about their
property but she had no questions.
Mr. Harris: How are you going to light this yard?
Mr. Thompson: We would have lighting shining down the tracks. We presently
have flood light towers at varzous points in the yard. We turn these as much
as possible to shine away from the residential area.
Robert Brokow, General Land Agent for Great Northern Railroad, stated his
opinion as being: We are in favor of the yard because upon merger we will be
directly involved in it. What we are looking at is a co�unity industrial
betterment for the overall �ain City area. If the merger does go through,
we will be working directly behind them to get this assernbly in this location.
It is alot easier to expand a facility like this than to find a new location.
Mr. Harris: When do you expect to start this.
Mr. Thompson: We have hopes to begin in the spring of 1970. There are a
number of water lines and drainage that have to be taken care of first.
Mr. Harris: How much time is this expected to take to complete?
Mr. Thompson: Approximately 5 years.

Mr. Zimmc►er: Will they pave California Street now and make our taxes go up?
^ Mr. Thompson: We will have no need for California Street. I don't know what
'` the City is planning to do with it.
Chairman Mittelstadt explained that there was a mistake in publishing the
legal description of the two requests so the Board cannot act on this item
at this meeting. The correct legal description will be published on November
19, 1969 and any additional people within 200 feet will be notified.
