LITERMAN.
Mr. Jensen informed the Planning Commission that the Plats & Subdivisions-
Streets & Utilities Subcommittee had recommended approval of the proposed plat.
Mr. Wyman Smith, representing Mr. Saliterman, explained to the Planning
Comm�ission that the preliminary plat involves the Shorewood Plaza Shopping
Center. It's lengthy meets and bounds description hampers work and the City
has wanted it platted for years for ease in processing. Also, the platting
is needed for the dedications of easements f�r sewer and water that runs
through the property. The lines have exis�ed f.or years but there have been no

� dedications. The City also has an interest in the acre where the Shorewood
Liquor store is located.
The plat has been broken up into Lots and Blocks to serve the existing
buildings and those under construction. One lot on Old Central is zoned PD,
the rest are C-2S. Having a separate lot for the Planned Development area
will make the development description easier.
There is a provision for the vacation of an L shaped area which was
conveyed to the Village years ago for storm sewer drainage. The owner would
like it conveyed back and he will give the City easements for storm sewers.
The plat was prepared by Suburban Engineering and revised to carry out
the Engineering Departments suggestions.
Chairman Erickson asked if the Shorewood Lounge property is part of the
plat? Mr. Smith told him it was not.
Mr. Jensen said there will be a document, which will not be filed, for
the storm sewer easement because there is some question on the ultimate dewelopment
of the property and the route of the storm sewer. The actual easement will be
filed when the final development has been decided on.
Chairman Erickson then explained to the people that this was not a
rezoning, only a platting of the property. That is, merely a division of the
^ property into lots and blocks.
Chair,man Erickson mentioned that the agreement concerning the storm sewer
easement through the property should be in the motion. They would have to
agree to provide an easement to the City. The storm sewer now in this area is
just an open ditch but a new one would not be assessed to the people.

M�. Myi�ra mentioned that there was a 50 foot error in the North-South
measurement of Lot l, it should be shortened 50 feet to conform with �iaver �,
Planned Development Districts.
MOTION by Myhra, seconded by Fitzpatrick that P.S. ��69-12 be recommended
for approval subject to a correction in the measurement of Lot 1 to have it
conform to the dimension of the Planned Development District; and subject
also that an agreement be reached between the petitioner and the City of Fridley
that the petitioner provide a storm sewer easement at such time that the City
requests it.

Darrel explained that the exact outfall for the storm sewer ha� not yet
been determined.
Chairman Erickson added that there is a great deal of uncertainty as to
whether or not an underground storm sewer will ever be put in that area and
� that the primary concern of the ::omrr►ission is if and when it is determined

that an underground system is needed the petitioner will provide the easement.

2. CONTINUED PUBLIC HEARING• REZONING REQUEST, ZOA 4�69-12, ROBEIi
PRITCHARD• South 2/3 of Lot 4, Auditor's Subdivision No. 108.
Mr. Thomas E. Marxen - 1620 Onondaga St.- stated that he wanted the area
developed in the right way. He has no objection to the development but he
wants it done in the right way. He also stated that he had discussed the problems
with Mr. Pritchard but nothing had been resolved.
Chairman Erickson commented that the Planning Commission has been tabling
this item for some time because Mr. Pritchard has not been here, and it was his
understanding that Mr. Pritchard was going to gather more information before
bringing it back before the Planning Commission.
Darrel Clark added that Mr. George Nelson, Lots 30 & 31, had been in to see
him last week and had stated that he was going to reapply for his rezoning in
this area.
Mr. Erickson commented that Mr. Nelson's rezoning had been tabled until
the Apartment Survey was completed and he felt that Mr. Nelson's rezoning was
a factor and Mr. Pritchard's could not be considered without it.
Darrel said that he would speak to both parties.
MOTION by Myhra, seconded by Jensen to continue the rezoning request

off until further information is received to reach a conclusion.
Darrel mentioned that the Planning Coaunission was getting close to the
90 day limit.

extend the Planning Commission t3me to act on the matter for 60 days. Upon

3. PUBLIC HEARING• REZONING REQUEST (ZOA 4t70-01), NORMAN E. RIEDELe On 5th
Street to 7th Street, from Mississippi Street to 63rd Avenue N.E.
MOTIUN by Myhra, seconded by Fitzpatrick, to dispense with the reading
of the Public Hearing Notice. lipon a voice vote, all voting aye, the motion
carried unanimously.
Chairman Erickson explained the location of the property to the people
in the audience. The property is bound on the West by Sth Street, on the East
by 7th Street, on the North by Mississippi Street, and on the South by 63rd
Avenue. He then introduced Mr. S. Sokolowski who is representing Mr..:Rtddel.

^ Mr. Sokolowski explained that the Riedel property has been vacant and
unimproved for sometime. There had been previous hearings for rezoning on the
property. ,
The apartment complex that Mr. Riedel is suggesting would cost between
$2.7 and $3 miilion dollars to build, and consist of 4 buildings containing
60 units e.ach, making a total of 240 units. Each building would consist of
42 single and 18 double bedroom units. The rent for each unit would run
between $170 and $190 per month. There would be 396 parking stalls. The area
axound the buildings would be green and landscaped with hard maple and green
ash trees. There are also plans for a storm sewer retention pond which might
eliminate the need for a new storm sewer in the area.
They plan to use berms on 7th Street so that the people in the single
family dwellings along the street will see only the second and third stories
of the buildings. On the Mississippi Street side the buildings will be 3 feet
lower than the street level and again the parking and first story of the building
will not be visible from the street. A tremendous amount of grade work will be
necessary.
Chairman Erickson asked what the proposed set backs were. They will be
177 feet on Mississippi Street and 120 feet on 7th Street.
A member of the sudience asked Mr. Sokolowski where the parking would be
located. He answered that the parking areas will be along the streets.
/'1 There will also be a large parking area contained between the two groupings
of the buildings. There will be no dead end parking and this is an advantage
to fire and police protection. There will be accesses at 2 locations on Sth
Street and 1 location on Mississippi Street. There are no accesses on 7th
Street or 63rd Avenue.
Chairman Erickson asked the height of the berm on Mississippi Street.
Mr. Richard Schwartz, the architect f�r the building, answered that the
parking on Mississippi Street is lowered 3 feet, there is no berming. The
berm areas are on 7th Street.
Mr. Lief Henricksen, 495 Mississippi St., said that the lot on the
Northeast corner of 7th Street and Mississ�ppi Street �ad been turned down last
year for a duplex. He thought that this had been a nice building and these
apartments were just a big mess. He also aaked who would pay for the loss in
his property value- if he decides to s�ll.
Mr. James Thayer, 377 - 66th Ave., asked the total cost of the complex
and was told it was between $2 and $3 million. That comes out to approximately
$10,000 per unit and see�e� like a pretty low c�st considering all of the
underground work to be done. He wondered if this was really the type of
structure that the City wanted.
Mr. Sokolowski anawered that their soil tests had shown that there would
not be much underground correction work necessary.

/"\ Mr. Robert McPherson, 500 Bennett Dr., said that the people in the area
don't appreciate the fact that their homes will be worth less. Also, that
storm sewers, new water lines, and new sanitary sewers will be needed and that
means that they will be assessed for them. He feels the area should stay zoned
for single family dwellings.
Mr. Sokolowski replied that they had checked with the City and the sanitary
sewers and water lines are adequate for the development. He reminded Mr.
McPherson that they were planning on putting in a retention pond to avoid having
to increase the storm sewers.
Mr. Myhra stated that some land owners to the South had complained of the
natural ponding on the Riedel property in the Spring. The water from this
area'forces into their basements. He felt that the ponding area proposed would
be too close to 63rd Avenue and would do damage to the homes.
Mr. Sokolowski replied that they could line the pond.
Mr. McPherson still had the floor and said that a pond means stagnant water
which would be dangerous to the children in the area. If the sewers and water
lines in the area were designed with single family zoning in mind how could
they take the extra load from an apartment complex.
Darrel answered that he thought the people should understand that the
storm sewer on Mississippi Street and the outfall to Rice Creek is too small
�"� now, so, no matter what happens with the Riedel property the problem of new
storm sewers will still exist.
Mr. McPherson continued that the apartments mean more children and over-
taxing of the schools. Besides, the people who live in apartments aren't
interested in the neighborhood.
Mr. Dean Habel, 392 - 66th Ave., stated that the people living on 66th
Avenue have been asked in the past to support street improvement projects, and
new water systems. They were also told that if the Riedel property was going
to be improved in any way there would have to be new storm sewers. Now Mr.
Sokolowski says that they don't have to have the new storm sewers, they will
pond instead. If new storm sewers have to be put in to serve the Riedel
improvements, he feels Riedel should pay for it.
Darrel explained that with or without the project the City will not say new
storm sewers will not be necessary.
Chairman Erickson said the problem is this property will eventually
have to be developed in some way and that probably includes new storm sewers and
drainage. If the people don't want apartments, what would they like to see
in there?
Mr. Leslie Coyle, 6271 - 6th St., said the people don't want apartments,
let the area stay zoned for single family dwellings.
^ Chairman Erickson asked what they proposed to do with the water from single
family dwellings?

A member of the audience said it shouldn't be taken up hill to Rice Creek,
the City should use another way.
Mr. Myhra asked where the water that collects on the Riedel property comes
from?
Darrel explained that catch basins on 7th Street and 63rd Avenue and a
structure at 63rd Avenue and 6th Street discharge directly onto the Riedel
property. The water that is picked up by these facilities comes from the area
between 61st Avenue and 63rd Avenue. There are catch basins at Bennett Drive and
7th Street, however they are connected to a system that discharges into Rice Creek.
Mr. Dan Nelson, 6070 Central Ave., said if the storm sewers have to go in,
they would rather have them go in for single family dwellings.
Mr. James Stedman, 6241 - 6th St., asked if there were any advantages to
having the apartments rather than homes?
Mr. Sokolowski explained that according to the recent apartment study in
the City of Fridley, there is one child for every 4 apartment units but 1 1/2
children for each single family dwelling. There is room for 60 lots for single
family dwellings on the Riedel property. That would mean 90 children as opposed
to 60 children in the apartment complex. Figuring an average of about $600
per home, single family dwellings would pay about $36,000 in taxes. Apartments
pay 4.Sy of their value or over $100,000. The apartments can go in immediately.
All the people have now is a vacant lot overrun with weeds and stagnant water.
Mr. William Sims, 6281 - Sth St., asked why we allow people to rezone from
single family dwellings to R-3 for apartments. Don't we have enough property
in Fridley zoned for apartments?
Chairman Erickson explained that anyone can make application to have a piece
of property rezoned.
Mr. Sims then asked if Mr. Riedel is asking to rezone the property with the
intent of then selling it or is he going to develop it himself?
Chairman Erickson answered that he thought Mr. Riedel was selling the
property to the Wall Corporation.
Mr. Henricksen commented that when he lived behind Zayre's they had a
60 foot ditch which had to be drained. At first they tried to pump the water
up the hill and that didn't work so they tried to drain it down hill. This ended
up costing the people a fortune.
Mr. Arvil Miller, 525 Bennett Drive, stated that 14 years ago when he first
moved in, the area had all been zoned residential. They had a chance then to
sell the property for homes but didntt because they wanted more money. Why do
the people in the area have to keep putting up with the same piece of property
constantly coming up for rezoning?

� Mr. William Hitchings, 6270 - 6th St., comn►ented that the people living in
this area have spent a fortune for assessments and the Riedel's have benefited
from it. The people will get no benefit from the apartments.

Chairman Erickson asked if he was objecting to the apartments or to the fact
that the Riedel's would be making money?
Mr. Hitchings replied that he was objecting to the apartments and to the
fact that Mr. Riedel would be making money off the people of the surrounding area.
i�Ir. Gilbertson, 510 Mississippi St., said that awhile ago there had been a
church proposed for this property and he wouldn't have objected to that,:but he
couldn't see apartments.
Chairman Erickson asked Mr. Gilbertson what his basic objection was to the
apartments.
Mr. Gilbertson replied that he had moved out of an apartment in Columbia
Aeights because he had wanted a nice home. If the City allows them to build
apartments here he will move again. If they want to build apartments, they should
build them on open land.
Mr. George Meissner, 373 Mississippi St., stated that originally they had
been given the impression that there would be a berm on Mississippi Street, then
Mr. Sokolowski had said this would be recessed. Which way was it going to be?
Mr. Sokolowski answered that this side would be recessed, but even without
a berm a hedge only two feet high would give the sa�e effect.
Mr. Meissner continued that some of the homes on Mississippi Street were
built two or three feet above the street level and that a hedge wouldn't make
that much difference. He went on, that there would be a young age of people
moving into the apartments and in a few years they would produce more children.
His main objections were to the added sewer costs and assessments and if homes
wouldn't make any difference then why not dredge the pond they had now and turn
the whole piece of land into a nice park?
Mr. Lazanski, 6320 Washington St., commented that building apartments would
lower the value of the home owners lots in years to come.
Mr. Stedman, 6241 - 6th St., said that he had been selling real estate for
three years and knew that homes near apartments sell for less then prime area
homes and are also harder to sell.
Mr. McPherson said that there would be parking for 390 cars. In 240 units
there will be some 2 car families, children with cars, and they will be having
company with cars. This definitely creates a problem.
Mr. Sokolowski replied that they did not think there would be any parking
problems. There are 396 blacktopped stalls and curb area which they don't think
they will have to use for parking. They don't feel any parking on the boundary
atreets will be necessary.

�"\ Mr. Meissner, 373 Mississippi St., commented that people who live in apartments
are usually transient and have less civic pride and inter�st in the City.
Whenever you have a higher concentration of population y�ur incidents o£ vandalism
and police trouble go up.
Mr. Thomas Gilbertson, 5].0 Mississippi St., added that it was hard to get
out of the intersections arosnd the area now, and 200 more cars will just
increase the problem.
Mr. Stedman asked if there were any more benefits from the apartments.
Mr. Wall of the Wall Corporation, which is building the complex, explained
th�t �here would be a 50� increase in taxes from the apartments as opposed to
single family dwellings. The number of children would be reduced greatly and
the f ire and polic protection would be improved. He also commented that he
thought Mr. Sokolowski's estimate of between $2 and $3 million dollars was rather
low, they were figuring closer to $4 million. He also stated that it was not
his companies intention to attempt to hide the buildings only to soften them so
that they would fit into the community. He admitted that the storm sewer situation
is a problem but added that it was not Mr. Riedel's problem, that the water comes
down from other areas- and they were using the retention pond to save both
themselves and the people money. He finished by reminding the people that single
family dwellings in most cases don't pay their way in school taxes.
Mr. James Thayer stated that since September, 168 children have moved into
/, or out of the Stevenson Elementary School. This area has numerous apartments.
This is only one of the schools problems. �
A member of the audience asked how the statement could be made that
don't pay their way. If this is true how has Fridley managed to grow?
Chairtnan Erickson explained that it is tru� that most single family ellings
do not pay their true share of school taxes, but are supported by state a d,
co�ercial, indu�try, and apartments. �
Mr. Dean Habel commented that the schools in the area will have to s�rve
the apartments and apartments are so�etimes not rented to the type of peo�le
expected. Instead of getting husband-wife f amily units you sometimes get
divorced women or widows with two or three children. This is what happen�d at

Stevenson. f
Hayes Elementary School was built for a capacity of 700 children, there are
now 840 children in the school and they use �he annex for kindergarten classes.
Even adding only 60 more children from the apartments would put Hayes ove
capacity. Parkview has the same problem. This means you will have to st�rt
bussing children again and you can't just bus the apartment children, youjhave
to bus according to grade level units. �

Chairman Erickson asked where the children would be bussed to?
Mr. Habel answered that they would have to go wherever- there was roam.
� Parkview now has 540 children instead of the 500 it was built for. He a�ded that
you may end up building more schools with the extra tax money. !

Mr. Harold Kirkeeide, 6310 Washington St., asked if single family
dwellings could economically be built on the Riedel property?
Mr. Sokolowski stated that in the year and a half that he has been Mr.
Riedel's attorney and for at least a year before that they had had no offers
from private developers to build single family dwellings.
Mr. Lief Henricksen said that he had offered to buy the lots across the
street from his house and put in single family dwellings to improve the
neighborhood.
Chairman Erickson asked if they built homes on the front lots along
Mississippi Street and 7th Street would Mr. Henricksen object to the apartments
going in behind them?
Mr. Henricksen answered that he didn't care what they put on the middle of
the property as long as there were houses around it.
� Mr. Kirkeeide coioo�►ented that this property has b�en a slough hole since
f958, and the land will have to be developed sometime. He didn't want to see
apartments go in but if it was a choice between apartments and commercial, he
would rather have the apartments.

Mr. Wayne Saunders, 500 - 63rd Ave., stated that whether apartments or
single family dwellings were put in this area it seemed they were going to have
� trouble with the schools, so how could they go about having a park put in the area?
Chairman Erickson answered that the people would have to send a petition
to the City Council asking for the park.
�
Mr. Fitzpatrick added that part of the property had been proposed for a
park at one time under the Urban Renewal Program and there had also been a bond
issue for parks. Both proposals had been rejected. If the people wanted a park,
they would have to petition.
A member of the audience c�mmented that he thought Fridley had an abundsnce
of apartments now and he was opposed to them anywhere in the City except where
the land was'already zoned for them.
Chairman Erickson said that 60Y of the units being built in the nation
were apartments. Where were people supposed to live?
Mr. McPherson stated that the Planning Commission has been established to
serve the people as they wish to be served and he thought that we had enough
open areas for apartments.
Mr. Thayer asked if the Apartment Survey would be made puhlic?
. Chairman Erickson answer�d that i� was up to the City Council. The Planning
Co�nission had requested it be made public but any reference to specific property
be withheld.

^ Mr. Thayer then asked how manq permits for building multiple and
single family dwellings had been approved in Fridley in 1969?
Chairman Erickson said that there had been permits for about 400 - 500
multiple units and under fifty for homes. •
Mr. Thayer asked how much land zoned R-3 was left in Fridley?
Chairman Eridcson answered that there was room for only about 150•- 200
units left in Fridley, -
Mr. Jensen added that there wa� less then 20 acres of land in the City left.
Chairman Erickson then added that the Planning Commission had been living
with a plan developed in 1955 called the Shaddock Plan. It was not what you'd
call a good plan. Ae then asked for a show of hands of people in the audience
opposed to the apartments. The vote was unanimous. �����
There is only one sizable parcel of land lef t for single family dwelling
and that is down across from Innsbruck.
Mr. Stedman asked for more information on the apartments including where
the people would be coming from who lived in the apartments.
^ Mr. Wall stated that if we want industry in Fridley we will have to have
places in the City for the people to live. They won't buy houses. The ratio
of vacancies in apartments in Fridley is about 1/2 of 1%. This complex is
considered a Semi-Deluxe Complex. It will have two swimming pools, saunas and
a minimum of children. The grounds will be very well kept and there will be
playgrounds.
�
�Mr. Stedman stated t�at the land will eventually have to be uaed. Unless
the price is reduced they won't'build homes. He would rather see apartments
then have it zoned commercial.
A member of the audience asked if there wasn't an ordinance requiring a
buffer zone between apartments and residential areas of duplexes?
Darrel explained that the only buffer zone requirements are of distance
between Commnercial and Industrial Areas and Single Family Dwelling Areas.
Mr. Stedman asked if this request was turned down, how soon could they expect
to be back.
Chairman Erickson told him that it would take at least 6 months to get
another rezoning petition before the Planning Co�nission.
A member of the audience asked if there were ordinances that could be

letters announcing the Public Hearing should go to more people.
Chairman Erickson explained that the Ordinance is very specific, the letter
goes to property owners within 300 feet of the rezoning.

for the rezoning request: ZOA 4�70-01, Norman E. Riedel. Upon a voice vote, all
voting �ye, the motion carried unanimously.
Mr. Jensen comanented that the Co�ission was short two members and there
had been a great deal of comment on the rezoning.

Mr. Bruce Corlett, Water Works Director, and Mr. Jim Hyak, Assistant
Water Works Director, gave an explanation of the area to the PlanniAg Com�ission.
A discussion followed.
Chairman Erickson asked if there were any City utilities located on the
property?
Darrel explained there were not and adsled that the Southerly portion of the
property adjoins the NSSSD property.
Chairman Erickson asked if NSSSD izad been notified of t�e request?
Mr. Jensen explained that they had been notified and NSSSD has a vacation
request �rhich has been objected to by the City of Minneapolis.
Darrel co�ented that the NSSSD vacation had been objected to because the
Minneapolis Water Works and Harris property used Marshall Street for access.
The Harris property is now being purchased by the NSSSD. Darrel also informed
the Commission that the Plats & Subdivisions-Streets and Utilities Subcommittee
had recommended approval of this vacation with stipulations.
MOTION by Jensen, seconded by Fitzpatrick, that the Planning Com�nission
recommnend to the City Council that the part of SAV #70-01 relating to roads
lying North of Berlin Addition be granted subject to an agreement being reached
between the City of Minneapolis �ad t:�e ';ity of Fridley, that provides for, upon

5. PLANNING COMMISSION STRUCTURE CHART
Mr. Fitzpatrick asked if the Council members who had seen the chart
agree with it.
Larrel said that they did but questioned if it should be tied to Wards.
He also commented that one of the bad points of the present system is that a
m�mt�e.r at large can be Vice-Chairman of one Committee and Chairman of another.
Chairman Erickson suggested that a large chart be made for the office
so that everqone could see the configuration of the present Planning Commission
and the terms of office.

The Subcommittee decided to wait for Mr. Wyman Smith's arrival to

2. VACATION REQUES�• SAV 4�70-01, BY CITY OF MINNEAPOLIS TO VACATE THAT
PART OF MARSHALL STREET AND 43rd AVENUE THAT LIE INSIDE WATER WORKS
P ROPERTY .
Mr. Jim Hyak, the Assistant Director of Minneapolis Water Works, is
^ representing the request. He explained that they own the properties on both
sides of all streets and that they have in fact had a fence enclosing
all of the property they own N-rth of Berlin Addition since about 1945.
Actually th�; are just trying to accomplish legally what the� have been
doing all along.
A discussion of the area fo?lowed.
Mr. Jensen asked if there are property owners other than Minneapolis
Water Works.
Darrel stated that there were other Froperty owners in Berlin Addition
however, there are no structures involved.
Mr. Hyak stated that they have never had formal access to this area,
but they have arranged with the owner whereby he has been allowed to use
our roads to get to his property.
Mr. Myhra asked if we would be land locking these other people?
Darrel noted that these vacations will not change the situation as
it exists now and that we are in favor of the Marshall Street vacation
North of Berlin Addition and the 43rd Avenue vacation, however, we would
like the section of Marshall Street South of the Berlin Addition to be
tied in with the N.S.S.S.D. vacation request.
� Mr. Hyak stated that they use Marshall Street South of the Berlin
Addition. This saves their people from �aving t� use East River Road.

%� Mr. Jensen now suggested two separate motions, one for the area North
of Berlin Addition and one for the area South of Berlin Addition.
Mr. Hyak stated that he had no objection to this.
Mr. Jensen added that the City doesn't want any problem with public
access to the Biernat property in Berlin Addition.
Mr. Hyak explained that there is no public access now. There are
cables across the roads to keep the people from using them. We have
padlocks on either end of the cables. Mr. Biernat has a key to one of the
padlocks and we have the key to the other.
Mr. Zeglen asked why the other property owners weren't present.
Darrel explained that the �nly property owners were Minneapolis Water
Works, Northern States Power, a service station, and Mr. Ted Biernat. The
owners weren't present because the meeting had not been advertised and
would not be until the Public Hearing before the City Council.
Mr. Myhra asked if it would not be better to pick up land from
Minneapolis Water Works for Mr. Biernat's access?
Mr. Hyak said that they would give him a private easement to cross
their property.
^ Mr. Crowder stated that the least we could do for the City of
Minneapolis would be to vacate with the understanding that they would
allow Mr. Biernat access.
Mr. Bruce Corlett, Minneapolis Water Works Director, pointed out
that there are no buildings on Mr. Biernat's property, just picnic tables.
Mr. Jensen said that we should protect the City first and the
property owners will benefit from this. Minneapolis should be willing
to dedicate a road easement, but the document need only be filed in
City Hall.
Mr. Corlett asked if this would abrogate their right to ask for a
street.
Mr. Jensen answered that when the Minneapolis Water Works acquired
the rest of the property in Berlin Addition the road easement would be
null and void. Instead of an easement they should have a contractual
agreement which would be void when the rest of the pr�perty was bought by
Minneapolis.
MOTION by Myhra, seconded by Crowder, that the Plats & Subdivisions-
Streets & Utilities Subcommittee recommend to the Planning Coa�ission
approval of the Street Vacation request SAV ��70-01, subject to an agreement
being reached between the City of Minneapolis and the City of Fridley,

Mr. Wyman Smith, representing Mr. Saliterman, gave an explanation
of the Shorewood Plaza vacation and the plat map. He ex�lained that the
request was mainly to give the plat a name and to change the complicated
meets and bounds description to lots and blocks.
Darrel Clark commented that the Engineering Department was happy
to see the plat and the only changes he could see that might be needed
were to include radii and five foot walk easements on the final plat.
MOTION by Crowder, seconde� by Zeglen, that the Plats & Sub-
divisions-Streets & Utilities Subcommittee recommend to the Planning
Commission approval of preliminary plat P.S. 4�69-12 as it is tied to
the drawing of the proposed plat Shorewood Plaza dated September, 1969
as revised December, 1969 which includes the vacation of the old ditch
easement. Upon a voice vote, Crowder, Zeglen, and Myhra voting aye,
Jensen abstaining, Chairman Jensen declared the motion carried.

present to present the request.
The house plans and a survey of the lot were shown to the Board members for
their review. The Board was also shown a survey of the adjoining lot, Lot 14,
brought to the meeting by the Building Inspector.
Mr. Holum explained the house will face Jackson Street and will be 24 and 36
feet by 41 feet with an attached garage measuring 20 feet by 24 feet. He
discovered they will need a 3� foot variance instead of a 3 foot variance as
the dimensions of the house were miscalculated by 6 inches. He further added
that the house will be set back far enough from the corner of Memory and
Jackson to not cause any traffic problem.
MOTION by Minish to close the public hearing.
Seconded by Ahonen. Upon a voice vote, there being no nays, the motion carried
unanimously.
MOTION by Ahonen to recommend to the Council, approval of the new variance of
3�Z feet, instead of 3 feet, for the following reasons:
1. It will not detract from the general setting of the houses in the
neighborhood, as the house �s located on a corner.

3. There was no apparent objection fram any of the neighbors.
