of centerline of University Avenue and North of the centerline of Osborne
Road as said roads are now laid out and constructed (1960) from R-3 to C-2.

Chairman�Erickson explained that the public hearings had been closed on
April 7, 1971, but if any member of the Planning Commission wished to have it
reopened, a motion would be in order.
Mr. Smith said they were not asking for the hearing to be opened. He has
read the minutes of the last meeting and Mr. Ernst has a statement he would like
to make of a conversation with the pastor of the Church. He thought he would
report to the Planning Commission m�bers that two houses have for sale signs
and one is sold.
Chairman Erickson gave a short resume of the previous rezoning of the
property. He said it was rezoned for this particular purpose. The Commiasion
has been furnished with information regarding taxation and service stations re-
lating to other property. A study has just been completed relating to Special
Use Permit of any property as well as the proble�m we may have Oa this property
as it relates to the community itself. They have also received i.nfortnation froat
the Minnesota Petroleum Council relating to the deasity of filling stations.
/� Mr. Zeglen referred to the St. Paul Waterworks easement. Darrel Clark ex-
plained that any type of development that would want to cross the easement
would have to have a 6 inch concrete crossover. The capaci.ty oE the oil trucks
is 10,000 pounds. Shell Oil has built slabs over existing main.
Mr. Youngdale said he was not prepared to ansver that specifically, but
whatever the St. Paul Waterworks would require for access to and fram the
property, they would coaetruct the approachea in such a fashion that they
would be within their requireaenta. Mr. Housenga has had experience with this
type of thing.
The Chairman said that in 1959 the property was rezoned upon the request of
Staadard Oil Co. At that time, the procedure was discussed to place a station
on it. The petitioner was told to re�ione. There was a request for a Special Use
Permit five years ago and denied at that time.
Mr. Youngdale explained that the Company had a program where they would
acquire property anticipating its future use. It was a land type bank invest-
ment .
Mr. Zeglen commented that two other competitors beat them to that corner.
Why didn't they move faster?
Mr. Youngdale eaid the Cvmpany sets up a budget for real estate improvemeat
or acquisition. It ie a calculated arrangement with the Company. Sometimes in
order to take advantage of a development, the decision is to spead money for
� real estate improvements in a certain location. At 0$borne Road they vere al-
readq fee owners and did not anticipate any problem by deferring the develop-
ment of the etation.

^ Mr. Schmedeke said his thoughts were about the same as Mr. 2�glen's. We
now have two service stations on the West side of T.H. #47. Rezoning naw wou].d
be spot zoning, though probably in its best form. At the last meeting neighbors
were present objecting and the Church objected, because of more traffic coa-
gestion. With the Company having two stations in close proximity, one on Ceatral
Avenue and Osborne Road and one at the car wash, considering another Standard
station that close does not make sense in his eyes.
Mr. Youngdale said again he wanted to say it is a matter of timing -- how
the annual budget is allocated. In this instance, he thought efforts were
directed in not simply proposing to construct a Standard Station, but to incor-
porate a planned land use contributing to taxes and mauy other things. The
proposed station has architectural arraagement and treatment. It is very impor-
tant, in his view, to make it a compatible thing to the City of Fridley. They
are not here tonight solely asking for rezoning and special use permit, but C1ney
were offering a suggestion to the City of Fridley an overall plan use for land
naw being used and it would be compatible with the Spring Lake Park development
to the North.
The amount of land in the rezoning request is 1.8 acres, which is the total
parcel and 1.0 acre is the amount of land in the Special Use Permit.
Mr. Youngdale presented a certificate of survey.
The Chairman said that first of all, he did not think it is the duty of
� this Commission to ascertain whether the campetition between this particular
station snd other stations in the area ia samething they should have to deter�aine.
Secondly, they should determine whether the.use.of the propertq is proper and if
not proper, if the present zoning is the proper one. fle said they have been
discussing problems of filling etations for two months, and they are becoming a
problem to the co�unity.

4. VACATION RE�UEST: SAV 4�71-03, BY RICHARD MILLER HOMES, INC.: Vacate Mc-
Kinley Street South of South line of Rice Creek Road and a 6 foot utility
drainage easement described as South 6 feet of Block 3, Cochran's Addition.
Richard Miller and William Jensen were present.
Chairman Erickson read the public hearing notice.
Mr. Jensen opened the remarks by saying the site of the proposed plat is a
long time gravel mining operation which has been somewhat of a thorn in the
City's side for a period of years. Mr. Miller is acquiring the property from
Mr. Cochran and proposing to plat it in the form of single family homes. A few
years ago a guide plan �as made for this area and adopted by the City. In the
proposed plat, a few minor changes were made. The major change is the cul de sac
which runs North/South on the proposed plat. On the guide plan, the cul de sac
oriented East/West and opened on the street on the West. The shape of the ground
dictated the location of the cul de sac on Mr. Miller's plan. The severe drop
off and the grade of the street is much more satisfactory in this direction,
giving a modest curve instead of a straight line.
Darrel Clark said that, inasmuch as the Plats � Subdivisioc�a-Streets �
Utilities Subconmittee minutes were given out this evening with no chance to look
^ them over, he'd give a short resume. Lot layout: There was concern pver corner
lots being less than 80 feet, the required fa�ont footage in platting ordinance.
The motion indicated the Subcommittee did not necessarily object to leas than 80
feet or the interior lot of 73 feet becauae Mr. Miller has a houae plan which
will not require a variance.
Street gradea: The Subcomnittee made ao decisiona. Hawever, the feeling was
they did not want to see the grade any lower than necessary as it would cause the
lowering of gradea in the Park Construction parcel. Also, lowering the grades
would cause some problema with the depths of sanitary and storm sewer to serve
the Miller plat. Park Construction graded with drainage to Rice Creek Road.
Alignment: In order to make an intersection four way, more right of �
would be needed fram Theilmann's.
Chairman Ericicson asked how the atreet lined up vith the proposals they had
before. Darrel Clark said there was a 75 foot jog on 62nd Avenue.
Mr. Jensen said that the plan for the area was to give the people guide lines
when developing their property, but he did not think it would be looked at as a plan
that could not be aodified. In this instance, the nature of the road deeig�n ie
more coametic than any other purpose. People enjoy living on a street with a
little curve in it. They were not attempting to cause any problems for any ot
the neigAbors. iie was not aure a four way intersection vas necessary in this
place. The eutension �f Ren,amin,Street i$ the collector road for thie immediate
area. Perhaps i.f the road going Weat were jogged a little bit to the South
� be agreeable.

The Chairman said then it would be possible for the road going West to con-
tinue and serve the properties in the West.
Darrel Clark said that 75 feet is not quite enough for a jog -- the street
should be straight across or jog a minimvn of 150 feet.
Mr. Schmedeke said he did not vote for the approval of the preliminary plat
at the Subcomnittee level. The first motion, which failed, was the one he would
have gone along with. This motion would have brought the petitions to the Plan-
ning Commission without recammendation and the public hearing would enable the
people in the aeighborhood the opportunity to expresa their opiniona and then,
if the Planning Co�ission wished, the request could go back to the Subcommittee
for further study. He believed in the same atreet pattern that vas suggeated for
the proposed plat. Park Construction leveled their land to the grades approved
by the City. The confusing part to him was the fact that the party who has the
pit is proposing a plat and the one who hss graded his land has done nothing.
This was why he wanted to take a long and harder look before a cancrete decision
was made. A lot of ti�e was spent on the study of the area and he would be the
laet one to O.K. anything on the Theilmann property without their consent.
The Chairman asked what chaage there was between the proposed elevation on
Benjamin Street, and the Park Conatruction property.
Mr. Jensen replied probably 6 or 7 feet. The purpose of that lowering is
to provide for a graduel transition and limit the fill in the lower level areu
to S or 7 feet.
Chairman Erickson aaid that if Be�njamin were lowered, Mr. Carlsoa would iuve
to lvwer hia property.
Referring to tht map, Mr. Jensen �ai�-i�C•°�t alopiag it into this lower
elevation at this point. They were not oa the CarlBOn propeactq. He had aa qu��
rel vith the work they have done. The wa}► the City aet the grade on that property
ia mo�t proper. The grade was requested by Mr. Carlson for the purpose of �d.nimg
material. He came in for a permit and terma of how he would grade the property.
Danel Clark said the Citq took his grades because he was the firat oae
to grade hia propQrty after the etrtet plan wae adppted �nd fouad it would fit
tb� oga�all grade of the area vith the esception of the Cochran part vhich �ras
alaoat a hole.
Chairman Erickson asked if there Waa any vay to develop the property with-
out a etorm aewer. Irlr. Jeasen said that therQ wae no vay.
Mr. Clark said there ia s poseible outlet being looked at to the North �nto
the preeent basina located betaeen Misaissippi Street and Rice Cr�ek Road. The
portion of the stora aewer built for thia plat rould be per�nent, but the con-
str�tction would be ia stages.
Mr. Miller oaid, regardiag the comments aade that they Were changing the
gsadee, they were not laaering the grades, but xaisina them. This Was an a�res-
^ nent made betpeen the Couacil �nd Mr. Cochran. They bave not subetituted or
changed the grade of Beajamin Street. He did not think their �rading plan Nas
substantially different from the pl� accepted by the Council sev+eral years sao.

Mr. Clark commented that �he availability of the railraad excess fill w��
� di.scussed recently and that the fiJ.l was pretty we11 spoken for.. Hawever, he
found there is still more fill available.

Mr. Jensen said the grades, as they appear on the proposed plat, are exceed�^
ingly px�liminary. At this time all they are trying to do is to indicate some-
thing practical.
Mr. Richard Carlson said he worked with Bill Jensen and the Planning Commis-
sion on the preliminary street plan for the area. His concern is the fact that
o�wning property adjacent to the proposed plat and, according to their plans,
there would be a deviation of 75 feet. If he were to proceed to develop his
property, and Theilmann would have objections in moving this alignment, he was
concerned that it could affect the approvai of the development of their progerty.
He brought up t�.e fi1J, from Burlington-Northern, Inc. This material is avai�.able
to property owners within the City of Fridley, dumped on their site aC no expe�se
to �hem, but subject to an approved plan presented to the City Engineer�ng Dap�xt-
ment. As far as the cost of placing fill in a lower area, he thought i.t would
be far less than movement of the earth.
Mr. Carlson said they did not care to increase the taxes due to lpwsring
of storm sewers to provide some saleable property and developi,ng property if
there are other ways to eliminate sewer depths. As far as layout, they axe
de£initely �n �avor. It will enhance their property. As far as grades, it is
coxrect they brought their grades to the City. They cannot ldwer the grades to
a point where the water could not have surface drainage. Iie'd like to k,now what
material on the property is going to be moved or.remain.
Mr. Jensen said he was trying to think if there would be excess fi11 because
o� very high mounds of material existing at this time.
The question was asked haw much difference in elevation was the street geiAg
East/Wes� and Stiason Boulevard and Benjanin Street. Darrel Clark said that
S�inson Soulevard is 928, th� low point is 907, the existing grade on Park Con-
struction property is 91b. The pnoposed grade �s 911 ox five feet lawer tham
Park Construction property, and this is 17 feet below Stinson Boulevard.
Mr. Carlson said that Mr. Miller wants to get this property moving and
develaped. He believed July 8, 1971 was the Bu�lington-Norther� letting of the
�ontract of three million yards of material available within the Ci.ty Limits.
This particular location, �ith the applicatiaa pzoperly submitted to the Engineer,
could be one of the fi�cst ones that could be filled as it is xeady. Many o£ the
B�.Ces that are prepared have to have prelimiaary work, such as mucking aut a�
swamps and that will take some time prior to the time of getting �he material os�
the pxoperty.
Mr, Carlson said the prpperty owners in this particular area have reacted
quite violently for a11 the trucking going on, whether you truck out or in. It�
order to develop the property one way or anothe�, there is goin� to bs some
more aonstruction in that area. There is the property to the West (Chies)
which needs moxe development and has excess material.
Mr. Schmedeke asked Mr. Carlson if he had any abjectiona to the road besit�g
lower�d �ive feet or stay to level inasmuch as he was the owner.

,.� Mr. Carlson answered that he would prefex the Miller pxoperty to be xa�sed
10 feet; th,at he would agree and fill a piece of land for development purposes.
It would not be quite as attractive as rolling area. He would like to see it
rai$ed rather than lowered.
Mr. Schmedeke thought perhaps if the road remained the same, it would be
easier for the City to maintain.
There followed a detailed di.scussion of the proposed grades, existing gradea
and grades in the center of the property.
Mr. Miller said that according to the proposed grade, which is the grading
plan that was done after the plan that Mr. Schmedelce has, was the latest plan
approved by Co�ncil. This was before he came into the property. These are the
grades they have tried to work around. Accordi�g to that approved grade, there
is a substantial amount of the materi.al yet that would have to come out of thex �
and would be left off.
Ken Korin, 6051 Benjamin St�reet: He inquired about the jog in relation to
his property.
Dar�el Clark told him the jog t�as two blxks North of his property. The
elevations discussed were in the middle of the property.
Mr. Kor:�n asked if Mr. Miller was �lanning building hames on 61st and in
^ what direetion would he face the homes. Is the street proposed on the South l.ine
on hia property.
Mr. Miller said he had dedicated one half of it. Part of the street ie
already in and more right of way would come fram the Korin propexty,.
. Sam Templin, 6184 Stinson Blvd.: He stated he was one of the older residents
in that community. Ae did not like to see the street lowered below the Park
Construction parcel. He did not think any of the neighbors around there want to
see any excess sewer costs. Their feeling is that they like to see whatevex' dirt
is there would be more or less left there. He was happy to aee the plat come
�n and hope it will be suc�essfully carried through.
Another citizen said he definitely did not watft to see more dirt taken out.
He hoped fill could be added to it to bring the level up.
The Chairman asked Darrel Clark if the City were prepared at this point to
talk about a storm sewer in this area.
Aarrel Clark said that the City has to be prepared to put in srnne of this
storm sewer system. He was not prepared to answer if the property were raised
to drain onto Rice Creek. If these grades are going to be approved, it would
have to be taken care of in this plat. There ia no question but the City would
have to negotiate in order to put storm water on someone else's �roperty.
Mr. Clark continued that the Council, when the las;� plat went through, asked
^ that $800.00 per lot would be placed in escraw for storm. sewer. Whatever is
spent for storm sewer would be credited against the $800.00.

' Mr. Miller said that his problem was that if he was going to pay for an
escrow, he would like to use the storm sewer.
Mr. Clark said if this plat were approved and Park Construction platted, the
�ity would place some storm sewer pipes in this ground.
Mr. Carlson said if the water could run over the surface, why don't you
leave it like that?
Ted Gonsior, 1601 Rice Creek Road: For the last ten years they have taken
out dirt and brought it back. He was sick of it. He has been eating dirt all
these years -- eat dust all day long:
Mr. Carlson said that it seems a few years back when Cochran's plat was
bei.ng discussed, and the guide plan was developed, there would be a storm sewer
in to drain from Gardena and back. If you put a storm sewer in that area, woul.d
you leave this? _
Mr. Clark answered that ultimately, there has to be a storm sewer system.
The more development that takes place, the more there is a need for a storm sewer.
You can only get by with these surface drainage systems for just so long.
Chairman Erickson told the audience that the City Engineering Department has
recognized the need for a storm sewer for many years. Everybody recognizes the
need for the development of the arpp. The Commission eoule shawed�forTthisat a
^ reasonable development and wae ha y to see so many p p
public hearing.
Mr. Schmedeke said that Rice Creek Road has been worked on lately. There
is a partial storm aewer up to 0'Bannon's property to handle water down to
Central Avenue. He was surprised they did not put in a larger p�pe. Probably
the City is to blame for not asking for a larger one when the ro�d was put in.
Mr. Clark said the ultimate outlet is to Rice Creek and not Moore Lake.
There is a small diameter pipe which runs to a ditch to Moore Lake and, at that
time, it was felt to be adequate to take care of the area.
Mr. Tenplin asked if an overall storm sewer system were put in, would the
elevations be above or below What Ye being proposed in the preliminary plat
and would there be s difference in the cost?
Darrel Clark said that percentage wiae, there would not be very much dif-
ference in the cost and such difference would be confined to a small area.
Chairman Erickaon aaii that the lo�est point of the system is between Weat
kloore yake Drive and the Gonaior property, being 12 to 15 feet lawer than the
plat.
Mr. Clark said that any pipes installed for this plat will be permanent.
It will be atage constructiou. The temporary part is the outfall, arid pte�bably
will be to the fc�nsior pond adjacent to Missisaippi Street, which may develop
^ into a permanent retention pond. Hawever, the permanent outfall is Rice Creek.
If the drainage is developed on the surface, there is the possibility the stotw
seWer would be actually deleted, but the pipe will atill be put in the ground,

^ There will be no more construction inside the plat. We are talking about 300
tnore or less acres in the storm system -- we are naw talking about 12 acres.
The laet application for Federal aid for the storm sewer project was quite some
time ago.

table until July 7, 1971 the public hearing of the proposed preliminaty plat,
P.S. #71-02, Briardale, by Richard Miller Hames being a replat of Lots 1, 2 and

Board would wait until Mr. McGregor arrived or until 8:00 to discuss the request.
Mr. Roger Jolicoeur, 245 Stonybrook Way and Mr. Kenneth Reinhart, 187 Stonybrook
Way, were present to voice tti�eir objections to the request.
^ Acting Chairman Drigans at 8:00 askecl Mr. Jolicoeur and Mr. Reinhart to come
forward to state their opinions on the request aa Mr. McGregor _had not arrived.
Mr. Jolicoeur stated that his house is next door to Lot 10. The neighbor on the
other sidq of Lo� 10, Mr. Bessesen, was not able to attend the meeting, but Mr.
Jolicoeur stated they both felt thexproposed position of the garage would be
very detrimental to them a8 their homes are placed back 35 feet. He fuxther
stated that when his home was,; built the 8 foot portico on the front had to be
aet back 35 feet so the main part of the house is set back about 43 feet. Another
point for objecting was thet they have now been able to see the children get on the
school bus at the corner of Stoneybrook Way and Eaet River Road but if the propo8ed
garage was built, the view to the corner would be blocked off.
Mr. Reinhart stated that the property owners have a"Protective Cwenant" and he
wondered if this covenant has any power. He read a portion of this covenant that
read: "No detached garage may be erected upon amr of the foregoing described
premioea except upon lota in Block one, two and three of Pearson's Craigway Eatates
2nd Addition, Anoka County, Minnesota and except upon lots upon which two-family
double bungalaws may be erected thereon as herebefore pravided."
The Board asked Mr. Beliele if this covenant was to be enforced by the Citq.
Mr. Belisle stated it was his understanding that the City could not hold Mr. M�cGrego�
to the cavenant; th�t �oald be up to the property owners. He said the City Attoxne}r
really ahoald be the one to answer that question.
There was then a discusaion on the contente of the "Protective Covenant".

Acting Chairman Drigans asked if they would still object if the garage was built

Mr. Reinhart and Mr. Jolicoeur stated they would not.
Mr. Reinhart stated that ti�ere is a bend in Stonybrook Way, the fartthest out
portion being at Lot 10 so in looking down the street this garage would stick
out quite noticeal�ly.
Mr. Jolicoeur stated the overall appearance of the block is a pretty tangible
thing and the desirability of this area is that the houses are evenly set back
and it is a nice area.
Mr. Reinhart presented a letter, dated June 23, 1971, addressed to Mr. Minish and
used as a cover letter of a petition. The letter states the people who have
signed are against the request €or a reductien in the €ront yard setback as they
feel it would detract from the area.
MOTION by Wall to accept the letter and petition from Mr. Reinhart.
Seconded by Sondheimer. Upon a voice vote, there being no nays, the motion
carried unanimously.
Mr. Sondheimer asked Mr. Jolicoeur if in his bpinion it would be practical for
Mr. McGxegor to use fill on his lot to set tth� structures back farther.
� Mr. Jolicoeur answered it would take an awful lot of fill and a retaining wall
would have to be used.

� 1. CONTINUED: POLICX REGARDING FUTURE DEVELOPMENT OF GAS STATIONS:
The Chairman explained the purpose of the changes in the ordinance relating
to Special Use Permits is to enable the Planning Commi.ssion and Ci.ty to stxengthen
the requixements for a Special Use Permit and give the City Council some contro�
ov�r issuing a permit for whatever use is requested. It would give Council
some general grounds to refuse such a permit if they considered the use of the
request de�rimental to the health, welfare, safety, etc. of the people.
Mr. Min�sh, raferring to 45.191, suggested the follo�aing change: "--- the
proximity of a similar use" deleting "whether or not a similar use is already
in exiStence and located on the same premises or on other lands immediately
close by".
He continued to also add after "--- or on any adjoining roads, the total
number of similar uses within the City".

Several citi�ens were present, representing the Ruth Circle area, indicating
the desire for a park in their neighborhood, Mr. Ralph Officer presented a
. few facts, trying to encourage the Commission to acquire land and to develop a
park. Mr. Officer stated thaL there are approximately 210 children; Jr. High
�. age or yaunger, in this area, and he can name at least 25 people who would be
willing to contribute labor toward a park.
._ Mrs. Florence Swanson owns some land in the RuXh Circle area, which she would
like to sell to the City for park purposes. Mrs. Swanson also owns land 154'
south of Ironton. The area discussed by the petitioners, covers all residents
in the Ironton Industrial Park. The borders of the area covered by the petiti.pneTS,
is 79th Way on the South, East River Road on the West, the Fridley City Limits on
the North, and the Railway on the East.
Mr. Brown indicated t�at there is approximately 10 acres involved in total area,
but a park wouldn't be more than 3� to 4 acres. He suggested an area in the
southeast portion of the described area. For an example of size, he pointed out
that Madsen Park is appxox�mately 6� acrea, and this seems to be about ideal,
Mr. Fitzpatrick info�ned the Commission and the guests, that an apartment compl�eX
is being built near there, and that they are planning a swimming pool and tot lot
but these facilities would be for residents only. The older children might be
attracted to the ball diamonds in a neighboring park, but the small tots would
have no reason to leave the immediate area. �
Mr. Officer presented a petition to Mr. Fitzpatrick, requesting the City of
Fridley to purchase the property (generally) bordered by the City Limits on
the North, Ely Street on the South, Ruth Circle on the West, and the Railway
Tracks on the East, to be used for a park.
� Mr. Fitzpatrick instructed the Commission Secretary to forward the petition ort
to the City Council. He informed the Commission and the visitors, that there is
presently �10,000.00 in our 1971 Budget, for purchase of land ir► this area and
they are presently looking for the best location,

Mr. Brown informed the Commission that progress on the 1972 Budget is awaiting
Legislative action from the State and we can't really move on anything until
they finish their meetings.
L�ASE OF PROPERN FROM BURLINGTON NORTHERN RAILROiAD,
The Commission asked for a status report on the property being leased from
Burlington Northern Railroad to be used for park purposes South of Freeway
�694, h1r, Brown reported that the lease agreement has been delivered, stgnQd,
and returned, The area will be 400' deep and Sp7' long, and is located South
of Reserve Supply. Tt's approzimately 2 acres. There will be enough raom �ar
a backstog and apparatus, Everything installed will be portable so that �.i the
agreement is ever broken, the facilities can be removed. Our cost wi11 be $25.00
per year, with a 90 day warning to break the lease.

Mr. Olson asked if a reswne had been made on the 1970 Softball Season? He
explained that he would like to have a written report, indicating the nwnber
o� teams, the entry fees that they pay, and how many of them are non-�esi.dent,
Mr. Brown said that it'd never been put in writing, but that he could do sa.
� He went on to ex�lain that we have eight leagues in our City, One league is
called Classie, and it's strictly an exhibition league of the top teams irom
�ot only Fridley, but the surrounding area as �ell. The Classic League teams
each pay $170.00 entry fee.� The Classic League is one which does invo�ve many
players from outside Fridley.
Mr. Brown went on to inform the Commission that the Softball Budget is quite
large, due to the fact that there are many teams in oux leagues, Actually, tbe
Adult Softball pro�ram itself, is self-sustaining. The entry £ees paid by the
individual teams, is substantial enough to cover the cost of maintaining the
fields, lights, balls, trophies, umpires, any other expenses which might be
necessary for the program. The entry fees are deposited into the General Fund,
so the Budget has to show the total cost of the program.
Mr. Olson asked iF we were providing �eore for adults than for the children, as
our Budget would indicate. Mr. 8rown pointed out that there were 4 Gixls So£tball
teams in 1970 and there are 12 in 1971. They have been divided into two
divisions. This program covers girls fron 9 to 15 years of a�e,
Mr. Brown qualified our ot�er adult teams by saYing that our Church League
ra{uiros that all players be members of that particular Church; our ppen Laague
states that all players �ust either live or work in Fridley; and our Industrial
League rec{uires that all players be 40 hour a�►eek employees. we presently
have 71 Softball teaas.
Mr. Fitzpatrick asked if Mr. Olson was satisfied with Mr. Brown�s explanation,

CONCESSIONS�
Mr. Stimmier asked the Commission to review the copy of the lxcense which was
issued to the Fridley Youth Football Association, to operate the Concessions
at 'Phe Commons Park, during the Football Season. The license is issued for
one year and covers the period that the Hockey Association would be wanting
to operate their own Concessions. According to the copy of the license, the
F.Y.F.A, agreement won't expire until April 30, 1972.
Mr, Brown pointed out that the license is issued for a year, at a char$e of
$25.00, and that the Hockey Association would have to apply for a license to
operate the Concession durin� their Season. Mr. Stimmler said that he didn't
want the two groups to have any problems over the Concessions and that eyen
thaugh the Hockey Association fully intends to be in charge of the Concessions
during their Season, the Football Association could create a problem because
they have a year's license.
Mr. Brown suggested that the two groups be invited to attend a meeting and
that perhaps they could split the cost of the license.

Mr, Brown showed the Commissioners some preliminary plans of the irrigation
systems for The Commons and City Hall. He explained that the diffexence in
the cost pf the installation for manual vexsus autowatic, is only about $1100.00
to $1200.00. The bids are to include the cost for materials, license, fareman,
and rental of any equipment. We are to provide the labor.
Mr. Olson asked if there would be any chance of injury fro� these sprinkler
heads. Mr. Brown said that there would not. The sprinkler heads wquld be
visible, only when in operation. IYhen the presseu�e is off, the heads are
recessed back into the ground. These sprinkler heads will be plastic, rather
than brass, for monetary reasons. They would still be guaranteed, but not for
quite as long as the brass.
Mr. Stimmler asked Mr. Brown to send a letter to the Fridlep School Board,
inforning them that we'll be installing an irrigation syste■i on Dianwnds +�S
and �6, so tha� they'll be aware of what work is going an. The Co�nission
agxeed that this would be a good idea.

� Mr. Brown asked if the Augw t meeting date could be changed from the 23rd to
the 30th, due to the fact that he would be out of town over the 23rd.

invitation to Mr. Mike 0'Bannon and Mr. A1 Kordiak, Anoka County Commissioners,
to attend the June 28th meeting of the Parks and Recreation Commission.
