Mxs. L�llian Meyer was present on behalf of the League of Women Voters, to pxeSe�t
a slide presentation on the Wood Lake area in Richfield. The purpose o£ the slides
was to show how another municipality has developed an area similar to North Faxk.
Th�: slides showed the Nature Center, foot bridges, and the manner,in which they
have preserved this park Iand to best display nature.

t�e devei�ped inio a similar area, with its beaver dams, wide variety of bird
species, deer, and other various wildlife.She asked the Commission for the�r ide�s
fax developnaent.
Mr. Kirkham indicated an idea for some picnic tables and minor developmen�, simi���
to Locke Park< Mrs. Meyer asked if we wanted another Locke Park? Mr. Kirkham
stated that we did not, but that this is what he was comparing the area to. I���.
Meyex stated that what they didn't want to see was ball diamonds or snowmob�l�
txai�s. The Commission agreed that they didn't want this either.

consideratian for the development of this area, and thanked them for coming tp t��

The Commission turned their attention to the correspondence received in rega��'d t�
the installation and maintenance of ice skating rinks on Locke Lake. Mr, Brarvt�
re�erred to a letter from Wayne Pearson, President of the Locke Lake Improvemer4t
Association, to Gerald Davis, City Mznager, dated May 22, 1972, asking the �ity
�.o maintain two skating rinks on Locke Lake. Mr. Davis has responded to thi�s
letter by informing Mr. Pearson by a letter dated May 24, 1972, that he was
directing the request to the Parks and Recreation Commission for their recotn�e�c��t�A�
and consideration.
Mx. Fitzpatrick asked Mr. Brown for some backround information on this subject. M�'r
Brown informed the Commission that the residents af the property surrounding i�ock�
Lake have been shoveling off areas on the lake for skating purposes, and they
would like some assistance in the�maintenance of these areas, and som� lightitt$ to
be installed. These people would like to have a situation similar to the o�� �t
Moore Lake. Mr. Stimmler asked why they had requested two rinks. Mr. Bro�vn
explained that if you've ever been over in.the area, the lake is quite long and wide,
and this would be for convenience purposes. Mr. Brown said that as far as he was
cot�cerned, we really dan't know enough about the lake and we've gone through enQUgh
bad exp�riences over at Moore Lake to at least know where to go. The people �t

Mr. Brown explained that the rinks Kould have to be along the edge, rather tha� i�►
the middle, but that Ne really are hesitant about putting any type of equipmer�t o1�

ever�ings. Mr. Rust also suggested that the pits be filled with clay instead c►f

° �ra�n dorrn. In ad�dition to these requests, Mr. Rust suggested that there shoul.d be

To Whom it may concern:
This letter is written to provide you with some information pertaining ta
the purpose and need�of a"Home For The Handicapped" for which we are
making special use application.
There ere numerous handicapped adults residing in Anoka County some of
which are being served by various programs such as the "Day Activity Center" �
which is located in Fridley and "RISE" which is a sheltered workshop for
the handicapped, located in Spring Lake Park. A Work Activity Center is
also in the plans for the near future. As these programs progress, more
handicapped persons make use of them and become more or less self-support-
ing. Along with this the adult handicapped also look forward to independent
living.
In consideration of the above factors the purpose of our application for a
special use permit for Lot 16, Rev. Aud. Subdivision #10 (6887 Central Ave.
No.) is to provide a home or independent living for the adult handicapped.
/1This home would be supervised by an adult couple who wouZd live-in tfi e
property and perform all duties �ecessary of operating a home, such as
cooking, laundry and supervision.
The persons living in the home would be away from the permises during the
day� either at a"Day Activity Center", "She2tered Work Shop" or employment.
The residents do not drive so there would be very little vehicular traffic
generated by the home. -
It is our opinion the facility provides a needed service and Will not detract
in any way from the neighborhood.

DORSTAD: A replat of Lot 39, Revised Auditor's Subdivision �77 except that
part to Greenwood (Parcel 5640).
Mr. and Mrs. Dorstad were present.
Mr. Clark e�cplairaed that Mr. Dorstad requested rezoning to R-3 about a
month ago. At that time the discussion was to divide into residential lots
with a street xunning thY�ough the center. The Planning Commission and peopie
thought double bungaluws on East River Road would be acceptable with single
family residences on the remaining property. The next problem was the stxeet.
Some day there will be a median put down East River Road and the interior
streets will nat have access to East River Road excepting to go South. The
traffic signal would he at 79th Avenue and Osborne Road and would take care of
the left turns going North. He had talked to Mr. Lundheim recently who said
he does not like the plat hut will continue to work on the design. They
probably would have to get additional right of way on the West side. Mr.
Lundheim asked about getting additional easements along East River Road for slope
^ or sidewalk. The houses on the West side are located close to East Rivez Road.
The structures on the East side are set back pretty far. He asked to be given
apport,unity to give it more study.
Mr. C1ark said the lots abutting East River Road meet the minimum area
requirements for R 2. The w�atermain is on the East side of East River Road.
The sewer would be opea cuts and the storm sewer is in to Talmadge now. Rafer-
ring �a Talmadge Lane, if �i3e �idiags go through, Talmadge Lane would be
su�faced. �her� is eaough �eigh� of �$p. Osborne Road is 50 feet wide with a
56 foot right of way.
Mr. Clark suggested Mr. Dorstad talk to idr. Greeawc3od e�cplaiaing that it
�euld be to the City's advantage and Mr. Greenwood's if he w�anld inclu�� his

^ The explanation of the request was given by Darrel Clark. This is a lot on
the corner of Able and Mississippi Streets. There is 100 feet on Mississippi
Street and 200 feet on Able street. a house is on the lot. If the lot were
split, the new lot would be 80 feet and abut Mississippi Street. This wauld give
� 1ot of 8,000 square feet, 12 feet between the lot line and existin$ house,
and 10 feet being the side yard minimum. The recommendation would be for the
driveway to come off Able street. ,The City would like to get a 10 foot sidewalk
easement along Mississippi Street in case Mississippi were widened. �he side-
walk easement would not encroach on the area as it would be considered part
of the yard. There is a retaining wall on Mississippi Street which belongs to
the County. The present house faces Able Street but uses a Mississippi address.
The reason for the split is that the husband passed away and Mrs. Johnson wou].d
like to sell part of the property.

Chairman Schmedeke said that the new lot probably would be
in the area.
Mr. Clark said the frontage was about average, but the area
average. Lots further South are 75`x150'. The lot might appear
prospective buyer because the rear yard would be short.

The date of the present home is about 1940, being a little on the small side
and getting rather old. The house to the East (Mr. Paulson's) is a good sized
rambler and sets rather f ar back. The houses across Able Street were probably
build in the 50's. They do not meet the standards of today's minimum require-
ments.

he felt it was important they keep proper consideration for the requirements of

very large lots. There are ways of controlling the kind of houses, but the Sub-
co�nittee does not pass on them. His basic objection was that it does not meet
the area requirements, is on a main thoroughfare of the City and in an area of
large lots. He asked if Mrs. Johnson had any apecific plans and her answer was
"no particular plans".
Chairman Schmedeke suggested the Subcommittee take a better look at the
request because this property is on a main street and also he had had no time
to check it.'
MOTION by l�eissner, seconded by French, that the Plats & 5ubdivisions-
Streets & Utilities Subcommittee continue the request for a Lot 5plit, L.S. #72-06,
by Mrs. Marion Johnson, to split Lot 1, Block 2, Moore Lake Hiqhlands
into two build.ing sites, until the 9th day of August, or in case of a 1ar�e
agenda, on August 2nd subject to the decisions of the Chairman and Darrel�Clark,
Engineering Assistant, notifying the neighbor on the East of the Hearing. Upon
