The modules are made of inetal and acrylic plastic and only the letCers will light up. Chairman Minish asked if the space in between the modules was added into the area asked far in the variance. Mx. It was decided that the space between each module should have been added into the variance area which would have brought the total area up to 5i9 square feet. Mr. Harju stated this is a difficult variance as the sign is very eye pleasing but when the total area is �.00ked at, it is a drastic variance. When you look at the shopping centers, that are a long way fram the road, you can see we have held them at or near the required 15% of the wall area, and it wouldn't be fair to these. businesses to allow this variance. Mr. Sondheimer said if the backing was built up as a parapet, it would not be considered a part of the sign. He said he felt the fillers should not be considered a part of the sign. He felt this was a pleasing sign and excellently done, but the � Board might set a precedent if they approve the sign. Mrs. Wahlberg said the building is lower than what is normally built, so in a way he is being penalized by the height of the b uilding. The building will look better with the sign up as it will screen the equipment on the roof. Chairman Minish asked what the owner would"think of cutting down the size of the sign. Mr. Peugh said he had no idea of how the owner would feel about reducing the sign area. These modules are stock sized and to make them smaller would require more time and the owner would like to get the sign up as soon as possible. He said he would prefer to have the Board take action on�the variance rather than t�ibling it. Undoubtedly, the concerns of neighbors in the immediate community are normal and in their own minds very sincere. When we began in Victoria we were very fortunate to have acceptance. Our stay in Victoria has been most: positive and the community has undoubtedly grown greatly in understanding and acceptance. Our adults use the com�nunity regularly and they are outstand- ing residents of Victoria. The merchants and the people treat them with a great deal of respect as do our adults do likewise. ^ We have just completed a public hearing in Coon Rapids for the purpose of constructing two additional homes there. We had several neighbors who voiced concerns and asked good q�iestions. Fortunately, we were able to eleviate these concerns and we did receive unanimous approval from the Coon Rapids Planning Commission. n It is the national outlook that facilities for the retarded should be conununity based and that these people can function in our society. We support that concept and we feel our experience in Victoria can 6e a measure for other communities giving consideration to such development.' Thus, we would ask you to give serious consideration to helping retarded persons in your area have an opportunity for small °home Tike° group living.
