He had looked at this �ot several years ago for possible purchase. They then

work far the handi�apped. They felt it would f�ll the need fpr such a home.

Mr. Fitzpatxick referred to the Comment that a smaller structure would

the Welfare �oard? He then asked how qld was the oldest facility of the kittd

Mr. Tallefson sa�d three years at Victoria. It is �he oldest of that
paxticula� cana�:pt where the peaple liv� in �he home and go outaide of the `
hom� far wo�kshop. pC Redwood Fall.s th�rs ia no workshop, but th�y hav�.it it�

they Walk back and forth. A certain portion of theix salaries az the workshop
gpes �0 the home while the Welfare Board pays the balance. The home is a tax
p�yit�g facllity. The welfare department finds this warks very much to the
sdva�ntage of the taxpayer.
M�. Fitzpatxick sald it seemed to him the need for thi� kind pf thing i�
$viderit enough. He wandered if any other zoning would pertnatt this type of

Since that time th� City has purchased, thru tax de�inquent property,.all
the land lying South and West of Ashton. Mr. Clark continued that Mrs.
Swanson was a little disturbed by the s.tipulation of the Plats; & Subs.
Subcpmmittee of a buffer next tq Ashton Avenue. This was fo� the pro-
�ecti,on of her own property. This is a little diffexent from most cases
in �hat we would ask the industrial to rezone, but no�4 the industrial
was �her� first.
Mr. Schtnedeke said they were more scology minded now.
Robert Venne, 200 Hugo Street: He had a question regarding the .
zon��g and whether or not the land would be developed industrially or

Mr. Lindbloom was not in attendance so Mr. Clark explained that the
Lindbloom parcel is a corner lot with 215 feet of frontage along 67th Avenue
and 234 feet of frontage along Brookview Drive. He said Mr. Lindbloom has
requested to split this parcel into three building sites. One site would be
the southerly 100 feet of said Lot 7, which now has the homestead on it,
and leaving about 25 feet between the new division line and the existing garage,
The remaining north 134 feet would b� split into 2 equally sized lots that
would faca 67th Avenue and have about 107 feet of frontage each. Since there
is no sewer in 67th Avenue or Brookview Drive, the corner lot would have to
get its sewer service through the westerly lot on an easement. `
� MOTION by Schmedeke, seconded by Zeglen, to recommend approval to the
Council of the Lot Split request, L.S. �72-08, by Robert G. Lindbloom, to
split Zot 7, Block 2, Brookview 2nd Addition into 3 new sites, one being the

into two lots, about 107 feet each, facing 67th Avenue, and that the owner

The plan was discussed and revisions noted by the administration. The
revised sections 1 and 2, along with section 3, the actual plan, will be ready
by the October 18, 1972 meeting.

Mr. Clark stated this request was to fence the 33 foot street right of way
bei�ng the extension of 5th Street between 57th Place and 572 Avenue.
Mr. French stated that this item was discussed at their last meeting and the -
idea. of vacating the right of way was brought up and therefore it was continued
until tonight with the stipulation that all four owners adjacent to the right of .
way be notified for tonights meeting.
Mr. French thought we should also include the similar 33 foot strip between
57th Avenue and 57th Place in our discussion. Mr. French thought that this road,
� if opened, would be too close to the 4th Street intersection to be of any valua
� and also it would add another intexsection for more passible accidents.

Mr. Clark pointed out that there is a blockage of through traffic and the
Coffi3.ssion should consider either opening this right of way or the extension '
of 57� Avenue between 6th'and 7th Streets to allow traffic going south on
^ 4th, 5th and 6th Streets an easier route to get to 57th Avenue.
There were three of the four property owners involved at the meeting;
Mr. Lyytines, Mr, Amborn and Mr. Ransdell. Al1 three expressed their disapproval
to opening the 33 foot strip to vehicular traffic and would be in favor of leaving
it clased for good.
1'�TION by French, seconded by Engdahl, that the Plats & Subdivisions- Streets
& Utilita.es Subconrtnittee recommend to the Planning Commission approval of
vacating the 33 foot wide extension of Sth Street between 572 Avenue and 57th Place
and also to vacate the 33 foot strip between 57th Place and 57th Avenue and that
the City retain a 20 foot wide utility easement for the inplace sanitary sewer. _

The Commission asked that the City notify the affected property owners in
B1ock 32, Hyde Park Addition, and other adjacent property owners for the possible
vacation or opening of the streets and alleys in and around Block 32.

Sketches of the proposed sign were shown to the Board.
Mr. Peugh explained they are proposing this particular sign as it looks good, the
owner of the building likes it, and it covers up the vents, air conditioners, etc.,
that are on the roof, fxom the view of the public.
Chairman Minish asked Mr, Peugh if he was aware of the letter dated September $, 1972,
written to Viking Chevrolet by Mr. Darrel Clark, stating Chat no sign permits would be
issued to them until a completion schedule is received for the outside improvements
stipulated on their origin�l building permit.
Mr. Peugh said he was not aware of this letter.
Mrs, Wahlberg asked if �he Boaxd should continue with the public hearing or should the
item be held up until th,e letter is agreed to.

Mr. Peugh explained the front of the building is 120 feet wide ancl 13 feet high. The
sig� will consist of seventeen 4 fc�ot by 6 foot modules. 'I'he modules will spell uut
"Viking Chevrolet" and have a design module on either end. There wi11 be a sign
/1 structur�l background behind the modules�that is 40 inches high and will run around the
entire front of the building. The modules will extend 1 foot above and 1 f�o� below the
structural backing. The letters on the modules are only 3 feet by 2 feet. The modules
are made of inetal and acrylic plastic and only the letCers will light up.
Chairman Minish asked if the space in between the modules was added into the area
asked far in the variance. Mx. Belisle said the to�al area of just the moduleS is 4Q8
square feet, 579 square feet for modules glus exposed backgro��nd and 720 square feet if
we follow the Cod� in tlte strictest sen�e by using `he smallest rectangle which can be
z�ade to circumscribe. the message.
There was a discussion on how the sign area for the variance shoulci have been measured.
It was decided that the space between each module should have been added into the
variance area which would have brought the total area up to 5i9 square feet.
MOTION by Sondheimer to close the public hearing. Seconded by Wahlberg. Upon a voice
vote, there bein� no nays, the motion carried unanimously.
Mr. Harju stated this is a difficult variance as the sign is very eye pleasing but
when the total area is �.00ked at, it is a drastic variance. When you look at the
shopping centers, that are a long way fram the road, you can see we have held them
at or near the required 15% of the wall area, and it wouldn't be fair to these.
businesses to allow this variance.
Mr. Sondheimer said if the backing was built up as a parapet, it would not be
considered a part of the sign. He said he felt the fillers should not be considered
a part of the sign. He felt this was a pleasing sign and excellently done, but the
� Board might set a precedent if they approve the sign.
Mrs. Wahlberg said the building is lower than what is normally built, so in a way
he is being penalized by the height of the b uilding. The building will look better
with the sign up as it will screen the equipment on the roof.
Chairman Minish asked what the owner would"think of cutting down the size of the sign.
Mr. Peugh said he had no idea of how the owner would feel about reducing the sign area.
These modules are stock sized and to make them smaller would require more time and the
owner would like to get the sign up as soon as possible. He said he would prefer to
have the Board take action on�the variance rather than t�ibling it.

even with th� excess of footage involved for the total area of the 5ign.

I am writing to briefly tell you our story of service to the mentally
retarded in Victoria, Minnesota, and perhaps relate to the consideration
you are presently giving to establishing sueh a facility in Fridley.
Undoubtedly, the concerns of neighbors in the immediate community are
normal and in their own minds very sincere. When we began in Victoria we
were very fortunate to have acceptance. Our stay in Victoria has been most:
positive and the community has undoubtedly grown greatly in understanding
and acceptance. Our adults use the com�nunity regularly and they are outstand-
ing residents of Victoria. The merchants and the people treat them with a
great deal of respect as do our adults do likewise.
^ We have just completed a public hearing in Coon Rapids for the purpose
of constructing two additional homes there. We had several neighbors who
voiced concerns and asked good q�iestions. Fortunately, we were able to
eleviate these concerns and we did receive unanimous approval from the
Coon Rapids Planning Commission.

It is the national outlook that facilities for the retarded should be
conununity based and that these people can function in our society. We support
that concept and we feel our experience in Victoria can 6e a measure for other
communities giving consideration to such development.' Thus, we would ask you
to give serious consideration to helping retarded persons in your area have
an opportunity for small °home Tike° group living.
We would welcome your visiting our program and also any other persons
who might be interested.
