Mr. Muggli. ���.ai�ed that the existing driveway is a single one. He
wants to build a double a�tached garage. The present garage would not be seen
from the st�eet and the'aeighbors won`t object. He has a building permit
�o construct the new garage contingent upon getting an O.K. to keep the old
one. He l��s a need �or both. The xtew garage will be for the car and the old
o�se �or storage.
Acting Chaixman Fitzpatrick said that a number af the neighbors raere
notified of this building, but not one is here.

Mz. Muggli Said the old b�ilding is in A-1 condition. Zt is about 16'x20'
and a single car garage. There is 10 feet between the�lot line and the

^ fx'om 2nd Stree�. The foo�ings and the slab for the new garage were poured.
The Iumber is on its way• The Building Enspector checked the footings.

wou�d make a drive-through sta11. The cars would enter from the West side
and �xiC on Che East side. Mod�f�ca�ion to the building would consist of
ins[a1.�.ing an overhead door. This would be one af these smaller car washes
ope�ated by o�,e individual. It probably would be a free car wash with a f�ll
of g,asoline.
Acting �hairman Fitzpatrick asked if it would be open to the public if
thsY did not purcha�e gasoline. Mr. Palmquist said they wauld not have a
charge for the car wash, but i� would be tied in with the g�.��a�.ine sale.
Mr. Zeglen asked what a£ill mean�.
Mr. Palmquist said whatev�r it takes to fill ��� tank.
Mr. Zeglen asked what was so wr�rcg abo�x� ���rin� a.�..�=. ���s go in from the
back of the station and go around to the front.
Mr. �almquiat answered that the management would rather have them come
from the West and go out to the East.
^ Mr. Fitzpatrick said if they came in from the West,.they would be exiting
as Chey do now trpm the pump. He added that the intent is then to have the
people in for gasoline and leave the pump for the car wash. -
M�'. P�lmquist said they were t7cying to educate them to use the island on
Mi,ssissippi and have them go through to the No�th and enter on the West side
of the building.
Pau1 Klaverkamp (Attorney representing Holly Center) 1i05 1st National Bank
�` Bu�.lding: He said that the Shopping Center is opposed to the Special Use
Pex'm�t, as the ca� wash would just� add to the traffic problem. The main con-
csx'� is the ingress and egre�s. �hxee or four cars backed up would block a
��tqber of the accesses. There i�n't enough room. There would be blocking of
t��fiic on the frontage road and �rr^} either side of the station.
Mr. Palmqui.st answered that this is the type o� car wash in the filling
station at In;terstate �{'694 and pni.veXsiGy Avenue. These washes do not generate
this type qf tra�fic,

there wouldn't be room for this kind at this station. There is a unique
situation of the frontage Xoad surrounding the �tation.

Mr. C].ark said that previously there was a getition for a variance on
Lot 5 only. The va��.ance was granted, but or�� af the provisions was that
the double bun$�low face Symphony Street. Mr. Lennox now feels that Lots
5 and 6 ar�; large enough without hav�ng a variance. The building structure
is basically on I�vt 5 and part o€ Lot 6.
Mr. Le�uiox said because a three car garage is requi�ed for a double
bun�alow, th� ga�age will be put wherever he can get a perntit for it. The
garage entrar�c� will be on the back of the house.
Tezry Reingaxd�, 738�, Symphony: His interest �,ras in knowing exactly
where the house would be glaeed on the two lots and how m��� it would go
into Lot 6.
Acting Chairman Fitzpatrick said the building is 33 feet North/South with
a 35 foot setback. This woul,d mean that mast o� b;�e building is going to be
on I.ot 5.

of thi� nature �hould face Symphony. Now he is going to faee it on 7l+th
wh�ch would show the homes on Symphony the East end of his house and take up
�he vacant lot �ex� door which would bs just what they have been looking
�t for three years. He €elt it would ruin Sy�aphony Strest. He objected to
�he deep back yard.
� W. C. Mealoy, 7378 Symphony: His back yard would be the lot next to
I,c►t 6 which is presently a single family lot. He �zould prefer to see a
�ingle family dwelling on this lot rather than his back yard facing his
yard.
M�. Lennpx said he could build a double bungalow on I,ot 5 and a house
on Lot 6.

R-1 zoning. The doubles to the N�rth and West of him were not kept up very

Mr. F�.t�patrick said that the ques�ion seems to be resolving itself
whether or not th� multiple will be built on one lot or it would occupy two
lot�. The q.uestion before the Commission is the placement of such a building.
Mr. Reinga�Cd� asked if the zox�ing of Lo� 5 made a di£ference in the
requir�m�nts for $ home b�i,ng placed in any particular direction.

Mr. Clark explained that the Plats & Subdivi.Gic�ns-Streets & Ut'i1�.ties
Subcomm.ittee met on this item earl.ier this evening with the petitioner. They _
�'ecommended granting the petitioner`s request to vacate the entire street
including the cu�. de sac. He wouid then deed back to th� City a 20 foot
utility easement along with a private driveway easement for ingress and egress
to the lots by the River. One of the reasons for this request is that there
are lots (Lots 2 and 3) very close to the embankment of the River. If he
were to build the hqmes without the additional land coming from the vaca�ion
of the cul de sac and street, they would be too near to the River.
Mr. Fitzpatrick said that Riverview Terrace is in and driver; on.
Mr. Erickson asked if Mr. Henriksen planned �iving iii on� af the homes.
Mr. Henrikson said he planned to live on Loc_ 3. F�e had the property
surveyed and found out he did not have the a����;.rat ;�t lar.d he bought.

North Half of th� Church cemetery. The entire block has been a cemetery
since 1914. The northern part wi.11 never be used as a cemetery. It was

there was a rearrangement during the construction of the Freeway: �Sth

Mr. Gastner explained to the Boax�d and interested parties in the audience that
they were trying to relicve the parking congesti�n in the street, the front yard and
^ the Graveled portion of their property abutting tt�e railroad'tracks, They also
would pxovide screen fencing and as much landscaping as possible where the parking
lot Would abut residences.
Mr. & Mrs. Hayes, owners of the property acrpss the railroad tracks were concerned
about access to their property. Mr. Windhurst and Mr. Castner discussed this
matter with them in private and the Hayes stated they had'no objections to the
variances being granted.
The Boyers, residi.ng at 159 Longfellow Street, south of the proposed parking lot,
asked about fencing and screening between the two properties.
1�Irs. Stra,ub, owner of the pxoperty on the WeSt side of the proposed parking lot,
was concerned about the par�.ing lot being adjacent to her apparently buildable
'�'" 60 foot lot and whether the proposed adciirio� would mean more employee parking.
Mrs. S�raub also as�Ced that any notices be mailed to her residence at 3141 Clinton
Avenue� Minneapolis. r
A discussion regarding the alley on the south,revealed that the applicant
assumed the alley was o�l.y a utility easement so they had asked for a variance
pf reaz yard reduction from the required 25 feet to 5 feet. A review of the
old su�;veys, the half section� aerial photo and a photo looking west at the
alley indicates the alley, although inactive, has not been vac�.ted, and that both
the applicants building ax�d the frame shop axe on or near the alley propexty lines.
�he Board concurred with the �uilding Inspector that any fencing, landscapirig or
'^ curbi�g done in this al�ey should first have the approval of the City Engineering
Department and the ppwer company. 'I'hey also agreed that a new survey should be

shou],d be maxi.unized at the expense of reducing the setbacks as much as possible.

Mr. Castner's request as to when blacktopping could be started was answered

screen fencing along the residential boundaries and that if and when�blacktopping

Mr. Les Nordin, 491 - 67th Avenue N.E., appeared before the Board for
preliminary concept consideration by the Board for a steel supported sod
^ covered structure, nearer the side lot line on a corner lot than our Ordinances
permit. Pictures were shown to the Board and they felt it was an intriguing
concept.
The Building Inspector advised Mr. Nordin that he should submit plans and data
to the Building Standards-Design Contxol subcommittee since this type of
structure was very dissimilar with any of the existing atructures in the area.
The $oard advised him that they would consider his request for a variance when
the qther com¢�►ittee and Council had granted approval. ,

When this item was being considered by the Planning
Commission, it was brought to the attention of the Commission by
Mr. Erickson that, during the rezoning of part of this tract
(ZOA ��69-09) a motion for recommending the rezoning included a
stipulation to provide for a service drive along the freeway
between 5th Street and 7th Street.
The Commission would like to know:
1) Did Council also intend that this service drive be installed?

2) If they did not consider the service drive, does staff have
any recommendations with reference to it?
The next Planning Commission meeting will be
November 22nd. I would appreciate the information for their
consideration at that time.
