Plat�ning Commission Meeting - November 22, 1972 Page 2 I Mr. Zeglen said he observed the station recently. He felt that the situa- ^ tion on the stall for the car wash was really bad. Coming in from the service ro�d on �he West there is too much of an incline. He did not know how you can swing a car fast and get it in. Going East there is room for only two cars. � � � Chairman Eri_ckson commented that the Commission has two reGuests, one for the station to continue the Use as a service station and the second to make the North bay into a washing stall by knocking out the West stall and instal- ling an overhead door. . Mr. Clark said that the areas on the drawing are not clear. It would be beCter to drive in from the West side of the structure and out on the East side. Mr. Minish said that he had seen some of these stations where they do not drive through• There is concern if driving through would create a traffic problem. Mr. Steve Palmquist, representing Phillips Petroleum, said that they would prefer to drive through because it is an easier operation. It is pos- sible to operat� caming in from the East side and back ocit, but they prefer to drive through. Chairman �rickson said that all of these cars would have to be in the station to get gasoline and have to go out the station and around the front. The stacking space would be in the rear of the building. Mr. Palmquist said, that along the West side, the stacking room would be fox three cars. The station has three entrances, one on Mississippi Street, one off the West service road and one off the North service road. Mr. Minish said the entrance on the service drive presents a problem at the present Cime. The most troublesome corner is the one on the Southwest side of the site. Mx• Minish asked the purpose of the car wash. Mr. Palmquist said there would be a wash with a fill of gasoline. It was strictly competitive and oEfering more services. Chairman Erickson asked what would prevent a station operator from p�tting up a$l.OQ car washing sign on quoted days. He did not know how they could stop it• Mr. FitzpatXick said that was the question that kept him worried. A retaining wall would be along the North side approach to the �orth bay. There is about a 3 or 4 foot transition in the elevation down to the service drive. Mr. Klaverkamp agreed the cars would come out wet with this type of operation. MQTION by Fitzpatrick, seconded by Zeglen, that the Planning Commi,ssion receive a copy of th� Yetter dated Nov�mber 14, 1972 and a copy of the original, deed with Phillips �etroleum Co. sent by Mr. Klaverkamp to Phillips Petroleum Company. Upon a voice vote, all voting aye, the motion carried unanimously. Mr. Mi.nish said that recently the Commission has had a number of similar requests for allowing different accessory Uses for gas stations. It is indica- tive we have too many gas stations in Fridley. He was reluctant to see the Commission con�inue to cater to their problems to increase the business and th�refore justify their demands for more stations. There is the potential here to allow the incre�se of traffic problem and already we have pXOblems with the shopping center, particularly cars waiting to gat onto Mississippi and this the�eby would add more. He would be willing to look at the site if some- thing were put in to prever►t the left turn through the service drive going East on �Iississippi. Ch�irman Erickson explained that he received a letter from Mr. Burk- holdex' add�esSed to him stating he would be unable to attend the Planning Commission me�ting this evening becau5e of the marriage of his oldest d�ughter. They were hard put �o �ind this in the Council minutes. He asked Aarrel to research this and fiAd out if Coun�il felt as the Commission did. Also he should consult Mr. Hil�. Mr. C],ark said the tnemo is Mr. Qureshi's comments and his initials are on the bottom. He didn`t get a written repozt from Mr. Hill. His verbal opinion was that tkte servie�: drive not be put in as it would create a problem due to sig(�t problems. �he 264 feet that Mr. Burkholder will put the building on does include Che 30 fvot righC o� way of 55th Avenue. Secondly, where this right of way ad3oins the exiSting driveway which the highway built, does have a controlled �a�cess. He talked to the Highway Department about extending 55th Avenue from 5th'Street to 7th Stx'eet. They would reluctantly agree. They felt the i�texsection which ir�tersects with 7th Street does have a visual problem• The service road would actually run from 4th Street to 7th Stxeet. Three hux�dred fe�� is not open to traffic now. It would have to be blacktopped. Chairman $riekson noted that the access is on High�aay property and � asked wha maintained it. Mr. Clark said the City does'snow plowing only from 5th Street., (Some pictures were shown of the intersections) One of the pietur�s was taken standing at the So-called service drive looking towards th� South and Nprth. There is a hill about 300 feet South of the proposed ' dri�veway. He zecei.ved some data on design from the highway department. The � tniy�ituum distanc� recommended on a 30 mile an hour street is 300 feet. Their reCommendation was that in�ersection should be avoided if at all possible. MX. Fitzpatrick said that it did not seem to him that the Commission woµld have to justify the immediate construction of a service drive in order to justify a City problem. It seemed to him too often there is a rush to vacate a City righC of way because it is not about to be used. They have made that type of mistake in the past. One o£ the things Mr. Qureshi said in his answer to Darxel's mema seems to indicate that the City might want to retain cont�rol until we see what the accesses would be. Mr. Minish said he felt the reason for the vacation request was to get suff�eient area fox the 32 units. Chairman F�Xickson added that the petitioner claims he spent a lot of time woxkir►g ou� the cot� l�x. The legal description of 264 feet includes the stxeets. He laid the complex ou� using th�se dimensions. If he cannot vacate the street, he will have to mov� the gaxages to the South and reduce the density. The]re is a correction on the Land Use Table on Page 9. The caxrection bas��ally given had take� into account the rates shown on the study weie the same as before, but they found out the rates were less. Boax'dman answered that th�s would be handled when a study is taken of this area, taking into account drainage and all other factors. Ch�i�man �rickson said that the �omprehensive Plan will let the people knqw what khe City feels is desirab3.e in these areas. Out of these Public Hearings will come the final recommendation to the Council. Mr. Boardman said they want to handle large major p�o�?zms right now. La��r on, when problem areas arise, they will be supplemen�:�l issues to this. Chairman Erickson said if they were going to �,et a plan started, they wi�l h�v� to begin with the large parcels. Perti���:;a the only real problem in the cqmmunity is the Hyde Park area. Most :�f the oth�r areas are undeveloped. M�. Boardman said that in order for the Comprehensive Plan to be workable, it has tq be in constant review. Constant documentation is r:eeded in order fQ� the plan �o be effective at ail. The conveXSation then revo�.ved around setting the dates and the number /� of Public Hearings. The sug�estion was made to include the peopie 300 feet outside of the study �reas in the Public Hearing notice. N1�MBERS PRESENT: Zeglen, Simoneau, Tonco, White MEMBERS ABSENT: Lindblad OTHERS PRESENT: Jerrold Boardman, Planning Assistant MOTION BX Simoneau to approve the minutes of the October 26, 1972 as written. Seconded by Tonco. Upon a voice vote, all voting aye, the motion carried unanimously. 1, CONSID�RATION OF A REQUEST TO CONSTRUCT AN ADDITION TO AN EXISTING BUILDING L4CAT�D ON LOTS 12-16 $LOCK 6 ONAWAY ADDITION THE SAME BEIN(� 51-77TH WAY N E� FRIALEY, MINNESOTA (REQUEST BY COOPER CONSTRUCTION COMPANY, 8_437 UNIVERSITY AVENUE N.E , MINNEAPOLIS, MINNESOTA 55432.) Mr. Thomas Cooper was present to present the request. Mr. Cooper stated this addition will be used as a cold storage area for a ehemical company that occupies the present building. They employ 4 people. He said the addition will have a brick front and the side will have painted decorative block. The entire building will be painted at the same time. ^ Mr. Boardman said they will need a couple more parking spaces in addition to th� seven shown on the plan. He asked Mr. Cooper if he would stripe two spaces on the asphalt driveway on the Northwest corner of the site. Mr. Coope� agreed to do this. The parking spaces have to be 10'x20' according to our Code. There is enough room to meet this requirement and still have room for a 7 foot sidewalk to separate the building from the parking lot. 0 � 10 Mr. $oardman asked about paving the alley. Mr. Cooper said he would pay for paving half the alley, He couldn�t agree to just having half the alley paved. He thou'ght the adjacent pro�erty owner should pave the other half at the same time. He said he would talk to the other property owner. Mr. Boardman said he could either pave his half of the alley or else the City could do it and assess the property. Mr. Cooper said if the entire alley was paved he would pay for it by assessment. Mr. Boardman said after he had talked to the other property ownex he should give the City a letter of intent on the alley and also for Gumwood Street. ; � ! Mr. Tonco said the minimum radius on a driveway was 10 feet. He also told Mr. Cooper we �eed a landscape and drainage plan. Mr. Cooper said there were 8�10 oak trees on the propexty aow but some might have to be removed for the driveway. Mr. �onco asked abaut aecurity lights. �ir. Mr. Brama said thi� x'equest was just for Phas� I(1 building) of what will eventually will be a four building complex. This building will be 693' x 140'. They may have to make the second row of buildings smaller to have radius for trucks. Mr. Boardman said the building coverage as presented is 41.2°Ja so if two o� the buildings were reduced they would be well within the 40P/a of building eoverage aliowed. Mr. Brama said this request ie for a building permit to grade only. Mr. Brama and inembers of the Board discussed some materials which might be used pn the e�terior of the building. Mr. & Mrs. Donald Findell were present to present the request. Mr. Findell said they had decided on the lot on Fireside Drive N.E. This lot is 75'x132'. Mr. Tonco asked if tt�ey had checked with the neighbors to see if they had any objections to this house being moved into this area. Mr. Findell said they had not. �he house is 28 years old, but they think it is a very attractive house and it will add to the area. Pictures taken by the Building Inspector were presented to the Board. The hous� has a one car garage. Mr. Findell said the garage could not be moved. They will construct a new garage after the house is moved. He was asked if �he intended to construct a one or two car garage. Mr. Findell asked what � was required. Mr. Boardman said he could construct a one car garage but ther� would have to be room to have a two car garage. The Subcommittee felt a two car garage should be constructed if at all possible. Mr. Tonco said there would be some damage to the house in moving. He thought the Findell's should post a bond to i.nsure that the house would be repaired and brought up to code. They also want to be sure that the house will be located on a foundation as soon as possible and the lot properly Landscaped. After discussion by the Subcommittee, they decided to ask for a$2500 gerformance b ond . MOTION BY TONCO to recom�end to the City Council approval of the request to move this house into Fridley with the stipulations: 1. The house be repaired and brought up to Code. 2.
