1. CONTINUED: PUBLIC HEARING: REZOftI2QG REQUEST, ZOA 73-05, BY
ROBERT SCHROERo The Northwest Quarter of the Southwest Quarter
of Section 2, T-30, R-24, except that part taken for highway purposes;
rezone from M-2 (heavy industrial areas) to R-3 (general multiple family
dwellings), the Westerly 493 feet, and rezone from M-2 (heavy industrial
areas) to C-2 (general business areas) all that part of the Northwest
Quarter lying East of the Westerly 493 feet, except that part taken for
highway purposes.
^ Mr. Robert Schroer was present.
Chairman Ezickson said the Fublic Hearing was still open.
Plaaning Comnnission Meeting - ApriZ 4, 1973 Page 2
Mr. Schroer said he knew from the last meeting that the Comission
/"\ was aot in favor of rezoning tu R-3 at this time. He said he wanted the '
- Commission to act on the comereial rezoning, and coasider the R-3 rezoning
after the Comprehensive plan had been approved or disapproved by the Council.
He said his main concern was that the Planning Conission consider the
comercial rezoning.
Mr. Boardman said as Mr. Schroer is in a hurry on the commercial
rezoning, the Planning Commission could act on the C-2 rezoning and deny
the R-3. Mr. Scroer can act on this part of the request at a later date.
Mr. Erickson asked the reason for the 900 foot depth of the C-2
rezaning. Mro 5chroer said they had un. into problems with 600 foot
comercial lots. They were too small for a large commercial development,
and too deep for a small co►erial development.
Mr. Fitzpatrick said his cancera is the different widths of the
commercial property in this area. Mr. Schroer said that when Rancher's
Road is put in on this property, it will separate the two zonings.
Chairman Erickson asked if 81st was dedicated, in writing. Mr.
Schroer said he thought it was.
Mr. Boarman said the street is alxeady in on 79th from Beech to
Main. This summer, Main to flighway 47 will be put in, and also Main
to 83rd.
/ Mr. Wayne Wormsbecker, 3200 North Lilac Drive, Minneapolis, said he
- owned lots South of the propertp Mr. Schroer wa.n.ts to rezone R-. He,said
his property is zoned M-2 and if this propertq was rezoned to R-3, it
could change the setbacks on his property. For this reason he would not
be in.favor of R-3 zoning in this area. If it didn't change his setbacks,
he wouldn't object. He said they would still be able to build on 40% of
their property, but they would have to rearrage the buildings. He said
he had no objection to the C-2 zezoning.
Mr. Minish asked Mr. Schroer if he wan.ted the Commission to act on
both rezonings. Mr. Schroer said he wanted action on the commercial rezoning
noW, but he would withdraw the request for R-3 rezoning at this time.
MOTION by Fitzpatrick, seconded by eglen, that the Planning Commission
close the Public Hearing on rezoning request, 73-05, by Robert Schroero
Upon a-voice vote, a11 voting aye, the motion carried unanimously.
Mr. Boardman asked Mr. Schroer what sort of timetable he had on
rezoning this property to C-2. Mr. Schroer said between 60 and 90 days<
Mr, Minish asked what kind of development the commercial areas would
have. Mr. Schroer said he was not at liberty to say at this time, He said
there were quite a few restrictions on C-2 property and it would be something
/1 that met the zoning requirements. Mr. Minish said we like to know the use
of the property before we recoaend rezoning, but in this case, we have to
recognize that this is a natural development, due to the other C-2 zoning
in this area,
Planning Coumnission Meeting - April 4, 1973 page 3
Mr. Schroer said the University Avenue Service Road would be
^ extended along this property:
MOTION by Fitzpatrick, seconded by Minish, that the Planning Commission
recommend to Council approval of the rezoning request, 73-05, by Robert
Schroer, to rezone from M-2 (heavy industrial areas) to C-2 (general business
areas) all that part of the Northwest Quarter of the Southwest Quarter lying
East of the Westerly 493 feet, except that part taken for highway purposes,
and to deny rezoning from M-2 (heavy industrial areas) to R-3 (general
multiple family dwellings) on the Westerly 493 feet of the Northwest Quarter
of the Southwest Quarter; with the stipulation that there be dedication for
the service road, with loopbacks at both 79th and 81st Avenues N.E. Upon a
voice vote, all voting, aye, the motion carried unanimously.

Mr. Jim London, representing Darrel A. Farr Development Corporation,
was present.
^
Chairman Erickson said the plat and the glan can be considered together.
M(iTION by Fitzpatrick, seconded by Zeglen, that the Planning Commission
waive the reading of the Public Hearing natice on the proposed preliminary
piat, P,S, 73-02, Innsbruck North Twonhouses Phase IV and V, by Darrel Ao
Farr Development Carporation. Upon a voice vote, all voting aye, the motion
carried unanimously.
Mr. Jim London said this will be the Iast of Innsbruck. Phase IV and V
Addition for Townhouses will have 62 units in Phase IV and 56 units in Phase V.
The plan has been changed samewhat., The new plan will better fit the contours
of the land.
Chairman Erickson asked how many townhouses there were on the original
plan. Mre London said there were 120.
Mr. Fitzpatrick said he was confused about the 17% coverage figureo The
plan presented looked as if the coverage was more than that. Chairman Erickson
by doing some quick estimating, said there were about 80,000 square feet of
buildings on a 400,000 square foot site, which was close enough.on a rough
estimate, to make him believe the coverage was 1770.
Mr. Minish asked about the status of the single family hanes. Mr.
London said there were 15 homes built out of 122 sites. He said they were
only developing the lots for sale and not constructing the homese They
have sold about 30 lots, but they are not encourageing development this

year because sewer and water are planned for this year and the streets
are impassable.
Mr. Minish asked how, many of the multiples have been built. Mr.
London said 102 units were completed and 8 were under construction. This
would make a total of 110 out of the 158 proposed.
Mr. Erickson said the Plats & Subdivisions-Streets & Utilities Sub-
committee recommended approval of the preliminary plat, and Building Standards-
Design Control Subcommittee recommended approval of the preliminary plane
Mr. Zeglen said •these townhouses are going to follow the same pattern as
in the other phases. Mr. Boardman said the Planning Commission will consider
the approval of the final glan and the Council will consider the approval
of the final plat.
Mr. Erickson asked about the exteriors of the townhouses. Mr. London
said they used Texture lll Mahogany on Phase I, but had chaaged to
Masonite R90 on Phase I and III. Chairman Erickson asked if they had
to replace a lot of texture lll. Mr. London said they did. This is why
they have changed the exterior material. Mr. London said they use all
double wall construction.
Mr. Boardman asked Mr. London if he had made plans for any additional
parking for the recreational building for the townhouses. Mr. London said
they hadn't planned anymore than 14 parking spaces because they felt most
peogle would walk to the recreational building.
Mr. Minish asked how many units would be using this recreational
building. Mr. London said there would be 276 units using it.
Chainnan Erickson requested from staff a complete picture o€ all
five phases together and copies of the minutes, so they could make a
determination on the parking.
MOTION by Fitzpatrick, seconded by Minish, that the Planning Commision
continue until April 18, 1973, consideration of the proposed preliminary
plat, P,S; #73-02, Innsbruck North Townhouses Phase IV and V; and preliminary
plan approval, Phase IV and V, by Darrei A. Farr Development Corporation,
located one quarter mile East of Matterhorn Drive and North of Interstate
No. 694, being a replat of Outlot H, Innsbruck North. Upon a voice vote,
all voting aye, the motion carried unanimously.
4. PUBLIC HEARINGo PROPOSED PRELIMINARY PL,T, P,So 73-04, VEIT'S
SECOND ADDITION, BY LONDA ENGLUND, A replat of Lot 15, Revised
Auditor's Subdivision No. 23, except that part platted as Veit's
Addition,
Londa Englund was present.
MOTION by Zeglen, seconded by Minish, that the Planning Commission
waive the reading of the Public Hearing notice on the proposed preliminary
plat, P,S; 73-04, Veit's Second Addition, by Londa Englund. Upon a voice
vote, all voting aye, the motion carried unanimously.
' Planning Commission Meeting - April 4, 1973 Page 5
Mr. Boardaaan said it was the recammendation of the Plats & Subdivisions-
Streets & Utilities Subcommittee that the Planning Commission approve the
preliminary plat for Veit's Second Addition, with the stipulation that
Lot 1 be made an outlot and red tagged until the street proposal concerning
63' Way is determined. If someone doesn't petition to have the street
opeaed, this option will be void after June 6, 1976.
Mr. Erickson asked the people in the audience who were here about
this preliminary plat, if they were familiar with this proposalo
Mr. Harold Beclan, 6430 East River Road, said this was a proposal
when Eva Erickson Riverview Manor was platted. We had fifteen years to
ask for the road so we could split our lots on East River Road, and
there would be access to our property without using East River Road.
I am speaking for myself, and Mrs. Erna Slawson, 6420 East River Road.
We do not want the street opened and we do not want to split our lots.
Mrs. Paul Kumhera, 134 63' Way N:E., said she was against the street
being opened because she had enough taffic by her house now.
Mr, Herlin Johnson, 123 66' Way N,E;, said he didn't want the street
ogened because of the additional traffic.
Mr. C1yde Ford, 6410 East River &oad, said he was in €avor of the
road. He didn't care if it went all the way through but he would like
it to go as far as his property.

Chairman Erickson asked if anyone had any objection to the preliminary
plat. There was no proposal for a street on this plat.
No one had any objection to the plat. Mr. Ford, Mr. Beckman, and Mr.
Johnson all said they would like to see the property developed.
Londa Englund said she wasn't aware of the street proposal when she
made the request for the preliminary plat. She said Mr. Veit was against
the street proposal also. She said the Lot l by itself was almost an
unbuildable site so they had no objection to it being red tagged.
Mr. Fitzpatrick questioned whether they should be approving a plat
with a lot that doesn't meet the minimum requirements.
Chairman Erickson said they didn't have an alternative as long as that
was all the land that was left.
MOTION by Minish, seconded by Fitzpatrick, that the Planning Commission
close the Public Hearing on the proposed preliminary plat, P;S, 4'73-04, Veit's
Second Addition, by Londa Englund. Upon a voice vote, all voting aye, the
motion carried unanimously.
Mr. Erickson said we could approve the plat and red tag Lot 1 for 90
^ days to determine if a road easement should be retained on this lot.
Mr. Minish said they wouldn't be able to build on Lot 1 without a
variance.

Planning Commission Ieeting - April 4, 1973 . Page 6
Mr. Erickson said 'he didn't know if they would have to get a variance
if the plat was approved with this aarrow lot.
Mr, Minish asked rho would determine if an easement should be retained.
Chairman Erickson sai.d it would be the Subcommittee and the Planning Commissiou
MQTION by Minish, seconded by Zeglen, that the Planning Commission
recommend to Council approval of the preliminary p1aC,.P,S, 73-04, Veit's
Second Addition, by Londa Englund, a replat of Lot 15, Revised Auditor's
Subdivision ftoe 23, except that part platted as Veit's First Addition,
with the stipuiaian that Lot 1 be included in the plat and red tagged for
90 days to determine if a road easement should be retained. Upon a voice
vota, all voting aye, the motion carried unanimously.
5. EXTENSION OF SPECIAL USE PERMLT, SY 71-04, GREEN GIANT HOME AND GARDEN
CENTER, POOL CENTER: Located at 7622 University Avenue N.E.
Mr. Dave Rick, Store Manager of Green Giant, was present.
Mr. Rick said they were proposing to move the pool area to another
location on the site. It wi.11 be closer to the road for higher traffic
count. They were also proposing to change the fence from a cedar fence
• to a chain link fence.
Mr . Boardnian s aid the fence shoul.d remain cedar .
_ _ ._ _,_
Mr. Minish asked the purpose o€ changing the fence. Mr. Rick said
the chain link fence would be slatted and it would be easier to maintain,
--- Mr. Mixiish felt te cedar fence wauld follow the architectural theme, as
opposed to a chain link fence,. . Zeglen said a slatted fence only
looks good when its first put up. He said as long as this was a garden
center they should be able to _plant some trees along the fence and this
would eventually provide good screeuing.
Mr. Erickson said that what he was most concerned about was that the
Special Use Permit was granted on an experimental basis, and this was the
second time it was bei.ng renewed. It has gone past the experimental basis,
We should know the size of the area being used by the pool center, where
the fence will be located and the dimensions of the existing building.
Mr. Rick said he had a plot plan that had been drawn up at the request
of the Building Standards-Design Control Subcommittee when they had built
an addition to the Garden Center for storage. Chairman Erickson asked if
that plan had ever been approved. Mr. Boardman said it had not.
Chairman Erickson said he didn't think they should act on the Special
Use Permit until the plot plat and the location of the pool center had been
approved by Building Standards-Design Control Subcommittee.
Mr. Zeglen said Mr. Rick could bring this to the Subcommittee meeting
on April 10, 1973.
Planning Commission Meeting - April 4, 1973 PaSe 7
MOTION by Zeglen, seconded by Fitzpatrick, that the Planning Commission
continue the extension of the Special Use Permit, SP 71-04, by Green Giant
Hame and Garden Center Pool Center, located at 7622 University Avenue Northeast
---ttntil April 18, 1973e Upon a voice vote, all voting aye, the motion carried
unanimouslyo
Chairman Erickson said he would like to see the previous minutes on
this Special Use Permit so they had the history of it.
6. CONSIDERATION OF NATIONAL GUARD ARMORY PROPOSAL
_ Chairman Erickson asked Mr. Fitzpatrick i£ he had discussed the
armory proposal with the Parks & Recreation Gommissione Mr. Fitzpatrick
said he hadn't. He said he had come away from the meeting after General
Cheeseman was here, feeling that the City would have to be willing to
put a lot of money into the armory if recreation facilities were going.
to be provided.
Mr, Minish said if this was going to be a primary concern in
considering the armory proposal, we could put up recreational facilities
for a lot less cost than paying for them in an armory.
- --- -uMr.JP`itzpatrick said the Parks & Recreation Commission is making a
comprehensive study of cost in providing recreation and this study could
include the cost of providing recreation in an armory.
Chairman Erickson asked if anyone on the Commission felt we had a
______,five acre parcel we could purchase for this use that would meet all the
requirements the armory must meet.
Mr. Fitzpatrick said he thought a site would be difficult to find
when Fridley was already so well developed. Mr. Erickson said we are
having a problem finding a site for a library.

Mr. Minish said General Cheeseman had said the community has to be
in favor of the armory and give it good support. I can't see that strong
support coming from Fridley.
Mr. Erickson said the proposal was so vague and there was no commitment
from the Army. Mr. Minish said it would be five years or more before we
would have a definite cnaitment .
Chairman Erickson said the City i involved in Chase Island, the
North Park area, the Ice Arena and other projects that are all going to
have to find a place in the budget and I don't feel we should lock up a
parcel of land for years when we don't know if an armory will ever be
located here.
Mr. Fitzpatrick said that Fridley will have done its share as a
community.
Planning Commission Meeting - April 4, 1973` . page 8
MOTION by Zeglen, seconded by Fitzpatrick, that the Planning Commission
recostmnend to the Council that since the City has a number of inter-cammunity
projeets already in existence and under development, such as Locke Park, Moore
Lake Beach, Columbia Arena, North Park, and Islands of Peace, it would not be in
the best interest of Fridley to add the additional facility of a National Guard
Armory which would require the purchase by the City of about 5 acres of choice
real estate for an indefinite period of time for a use which could be easily
provided by one or more surrounding communities whose land availability is such,
that their tax base would not be eroded by such purchase as would Fridley's.
Upon a voice vote,'all voting aye, the motion carried unanimously.
Chairman Erickson adjotrried the meeting at 11:00 P.M.

Chairman Schmedeke called the meeting to order at 7:15 P,M. ,
ROLL CALL•
Members Present: Schmedeke, French, Meissner
Members Absent: Engdahl, Foster
Others Present: Darrel Clark, Coumnunity Development Administrator
APPROVE PLATS & SUBDITISIONS - STREETS & UTILITIES MINUTES; FEBRUARY
28, 1973:
MOTION by French, seconded by Meissner, that the Plats & Subdivisions-
Streets & Utilities minutes of February 28, 1973 be approved as written.
Upon a voice vote, all voting aye, the motion carried unanimously.
 1. CONTNUED• VACATION REQUEST SAV 73-04, BY WAYNE SIMONEAU: Vacate
57' Avenue between Lots 10 through 16, City View Addition, and 6th
and 7th Street N.E,
Mr. Wayne Simoneau and Mr. Marvin Hartse were present.
MOTION by French, seconded by Meissner, that the Plats & Subdivisions-
Streets & Utilities Subcommittee waive the reading of the Informal Public
Hearing notice for vacation request, SAV 73-04, for the vacation of two
streets and an alley in Block 32, Hyde Park Addition. Upon a voice vote,
all voting aye, the motion carried unanimously.
Mr. Schmedeke said this item had been continued from the February 28,
1973 meeting because when this vacation request was received, it was noted
by the Subcommittee that there was an alley and a street in this same area
that had never been used and should be considered for vacation. The Pubiic
Hearing notice was sent to everyone within 300 feet of this areas being
considered for vacation.
Mr. Sctmedeke asked if there was anyone in the audience that objected
to the closing of the North/South alley in Block 32, Hyde Park Addition.
Mrs. Cecil Marler, who owns Lots 3, 4 and 5, said she had no objection.
Mr. Clark said the only other person affection would be Carl Sorenson, who
owns Lots 1 and 2, and Lot 10 was a tax forfeit lot, These lots are all
in Block 32, Hyde Park Addition. Mr. Clark said if this alley was vacated,
the City should retain a 12 foot utility easement.
Mr. Schmedeke asked if there were any objections to closing 58th Avenue
between 5th and 6th Street on the North side of Block 32, Hyde Park Addition,
which was a proposed street in an old plat.
_ . ...
Plats & Subs Streets & Utilities Subcammittee Meeting-P2arch 15, 1973 Page 2;'
Mr. Clark said Half the street had beea vacated when Bonny Addition was
,,, . platted. Half the street was left in Hyde Park, and this is what we are
considering for vacation now.
Mr. Schmedeke asked if there were any utilities in this street. Mr.
Clark said there weren't. There were no objections to this vacation from
the audience.
Mr. Schmedeke said the next vacation to be considered was 57 Avenue
between 6th and 7th Streets on the South side of Block 32, Hyde Park Addition.
Mr, Schmedeke asked if there were utilities in this street. Mr. Clark said
there was a water main five feet South of the North line of 572 Avenueo
Mr. Schmedeke asked the administrations recommendation on this vacation.
Mr. Clark said he had talked to Mr. Qureshi who recammended that this street
should not be vacated unless we open 5th Street to extend to 57th Avenuea
This street should be held for possible opening for traffic.
Mr. Simoneau said his only need for having this street vacated was
for a back yard. He said if there were valid reasons not to vacate the
street, he would agree with them.
Mr. Clark said that once we vacate the street, and then the City decides
we need it, the City would have to buy the property back.
Mr. Simoneau said he'd rather not put the City through that process.
Mr. Clark said Mr. Simoneau had received permission fram the Council
Co fence in this street because it got to be a catch-all and wasn't maintained.
Mr. Simoneau said he has made it a part of his yard and that's why he had
requested the vacation.
Mrso Marler asked if they would be taking part of her yard if the
street was put in. Mr. Clark said that they generally only needed a 30
foot street in areas like this. If the City couldn't get any more right
of way, or if no right of way was available, we could put in a narrow
street, but there would be no parking on it. Mrsa Marler asked if she
- would be accessed for the street. Mr. Clark said the cost was pro-rated
half way down the block, but she would have some assessment. He said there
would be a Public Hearing before the decision was made to open the street.
MOTION by French, seconded by Meissner, that the Plats & Subdivisions-
Streets & Utilities Subcommittee close the Public Hearing on vacation request,
73-04, by Wayne Simoneau. Upon a voice vote, all voting aye, the motion '
carried unanimously.
Mr. Schmedeke said there seemed to be no objection to the closing of
the alley or vacating 58th Avenue. `
Mr. Meissner asked if there was any preference between opening 572
Avenue or in extending 5th Street. Mr. Clark said the traffic would probably
be closer to the homes if 5th Stree* was extended. Mr. Schmedeke said if
• one or the other was going to be opened, 572 Avenue is the one to open.

Streets & Utilities Subcommittee recommend to the Planning Commission vacation
of the North/South alley between 572 Avenue and 58th Avenue Northeast,
Block 32, Hyde Park Additione Upon a voice vote, all voting aye, the motion
carried unanimously.
MOTION by Meissner, seconded by French, that the Plats k Subdivisions-
Streets & Utilities Subcommittee reeommend to the Planning Com►ission,
vacation of all that part of 5$th Avenue Northeast between 6th and 7th Streets
Northeast, North' of Block 32, Hyde Park Addition. Upon a voice vote, all
voting aye, the motion carried unanimously.
Mr. Schmedeke said he would like to refer the request for vacation of
57' Avenue to the City Council, and let them decide if they want this street
opened or closed. Mr. Clark said that normally the Council waits until
someone requests the street be opened, but obviously as this street is of
no value to people living in the area, no one wryuld request this. If aetion
is going to be ,nitiated; it will have to be initiatedby the Council.
MOTION by French, seconded by Meissner, that the Plats & Subdivisions-
Streets & Utilities Subcommittee recommend to the Planning Commission denial
of the vacation request, SAV 73-04, by Wayne Simoneau, to vacate all that
part of 572 Avenue between 6th and 7th Streets Northeast, South of Block 32,
Hyde Park Addition, and retain the right of way on 57 Avenue and request
Council to consider the possible opening of the street. Upon a voice vote,
all voting aye, the motion carried unanimously.
 2. PROPOSED PRELIMINARY PLAT: P,S. 73-03, MICHAEL SERVETUS i1NITARIAN
SOCIETYa A replat of Lot 8, Second Revision Auditor's Subdivision
_ No. 21, except that part taken by the City.
Mr. Glenn Thompson and Mr. Wyman Smith were present.
Mr. Darrel Clark said at oue time the Church owned all of Lot 8. In
1970, they negotiated with the City, and the City purchased about half of
their property for Meadowlands Park. They have enough land to provide
eight 72 foot building sites or six 96 foot building sites. There is about
35 feet between the church's property line and a drainage ditch in the park.
They could negotiate with the City to obtain 12 feet from the park azea, so
the eight lots could be 75 feet wide, which would meet the ordinance require-
ments.
What we disagree on is that the City would like to have Oakley and 67th
Avenue connected by a road. If the, church was willing to give up land for
this road, it would help the traffic flow and the drainage could be picked
up at one low point and brought to the drainage ditch in the park. The church
would like to have a cul-de-sac on the extension of Oakley Drive and a cul-de-
sac on the extension of 67th Avenue. If the cul-de-sac plan is approved, it
means having two conduits which will have to be connected by a pipe< I think
if the church wauld consider connecting 0akley Drive to 67th Avenue there
wouldn't be much of a problem in getting the 12 foot fram the park to make the
. lots 75 feet. I don't think the plat hinges on this however.
Mr. Meissner asked what happens to the land to the South of the building
sites. Mro Clark the church and its parking lot are in this area.

Plats & Subs -Streets 13ti1. Subcommittee Meeting - March 15, 1973 Page 4
Mr. Schmedeke said this is similar ta the Bayer request, Either
^ there are eight lots under the ordinance xequirement to six lots that
are quite large. If the petitioner can negotiate with the City for the 12
feet then eight 75 foot iots would be satisfactory to the Subcommitteeo
Mr. Glena Thompsoa said the City had obtained about half of what the
church had owned, in an amicable arrangement, for the parke The church
does not want Oakley Drive and 67th Avenue connected. We feel this would
create a hot rod route. With this proposal we can get eight marketable
sites back on the t rales.
If we contributed land for the connection of the two streets, we
would be contributing four or five times as much land as we would get back
for the 12 foot strip. Mr. Thompson continued that they would much prefer
to contribute the land for cul-de-sacs and purchase the land for the 12
foot strip. We do not want to plat this into six 96 foot sites as 75 foot
sites are much more marketable.
Mr. French askedif all that land needed for the cul-de-sacs would
be contributed by the church. Mr. Clark said a little of the cul-de-sac
on Oakley would come from the park.
Mr. Wyman Smith said that if the City feels strongly about the streets
being connected, we could delay the platting on 67th Aenue. We feel quite
strongly that we don't want the two streets connected.
^ Mr. Clark said you have had a lot of vandalism. Maybe a car driving
by once in awiile might help with this problem. Mr. Smith said they have
had 30 cases of vandalism in the last two years, We thought if we had
houses facing the church, this would help the vandalism problem.

Mr. Clark said that fram a development standpoint, people do like to
live on dead-end streets.
Mre Schmedeke said as he understands this proposal, if the cul-de-sac
plan is approved, they would need two storm drains. Mr. Clark anaered if
the storm sewer had to be put in conduit and there are-two cul-de-sacs, then
there has to be two piges, one from each end. If the streets were connected
then you could have just one collection point.
Mr. Schmedeke asked who paid for the storm sewer. Mr. Clark said a small
system is usually assessed 'with the street cost. ,
Mr, Schmedeke said if there was no problem in piping the drainage into
the park, the storm sewer wouldn't have to be put in. Mro Clark said that
when the water runs into the ditch in the park, if it should cause a problem
when the park is developed, they they would have to put in two storm drains
connected with a 200 foot pipee
Mr, French said he was in favor of the cul-de-sac glane
• Mr. Schmedeke said the cul-de-sac on Oakley Drive would give an entrance
to the park and a turn around area for the snow plow. Mro Clark said he
didn't believe there were plans for the park at the present time so if its a
street or a cul-de-sac, it wouldn`t make any difference as far as the park
is concernedo

Plats Subs -Streets & Util Subcommittee Meeing - March 15, 1973 Fage 5
/1 Mr. Schmedeke said he would be in favor of the plat if the petitioner
' caa obtain the 12 foot strip from the City to make standard size lots. Mr.
Clark said if they do obtain this 12 foot strip, the City should retain a
10 foot slope easement because this land would be higher than the park.

/"
Mr. Schmedeke asked what the recommendation should.be for the size of
the cul-de-sacs, Mr. Clark said the normal radius on cul-de-sacs is S0 feet.
Mr. Schmedeke said we should probably ask for a larger cul-de-sac on Oakley
Drive. Mre French said he thought an additional 10 feet would be sufficient.
Mr. Clark said that would make a 60 fot radius.
Mre Meissner said the storm sewer is not part of this proposal but will
have to be considered. Mr. Clark said it will be part of the development
of this property.
Mr. Meissner asked what, plan we are conaidering. Mr. Clark said the
administration plan shows the road being connected between Oakley Drive
and 67th Avenue, and the church's plan is to have cul-de-sacs on Oakley
Drive and 67th Avenue. It is up to the Subcommittee to recommend the
plan they prefer.
Mr. Schmedeke said he has always felt we should listen to the
petitioner first, the neighbors second,.and administration last. If we
feel the petition's plan has merit, this is what we should consider.
Mr. Thompson said the church would have no objection to both cul-de-
sacs being 60 feet in radius.
Mr. Meissner asked if.75 foot lots would fit into this area. Mr. Clark
said all the lots in the area were 75 feet and larger. Mr. Smith said we
think the alternative of 96 foot lots would make them over-sized lots.
Mr. Smith said they weren't asking the City for the 12 feet. They were
willing to negotiate for this strip.
MOTION by Meissner, secanded by French, that the Plats & Subdivisions-
Streets & Utilities Subcommittee recommend to the Planning Commission approval
of the proposed preliminary plat, P.Sv 73-03, by Michael Servetus Unitarian
Society, a replat of Lot 8, Second Revision Auditor's Subdivison No.21,
except that part taken by the Gity, contingent upon the petitioner negotiating
with the City for a 12 feet strip from the park, a 10 foot slope easement
being retained on this strip, to provide eight 75 foot building si.tes, or
else it be platted into six 96 foot sites, and also approve a cul-de-sac on
Oakley Dryve with a 60 foot radius and a 50 foot radius cul-de-sac on 67th
Avenuea Upon a voice vote, all voting aye, the motion carried unanimously.

Plats & Subs -Streets & Util. Subcommittee Meeting - March 15, 1973 Page 6_
Mr. Clark asked the Subcommittee to,look at a map bounded by East River Rd
^ 63' Way, 64 Way and Riverview Terrace, He said that quite a few years
ago, in 1961 or 1962, when Eva Erickson Riverwood Manor was platted to
the South, we held hearings with the geople who had lived in the area
for a long time, to the North, which have houses that are quite far off
East Rver Road, and yet have driveway access to East River Road, directly.
In the platting of Eva Erickson Riverwood Manor, we made room for a possible
40 foot street going between Lots 3 and 4 to give access to the North up
to 64th, a street that would more or less parallel ast River Road. This
would give the houses that presently face East River Road a different
accesse The petitioner owns Lot 15 and this proposal has one lot that
would interfere with this glane If the plat is approved as proposed, it
would cut off the access to 64th Way,
The easement for the road in Eva Erickson Riverview Manor will expire
June 6, 1976. It will then become void if the City does not exercise its
option for the right of way. We have sent out notices as late as 1970;
and the people in the area have expressed no desire to split their property,
or have a street run between 63 Way and 64th, just West of East River
Road. Just recently there has been a change made by the improvement of
East River Road, in that a median will be put in from 632 Way to Mississippi
Street and the driveways will be cut off in•the North bound lane.
Mr. Clark said the proposed glat is zoed R-1, and while Lot 1 is a
large lot, it is only 63 feet in the NoYth/South dimension, and it would
be.almost impossible to build a house on this lot under the present re-
quirements, even without having a street running through it.
' Londa Englund said they don't liave any plans for Lot l. Mr. Veit
wants to have this platted so he will be able to dispose of the property.
Mr, Schmedeke asked how much would be left of this lot if it had a
street easement going through the middle of it. Mr. Clark said there would
be two lots with approximately 7500 square feet each.
Mr. & Mrs, Dale Aziderson, 135 632 Way N,E., said that the median on
East River Road was already going ta generate more traffic on their street
and they both oppose the opening of the street.
Mr. Clyde Ford, 6410 East River Road, said the land is already there
for the road, at least the easement is there. At the time this was developed,
they told me they were giving me a street, but it never materialized.
Mr. Clark said that what he was given was the opportunity to petition
for a street if you want it.
Mr. Carl Humble, 147 53 Way N;E,, said he was against the opening of
the road.
Mr. Clark said there is no opening on this proposed plat for a raado
^ Mre Meissner said the whole question is would any of the property owners
, along the proposed road to the North, want to petition for the road between
- now and 1976. If so, should we retain some additional easement on this plat.

Plats & Subs -Streets & Uti1. Subcammittee Meeting - March 15, 1973 Page 7
Mr. Clark said even if the peogle express no desire for the road
tonight, I think we ought to hold that possibility open and make all of
Lot l an outlot, and hold it until the street prflposal expires in 1976,
or glat Lot 1 into two lots, wi.th a street easement between the two lots.
If it is an outlot, it could be ombined with other property, so it could
be usable.
Mr. Ford said he would iike to see the street put in up to his
property, anyway.
Mr< Herlin Johnson, 231 63' Way N,E,, said he was against the opening
of the road.
Mr. Ford said he wasn`t against the plat. He said he would like to
see more development in this area.
Londa Englund said the petitioner is against the road gaing through.
Mr. Ronald Gorski, lli b3' Way N.E., said he was against the street
proposal<
Mr. Walter Luckow, 161 64' Way N.E., said he approved the plat if the I
area stayed R-1.
Mr, Schmedeke said he didn't think the Subcommittee should make any
decision on opening or closing this road. It would be better to leave
it in limbo. Mr. Clark said it would have to,be decided by June of 1976.
MOTION by Meissner, seconded by French, that the Plats & S.bdivisions-
Streets and Utilities Subcomittee recommend to the Planning Commission
approval of the proposed preliminary plat. P,S. 73-04, Veit's Second ddition,
by Londa Englund, a replat of Lat 15, Auditor's Subdivision No. 23, except
that part taken for Veit's First Addition, with the provision that Lot 1
be made an outlot and red tagged and not be allowed to have any construction
on it until the street progosal is determined by Council to approve or
disapprove or expires in T976. Upon a voice vote, all voting aye, the
motion carried unanimausly.
4. CONTINUEDe PROPOSED PRELTMINARY PLAT, P,S, 73-01, BY RUDOLPH BAYERo
A replat of Lots 12, 13 and 14, Block 1, Spring Lake Park Lakesideo
Mr. Schmedeke said he was surprised Mr. Bayer wasn't present.
Mr. Clark said even if Mre Bayer isn't here, I think you should
make your recommendation the way yau feel because this does come up before
the Planning Commission next week. If you approve 72 foot lots on this
plat, there are three property owners on the other side of McKinley who
will want to do the sameo I am not saying this is good or bad, but this
is what will happen, i can see irr. Bayer's viewpoint and I can see the
Subcomaittee's viewpoint.
Mr, Schmedeke said he thought they should not approve lots that are
below the ordinance requirement and make the same recommendation they made
when Mra Bayer was -present.

Plats & Subsa-Streets & Util. Subcommittee Meeting - March 15, 1973 Page 8
Mr. Meissner said he didn't doubt that Mre Bayer could build homes on
. a 72 foot lot, but these still did not meet the minimum requirements. Mra
Clark said the lots did exceed the square footage requirements.
Mr. Meissner said he didn't think 90 foot lots.were all that large.
Mr, French said he didn't think they were huge either, they would just be
a nice size.
MOTION by Meissner, seconded by French, that the Plats & Subdivisions-
Streets and Utilities Subcommittee recommend to the Planning Commission
approval of the proposed preliminary plat, 73-01, by Rudolph Bayer, a
replat of Lots 12, 13, and 14, Block 1, Spring Lake Park Lakeside, with
the stipulations that the five 72 foot lots on McKinley Street be platted
into four 9p foot lots, and the twenty feet to the South of the plat on
Lakeside be included in the plat as an outlot. Upon a voice vote, all
voting aye, the motion carried unanimously.
6. DESIGNATION OF o9 MILES OF STATE AID ROADS
Mr. Clark said if you are wondering why we are designating State Aid
Roads it is as our total mileage increases, our State Aid increases. We
are allowed to designate 2d% of our total mileage to State iid Roads. The
advantage of having State Aid Roads are that we collect maney to improve the
' roads and when they are improved, we get money to maintain them.
We met with the District Engineer and they gave us their priorities.
The first priority was the extension of Main to Osborne and Osborne Road
and 79th. The second and third priority was to connect Rice Creek Terrace
• and Osborne Road about in line with Jackson and Monroe. We felt this would
have too much impact on Locke Park. We wauld not want to see a bridge built
over Rice Creek. Without a park in,the area., this would be a logical place
for a road. The fourth priority was a combination of Lyic Lane and Madison.
he fifth priority was the extension of 7th Street up to Rice Creek Terrace.
The sixth was 63rd and Moroe and the seventh priority was Arthur Street.
We have talked it over at staff level and our number one ptiority would
be a combination of 63rd and Monroe, and Arthur Street, Both these streets
will have to be improved next year.
Mr. Meissner asked what the criteria was the State used in making their
selections.
Mr. Clark said you have to connect two State Aighways, or a State
Highway and a County Aid Street, or two Municipal State Aid Streets, or a
combination of any of these.
Mr, French said he lived in the general area of Arthur Street, and they
were having growing pains in this area,
Mr. Clark said the more State Aid Streets we have in the vicinity of
Mississippi and Arthur, the better the chances were of the City collecting
^ moxe storm sewer money. The State gays a good percentage of the cost of a
, State Aid route, such as curb, mat and drainage tacilities,

Mr. Brama of Bryan-Franklin was unable to attend the meeting, but
Mr. Boardman spoke to him over the phone.
Mr. Brama explained they wanted to change the exterior finish from
wood to a Spanish style stucco with'a brick trim due to the fact that
t is impossible to get the lumber they wanted.
Mr. Boardman also told Mr. Brama that there is a drainage problem
that has to be corrected, and the precast curbing on the plans will
have to be changed to poured concrete curbing.
Mr. Brama said Comstock Davis will have the plans to solve the
drainage problem done the following week.

Mr. William Nicklow of Shorewood Inn was present for the request.
Mr. Nicklow explained he wants to add a 14' x 12 x 7'6" freezer
to the East side of the present structure. This would give them the
additional freezer space required for the restaurant. It will be enter-
ed from the insi.de of the main building and will have a white exterior.
The Board and Mr. Boardman felt an eight foot redwood fence run-
ning from the building to the property line would solve two problems at
once. (East side of the building and directly North of the freezer addi-
tion to the property line) It would not only hide the addition, but
also the dumpster that is placed here.
Mr. Zeglen asked if the debris and garbage problem had been resolved
yet. This probEm had bePn brought up at the February 22, 1973 and
March 8, 1973 meetings of.Building Standards.
Mr. Nicklow said yes. They are now using one dumpster. and have
it emptied by a garbage service everyday. This solution seems to be
working out the best for everyone.
Mr. Nicklow said he would like a small gate near the building so
salesmen or deliveries could be taken in here. There would also be a
gate large enough_for the dump trucks to get in and pick up the garage.
P The board agreed.
MOTION by White, Seconded by Lindblad that the Subcommittee recom-

Mr. Bill Nicklow was present.

Mr. Nickow explained that ty were very short on refrigeration
space and the manufacturer suggested installing a freezer that could
be attched to the building, Thep would put an additional door in the
kitchen that would lead directly to this freezer. The freezer would
not be affected by the outside tperature. The freezer itself would
have a white epoxy finish. Mr. iaravetz said this exterior had been
approved by the Building Standards-Design Control Subcommittee.
Mr. Minish asked why this freezer couldn't be located on the inside
of the building. Mr. Nickiow said the kitchen would be too crowded. It
. would be too inconvenient to have t in the basement.
Mr. Minish asked if there was garking in this area now. Mr, Nicklow
said no, but the area was blacktagped. Mrs. Wahlberg asked if this freezer
would show from the parking lot. Mro Nicklaw said the Building Standards-
Design Control Subcammittee has requested fencing around the freezer and
the garbage dumpstere
Mr. Harju asked what the exterior of the building was where this freezer
would be located, He was told it was brick.
Mr. Crowder asked if there ould be any other entrance to the freezer
^ other than through the daor from the kitcheno Mr. Nicklow said the freezer
would be permanetly ghysically affixd to tha iaall and the only door would
be through the kitchen.
Mr. Wyman Smith, representing Mr, Max Saliterman, said he wanted to
acknowiedge that Mr. Nicklow was nnning a good restaurant.

ti.
he Minutes of the Board of Appeals Meeting of April 10, 1973 Page 2
Mr. Smith said it was Mr. Saliterman's concern that there have been
requests for additions by this restaurant that would make for violations
of the ordinances as pertains to parking, Mr. Soliterman feels if he has
to meet the code requirements, Mre Nickow should have to meet the code
requirements. Mr< Nicklow said he was forced to add the kitchen. Mr.
Smith said Mr. Nicklow keeps using additional space for his building
without adding additional parking.
Mr. Harju asked how far this freezer would be from the property linee
Mr. Nicklow said 10 feet.
Mr. Minish said he thought provision should have been made for this
when the kitchen was built. Mrs. Wahlberg asked Mr. Nicklow if he would
be expanding the kitchen. Mr. Nicklow said he had no plans for that at
the present time.
Mr. Crowder asked if this was the only size freezer the manufacturer
makes. Mr. Nicklow said this freezer was 10 faet wide, 12 .feet l:.ng and
eight feet high and was a medium size, The manufacturer makes many sizes.
Mr. Smith asked Mr. Nicklow i this would be installed on footings.
Mre Nicklow said it wouldn't. He said he could be using this freezer for
'ayear ox three months or for as long as he neede it.
MOTtON by Walberg, seconded by Crowder, to close the public hearing.
Upon a voice vote, all voting aye, the motion carried unanimouslya

Mr, Minish said as this structure will not have footings I don't
think it requires a variance8 The only permit they might need is to
build the doore

Mr. Crowder said he would be much happier approving a temporary
structure than granting the variance that was asked for.
Mr. Minish said it would be better if we don't have to grant a variance.
If they want to convert this into a permanent stucture, they would have the
variance, to put it up within six feet of the property line,
Mr. Minish said it is the Board's position that this i not a permanent
structure, it is a movable structure, and doesn't require a variance.
MOTION by Harju, seconded by Crowder, to table the request for a
variance, and recoumend"this be considered as a temporary structure.
Upon a voice vote, all voting aye, the motion carried unanimously.
Mr. Minish said Mro Nicklow should check with the City staff in
the morning to see if they.agree with the recommendation.

Mr. Chuck Peugh was present.
Mr. Minish said when we granted the variance for the Lee Ward sign
it was with the understanding the liquor store sign was caming down. Mr.
Moravetz said this is subject to change at the present timeo
Mrs. Walberg said the only good thing that could came fromnn granting
this variance would be that the sign would be full and there couldn't be
any more requests.
Mr. Peugh said the customer really needs the sign. Beneficial Loan
has gotten permission from the landlord to piit u this sign. I didn't sell
this sign, tae customer came to us.
Mrs. Wahlberg asked if Beneficial Loan couldn't cut their sign down
so it isn't so large, Mr. Peugh said this is the same sign the campany
uses all over the country so they want it to be j;st as it's presented.
Mr. Minish asked if staff had ever'diezussed with the owner the
removing of this structure and putting up a different type of sign.
Mr. Moravetz said we would like to see a directory sign and have
all the signs the same size.
Mr. Harju said we are not picking on Beneficial Loan but I would
like to see the owner have to make some changes for these signs.
Mr. Crowder said I don't like that it's first come,'first serve
ina shopging center. I think everyone should have equal rights.
Mr. Moravetz said administration can prepare a proposal in the
next two weeks and present it to the owner.
, Mr. Harju said there is no legal way we can get the owner to agree
with a proposal. Mr. Minish said if we turn down this variance, the
tenants in the shopping center will put pressure on the owner also.
Mr. Peugh said he wanted tha Board to recommend approval or denial
of this request, and not table it.
MOTION by Harju, seconded by Crowder, that the Board of Appeals
recommend to Council denial of the request for placing additional signs
on the existing pylon. Upon a voice vote, all voting aye, the motion
carried unanimously.
MOTION by Crowder, seconded by Wahlberg, that because of the problem
created by the request for a variance by Beneficial Loan that the Board of
Appeals strongly recommends that the City attempt, at its earliest convenience
to come to some type of understanding with the.owner of the Skywood Ma.11
property to entirely redo the pylon structuxe. Upon a voice vote, all
voting aye, the motion carried unanimously.
. v
The Minutes of the Board of Appeals`Meetin of April 10, 1973 Pae__4
Mr. Minish said he wanted it noted that he'was disturbed that the
,,, . City is keeping its sign on this pylon structure.
3.
MOTION by Harju, seconded by Crowder, to waive the reading of the
public hearing notice for a request for a side yard variance by Richard
Miller Homes. Upon a voice vote, all voting aye, the motion carried
unan i.mous ly .
Mr. Moravetz said althouh this is a sma11 variance, the petitioner
was asking for a variance and a sma11 vacation of an easement so whenthere
was a change of ownership of this property there wouldn't be any problem
getting a mortgage conunitment. A lending company could refuse a loan on
property built on an easement.
Mr. Moravetz said we have letters from the utility comganies saying
they have no objection to the granting ef a variance or a small vacation.
MOTION by Harju, seconded by Wahlberg, that the Board of Appeals
receive the letters from the Minneapolis Gas Company, Northern States
Power Company, and Northwestern Bell Telephone Company. Upan a voice
^ vote, a11 voting aye, the motion carried unanimously.
Mrs. Wahlberg said as long as the house is built and the utility
companies have no objection there is no reason we can`t grant this
variance.
,
MOTION by Wahlberg, seconded by Crowder, that the Board of Appeals
recommend to Council approval of the request for a side yard varianca
by Richard Miller Homes. Upon a voice vote, all voting aye, the motion
carried unanimously.
Ghairman Minish adjourned the meeting at 8:45 P.M.

were ready. Councilman Harris asked abaut the Qrdinance requirements for
a garage. The City Engineer said that on substanard lots there is not a
:requirement to build a garage, the or.ly requirement is for a hard surface
driveway. He pointed out that if this is granted, it will be the first
permit without a garage this yaar. The Couzcil studied the side yard
variances, and agreed it wou13 be a difficult lot to pat a garage on.
Councilman Kelshaw mentioned the possibility of a carport, but Mr. Williams
'was not in favor of this. Courcilman Harris asked how many similar lots
were left in the area and the City Engineer answered there were about a
half dozen in this area.
MOTION by Councilman Breider tr approve the building plans and issue the
building permit. Second.ed by Councilman Liebl. Upon a voice vote, all

tiu Mr. Itpbert Schroer introduced .r. Andie Haugen who is interested in leasing
y'` space frcen Mr. Schroer for dislaying his swimming pools. Sales would be
/ conducted fzom a moveable builing which would also be saleable as a
dressing room or cabana type b•silding. Mr. Schroer said they were not
i-clear whether they would need a permit to sell swimming pools and also
whether a permit was needed for the building. ,
-Mr. Schroer explained just where the pool sales would be located and said that
the area would be landscaped. The Council stud?.ed the plan tiat was
^ presented. Cauncilman Harris aid that this would require a special use
permit and he read the part of the Ordinance covering sale of inerchandise
in the open rather than in a sesroom. The City Engineer explained that
there is not a yearly license recruired, but will be a special use permit
 covering a certain time limit.

/"
The Council sai that this woud need a hearing before the Planning Com-
j mission, and the Commission wotild ordinarily set up a public hearing
before the surrounding propert owners, but as there are only a couple
i of surrounding property owners, perhaps if they were willing to waive the
public hearing, it could go to the Planning Commission for their recan-
` mendation at their meeting of 2yay 6th, and come back to the Council at

 their meetin3 of May 10, 1971.

There was a discussion regard.izag the building that will be used. The City
Attorney said that he would really think this would be called merchandise
rather than a building as it is saleable, and will not be there permanently.
Councilman Liebl pointed out tt:at each year Holiday puts up a temporary
building outdoors which does na require a permit. Councilman Harris asked
if the building would be reoved after the season is over. Mr. Schroer
said that agxeeMent with the s:imming pool company was for one year, with
a one year option. Councilman Harris felt that the Planni.ng Commission
could set some mutually agreeaie stipulations on how long the building
could be on the prer, tises. The City Engineei said that he would work with
Mr. Schroer to see if the wavers could be received from the other pro-
perty owners. • ,

& EXTENSION OF

SP 171-07 , BY
Bob Schroer, Jerry Schroer and Dave Rick were present.
Bob Schroer explained that the swimming pool venture was not handlsd aatis
f actorily last year and now the Green Giant people requested youx consd-or
for a transfer and extension of the Special Use Permit to them. He xe€'xd
to a letter dated March 28, 1972 from the Green Giant Home & Garden Get,
Inc., which the Planning Commission had before them stating they "were pT
paXed to accept full responsibility and accountability for compliance wth
applicable codes". Mr. Schroer continued that one of the things no ulf.d
was that the small house be removed. It is tbere yet. The poals weie an
down as recommended. The landscaping was done, but not kept up. The fsta
were mandatory and still exist. The provision to come back in QcttabBx' pC
revi.ew of the permit was never done. This was not a profitable vtu .a
year, but the Green Giant people wish to remain in the swimming pool bui.s
especially as one of the competition in Fridley will not be in the busines
this year.
The ittle house sitting in the fenced-in area is atll t11. It 1
well constructed building and very attractive. Its use is mosly ox hrtd ott
material and display of pool supplies. An extension phne was instald.

Planning Commission Meeting - April 5, 1972 __ Pae 7
Most of the actusl closing of the sales was done inside the main building of the
Garden Center. They would like to keep the ^use there because it is an emergency
type of thing for adverse weather waiting in there untiil a shower passes,
Mr. Schroer continued that there are other style pools besides what they
have,on display. The landscaping will improve quite a bit in that corner.
They were also in the process of making additional parking North of the main
building. The cabana was at the main entrance hopefully to se11 with the paal
8etup. •
Mr. Schmedeke said this was a temporar} buflding with na foundatio an,d
. no sanitary facilities. The Coumnission have tried to shy away rom the
; temporary buildings.
MOTION by Minish, seconded by Zeglen, that the Planning Commission recommend
to Council that the Special Use Permit, SP #71-07, be granted to the Gree Gjant
Home Garden Centers, Inc. for the purpose of above ground swimming poo. d3spay
and to a11ow the cabana structure to be used again for a one -yeax period as o
the date of approval. Upon a voice vote, Minish, Fitzpatrick, Zeglen votn aye,
Schmedke voting nay, the motion carried.
6.IAOPBACKS:
Mr. Schmedeke said that these loopbacks are attractive for a sevice Catlott
use.' He felt a service station could be built behind a service d.ve and Che
would be no need for a loopback. The station would be 75 feet fXom the maic
thoroughfare under a regular loopback, but the station buiiG behitd the sevice
drive would be back 150 feet. What we are saying and asking s that zke ss
goes back the same distance as the service drire would be if there was a
service drive next to the Highway. Th.e second recommendation is that Ghe xC
• should be the same as that of the White Knight Car Wash on 73rd Aveue and
University. The more he thought about it, if the service dr.ve was betweet Ch
service station and the main'thoroughfare, the station would auC4maGical.ly b
put back.

Mr. Clark said that service stations and ar.y drive-in type o pxanage.
have to have a Special Use Permit and appear before the Planning CotAmiseiQZ
and Council. Where medians are constructed, they go past the first ttrice,
Where there is a 150 foot median, the Plats & Subdivisions-Streets & Uti..ieS
Subcommittee thought the Planning Commissioa should consider no exits on the
mainstreet or cross street.
.,He continued that the new lots being created are industxl liBht i.ndwa-
trial or commercial. These lots are at least 3/4 of an acxe.
Mr. Schmedeke said that it will be u to .he uilding Inspectox and Auild-ng
tandards-Aesign Control Subcommittee to see that a nice statipn is buit, Th
setvice stations ar improving themselves as far as looks ars cotcerted•
Mr. Minish asked for drawings of the loopbacks for thQ next pni,ng•

Fridley, Minnesota 55432
Gentlemen:
This letter is to request your consideration for transfer
and extension of the Special Use Permit issued to
Mr. Swimming Poo1, Inc.: in 1971,for outside display of
above-ground swimming pools at 7620 University Avenue, N.E.
(he Ranch). ,
Mr. Swimming Pool, Inc. is no longer associated with the
Green Giant Home and Garden Centers. In the transfer of
permit to our name, we are prepared to accept full responsibility
and accountability for compliance with applicable codes.
The attached sketch indicates the site on which the
dispZay is to be locatad. Aesthetics (association with
green goods) and elimination of the need for a satellite
structure for office purposes are the primary advantages
o£ this location. .
Our manager at the Ranch, Mr. Dave Rick, would be pleased
to further describe our operation and answer any questions
you may have.

The ngineering Assistant said that this request is for the same area as last ysaz'

.
Ma4r Liebl said he would like to encourage the young people to pazticipate

David Rick, Manager of Green Giant, was presenfi for the request.
Mr. Rick said they wanted the pools moved from their locale.next to
University Avenue, East of the main buiilding, to the tiVest side of the
main building along Osborne Road. There would be a 4' chain fence
around the immediate pool area.
Mr. Zeglen asked if this was not the same sie that they originally
had planned to put the Pool Center on. Mr. Rick said it had been moved
farther back from Osborne Road, as the St. Paul Water Vorks had an
easement along there. Green Giant has been in touch with St. Paul and
an agreement has been reached between the two. It would state that
if St. Paul has to get onto thzs easement, therefore taking the fenc-
ing down, it would be at Green Giant's expense.. h1r. Rick said a written
agreement will be coming in the mail the follotiaing week.
The board could see no serious problem. They did recommen a
fence (cedar or redwood) to run from the West side of the main driveway
to the East side of the service driveway. The service driveway would have
a chain linked gate. The same type of chain linked fence would be used
to fence the 9est and the North side of the property.
Mr. Boardman said some type of greenery (such as ivy) would have to
be planted along the fence for eventual coverage.
It was also pointed out that there could be rio storage in back of
the wood fence higher then the fence.

Mr. Oliver Erickson
Planning Commission
City of Fridley
b31 University Avenue N. E
Fridley, Minnesota 54.21
Dear Mr. Erickson:

April I1, 1973
Ae: Lot 2& 3 Block 2 Oak Grove Addition to Fridley Park.
(6684 Fridley Street N. E. - Frldley, Minnesota 5542)
In regard to the proposed construction of a house on
lot 1. Block 2 of the p.k Grove Addition to Fridley park I
am aganist this. I have listed belaw reasons why I feel this
would not be a goad thing for my immediate area or the City
of Fridley as well.
. ' t•. .O V./. .
Due to the fact that lot ]. is to narrow in the front to
build a home on, this house would have to be set back from
the street a greater distance than wh.t my house is set back
& all other hores on Fridle St.=eet
y • This vrould in my opinion
distort the "look" of our street &
mY property 3c neighbors Possibly lower the vlue of
property v.lues also.
_
The 81ce Creek area at Fridleg Street, from what I have
learned at City Hall, is to be left in a wild state. I believe
--- -- -that this home being constructed at the edges of the Rice
wild park area would be to close & infringe on this area, cThek
park area should be enjoyed by a11 not purchased for the enjoy-
ment of one family,
There is a var2etp of such wildlife as phe.sants, ducks,
racoons, & all types of birds who make their homes ln this
Aice Creek area. These birds are enjoyed by ourselves & all
adjeent neighbors. To have these birds driven out af this area
by construction of a home at the edges of this wild area would
be sad.
We feel that so much of our metropolitan are.s land is go_
ing for construction of v.rious structures that there is less &
less land left negt to our cities where adults & chidern can
enjoy nature & see what remains of ou.r wildZifejthat we would
be aganist this proposed construction on lot 1
would be a postive action for my neihborhood#& theICityofeFridS
ley to protect what renains of these wiZd areas.
^
Please give this your serious consideration.
Sincerely,
. S,`,t,''
D. G. Drevniak
