INFORMAL PRESENTATION OF TI� COMPREHENSIVE PLAN
Mx'. Clark stated �he presentation was taped so that nothing wquld in-
advertent2y be l�ft ouC of the presentation. The taped presentation, with
co�.ored slides, could also be used before social groups such as the Cha�ber
o#� Coamnerc�, V.F.W., etc. , �
Mtr. Clark said the presentation was in three parts. Mr. Fitzpatrick
asked how �.oug the presentation would last. Mr. Boardman said it lasted
about twenty minutes.
The presentation was made. In discussing it, the entir� Plaaning
Co�ission thou�ht it was an excelleat presentation.
Mr. Fitzpatrick asked i� the entensity colors were for the present use
or�the pxopv�ed use. Mr. Boardman answered they were far the proposed use.

Mra Clark said there had been a joint Public Hearing by the City Council
and tt�e Planaing Commission on flood plain zoniag on December 11, 1972o The
City C�uncil is waiting for a recommendation fram the P�anning Commission.
A short discussion followed with no specific xecommendations.
M01ZON by Schmedeke, seconded by Zeglen, to continue the consideration
of flood plain zoning until Jaauary 17, 1973a Upon a voice vote, all voting
aye, the motion carried unanimously.
PLANNING CONAiLSSION STRUCTURE
Mr. Clark gave cQpies of a chart that had beea approved by the Planning
Commission on February 4, 1970e If the Planaing Commission members w�uld
add three years to every date shown oa the chart it will bring it up-ta-:iat�.
The City is pxesently recodifying the Code book and the P1aRning Commission
and Subcommittees will all be in one section. If this chart is approved,
all Councilmen will nominate one member of the Planning Comm�ssion his first
year af office and one member of each Subcommittee at vaxying times of their ter�,
The Mayor will nominate the Chairman of the Plaaning Commission. The
Councilman-at-large will nominate one member of the Plaaniag Coa�ission and
^ four members at the Subcommittee level.
At pres�nt, the members of the Planning Commission and Subcommittees
are appoiated for three year terms e�ccept the Building Standards-Dssign
Coqtrol Subcommittee. Under the new structure, all terms will be three
yea�r�, but it will take three years before the cycle is aorrect. In the
iaterim, some appo�ntments will be for one or two years instead of three.
The date the appointments take effect is being changed from December 31,
to April 1. This wili give the new councilman time to find the person he
waats to nominate, aad will give the person appointed time to attend some
of the meetings of the Board or Commission he is appointed to before he
has to sit on th� Board or Commission, This wi11 add three additional
months to ap�ointments in effect at the ti�ne this change is made.
MOTION by Minish, seconded by Zeglen, that the Planaing Commission
reaffirm its eaxlier recommendation of three years ago of the Planning
Commission Stucture, with the recommendation that�the Councilmen try to
nomiaate members from their own ward if at all possible. Upon a voice
vote, all voting aye, the motion carried unanimously.
